8. Highways
a. Action Items
1. N6968 CTH I Driveway Variance Request
Mr. Edgren reviewed Mr. Huiras's driveway variance request and the reason for denial of the culvert
permit.
Mr. Huiras discussed driveway access to the proposed parcel.
Questions and discussion on the speed limit on CTH I and whether vehicles could reach speeds of
55MPH, the proposed location of the residence, the location of the field driveway, and safety concerns
regarding the north driveway being located near the crest of a hill.
Mr. Edgren reiterated that variances typically should not be approved when a request does not meet the
Ozaukee County Access Control Code. However, he noted that this request is difficult to oppose
because the surrounding parcels immediately to the north and south also have driveways that do not
meet Code.
Further discussion focused on the non-conforming driveways on the surrounding parcels. While these
driveways do not meet the current Code, they appear to be reasonably spaced and consistent with the
existing neighborhood pattern.
Motion: Motion to approve the variance request for the fact that the neighboring three
houses to the north and south do not meet the spacing requirements and are
consistent with the existing neighborhood pattern.
Result: Passed
Moved by: Kevin Kennedy
Seconded by: Scott Fischer
Ayes: Tom Bichler, Scott Fischer, Kevin Kennedy
Nays: None
Abstain: None
2. CTH H Bridge Repair
Mr. Edgren explained that the bridge has shown deterioration over the last several years. He noted that
the bridge required a temporary closure in March 2026 to repair a hole in the bridge deck. The bridge
reopened in mid-April; however, in late July an inspection found that cracking had expanded through
the deck. The bridge was subsequently closed to vehicular traffic and remains closed as of this date.
Following a discussion with the bridge inspector from CORRE on August 19, 2026, Mr. Edgren
indicated that the bridge may be able to remain in service if additional steel plates are installed along the
center of the bridge. Discussion on the potential impact of snow plowing on the steel plates as well as
the possibility of closing the bridge during the winter months.
Because the Wisconsin Department of Transportation's (WisDOT) Bridge Grant Program is not
expected to be available until fall 2027, staff is exploring a short-term repair option to maintain the
bridge until a future grant application can be submitted.
Due to the uncertainty regarding repair costs and the availability of the WisDOT Bridge Grant Program,
Mr. Edgren requested that CORRE prepare a cost estimate to put the project out for bid so that
a professional bridge contractor can perform the necessary repairs.
Discussion continued regarding the type of traffic utilizing the bridge, potential traffic detours if the
bridge remains closed until spring, installation of additional steel plating, and the option of full bridge
replacement.
No action was taken.
b. Discussion Items
1. CTH W Expansion
A developer has approached the Village of Grafton regarding a potential large commercial development
on the east side of CTH W (Port Washington Road), immediately south of Arrowhead Road. Based on
significant development that has occurred in the area, the Village previously requested that the highway
layout be expanded to a four-lane, urban cross-section with an Ozaukee County cost-share. The Village
is considering a similar arrangement for this proposed development.
The developer is in the process of performing a Traffic Impact Analysis (TIA) for the surrounding area.
Upon completion, the findings will be submitted to the Village of Grafton and Ozaukee County for
review.
If the development moves forward and the Village requests a cost-share from Ozaukee County, a
Memorandum of Understanding (MOU) will be brought before the Public Works Committee for
consideration and approval.
c. Management/Financial/Informational Reports
Updates on CTH W construction, CTH W Streetscaping Project in Mequon, CTH A patching, and
upgrade at the asphalt plant to allow production of warm mix asphalt.
Question on County Roads and Bridges - Property Tax line item.

