The campusprovides beautiful outdoor spaces including gazebo, walking trails and gardens.     The Lasata Care Center is the largest operation of the entire campusand requires the largest number of positions. Since the Heightsinvolves independent seniors there are fewer expenses after dining, activities, utilities, administration, etc. The Crossings provides moreintensive services than the Heights and therefore requires moreexpenses. However, the Crossings does not really need the intensiveservices of a rehabilitation facility. All three facilities are operated as enterprise funds, which just meansthat they are operated as if they are business entities. Therefore, county tax levy is typically not used to support the operations of theLasata Senior Living Campus unless absolutely required to continueoperations. All revenues generated between the three facilities areused to pay for the expenses to operate the facilities. Performance Metrics 3 Page 26 of 61 Budget Highlights The Public Health Current Service Level Budget holds the primary Tax Levy flat in 2027.  Last year Washington County provided a 4% increase intheir contribution to the office, and Ozaukee County used fund balance to match that.  In 2027 the Washington County revenue is flat.  The primaryreason that the levy can be flat is due to the elimination of the Business Manager position and the department is backed by strong fund balancelevels. The highlights are broken down into three sections below: Combined Ozaukee and Washington County programs funded by Tax Levy; 100%Revenue supported programs; and the CJCC. Tax Levy is broken out as follows within this department: 2027 Tax Levy Breakout in DepartmentOzaukee / Washington Combined Programs $520,702 - flat from 2026 Adopted BudgetCJCC (Ozaukee County 100% Funded) $38,217 - flat from the 2026 Adopted BudgetPublic Health Grant Programs $0 - No tax levy is used for these grant programs Expansion RequestThe department is not requesting an expansion request in this budget. The pandemic impacted this area greatly and therecommendations have changed as a result. There is continued discussion with the Health and Human Services Committee on next steps.• Another area we have had to address is staffing for Adult Protective Services. We continue to see increase abuse & neglect referrals for at-riskpopulations (including the elderly) and an increase in Emergency Protective Placements. As a result, Human Services is requesting an additionalAdult Protective Services Position this summer.• A formal needs assessment has not been completed. Strategic Objective: Increase Behavioral Health Treatment and Support• The Ozaukee community has stepped up to increase service provision of Behavioral Health Services. Some are existing providers who are addingservices, some are new providers will to try and help meet the needs of our community. Strategic Objective: Evaluate the Need for Specialized Courts• There is a joint position between the Sheriff Office and Human Services called Court Services Community Liaison. This goal of this position is toreduce recidivism in our criminal justice system. This position works very closely with the courts. This position is assisting with Ozaukee County’sdetermination of the need for specialized courts. We will not have a recommendation until 2024. Strategic Objective: Strengthen Reintroduction Services for People Leaving Jail• There is a joint position between the Sheriff Office and Human Services called Sheriff-Community Liaison that works with individuals while theyare incarcerated to prepare for a safe and successful discharge into the community.  5 Page 34 of 61 Performance Metrics 6 Page 35 of 61 7 Page 36 of 61 Budget Highlights The Human Services Department (combined department with ADRC and Aging) 2027 Current Service Level Budget increases tax levy over the2026 Adopted Budget by $1,159,422 or 20%.  Placement costs (group homes, residential facilities, hospitalizations, etc.) have drastically increasedin the last three years (around $2 million increase).  This was a contributing factor to the fund losing about $1 million at the end of 2023 and leadingto an end of year balance of around $1 million.  After additional losses, the fund balance was at an estimated deficit of about $665,000. We believe the financial picture is beginning to improve and balancing the 2026 Human Services budget did not involve as many budgetingactions.  The primary action needed was keeping in place the Vacancy and Turnover (VAT) amount from 2025.  The estimated year-end results for2025 resulted in a positive surplus of around $1 million. Historical Tax Levy Discussion - Human Services FundThe VAT amount in Human Services was set at ($776,000) for 2025, and this number was set at ($493,080) for the 2026 budget. After 2025 webelieve that the fund is starting to stabilize.  The VAT amount in the 2027 budget is set at the same amount as 2026. The department will need toput limitations on hiring of any vacant positions throughout the year.  Not managing the department against this number could result in year-enddeficits that harm reserves in the Human Services Fund and potentially in the General Fund (the General Fund acts as a guarantee for thisdepartment/fund).  