Town of Mukwonago Town Board Meeting Minutes July 15, 2026 Chairman Topczewski called the meeting to order at 6:30 p.m. and the Pledge of Allegiance was recited. Chairman stated the meeting was properly noticed. ROLL CALL: Chairman Topczewski, Supervisors Boucher, Clabault, Wrasman and Yerke. Also present: Kathy Karalewitz, Administrator/Clerk -Treasurer; John Macy, Attorney; Tim Lynch and Tom Miles of Lynch and Associates. PUBLIC COMMENTS There were no public comments. MINUTES OF JUNE 17, 2026 Motion by Supervisor Wrasman, second by Supervisor Clabault to approve the minutes of June 17, 2026. All ayes. NEW BUSINESS PROPOSAL FOR PROFESSIONAL SERVICES – 2027 ROADWAY PROJECT Motion by Supervisor Yerke, second by Supervisor Boucher to approve the Professional Services Agreement for the 2027 Roadway Project, subject to EMC approval. All ayes. PROPOSAL FOR PROFESSIONAL SERVICES – SECTION ROAD DESIGN AGREEMENT Motion by Supervisor Yerke, second by Supervisor Boucher to approve the Professional Services Agreement for Section Road Design from CR-EE to CR-I. All ayes. REVIEW OF DEVELOPMENT AGREEMENT FOR AUTUMN RUN, A 17 -LOT RESIDENTIAL DEVELOPMENT Motion by Chairman Topczewski, second by Supervisor Yerke to approve the Development Agreement for Autumn Run, a 17 -lot residential development with 1 outlot on 54.23 acres, located at W310S8471 CTH I (MUKT1936999003), Ronald Lambert Jr. (owner) and Ryan Janssen (agent). Attorney Macy and staff to meet with Mr. Janssen and his attorney to review developer agreement, subject to Chairman approval; also Mr. Janssen is get a razing permit for removal of farm shed. All ayes. REVIEW AND CONSIDERATION OF SPECIAL EXCEPTION REQUESTS PURSUANT TO CHAPTER 36 TO EXCEED THE MAXIMUM ALLOWABLE DETACHED ACCESSORY BUILDING FLOOR AREA AND MAXIMUM ALLOWABLE BUILDING HEIGHT FOR A PROPOSED ACCESSORY STRUCTURE AT PROPERTY LOCATED AT S96W32528 VALLEY CT. (TAX KEY NO. 1986999004) DAWSON GREENWALD AND BROOKE ZANDER (OWNERS) JOSH OBERT, WALTERS BUILDINGS (AGENT) Motion by Supervisor Boucher, second by Supervisor Wrasman to approve a 72x45 sq ft building, subject to conditions of the Plan Commission and the Town Planner report dated June 23, 2026. Supervisors Boucher, Yerke and Wrasman voted “aye” , the rest two (2) in all voted “no” . The motion carried. ORDINANCE TO REPEAL AND RECREATE CERTAIN PROVISIONS OF CHAPTER 58 ENTITLED “SOLID WASTE” ARTICLE II ENTITLED “RECYCLING” OF THE TOWN OF MUKWONAGO MUNICIPAL CODE Motion by Supervisor Boucher, second by Supervisor Wrasman to approve the Ordinance to Repeal and Recreate Certain Provisions of Chapter 58 Entitled “Solid Waste, ” Article II Entitled “Recycling” of the Town of Mukwonago Municipal Code. All ayes. PRODUCER FULL -SERVICE RETAIL SALES APPLICATION – NORTH PILLAR BREWING COMPANY Supervisor Clabault stated the application is for Muskego not the Town of Mukwonago. Motion by Chairman Topczewski, second by Supervisor Boucher to table the “Producer Full- Service Retail Sales Application – North Pillar Brewing Company” to re -apply with correct information and map. All ayes. FINANCE/PERSONNEL MONTHLY BILLS Motion by Supervisor Boucher, second by Chairman Topczewski to approve the monthly bills. All ayes. PROTECTIVE SERVICES – FIRE DEPARTMENT INCIDENT YEAR-TO-DATE REPORT There were no comments. FINANCIAL YEAR-TO-DATE REPORT There were no concerns. FIRE/EMS SERVICES WITH NORTH PRAIRIE Supervisor Boucher stated the Village of North Prairie has reached out to him and Chief Stien regarding combining EMS/Fire Services. There was no action taken.