Budget Highlights
The Transit Department 2027 Current Service Level Budget increases tax levy by $345,210 or 138% over the 2026 adopted tax Levy. Unlike otherCounty departments, this budget is over 75% Purchased Services. Staff is responsible for managing only the Shared Ride Taxi. The Express BusService was eliminated in 2024. Salaries and Benefits increase by $5,571 or 2.8% compared to last year's budget. One position was eliminated in2024 after the decision not to pursue a combined Washington and Ozaukee County system. There have been several years of various changes tothe expenses and revenues in this budget, and it has made this budget fluctuate from year-to-year. The department is currently analyzing theimpact of a potential change to the funding mechanism related to state and federal DOT programs. The change is expected to happen in 2025and 2026 will be the first full year. The tax levy that was used for the bus service is still temporarily located in Capital Reserve and could be madeavailable in the funding formula changes and leads to a negative impact. Most of the levy increase is a product of decreasing revenues and theincreased cost for the taxi contract. Purchased Services in the Shared Ride Taxi increases by $155,152 or 6.6%. There are decreases in some of the line-items that help offset the taxicontract. The contract to provide the taxi service increases by $189,589 or 8.4%. All Revenues decrease by $152,343 or 5.1%. Revenues for Public Charges (fares) are increased by $37,750 or 6.7%. Intergovernmental Revenue(State and Federal Aid) is increased by $140,694 or 6.7%. Other Revenue is mostly eliminated from the budget, and this primarily includes$330,786 that was budgeted for various federal funding like stimulus funds. Expansion RequestsThere are no expansion requests in the department.

Mission
Ozaukee County Fairgrounds hosts a variety of fairs, events, and special occasions. The beautiful facilities are located in the heart of OzaukeeCounty and offer ample space and parking along with unique shopping, dining and lodging nearby.
Budget Highlights
The Fairgrounds budget is always adjusted based on the contractual obligations with the Curlers and other factors like revenue for rental offacilities. The 2027 budget increases revenue by about $10,000 from the 2026 Adopted Budget. Total expenses are up $9,958 or 2.7%. Salariesand Benefits are decreased by $9,958 or 6.9% compared to last year and are still well above the prior year actuals. Reservations for facilities havebeen strong, and we anticipate enough revenue to offset expense increases in the short-term. Programs and Services
Our goal is to construct and maintain the Ozaukee County transportation system. Working under contract of the State of Wisconsin Department ofTransportation, services are provided to maintain 27 miles of Interstate Highway, 152 County Roads, 64 miles of State Trunk Highways, and providemaintenance to townships throughout the county. The primary purpose of the Highway Department is to provide and maintain quality transportation infrastructure in the county. The programs allserve that purpose. The Highway Administration provides the county-wide planning and assessment of the infrastructure for all of the roads, bridges, culverts, and other assets as needed. Highway Operations is responsible for the maintenance and replacement of all highway equipment used throughout the department to perform itsvarious services. The goal is to set schedules for replacement; determine cost-effective purchases; and developing the department’s plan forcapital improvements. General Maintenance consists of work performed on the infrastructure, like roads and bridges. This can include the interstate system, town roadswhere work is performed under a contract with the town, county roads, and other assets as needed. Activities can vary depending on the project, such as: patrolling, surface maintenance, shoulder maintenance, pavement marking, lighting, and sign repair. Another service involves the provision of Winter Maintenance services on State highways, interstate highways (I-43), and weather monitoring. Thecosts of maintenance of these roads are reimbursed by contract. Activities can vary depending on the project; examples include patrolling, snowremoval, application of ice control, or other services depending on weather conditions. Construction is another service provided by the department. This involves a major project designed to significantly improve the respectiveinfrastructure. In-house and outsourced engineering, right of way acquisition, road base and surfacing of roadways with asphalt or concrete.Construction typically happens when the infrastructure is beyond its useful life. The Highway Department provides services to numerous CountyDepartments. The Department is often contracted by other local units of government to provide similar services. These projects are direct revenueto the department.

Performance Metrics
Strategic Objectives
Strategic Goal: Provide a Safe and Efficient Transportation System for All Ozaukee County ResidentsStrategic Objective: (A) Assess Existing Operations1) We’ve been performing past reviews of projects at year-end to collect data on better cost estimating.2) We’ve been investigating expanded salt brine operations, which is better financially and environmentally for Ozaukee County. Strategic Objective: (B) Focus on Highway Transportation Planning1) Performed analysis of County Highways for widening needs, and focused upcoming WisDOT Grant funding towards those highways.2) Opitz Gravel Pit is beginning to enter 3rd of 7 sections. Anticipate seeking our next gravel source within a couple years.
