Phantom Lakes Management District July 24th, 2025, 6:00 pm SPECIAL Meeting Minutes Virtual Meeting APPROVED 1. Call to Order a. Meeting called to order by Chairman Joe Graczyk at 6:00 PM 2. Open Meeting Notice a. The meeting was notified and posted according to law. 3. Roll Call a. Board Members Present: Joe Graczyk, Jake Jagmin, Adam Miller, Ryan Fait, Town Representative Dave Dubey and County Supervisor Darlene Johnon. Also Present: Colleen Mutchler and Jeff Patterson 4. Announcement of Closed Session a. Announcement of Closed session pursuant to Wis. Stats. 19.85(1)(g) conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is (or is likely to become) involved, regarding Wahl Avenue. b. County Supervisor Darlene Jonson makes a motion to move into a closed session. Board member Ryan Fait seconds. Motion carried. 5. Closed Session a. The district may convene into closed session pursuant to Wis. Stats. 19.85 (1)(g) conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is (or is likely to become) involved, regarding Wahl Avenue. 6. Reconvene into an open session a. County Supervisor Darlene Johnson makes a motion to reconvene into an open session at 6:39pm. Secretary Jake Jagmin seconds. Motion carried. 7. Adjournment a. Motion made to adjourn the meeting at 6:40 pm by Secretary Jake Jagmin. Treasurer Adam Miller seconds. Motion carried.
