Agenda Item Information Sheet To: Health & Human Services Committee Human Services Board From: Kimberly Falkner, DHS Director Meeting Date: October 6, 2026 Department/Office: Human Services Item Name: Partial Hospitalization Update Summary: Monthly Report Recommended Action: None Attachments: 1. PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE October 2026 Page 17 of 21 PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE Partial Hospitalization Program (PHP) Development October 2026 Overview The Partial Hospitalization Program (PHP) is being built as an added DHS 75.52 service line under our existing DHS 75 clinic, with the goal of a structured program that enhances the continuum of behavioral health services our department provides. 1. Licensing & Regulatory Progress The Partial Hospitalization Program is subject to a detailed State licensing and certification process. This is appropriately a rigorous process, and there are multiple requirements that must be satisfied before the program can begin operating. We are moving forward with the portions of the process that are within our control and will respond to State requirements as they arise. Our focus is on moving the project forward as efficiently as possible while ensuring that we open a program that is compliant with all rules and regulations, clinically sound, and sustainable. The DHS 75.52 license application has been submitted and is currently under state review. Since the last update: • Background checks have been submitted and approved for clinic staff One more check, required by a board member, remains outstanding • Overall application is marked “accepted, pending survey” In this instance, a survey will consist of completing the final checklist, a key item of which is confirmation that all required personnel have been hired. We are therefore starting the next round of hiring. 2. Timeline & Launch Targets We are in Phase 2: Investment and planning Credentialing is currently underway and will continue as we fill the remaining positions. We are also working on the billing and documentation processes needed to support the program, and these will be in place well before we begin enrolling patients. We will be using our existing clinic space. We are posting positions for an Occupational Therapist and a Lead Behavioral Health Therapist. In the meantime, our current staff can continue working on the overall program structure and will initiate the development of the curriculum. We continue to increase community awareness and have developed marketing materials, including a one-page flyer and a tri-fold pamphlet. Although the program is not yet operational, we are already seeing meaningful benefits from the addition of our Medical Director beyond supporting PHP licensure. He is actively seeing clients, allowing us to offer next-day medication management appointments. This is an important step Page 18 of 21 PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE Partial Hospitalization Program (PHP) Development toward our goal of expanding timely access to psychiatric care and medication management in the community. Phase 3: “Soft launch;” Start, enrollment, billing. Begin revenue generation Once the remaining key staff are in place, we will finalize the curriculum and program structure and move toward implementation. Behavioral Health staff have already begun identifying current clients who may benefit from the program, and this effort will continue as we prepare for launch. We will begin services and use the early groups to further refine the curriculum and processes based on participant and community needs. We will then expand outreach and marketing in phases and build a broader referral network. Phase 4: Grand opening We will open the program to the larger community. Partial hospitalization is, at its core, a group process and does not operate without sufficient enrollment. We will continue to refine program curriculum and design based on clinical observation and patient feedback. We will determine a cadence for curriculum review and refinement. Page 19 of 21 Item: 8.b.
