Agenda Item Information Sheet To: County Board From: Christy Knowles, Sheriff Meeting Date: October 7, 2026 Department/Office: Sheriff's Office Item Name: Resolution 26-19: Increase of Revenue — Sheriff (Emergency Management) Summary: This was approved by the Finance Committee on September 23, 2026 meeting. BACKGROUND INFORMATION: Ozaukee County’s current Hazard Mitigation Plan has expired and must be updated to meet FEMA requirements and maintain eligibility for certain federal disaster and hazard mitigation assistance. Analysis: The Hazard Mitigation Plan (HMP) describes potential natural and manmade disasters that can occur and have historically damaged people and property in Ozaukee County. While communities cannot prevent disasters, they can be better positioned to reduce their effects. This HMP increases awareness of hazards, risks, and vulnerabilities; identifies actions to reduce risk; focuses local resources on the greatest risks; and communicates priorities to state and federal officials. Ozaukee County and participating municipalities have prepared this plan to meet these requirements and, in doing so, help their citizens mitigate the effects of natural disasters. The total project cost is $60,000. The FEMA (Federal Emergency Management Agency) BRIC (Building Resilient Infrastucture & Communities) grant will provide $45,000, and the required $15,000 local match will come entirely from services provided by the Southeastern Wisconsin Regional Planning Commission (SEWRPC). For example, is the project adjacent to documented fish spawning habitat, a sensitive area, or wildlife area? This project is likely to protect and restore habitat quality, integrity, and resilience by improving riparian conditions along a vulnerable reach of the Milwaukee River. Because the project area is directly adjacent to the river and is currently experiencing active bank erosion, the proposed planting will provide multiple ecological benefits. Establishing deep-rooted native vegetation will help stabilize the streambank, reduce soil loss, and limit sediment and phosphorus from entering the river. This will improve water quality and help protect aquatic habitat downstream by reducing turbidity and nutrient loading. In addition, the planting will create and enhance riparian habitat that can support wildlife movement, provide cover and foraging opportunities, and strengthen the overall ecological function of the river corridor. By reducing ongoing bank degradation and restoring vegetative cover in this sensitive river-adjacent area, the project will improve the long-term resilience of both the shoreline and the associated habitat. COMPLEMENTARY MANAGEMENT (2000 character limit) Describe how the project complements or builds upon other planning/management efforts, such as County Land and Water Resources Management Plans, Total Maximum Daily Load (TMDL) implementation plans, 9 key element plans or other prevention or implementation efforts. Has your organization or a partner completed a shoreline habitat assessment or complimentary outreach/ education efforts? This project directly complements and advances priorities identified in the County Land and Water Resources Management Plan and supports implementation of the Milwaukee River TMDL by addressing bank erosion, reducing sediment and phosphorus delivery, and improving riparian habitat along the river corridor. By establishing vegetation at an actively eroding site, the project contributes to broader local and watershed-scale efforts focused on water quality protection, nonpoint source pollution reduction, and resource conservation. Although our organization has not completed a formal shoreline habitat assessment for this location, this project is intended to serve as a visible demonstration site that can support future outreach and education efforts. We hope to use the site to promote the program, highlight the value of shoreline restoration practices, and encourage similar conservation actions by landowners and partners in the watershed. OTHER (2000 character limit) Please feel free to share any other motivations for participating in the Healthy Lakes and Rivers Program! Participating in this program would provide an opportunity to showcase the benefits of these practices to additional landowners, partners, and the broader community. By using this project as a demonstration and outreach site, we hope to build awareness of the program, encourage future participation, and support long-term stewardship of shoreline and riparian resources in Ozaukee County!
