Phantom Lakes Management District April 23rd, 2026, 6:00pm Meeting Minutes Virtual Meeting APPROVED 1. Call to Order a. Meeting called to order by Chairman Joe Graczyk at 6:01 PM 2. Open Meeting Notice a. The meeting was notified and posted according to law. 3. Roll Call Board Members Present: Chairman Joe Graczyk, Secretary Jake Jagmin, Treasurer Adam Miller, Scott Babinat, Town Representative Dave Dubey and County Supervisor Darlene Johnon. Also present Colleen Mutchler, Dawn Wilson, Barry Ripes, Bob Brill, Joanne Tlachac-Hehn and Steve Todd. Ryan Fait, absent. 4. Open Forum a. Steve Todd submitted the paperwork for the Wednesday Night Bass League. Twenty weeks long, Wednesday nights @ 6pm, launching out of Phantom Glen launch on Andrews Street. Leage will end on September 14th. b. USDA donation at the end of June c. In contact with Chief Eric Schmidt to correct municipal code inconsistency pertaining to wake and water skiing, will need to be discussed at the Annual PLMD meeting. d. Jeff Steltzer sent out an email about contributing comments about the NR107 permit rule. e. Bogs continue to be a concern with high water levels 5. Announcements & Correspondence a. BATP Accounting has merged and been renamed Dovetail b. CD at Citizens Bank has matured and will renew c. Aerator information posted to the website 6. Secretary’s Report a. Secretary Jake Jagmin makes a motion to approve the March meeting minutes. Scott Babinat seconds. Motion carried. 7. Treasurer’s Report a. Treasurer Adam Miller reads the report. Board member Scott Babinat makes a motion to approve the Treasurer’s report. Chairman Joe Graczyk seconds with a change in the lottery settlement, from Town to County of Waukesha. Motion carries. 8. Harvesting Report a. Harvesters to be launched on April 29th b. Jason Pieters to start on May2nd and Brandy Hawthorn starts on June 11th c. Secretary Jake Jagmin makes a motion to give Brandy Hawthorn a raise to $23 an hour, effective immediately. Treasurer Adam Miller seconds. Motion carried. 9. BSOA Races May 16th-17th a. Town approves race, ambulance to be stationed at launch. Launch to remain open to the public. 10. Aerators a. Town meeting was postponed, rescheduled for May 20th. 11. Dredging a. Barry Ripes and Steve Todd to take measurement of the channel for a depth survey. Measurements will be taken in a grid pattern 12. 2026 Fireworks a. Waiting on the contract and program from Five Star Fireworks. No donations until contract and program are in place. 13. Next Meeting Thursday May 14th, 2026 at 6pm. Meeting will be held virtually 14. Adjournment a. Motion made by Secretary Jake Jagmin to adjourn the meeting at 6:32 pm. County Supervisor Darlene Johnson seconds. Motion carried.
