Agenda Item Information Sheet
To: Public Works Committee
From: Jon Edgren, Public Works Director
Meeting Date: August 20, 2026
Department/Office: Transit
Item Name: Changes to Service Hours for the Ozaukee County Shared-Ride Taxi
Summary:
BACKGROUND INFORMATION:
Ozaukee County Transit Service (OCTS) Shared-Ride Taxi continuously evaluates service levels
to ensure available service hours are aligned with community transportation needs while
maintaining efficient and sustainable transit operations.
A review of recent ridership patterns identified periods of low utilization during late evening
weekday hours and Saturday and Sunday evenings, while also identifying an opportunity to
better align Saturday morning service with rider demand. Staff evaluated ridership data,
operational performance, and service demand to determine whether adjustments to the current
service schedule would improve the overall efficiency of the transit system while continuing to
provide reliable transportation throughout Ozaukee County.
ANALYSIS
The proposed service hour changes would reallocate nine (9) weekly service hours to better
match periods of higher demand. These changes are intended to improve service efficiency while
maintaining access to transportation for the greatest number of riders. Ridership data from
January through June 2026 found that approximately 40 unique riders per month used weekday
service after 10:00 p.m., accounting for 1,089 trips during the six-month period.
In accordance with Federal Transit Administration (FTA) and Wisconsin Department of
Transportation (WisDOT) public participation requirements, a public hearing will be held on
August 20, 2026 to receive comments on the proposed service hour changes prior to
implementation.

Agenda Item Information Sheet
To: Public Works Committee
From: Kerise Zutz
Meeting Date: August 20, 2026
Department/Office: Transit
Item Name: No-Show Policy
Summary:
BACKGROUND INFORMATION:
Ozaukee County Transit Service (OCTS) periodically reviews its policies to ensure compliance
with Federal Transit Administration (FTA), Americans with Disabilities Act (ADA), and
Wisconsin Department of Transportation (WisDOT) requirements.
Following a review of the current No-Show Policy, WisDOT staff identified areas where
revisions were needed to better align the policy with current federal ADA regulations and transit
guidance.
The revised No-Show Policy is attached for the Committee’s review and consideration.
ANALYSIS:
The proposed revisions provide a clearer definition of a pattern or practice of excessive no-
shows, establish procedures for reviewing circumstances beyond a rider’s control, clarify rider
notification and appeal procedures, and promote the appropriate application of suspensions.
A pattern or practice of excessive no-shows is established when a rider has at least three no-
shows that represent 5 percent or more of the rider’s scheduled trips within a 30-day period.
These updates will align OCTS’s No-Show Policy with applicable federal regulations and
WisDOT guidance while supporting reliable and accessible service for all riders.

No-Show/Late Cancellation Policy
1) A No-Show/Late Cancellation is defined as any of the following:
a) The rider is not ready to board within five (5) minutes of vehicle arrival during the thirty (30)
minute negotiated pickup window.
b) A late cancellation, defined as a cancellation received less than one (1) hour prior to a scheduled
pickup or a refusal to board a vehicle that has arrived within the negotiated pickup window.
Determination of a No-Show/Late Cancellation:
a) A No-Show is recorded when the vehicle arrives within the negotiated pickup window, the rider
is not present within five (5) minutes of arrival, and dispatch has confirmed vehicle arrival. The
driver will wait five (5) minutes before recording a No-Show and notifying dispatch.
b) A Late Cancellation is recorded when a rider cancels a trip within one (1) hour prior to a
scheduled pickup or refuses to board a vehicle that has arrived within the negotiated pickup
window, and dispatch has confirmed the late cancellation.
2) Rider Responsibility
Riders must be ready and available for pickup during the negotiated pickup window provided.
Riders are responsible for the applicable fare associated with any trip classified as a No-Show or
Late Cancellation. Drivers are not required to return after a rider has been recorded as a No-Show.
The rider may contact dispatch to request another trip. A new trip is subject to service availability
and normal scheduling procedures and may be assigned to a different driver.
Riders should contact dispatch to cancel any remaining trips they no longer need to avoid
additional No-Shows or Late Cancellations. If the rider fails to contact OCTS after a No-Show, OCTS
will attempt to contact the rider to determine whether the rider still needs the remaining trips
scheduled for that day. OCTS will cancel the remaining trips when the rider confirms they are no
longer needed. If OCTS cannot reach the rider, the remaining trips will remain scheduled. Each
subsequent trip will be recorded as a separate No-Show if the vehicle arrives within the negotiated
pickup window, waits the required five (5) minutes, and the rider does not board.
3) No-Shows Beyond the Rider's Control
No-Shows or Late Cancellations will not be counted toward a pattern or practice determination
when caused by circumstances beyond the rider's control, including medical emergencies, family
emergencies, severe weather conditions, a medical appointment that runs longer than expected
when the rider cannot notify Ozaukee County Transit Services (OCTS) in time, the unexpected
unavailability of a personal care attendant or helper, transit system delays exceeding thirty (30)
minutes beyond the negotiated pickup window, dispatch or scheduling errors, or other
circumstances determined by OCTS.

