Minutes recorded by Liz Klein, County Clerk Page 7 of 83 HealthRESOLUTION NO. 26- RESOLUTION REQUESTING THE STATE TO PROVIDE GPR FUNDING TO COVER THE FULL NON-FEDERAL SHARE OF MA CSP AND CRISIS SERVICES WHEREAS, Sawyer County is concerned that the public mental health system in Wisconsin is in need of additional resources to respond appropriately to the needs of individuals with persistent mental illness and those experiencing a mental health crisis; and WHEREAS, state law designates counties with the responsibility for the well -being, treatment, and care of individuals with mental illness, and serving those without private insurance coverage; and WHEREAS, the Medical Assistance program (MA) covers an array of mental health services, ranging from office-based therapy to inpatient hospitalization, and many of these services are delivered by counties; and WHEREAS, Community Support Programs (CSP) offer intensive community -based care for adults whose mental illness and functional limitations might otherwise require them to need institutionalized care. Counties use CSP services to keep people out of extended hospitalizations and support people in the community following emergency detentions; and WHEREAS, counties are required to provide Crisis intervention services including an emergency mental health services program to serve persons in crisis situations; at a minimum, 24-hour crisis telephone service and 24-hour in-person response on an on-call basis; and WHEREAS, while the state pays the full cost of most MA services, when it comes to county- based CSP and Crisis mental health services, the county finances the cost of the services up front, and receives MA reimbursement for only the federal share for that service, and WHEREAS, Community Aids funding has not kept pace over the years with increased county costs for services, resulting in counties bearing a disproportionate share of CSP and Crisis service costs from county tax levy; and WHEREAS, counties are limited in their capacity to use tax levy revenue due to state levy limits, so the lack of Community Aids increases combined with strict property tax controls makes it difficult for counties to maintain Crisis and CSP services; and WHEREAS, in addition to the costs to county human service departments, counties and municipalities also incur law enforcement costs to transport and provide security for persons in a crisis; and WHEREAS, the awareness of the 988 National Suicide & Crisis Lifeline has made mental health assessment and referral more readily available, resulting in more demand on the mental health crisis systems; and Page 8 of 83 WHEREAS, stagnant state funding results in variations in the extent of services available across counties, wait lists for services, and eligible people receiving limited services; and WHEREAS, the limited state funding for Crisis services makes it difficult for counties to implement new evidence-based services, such as mobile crisis workers that could meet law enforcement officers in the field for crisis calls, that would reduce the need for law enforcement involvement and provide a more trauma-informed response to crisis situations, and; WHEREAS, Wisconsin’s counties continue to cover the costs of mental health services for individuals who are not Medicaid eligible, and; NOW, THEREFORE, BE IT RESOLVED: that the Sawyer County Board of Supervisors does hereby request that the state of Wisconsin provide state General Purpose Revenue funding to cover the full non-federal share of MA CSP and Crisis services, and; BE IT FURTHER RESOLVED, that the Sawyer County Clerk is hereby authorized and directed to send a copy of this Resolution to the Governor of the State of Wisconsin, Wisconsin State Legislators with a constituency within Sawyer County, and the Wisconsin Counties Association. This is an increase from last month where we saw 15 new referrals. • Total of 46 Active Clients with open cases in June. These were split between the 2 full time I&A Specialists. • Disenrollments and LTC program switches are being handled by both of our I & A Specialists Adult Long-Term Care Unit Updates • Kim, our new Dementia Care Specialist started in June. We are eager to have her on the team. • Heather Bergman, Information and Assistance, turned in her resignation with her last official day being August 7th. • We had 51 total walk ins for June. Benefit Specialists- Elder Benefit Specialist (EBS) • EBS Contacts: 25 new referrals for June, and 12 appointments with previously opened cases. Adult Protective Services (APS) • 12 new cases/referrals for June. o 2 of them were for Financial Abuse. o 5 of those cases were for Self-Neglect o 2 were for Mental Health o 1 were for Abuse. o 2 were for Dementia/Guardianship. • APS continues to stay busy with new referrals and complicated cases. APS is working with multiple different agencies, and things overall have been going very well. • Rebecca is creating an Elder Death Review Team, which has their first meeting in August. • Wisconsin is moving towards a three-tiered response time to new referrals. Which is a response time of 24 hours, 3-4 calendar days, and 7 calendar days. This would lead to needing to have APS on call for Sawyer County to adhere to these new requirements. There is a compliance date set by the federal government of 5/8/2028. This meeting provides an opportunity for interdisciplinary collaboration, allowing staff to share information, determine the most appropriate level of care, and assign responsibility for outreach to the referred client or family. CCS Program (Comprehensive Community Services) Service Director Carlson continues to address ongoing barriers related to reinstating the CCS Program in Sawyer County. The program recently encountered an unforeseen barrier related to obtaining physician prescriptions for CCS services. A provider who had previously been identified as a potential signing practitioner expressed concerns regarding potential liability associated with signing CCS