Budget Highlights
The Highway Department (Enterprise Fund) remains flat for the 2027 Current Service Level Budget and includes the typical $133,000 in tax levy forlocal town aide. The Highway Department is the business-like arm for the work being completed on County, State, and certain town roads. Thereare three primary customers: the County, the State, and some local towns. The County Roads and Bridges Fund (Special Revenue Fund) is theaccounting mechanism for the County tax levy used to repair County owned roadways. The Town Bridge Fund (Special Revenue Fund) provideslevied funding for various bridge projects. There are no projects or levy planned in 2027, but there are some projects planned for 2028. County Roads & Bridges fund increases in the 2027 budget by $157,980 or 4.7%. Historically 6-7 miles of road constructed each year. Cost ofmaterials and complexity of project will impact the total number of miles. The tax levy has been held flat for several years, and the department hasbeen allowed to utilize reserves (depending on fund balances) for additional projects. The Highway Department is instructed to attempt more workfor other customers including the State and local towns. This means completing less work for County owned roads. The Highway Department isalso instructed to leave at least one position vacant in order to create some salary savings in the budget, but we have not budgeted an actual VATestimate in the fund. Agenda Item Information Sheet
To: Public Works Committee
From: Kerise Zutz, Transit Superintendent
Meeting Date: September 17, 2026
Department/Office: Transit
Item Name: Unaccompanied Minors and Child Safety Restraints Rules
Summary:
BACKGROUND INFORMATION:
Ozaukee County Transit Services (OCTS) periodically reviews its Rider Rules and Regulations
to support a safe, consistent, and accessible Shared-Ride Taxi service. The current written rules
do not establish a minimum age for a child to ride independently. They also do not fully
document OCTS’s existing operating practices regarding child safety seats and booster seats.
The Federal Transit Administration permits a transit system to establish a minimum age for
children riding without a parent or guardian. OCTS is proposing revisions to establish age 12 as
the minimum age for independent travel. The revisions will also formally document the child-
restraint procedures already followed by OCTS and its contracted operator.
ANALYSIS:
The primary policy change is the establishment of age 12 as the minimum age for riding
independently. This age was selected to align with Washington County’s Shared-Ride Taxi
minimum-age requirement and provide a consistent rule for riders using the Washington-
Ozaukee Transit Connection.
Under the proposed revisions, children younger than 12 must be accompanied by a responsible
adult. Children age 12 and older may ride independently. Drivers and dispatchers do not provide
childcare or assume responsibility for an unattended child before pickup or after drop-off.
The remaining revisions formalize existing OCTS operating practices regarding seat belts, child
safety seats, and booster seats. All passengers must use the vehicle’s seat belt or other occupant-
restraint system while the vehicle is moving.
A child who requires a child safety seat or booster seat must travel with a responsible adult. The
accompanying adult is responsible for providing, installing, and properly securing the
appropriate child safety seat or booster seat. OCTS and its contracted operator will not provide,
install, or secure child safety seats or booster seats.
The written rules will also document the applicable child-restraint requirements. A child younger
than 1 year old or weighing less than 20 pounds must use a rear-facing child safety seat. A child
who is at least 1 year old and weighs at least 20 pounds, but is younger than 4 years old or
Page 38 of 63
weighs less than 40 pounds, must use an appropriate forward-facing or rear-facing child safety
seat. A child who is at least 4 years old but younger than 8 years old, weighs at least 40 pounds
but not more than 80 pounds, and is no taller than 4 feet 9 inches must use an appropriate child
safety seat or booster seat.
These revisions will establish a clear minimum age for independent travel while formally
documenting OCTS’s existing child restraint practices for riders.

