Town Board Meeting minutes 10-15-25

Town of Mukwonago Town Board Meeting Minutes Wednesday, October 15, 2025 Chairman Topczewski called the meeting to order at 6:30 p.m. and the Chairman stated the meeting was properly noticed. ROLL CALL Present: Chairman Topczewski, Supervisors Boucher, Clabault, Wrasman and Yerke. Also present: Kathy Karalewitz, Administrator/Clerk-Treasurer; Attorney John Macy and Fire Chief Stien. PUBLIC COMMENTS There were no public comments. MINUTES Motion by Supervisor Wrasman, second by Supervisor Yerke to approve the minutes of September 17, 2025. All ayes. RESOLUTION DESIGNATING A COMMITTED FUND WHICH WILL BE TITLED “FIRE DEPARTMENT CAPITAL PURCHASES” FROM EXCESS REVENUES Motion by Supervisor Boucher, second by Supervisor Wrasman to approve the Resolution designating a committed fund which will be titled “fire department capital purchases” from excess revenues. All ayes. WAGE INCREASE FOR NON-REPRESENTED EMPLOYEES FOR 2026 BUDGET Motion by Supervisor Boucher, second by Supervisor Wrasman to approve up to a 3% wage increase for all non -represented employees for the 2026 budget. Supervisor Yerke voted “no” . The rest ayes; motion carried. HEALTH INSURANCE PREMIUM FOR 2026 Motion by Supervisor Wrasman, second by Supervisor Boucher to approve the monthly Health Insurance 2026 premiums as follows: $1,139.62 for individual without dental and $2,805.68 for families without dental. $1,173.50 for individual with dental and $2,890.38 for families with dental The Town to pay 85% of the premium and the employee portion is 15%. All ayes. FINANCE/PERSONNEL MONTHLY BILLS Motion by Supervisor Boucher, second by Supervisor Wrasman to pay the monthly bills. All ayes. PROTECTIVE SERVICES – FIRE DEPARTMENT ON-SITE AND IN TRANSIT ADMINISTRATION OF WHOLE BLOOD (on hold from Sept. Mtg.) No action taken. PAID-ON-CALL/PAID-ON-PREMISE PAY RATES AND CLASSIFICATIONS Motion by Supervisor Boucher, second by Chairman Topczewski to defer this action until after the union negotiation with the fire department is complete. All ayes. ACCEPTANCE OF 2024 AFG GRANT AWARD EMW-2024-FG-02410 Motion by Supervisor Boucher, second by Chairman Topczewski to approve acceptance of the 2024 AFG Grant Award EMW -2024-FG-02410 in the amount of $46,000 subject to approval by the Village of Mukwonago. All ayes. POLICY REVISIONS FOR POLICY #1, #11 AND #31 This item on hold until the joint meeting at the Village on October 21, 2025. Supervisor Boucher made mention of the passing of Jim Gilboy’s wife. ADJOURNMENT Motion by Supervisor Boucher, second by Chairman Topczewski to adjourn at 7:12 p.m. All ayes.