physician prescriptions. Service Director (SD) Carlson and Service Facilitator (SF) Carlson had one promising CCS referral this month; however, enrollment was not possible after the prospective client informed staff that Medicaid coverage would be ending within approximately two weeks and would be replaced by private insurance through the client's employer. As a result, the individual was no longer eligible for CCS enroll- ment. An additional referral was received during the reporting period, but enrollment efforts have been temporarily delayed as the prospective client is currently hospitalized. Follow-up will occur after the individual's discharge to determine interest in participating in the CCS program. SD Carlson and SF Carlson continue working with another prospective CCS client who has been in the enrollment process for approxi- mately three months. At this time, enrollment cannot proceed because required parent signatures have not been obtained. All outreach efforts, contacts, and attempts to engage the family are being documented to demonstrate continued efforts toward enrollment. Enrollment efforts continue through collaboration with internal Sawyer County Health and Human Services programs, community partners, and referral sources. Northland Counseling has been a valuable referral partner, with Caitlan continuing to provide referrals to the CCS program. The primary barriers to enrollment continue to be prospective clients not following through with required enrollment steps, delays in completing required documentation, changes in insurance eligibility, or misconceptions regarding the purpose of CCS services. Some prospective clients discontinue the enrollment process after learning that CCS does not purchase tangible items or pro- vide financial assistance in the manner they had anticipated. SD Carlson will also be participating in the regional Service Directors meeting via Zoom on 07.28.26 with the other three service direc- tors within the consortium to discuss ongoing program development, implementation, and regional collaboration efforts. Intoxicated Driver Program (IDP) Assessor Bodo has successfully completed one OWI assessment this month without issue. The next monthly DOT Zoom meeting is scheduled for 07.28.26 at 12:00 p.m. Staff will continue to participate in these meetings to remain informed of statewide updates, policy changes, and best practices related to the administration of the Intoxicated Driver Pro- gram. Assessor Bodo and Supervisor Carlson will be reviewing and updating current policies and procedures in preparation for the pro- gram’s bi-annual recertification, expected to occur this fall. CST Program (Coordinated Services Teams) Currently, there are five clients enrolled in the program. There were no new referrals or discharges during this reporting period. Staff have completed the 2026 six-month performance report and submitted to the state for review. Staff are still working on finalizing the 2027 CST grant application, due 08.07.26. In addition, Supervisor Carlson and Coordinator Carlson are working collaboratively to update both the Community Resource Brochure and the Adolescent Resource Brochure to ensure current information and resources are accurately reflected. Looking at trends helps the public know when risk is higher for tick bites and tick-borne disease. This chart shows ED visits and the impact within our region, which is trending high but just under last year’s levels. Local reports of tick-borne disease cases remain high. RICE Grant Through the RICE 4.0 immunization grant, we expanded community outreach and education through social media, radio, flyers, and letters sent home to parents. More than 900 immunization reminder letters were mailed to Sawyer County families whose children were behind on recommended vaccines. We increased immunization access by bringing vaccines into the community, including school-based clinics, to help reduce barriers to vaccination. Through these efforts, we administered a total of 37 vaccines. In addition, we strengthened partnerships with our local schools, clinics, and a food pantry to provide individuals evidence- based information about vaccines and address questions and misconceptions. Recommended for adoption by the Sawyer County Board of Supervisors at its meeting on August 20, 2026, by this Sawyer County Health and Human Services Board on August 6, 2026. ________________________________________ ______________________________________ Kay Wilson, Chair Chuck Van Etten, Vice Chair ________________________________________ ______________________________________ Jeff Hoehne, Member John Minto, Member ________________________________________ ______________________________________ Jim Miller, Member Sabrina Dunlap, MD, Community Member ________________________________________ ______________________________________ Pam Mueller, Community Member Lorraine Gouge, Tribal Governing Board Representative ________________________________________ Vacant _____________________________________________________________________________________ This Resolution is hereby adopted by Sawyer County Board of Supervisors this 20th day of August, 2026. ________________________________________ ____________________________________ Ron Kinsley, Board Chair Liz Klein, County Clerk Page 58 of 83 Adopted Budget Amended Current Month YTD YTD Budget - YTD % Used/ Account Account Description Budget Amendments Budget Transactions Encumbrances Transactions Transactions Rec'd Prior Year Total Fund 225 - Human Services REVENUE 41110 General Property Taxes 2,550,000.00 .00 2,550,000.00 212,500.00 .00 1,275,000.00 1,275,000.00 50 2,525,000.00 43650 St. Aid 3,860,375.00 .00 3,860,375.00 365,716.84 .00 1,155,515.64 2,704,859.36 30 3,987,946.12 46600 Client Collections-Medicaid 1,621,260.00 .00 1,621,260.00 111,793.12 .00 442,380.20 1,178,879.80 27 1,808,577.60 48500 Donations from Org./HHS 950,000.00 .00 950,000.00 91,551.68 .00 549,310.08 400,689.92 58 950,467.44 48600 Misc.
