Phantom Lakes Management District October 23rd , 2025, 6:00pm Meeting Minutes Virtual Meeting APPROVED 1. Call to Order a. Meeting called to order by Secretary Jake Jagmin at 6:00 PM 2. Open Meeting Notice a. The meeting was notified and posted according to law. 3. Roll Call Board Members Present: Jake Jagmin, Adam Miller, Scott Babinat, Ryan Fait, Town Representative Dave Dubey and County Supervisor Darlene Johnon. Absent: Chairman Joe Graczyk, Colleen Mutchler and Dawn Wilson. 4. Open Forum a. County Representative Darlene Johnson inquired into residents asking about TID 4. There was no mention from residents. 5. Announcements & Correspondence a. Nothing at this time 6. Secretary’s Report a. County Supervisor Darlene Johnson contributes an edit to the Annual Meeting minutes draft. Typo to a date listed under the Levy approval. b. Secretary Jake Jagmin makes a motion to approve the September organizational meeting minutes. Town Representative Dave Dubey seconds. Motion carried. 7. Treasurer’s Report a. Treasurer Adam Miller reads the report with a late addition. County Supervisor Darlene Johnson makes a motion to approve the Treasurer’s report. Board member Ryan Fait seconds. Motion carries. 8. Harvesting Report a. Dawn Wilson is absent. b. Smooth end of the season harvester removal on September 29th. c. Conveyor and tool box remain at the Wahl Avenue location. 9. Dredging a. No additional quotes or information at this time. 10. 2026 Proposed Meeting Dates a. Secretary Jake Jagmin proposes 2026 meeting dates; Jan 22nd, no meeting February, March 26th, April 23rd, May 14th, June 25th, July 23rd, August 27th, October 22nd, no meeting in November, and December 3rd. All meetings to take place virtually at 6pm. 11. Next Meeting Thursday December 4th, 2025 at 6pm. Meeting will be held virtually 12. Adjournment a. Motion made by Town Representative Dave Dubey to adjourn the meeting at 6:14 pm. County Supervisor Darlene Johnson seconds. Motion carried.