4) Pattern or Practice of No-Shows
Ozaukee County Transit will track each rider’s scheduled trips, No-Shows, and Late Cancellations.
OCTS may suspend a rider who establishes a pattern or practice of missing scheduled trips in
accordance with this policy.
After the first no-show/late cancellation, OCTS will notify the rider by phone and in writing via
email or US mail of its No-Show/Late Cancellation Policy, explain that no-show/late cancellations
are tracked by OCTS and that a suspension schedule is imposed when a pattern of no-show/late
cancellations occurs.
Riders are expected to monitor their trips designated as no-show/late cancellation trips. OCTS is
not required to provide additional individual warning notices following each No-Show or Late
Cancellation. Once a rider meets both criteria listed below for a pattern or practice (known as a
‘determination’), OCTS will review the qualifying incidents and issue a written notice of proposed
suspension in accordance with Section 6.
A determination of a pattern or practice of No-Shows or Late Cancellations is established when both
of the following occur within a rolling thirty (30) day period:
Criteria 1: The rider accumulates three (3) or more No-Shows and/or Late Cancellations;
and
Criteria 2: The No-Shows and/or Late Cancellations represent at least five percent (5%) of
all scheduled trips during that period.
No-Shows or Late Cancellations excluded under Section 3 shall not be included in this calculation.
5) Progressive Administrative Actions - This policy applies to all riders.
First Determination of a Pattern or Practice
A seven (7) day suspension and suspension of subscription service, if applicable.
Second Determination of a Pattern or Practice
A fourteen (14) day suspension and suspension of subscription service, if applicable.
Third Determination of a Pattern or Practice
A thirty (30) day suspension and suspension of subscription service, if applicable.
Additional suspensions may be imposed based on a continued pattern or practice of No-Shows
and/or Late Cancellations, not to exceed thirty (30) days per occurrence.
3
During a suspension period, riders are temporarily prohibited from scheduling Shared-Ride Taxi
trips, including both subscription and non-subscription trips.
Pattern or practice determinations will be retained for six (6) months from the date of each
determination. Only determinations occurring within that six-month period will be considered
when applying the progressive suspension schedule. If the rider has no additional determination
during that period, the progressive suspension schedule will reset.
6) Notice of Proposed Suspension
Once a rider meets both criteria for a pattern or practice, OCTS will contact the rider by phone
before issuing the written notice. During the call, OCTS will explain that the rider has met the policy
threshold, identify the qualifying No-Shows and/or Late Cancellations, explain the proposed
suspension, and advise the rider that a written notice describing the suspension and appeal process
will follow.
OCTS will then provide written notice by email or U.S. Mail. The written notice will identify the
specific qualifying incidents, summarize the pattern or practice determination, state the proposed
suspension length and effective date, explain the voluntary payment option, and provide the
deadline, contact information, and instructions for filing an appeal.
7) Voluntary Payment in Lieu of Suspension
A rider may voluntarily choose to make a payment instead of serving the proposed suspension. The
payment option is not a mandatory fine and does not limit the rider’s right to appeal. A rider will
not be required both to make the payment and to serve the suspension for the same pattern-or-
practice determination.
The voluntary payment schedule is: seven dollars ($7) in lieu of a seven (7) day suspension for the
first determination; fourteen dollars ($14) in lieu of a fourteen (14) day suspension for the second
determination; and thirty dollars ($30) in lieu of a thirty (30) day suspension for the third and each
subsequent determination.
A rider may use the voluntary payment option no more than one (1) time within any rolling six-
month period. Any voluntary payment made under this section, including a payment made after a
suspension has begun, counts toward this limit. After a rider has used the option once within a
rolling six-month period, the rider must serve any additional suspension imposed during that
period, subject to the rider’s right to appeal.
OCTS will explain the voluntary payment option in the written notice of proposed suspension. The
notice will state the applicable payment amount, payment deadline, accepted payment methods,
and the rider’s right to appeal. OCTS may also discuss the option with the rider by telephone, but a
telephone call is not required.
If an eligible rider makes the voluntary payment by the stated deadline, OCTS will document the
payment and consider the proposed suspension resolved. If the rider declines the option, does not
Page 17 of 71
4
make the payment by the deadline, or has already used the option within the applicable rolling six-
month period, the regular suspension and appeal process will continue.
A rider who has already begun serving a suspension may make the applicable voluntary payment.
Upon receipt of payment, the remaining suspension will be lifted immediately.
8) Appeals Process
Riders may appeal a proposed suspension within seven (7) calendar days after the date the written
notice is mailed or emailed. Weekends and holidays are included. If the seventh calendar day falls
on a day when OCTS offices are closed, the deadline will extend to the next business day. An appeal
submitted by mail is timely if postmarked within the seven (7) calendar-day period. An emailed
appeal is timely if sent within that period. The appeal may include explanations and supporting
documentation for any or all incidents.
Submitting an Appeal
Appeals may be submitted by email, U.S. Mail, in person or another accessible method identified in
the written notice.
Email: transit@ozaukeecounty.gov
Telephone: 262-284-8108
Mail:
Ozaukee County Transit Services

