      Per conversation with owner, utensils were not sanitized after cleaning. Utensils were only being washed with soap and then rinsed. I informed the PIC that all utensils need to be sanitized after being washed and rinsed. The PIC came up with a plan to wash, rinse, and sanitize using the two-compartment sink and bleach sanitizer that they had on hand. I informed the PIC that they needed to follow the plan immediately, and to send me the plan as a written procedure so that I could consult with my supervisor about whether the procedure would work moving forward.

      Correction: Clean and sanitize all utensils and equipment before contact with food.

      Scoop in the flour container in the basement was improperly stored touching the flour, and the scoop in the flour container on the first floor had no handle. I informed the PIC that scoops being stored in food needs to have a handle, and the handle needs to extend above the food. The PIC indicated that they would speak to the owner about getting additional scoops with handles.

      Correction: Store in-use utensils in the food item with handle extended, on a clean surface, running dipper well or in a container of water greater than 135°F.