Agenda Item Information Sheet
To: Public Works Committee
From: Jon Edgren, Public Works Director
Meeting Date: September 17, 2026
Department/Office: Highway Department
Item Name: CTH H Bridge Repair
Summary:
BACKGROUND INFORMATION:
The CTH H (Cigrand Drive) Bridge (B-45-006) over the Milwaukee River has seen deterioration
over the last several years, and, based upon a 2024 inspection, we approached the Wisconsin
Department of Transportation (WisDOT) about applying for a bridge rehabilitation grant in Fall
of 2025. WisDOT denied inclusion of the bridge in their bridge grant program that was available
at the time.
In late March of 2026, we were notified of a hole in the bridge deck, so we shut down the bridge
until Andrew Leden, CORRE, could perform a structural inspection as Ozaukee County’s Bridge
Inspector.
By mid-April, we had re-opened the bridge with a steel plate over the hole to allow vehicular
traffic while we explored longer term solutions. (See attached inspection report.)
In late July, Mr. Leden performed a follow-up inspection on the bridge, and found that cracking
had expanded through the deck, so we closed the bridge to vehicular traffic again.
Given that the next round of WisDOT Bridge Grants likely won’t occur until Fall of 2027, we
sought a short term repair to the bridge that would last long enough to allow a future application
to WisDOT’s Bridge Grant program. The project would involve removing concrete between two
girders, establishing a new concrete form, tying in existing rebar, and pouring a new slab.
However, we’ve started to have significant concerns that the project would quickly expand
beyond the estimated $80,000 cost if the existing rebar isn’t in good shape, the existing concrete
can’t hold anchors or it’s difficult to remove the concrete without losing material into the
Milwaukee River.
Therefore, we’ve focused more on simply adding more steel plates down the centerline of the
CTH H Bridge as a potential option. We estimate $30,000 for the purchase of enough steel plates
to extend from pier to pier to cover the area that was showing expanded cracks.
That being said, leaving steel plates across the bridge would make it difficult to plow in Winter.
Typically, we’d adjust our standard methods, and simply heavily salt the area. However, I think
that local residents and the Wisconsin Department of Natural Resources (WDNR) would have
serious complaints with heavy salting over the Milwaukee River.
At this point, we believe that we’re left with four viable options:
1) Put the repair out for bid.
2) Add steel plates within the center section of the bridge, and open the bridge to traffic.
3) Add steel plates within the center section of the bridge, but limit traffic from Spring to Fall
and close the bridge during Winter.
4) Keep the bridge closed until grant funds can be secured.
ANALYSIS:
Given concerns over soaring construction costs if the repair doesn’t go well and environmental
concerns over heavy salting above the Milwaukee River, our recommendation is to go with
Option #3 – Add steel plates within the center section of the bridge, but limit traffic from Spring
to Fall and close the bridge during Winter.
Additionally, given that we’re already entering Fall and would anticipate typically closing the
bridge in November for Winter, we would plan to leave the bridge closed until Spring at this
point.
As we enter Spring of 2027, we’d re-inspect the bridge, install the steel plates and re-open the
bridge to traffic.

Animal nesting/roosting presence on structure
Inspection Specific Notes
4/22 Special Inspection as Close-out inspection for critical finding. County placed 1" thick steel plates along CL of
structure based on load rating analysis of the plates and the superstructure. Bridge was reopened to traffic with no load
posting required, per BOS. Detour route and bridge closure devices have been removed. Plans being developed to
patch/repair deck as a long-term solution.
Special inspection initiated due to phone call (3/31/26) from County stating a full-depth hole had developed in the deck, span 2 at the
CL. Inspection focused on the deck, wearing surfaces and some substructure units with noted changes. Critical finding discovered
due to major spalling and section loss of the concrete deck beneath the hole in span 2, along the deck CL.
Notified Joel Maas of CF at 10:20am. Closed bridge to all traffic at 11:30am.
Reduced Deck condition to 1 due to closure of structure, reopen possible with repairs.
