• July served as the main summer events, from 4th of July, Lumberjack, Honor the Earth Pow
Wow, and a host of over local events, our patrol staff was present for most. All events
showed a excellent community engagement and underlayed the safety message from us and
our law enforcement partners.
• In the coming weeks we will begin planning for August to include the Sawyer County Fair,
Radisson Harvestfest and the Seely Lions Pre-Fat Tire Race.
• A heartfelt thanks to our many patrol staff who have been speading our traffic safety
message this year. No small coincidence that we have seen below average crash data being
reported county wide compared to past years.
• With the impeding school years starting in the coming months, we will again be looking at
the various school districts in the county and checking in with their bus routes and pick up
zones to address any concerns they might have.

SAWYER COUNTY ANIMAL CONTROL AND CODE ENFORCEMENT REPORT
Animal Control Operations
As of July 24th, the revenue for Animal Control was low compared to previous months, due to dog entering the pound being reclaimed quickly or
being transfer to the Humane Society. Also, Sawyer County Dog Tag sales have deceased compared to previous months and this time last year.
Admissions to the pound was higher compared to last month, with half being reclaimed and half being transferred to the Humane Society.
The Other calls for the month were the greatest volume, mainly pertaining to dogs in hot vehicles. The overall call volume throughout the month
was lower to the previous months.
Facility
No changes since last month.
Code Enforcement - Public Health
Continue to attend meetings and go out on TRH inspections. There were five TRH complaints for the month, all of which have been investigated
and taken care of. One was in regard to parking issues, two for lack of required posting/notification, one for operating with a license, and one was a
concern for safety/privacy.
There were three new potential Human Health Hazard Complaint from June that have been investigated. All three have been passed on to other
agencies within the county for further investigation as they were not a Human Health Hazard. There is still one on going from May.

I want to provide the Public Safety Committee with a short update on the 2017
Sawyer County Ambulance study and explain how I have used that report while
working on the changes we have made and the work that is still ahead of us.
Before I made changes or brought recommendations forward, I spent a lot of time
going back through the study, reviewing our run and response data, talking with
staff and County administration, and looking at what other ambulance services
were experiencing. We did not assume that every recommendation from 2017
would still work exactly as written. In several areas, we tried different staffing or
deployment ideas and then reviewed what worked, what did not work, and what
needed to be changed. That process is continuing.
The 2017 study recommended full-time, on-premise staffing in Hayward and at a
southeastern location, while keeping Stone Lake and Round Lake as paid-on-call
stations. It also recommended using paramedic fly cars, building stronger first-
responder groups, replacing the aging ambulance fleet, and creating a formal
leadership structure. The study recognized that the shortage of volunteers was not
only a Sawyer County problem, but an issue affecting EMS services across
Wisconsin and the United States.
As we worked through the paid-on-call model, we found that it was becoming
harder to consistently put a full crew together at the former satellite stations. In
some areas, one person would pick up the ambulance while other responders went
directly to the scene. At other times, responders went to the scene without anyone
bringing the local ambulance. We also found that the staffed ambulances from
Hayward and Ojibwa were routinely arriving before the unstaffed ambulances.
This was not criticism of the people who volunteered their time. It showed that the
paid-on-call model was no longer dependable enough to provide consistent
coverage. When we reviewed the run data, it showed that having full-time staff
already at the station reduced response times.
We used the same process when looking at how ALS providers were deployed.
Although the 2017 study recommended paramedic fly cars, we found that placing
ALS providers directly on the ambulances and minimizing use of the chase vehicle
worked better for how we operate today. We have also put an ambulance
replacement plan in place, helped expand local EMR and EMS education through
LCO Ojibwe University, and established QA/QI, protocol and policy review, and
Page 37 of 38
formal FTO training. These changes were developed around the needs we were
seeing in the department and the goal of improving consistency, employee
development, and patient care.
The 2017 study was a useful guideline based on the information available at that
time. However, the amount and quality of operational data I now collect, and
review have made the study largely outdated as a current planning document. I can
now follow call-volume trends, response times, staffing patterns, and deployment
needs much more accurately. This information also allows me to better identify our
personnel, equipment, facility, and leadership-structure needs. Instead of relying on
assumptions made nearly a decade ago, I can continually evaluate the performance
of the Ambulance Service and work with County administration to make
recommendations based on current conditions, measurable trends, and the future
needs of Sawyer County while remaining fiscally responsible.
