Phantom Lakes Management District August 21st , 2025, 6:00pm Meeting Minutes Virtual Meeting APPROVED 1. Call to Order a. Meeting called to order by Chairman Joe Graczyk at 6:00 PM 2. Open Meeting Notice a. The meeting was notified and posted according to law. 3. Roll Call Board Members Present: Joe Graczyk, Jake Jagmin, Adam Miller, Scott Babinat, Ryan Fait, Town Representative Dave Dubey and County Supervisor Darlene Johnon. Also Present: Dawn Wilson, Colleen Mutchler, Bob Brill and Barry Ripes. 4. Open Forum a. Village of Mukwonago TID 4 territory to be amended. The start of the process has begun, estimated completion is Dec 30th. b. Whispering Bay Condo email about shoreline, information on riprap was sent in response. 5. Announcements & Correspondence a. Nothing at this time 6. Secretary’s Report a. Secretary Jake Jagmin makes a motion to approve the July special meeting minutes. County Supervisor Darlene Johnson seconds. Motion carried. b. Secretary Jake Jagmin makes a motion to approve the July meeting minutes. Treasurer Adam Miller seconds. Motion carried. 7. Treasurer’s Report a. Treasurer Adam Miller reads the report. County Supervisor Darlene Johnson makes a motion to approve the Treasurer’s report. Board member Scott Babinat seconds. Motion carries. b. Treasurer Adam Miller to reach out to Citizens Bank about the overdraft situation between accounts. 8. Harvesting Report a. The rain hindered some harvesting windows of opportunity. Bogs disrupted by rain come loose on Lower Phantom Lake, moved by harvesters. Some bogs remain under the surface of the water. b. Conveyor and switch issue on blue and green harvesters. Mitch from Inland Harvesters came to repair. Truck had a broken taillight and chain issue. Repairs have been made and truck washed. c. Tree fell down by the fishing pier, Village has started to remove it. 9. YMCA Barn a. Doug Kresbauch fixed the header on the barn b. Metal roof should be coated to maintain condition and a door with a lock installed between the two sides. 10. Fish Stocking a. Permit has been applied for. 11. 2026 Budget a. Reviewed line by line and discussed. Final version due by 9 am on Friday the 22nd for newsletter submission. 12. 2025 Newsletter a. Newsletter due to the printer on Friday August 22nd. Waiting on the final budget to finalize. 13. Next Meeting Tuesday September 23rd, 2025, at 6pm Town of Mukwonago W320S8315 Beulah Road, Mukwonago, WI 53149 a. County Supervisor Darlene Johnson will be absent due to a schedule conflict. 14. Adjournment a. Motion made by Town Representative Dave Dubey to adjourn the meeting at 6:56 pm.