P.O. Box 994
Port Washington, WI 53074
Riders who need assistance submitting an appeal or require appeal information in an accessible
format may contact OCTS by telephone or email using the information listed above.
A suspension will not take effect before the appeal period expires. If no timely appeal is filed, the
suspension will begin on the date stated in the notice, which will be no earlier than the eighth
calendar day after the notice is mailed or emailed. If a timely appeal is filed, including an appeal
postmarked within the appeal period but received later, the suspension will remain pending until
the appeal is reviewed and a final written decision is issued.
Riders who do not file a timely appeal will be suspended on the effective date stated in the written
notice.
The appeal will be reviewed by the Transit Superintendent or a designated reviewer who was not
involved in the original determination. A written final decision will be issued, and that decision
shall be final.

Item Name: Reasonable Modification Policy
Summary:
BACKGROUND INFORMATION:
Ozaukee County Transit Services (OCTS) periodically reviews its policies to ensure compliance
with Federal Transit Administration (FTA), Americans with Disabilities Act (ADA), and
Wisconsin Department of Transportation (WisDOT) requirements.
Following a review of the current Reasonable Modification Policy, WisDOT staff identified
areas where revisions were needed to better align the policy with current federal ADA
regulations and transit guidance.
The completed Reasonable Modification Policy and request form are attached for the
Committee’s review and consideration.
ANALYSIS:
WisDOT provided a Reasonable Modification Policy template for use by transit agencies. OCTS
completed the template by adding the agency’s name and applicable contact information. No
significant changes were made to the template.
The policy explains how individuals may request reasonable modifications to policies, practices,
and procedures; establishes a process and timeframe for reviewing requests; identifies the
circumstances under which requests may be approved or denied; and outlines notification,
appeal, complaint, and record retention procedures.
Adoption of the completed policy will support compliance with applicable federal regulations
and WisDOT guidance while providing riders with clear information about requesting a
reasonable modification.

Reasonable Modification Policy
Ozaukee County Transit Services (OCTS) receives Federal Transit Administration (FTA)
funding and contracts with GO Riteway Transportation Group to operate its Shared Ride Taxi
service. OCTS has developed this Reasonable Modification Policy to ensure that transportation
services are accessible to individuals with disabilities and to provide reasonable modifications
to policies, practices, and procedures when necessary to avoid discrimination and ensure
accessibility.
Persons wishing to request a reasonable modification of OCTS policies and procedures in
accordance with 49 CFR Parts 27 and 37, may contact GO Riteway Transportation Group or
OCTS. (262) 284-8294. People who are Deaf, Hard of Hearing, DeafBlind, or have a speech
disability may use TDD at (262) 284-0199 or Wisconsin Relay by dialing 7-1-1 or visiting
wisconsinrelay.com.
Examples of modifications that make public transportation accessible to individuals with
disabilities include ramps, lifts, changes in stop locations, designated seating areas,
complementary (non-fixed route) bus systems.
OCTS will make reasonable modifications when necessary to ensure access to transit
services for individuals with disabilities, unless:
• The individual with a disability can fully use the transportation service without the
modification.
• Making the modification would:
• fundamentally alter the nature of the public transportation service
• be beyond the job duties, training, and capability of a driver (e.g., medical
transports) requiring a level of care that exceeds OCTS reasonable modification of
its policies, practices, and procedures.
• create a direct threat to the health and safety of others including passengers and
drivers, or
• cause an undue financial or administrative burden.
Requests for modification may be made orally or in writing by completing this Reasonable
Request Form. and should be directed to GO Riteway Transportation Group or OCTS.
Whenever feasible, requests should be made before OCTS is expected to provide the modified
service. OCTS will make every effort to provide the requested accommodations and, if it
cannot, will take any other reasonable actions to ensure that the individual with a disability
receives the services sought.