The Wisconsin Counties Association is working on behalf of counties to lobby the state for additional funding to offset theunfunded mandated costs of placements.  The 2025 budget included $1.058 million in additional tax levy, and the 2026 budget includes about$190,000 less, which is a continued good sign.   Some of this funding was transferred from the General Fund as a combination of existing tax levyand excess revenues and required reductions to budgets in the General Fund to achieve this amount.  The 2027 budget request includes about$686,000 in increased tax levy, and this amount was lowered from the initial budget request.  The department unfunded one position in the 2027budget at a cost of about $100,000.  The department also reduced some of the placement costs which had been budgeted at a worst-casescenario.  That reduction amounted to about $353,000.  Total expenditures increase by $1,495,429 or 9.2%, and revenues increase by $809,590 or7.6%. Tax Levy Discussion - ADRC and Aging Services FundsThe 2027 budget includes tax levy in the amount of $115,904. This is a decrease of $40,427 or 26% compared to the 2026 adopted budget.  Expansion Requests:There are two new requests for the 2027 budget.  These requests are not included in the budget. Upgrade a Behavioral Health Liaison position to a lead position.  This will create a lead position to reinforce the division goals andobjectives, and the operational benefits are expected to be greater than minimal cost impact. The estimated tax levy cost of this upgrade is$3,100. 1. Create a new Fiscal Operations Manager position. The tax levy impact of this new position is not known at this time, but when all costs areincluded, the position would likely be in the rage of $120,000 to $150,000 depending on different factors.  This position is a high prioritybecause the organization’s financial accuracy, compliance, and operational stability depend on dedicated oversight. Without this role, critical functions such as budgeting, reporting, reconciliations, and audit preparation face increasing risk and workload strain. 2. Half of this department's budget isSalaries and Benefits.  The negative amount will decrease the totalSalaries and Benefits, and the plan is to hold any vacant positions openthroughout the year until we can see a clear picture of the fund'sfinancials.  If revenues from the state do not materialize and placementcosts continue to rise, we may need to eliminate positions. TotalSalaries and Benefits increase by $665,451 or 8%.  Health Insuranceincreases by $271,549 or 20%. PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE September 2026 Page 58 of 61 PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE Partial Hospitalization Program (PHP) Development September 2026 Overview The Partial Hospitalization Program (PHP) is being built as an added DHS 75.52 service line under our existing DHS 75 clinic, with the goal of launching a structured program that enhances the County’s behavioral health continuum. 1. Licensing & Regulatory Progress • The DHS 75.52 license application has been submitted and is currently under state review. • Timelines for review and issuance remain dependent on the State. The Partial Hospitalization Program is subject to a detailed State licensing and certification process because of the level of behavioral health care being provided. This is appropriately a rigorous process, and there are multiple requirements that must be satisfied before the program can begin operating. We are moving forward with the portions of the process that are within our control and will respond to State requirements as they arise. At the same time, there are portions of the timeline that are dependent upon State review and approval. That process cannot simply be expedited locally, nor would we want to bypass any of the safeguards associated with licensing a program at this level of care. Our focus is on moving the project forward as efficiently as possible while ensuring that we open a program that is fully compliant, clinically sound, and sustainable. 2. Timeline & Launch Targets We are in Phase 2: Investment period, revenue generating. Credentialing and billing in place. Facility is already prepared for clients. We are already seeing meaningful benefits from the addition of our Medical Director. He is actively seeing clients, and we have been able to offer next-day medication management appointments. This is already a significant accomplishment toward one of our primary goals of expanding timely access to psychiatric care and medication management within our department. Waiting on state approval for licensing to move forward with the partial hospitalization programming. Phase 3: Start billing; enrollments. Begin revenue generating Once licensing is approved, we will hire for the positions Clinical Lead, Case Manager, and Occupational Therapist. Target soft launch and a conservative full program opening, pending state licensure timing. Marketing and outreach efforts continue in the community. Page 59 of 61 Item: 10.b.
