Wisconsin Medicaid Cost Reporting (WIMCR)
● What is WIMCR?
○ WIMCR is a banner term for Medicaid fee-for-service programs which also have a
cost settlement component.
○ The cost settlement compares reported costs to actual Medicaid fee-for-service
payments.
○ County agencies submit interim claims to Wisconsin Medicaid during a calendar
year (CY) and receive payments derived from a set fee schedule.
○ In the following year, county agencies will report the costs related to their
provision of the WIMCR services via an online web tool.
○ Cost reporting will result in additional payments and/or recoupments.
○ DHS keeps 17% of the FED share for each positive settlement (excluding
Comprehensive Community Services and Community Recovery Services).

Behavioral Health Programs Report for August 25, 2026
Behavioral Health Outpatient Clinic
Supervisor Carlson and Joe Bodo participate in a weekly Central Intake Meeting, held every Tuesday and coor-
dinated by Director Lyons, to review all referrals received by the agency. This meeting provides an opportunity
for interdisciplinary collaboration, allowing staff to share information, determine the most appropriate level of
care, and assign responsibility for outreach to the referred client or family.
CCS Program (Comprehensive Community Services)
Service Director Carlson continues to address ongoing barriers related to reinstating the CCS Program in
Sawyer County. Service Director (SD) Carlson and Service Facilitator (SF) Carlson received seven CCS referrals
this month.
SD Carlson and SF Carlson are working collaboratively with Director Lyons and Caitlan Myren to establish
criteria for determining which referrals received by the county are most appropriate for follow-up regarding the
CCS Program. The goal is to ensure that individuals who appear to meet program criteria are contacted and
provided with information about CCS and the enrollment process.
Intoxicated Driver Program (IDP)
Assessor Bodo has successfully completed five OWI assessments this month without issue.
The next monthly DOT Zoom meeting is scheduled for 07.28.26 at 12:00 p.m. Staff will continue to participate
in these meetings to remain informed of statewide updates, policy changes, and best practices related to the
administration of the Intoxicated Driver Program. Supervisor Carlson is in the process of updating current pol-
icies and procedures in preparation for the program’s bi-annual recertification, expected to occur this Novem-
ber.
CST Program (Coordinated Services Teams)
Currently, there are five clients enrolled in the program. There were no new referrals or discharges during this
reporting period. CST and fiscal staff have completed the 2027 grant application and submitted it to the state
for review. In addition, Supervisor Carlson and Coordinator Carlson are working collaboratively to update both
the Community Resource Brochure and the Adolescent Resource Brochure which will be sent out for printing
the last week of this month. Our next Systems of Care Meeting is set for September 23, 2026, at 2:00pm via
zoom.
Respectfully,
Alicia D. Carlson M.S., LPC, NCC, ICS, CSAC, CCTP, IDP-AT

Community Support Program & Mobile Crisis
MOBILE CRISIS:
• We saw a steady uptick in crisis consults and assessments in July.
• 18 total calls were received from law enforcement
• 9 calls resulted in assessment
o 4 assessments resulted in Emergency Detention
o 2 assessments resulted in voluntary BHU admission
o 3 assessments resulted in safety planning
• The rest of the calls were resolved via phone safety planning, medical hospital admission,
or the consumer voluntarily going to the hospital for services.
• Many of the crisis assessments completed are staffed during our collaborative meeting
Tuesday mornings to see if they are appropriate for CCS, CSP , or other available county
programs.
COMMUNITY SUPPORT PROGRAM:
• 47 consumers were served by CSP in the month of July 2026
• 1 consumer discharged due to refusing treatment and incarceration
• 2 consumers were admitted to the program, both referred for services by court order
o 1 Sawyer County mental health commitment
o 1 referred from Hennepin County MN due to MN mental health commitment (moved
back to area)
• 8 consumers total were on court orders for the program in July 2026, the rest were
voluntarily engaging
• 7 consumers were in placement during that month, the rest were in the community
o 1 was at TCHCC
o 3 were at Transitions CBRF
o 2 were at assisted living facilities for medical reasons
o 1 was frequently at BHU throughout the month
• Staffing for the program continues to be steady with 1 psychiatrist, 1 RN, 1 clinical
coordinator, 1 mental health technician, and 4 case managers
• The program continued to provide 24/7 crisis line services specific to this program, which
often results in face-to-face intervention outside of typical working hours to assist folks in
maintaining independence within the community and avoid hospitalization when safe to do
so

Measles
As of August 25, 2026, there have been 42 confirmed and
17 probable cases in the outbreak in Grant, Iowa, and
Lafayette Counties in Southwestern Wisconsin. There have
been a total of 61 cases in Wisconsin so far in 2026. The
ongoing investigation indicates that measles is spreading
locally.
The best protection against measles is a measles, mumps,
and rubella (MMR or MMRV) vaccine. Two doses of the
measles vaccine are about 97% effective at preventing
measles.
As of August 20, 2026, 2,777 confirmed measles cases
have been reported in the United States in 2026. This is
the highest number of cases in a year since 1991.
In 2025, 71.5% of 24-month-olds in Sawyer
County received one or more doses of
the MMR vaccine, compared with 79.8%
of 24-month-olds with one or more doses
of MMR vaccine in Wisconsin.
