Joint Town/Village of Mukwonago Meeting Minutes of October 21, 2025 Call to Order President Winchowky called the meeting for the Village to order at 6:34 p.m. Chairperson Topczewski called the meeting for the Town to Order at 6:34 p.m. Roll Call for Town and Village Boards Village: Brill, D. Johnson; K. Johnson; Meiners; Porter; Reeves, and President Winchowky Town: Boucher, Clabault and Topczewski Comments from the Public None New Business Discussion/Possible Recommendation from the Village Board to return $133,582 from the Village’s Fire Department Designated Fund to the Fire Department’s Operating Fund for placement in the Unspent Referendum Fund Balance Finance Director Doherty made an error calculating the amount of referendum money, and accidently sent too much and needs that amount back. Village: Motion by Porter to approve, second by D. Johnson. No further discussion. Motion for the Village carried 7-0. Town: Motion by Boucher to approve, second by Clabault. No further discussion. Motion carried for the Town 3-0. Discussion/Possible recommendation to approve the return of $24,319.84 to both the Village and Town to clear funds held for cash flow purposes. Finance Director Doherty explained that each entity held reserve funds for any expenses in the beginning of the year. Village: Motion by Meiners to approve, second by Brill. Motion carried for the Village 7-0. Town: Motion by Boucher to approve, second by Topczewski. Motion carried for the Town 3- 0. Discussion/Possible Recommendation to consolidate various fund balances within the Fire Department Fund and using those funds to purchase the SCBA Decon Washer and Dive Rescue Dry Suits in the 2026 Capital Plan Finance Director Doherty explained that it was being proposed to combine the various fund balances to cover the cost of multiple purchases. Village: Motion by Reeves to approve, second by K. Johnson. Motion for the Village carried 7- 0. Town: Motion by Boucher to approve, second by Clabault. Motion carried for the Town 3-0. Chief Stien asked that the proposed 2026 ambulance fee be discussed before the 2026 POC/POP rates. Both boards agreed. Discussion/Recommendation regarding proposed 2026 Ambulance Fees Chief Stien explained the 2026 Ambulance Fees increased by 3% to account for CPI. He added that the proposed changes were added to the Village’s fee schedule as well. Village: Motion by Meiners to approve for the Village, second by Reeves. Motion carried 7-0. Town: Motion by Clabault to approve for the Town, second by Boucher. Motion carried 3-0. Discussion/Possible Recommendation regarding POC/POP pay rates and classifications Chief Stien gave a breakdown of the proposed POC/POP pay rates for 2026. He explained that the changes would make them competitive with others in the area. Discussion was held concerning the different position, classifications for EMS and Fire. Boucher stated that he has concerns with the amendment being done until the union negotiation is done. The labor attorneys will be presented with the information and asked to provide an opinion. No action taken. Discussion/Possible Recommendation of Fire Department 2026 Operating Budget Finance Director Doherty reviewed the Joint Fire budget as presented in the packet. She added that the settlement has not yet been completed so the budget as it is presented is not balanced. Village: Motion by Porter to approve the Fire Department 2026 Budget for the Village, second by K. Johnson. Motion carried 7-0. Town: Motion by Boucher to approve the Fire Department 2026 Budget for the Town, second by Clabault. Motion carried 3-0.
