Admissions to the pound was higher compared to last month, with half being reclaimed and half being transferred to the Humane Society.
The Animal at Large calls for the month were the greatest volume. The overall call volume throughout the month was higher to the previous
months.
Facility
No changes since last month.
Code Enforcement - Public Health
Continue to attend meetings and go out on TRH inspections. There were four TRH complaints for the month, all of which have been investigated
and taken care of. Three were complaints of over occupancy and the other was mainly for noise complaint.
There were three new potential Human Health Hazard Complaints that have been investigated. All three require no further investigation as they
were not a true Human Health Hazard.

YEAR-TO-DATE OPERATIONS BRIEF
PUBLIC SAFETY MEETING REPORT
2026 ePCR Incident Activity and Operational Review
Prepared for: Sawyer County Public Safety Committee
Prepared by: Sawyer County Ambulance Service
Reporting period: January 1-August 25, 2026 (records through 7:05 a.m.)
Report date: August 25, 2026
Executive Summary
The ePCR export contains 1,577 incident records from January 1, 2026 through August 25, 2026. This
equals an average of 6.7 documented incidents per calendar day. Emergency responses accounted for
1,423 records (90.2%), including 1,397 primary-response-area calls. Facility transfers and other routine
medical transports accounted for 103 records (6.5%).
Volume generally increased during the spring and summer, reaching 247 records in July, the highest
complete month in the reporting period. For valid primary emergency records, the median en-route-to-
scene travel time was 10.0 minutes; 90% were at or below 23.0 minutes. This field does not include
dispatch processing or the interval from notification to the unit going en route.
Primary takeaway: Emergency demand remains the central workload, with the heaviest documented
activity occurring from noon through midnight. The data support maintaining dependable 24-hour
Hayward capacity while preserving reliable coverage for Ojibwa and the outlying communities.

1. Incident Volume and Workload
Monthly volume was lowest in February and March and then increased through July. August is a partial
month and should not be compared to a full month by count alone; its average through August 25 was

3. En-Route-to-Scene Travel-Time Review
The export provides the interval from unit en route to unit arrived on scene. It is a travel-time measure
only. It does not include call processing, dispatch-to-notification, crew turnout, or the full 911 call-to-
arrival interval.
Population Valid n Mean Median 90th pct. 95th pct.

Times are in minutes. Values below 0 or above 120 minutes were excluded as invalid or implausible export values.
Primary Emergency Travel Time by Selected Location
The table below includes standardized incident-city groups with at least 25 valid primary emergency
records. Differences reflect geography, unit starting point, and incident circumstances; they are not
controlled station-performance comparisons.
Incident-city group Valid n Median 90th pct.
Hayward / City of Hayward 1,021 8.0 21.0
Winter / Town of Winter 90 10.0 25.0
Stone Lake 48 19.2 25.0

Couderay 27 18.0 24.3
Operational Considerations
• Maintain strong deployment capacity from noon through midnight, when 58.7% of documented
activity occurred.
• Continue monitoring the concentration of documented workload on Unit 1 and compare it with
scheduled staffing, unit hours, simultaneous calls, and out-of-service time.
• Preserve reliable outlying coverage. Several higher-volume communities outside Hayward show
longer median travel intervals, consistent with the county's geographic distances.
• Review completed transfer activity together with the declined-transfer log. The 103 completed
transfer/routine transport records do not show requests the service could not accept.

Page 5
Data Quality and Limitations
Travel-time completeness was 94.2% after screening: 84 values were blank, 6 were negative, and 1
exceeded 120 minutes. City was blank in 19 records, service type was blank in 8 records, and dispatch
complaint was blank in 7 records.
Incident number alone was not used to deduplicate the file. There were 53 repeated incident numbers,
and 50 of them occurred more than 24 hours apart, indicating that the identifier is not unique across the
combined export. Counts therefore represent ePCR rows/incident records. In addition, the file does not
include staffing levels, unit availability, overlapping-call intervals, patient outcomes, canceled calls, or a
prior-year comparison.
Conclusion
Through August 25, Sawyer County Ambulance documented 1,577 ePCR incident records, averaging 6.7
per day. Emergency responses made up 90.2% of the workload, and July reached an average of 8.0
records per day. The concentration of demand in the Hayward area and the longer travel intervals in
several outlying communities reinforce the need to balance central capacity with dependable
countywide coverage.