Time Frame for Processing Requests
The time necessary to process a request depends on the nature of the modification(s)

From: Kerise Zutz
Meeting Date: August 20, 2026
Department/Office: Transit
Item Name: Fare Payment and Service Hold Policy
Summary:
BACKGROUND INFORMATION:
Ozaukee County Transit Services (OCTS) requires fares to be paid at the time transportation is
provided unless payment by an approved agency or funding source has been authorized in
advance. Although most riders pay at the time of their trip, outstanding fare balances
occasionally occur because of insufficient funds, administrative issues, delayed agency
payments, or other circumstances.
OCTS uses the Ecolane software platform to maintain rider accounts and record fare charges,
payments, agency funding, and account balances. Because Ecolane maintains running account
balances and transactions may be recorded or reconciled at different times, it is not operationally
practical to require every rider account to maintain a zero balance at all times.
The attached policy is therefore needed to establish reasonable balance thresholds and consistent
procedures for notification. The Wisconsin Department of Transportation (WisDOT)
recommends that transit systems adopt written fare collection policies that clearly outline
payment expectations, notification procedures, payment deadlines, and the steps for resolving
unpaid balances and restoring account eligibility.
Under the proposed policy, an individual rider may carry an outstanding balance of less than
$10. When the negative balance reaches or exceeds $10, the rider’s account becomes subject to a
service hold. An individual agency-funded rider account may carry an outstanding balance of
less than $36. When the negative balance reaches or exceeds $36, agency-sponsored trips for that
rider become subject to a service hold.
A copy of the proposed Ozaukee County Shared-Ride Taxi Fare Payment and Service Hold
Policy is attached for the Committee’s review and consideration.
ANALYSIS:
The proposed policy establishes consistent procedures for managing unpaid fares while
providing riders and responsible agencies with notice and an opportunity to resolve or appeal an
outstanding balance before a service hold takes effect. Formalizing the process improves
administrative consistency, promotes timely fare collection, and provide staff with uniform
Page 27 of 71
account-management standards.
The policy is expected to improve the collection of outstanding fares and reduce administrative
time associated with outstanding account balances.

Taxi Fare Payment and Service Hold Policy
This policy establishes procedures for collecting unpaid fares and placing service holds on accounts
with unpaid balances.
Fare Payment
Fares are due at the time transportation is provided unless payment by an approved agency or
funding source has been authorized in advance by Ozaukee County Transit Services (OCTS).
Individual Rider Accounts
When a rider’s outstanding balance reaches or exceeds $10, the rider will be notified in accordance
with the Rider Notification section, and the account will immediately be placed on a service hold.
The rider may not schedule or take additional trips until service is reinstated in accordance with
the Reinstatement of Service section. There is no additional payment or grace period after
notification.
Rider Notification
The notification required under this policy will be provided by telephone, email, or written notice
using the contact information available on the rider’s account. The date and method of notification
will be documented.
The notification will include:
The outstanding balance;
The effective date of the service hold;
Instructions for submitting payment;
Contact information for questions;
Instructions for appealing the outstanding balance or service hold; and
Notice that future trips cannot be scheduled or provided until the account becomes eligible
for reinstatement.
The service hold becomes effective immediately upon notification. Written notice is not required
before the service hold takes effect if telephone or email notification has been provided and
documented.
Trips Already in Progress
A rider will not be stranded because an unpaid balance is identified during a trip already underway.
If the Shared-Ride Taxi transported the rider to a destination before the service hold was identified,
the rider’s scheduled return trip will be completed.
Last Updated: 08/10/2026
Effective Date: 09/01/2026
2
After the rider has been returned, no additional trips may be scheduled or taken until the account is
eligible for reinstatement.
Previously Scheduled Future Trips
Previously scheduled trips occurring after the service hold becomes effective may be placed on hold
or cancelled.
OCTS will notify the rider by telephone, email, or written notice using the contact information
available on the account before cancelling a previously scheduled trip. The rider may preserve an
upcoming trip by paying the outstanding balance in full before the scheduled pickup.
Agency-Funded Rider Accounts
An agency responsible for a rider’s transportation charges may carry an outstanding balance of less
than $36 on each individual rider’s account.
When the outstanding balance on an individual agency-funded rider account reaches or exceeds
$36, OCTS will notify the responsible agency and rider by telephone, email, or written notice. Upon
notification, agency-sponsored trips for that rider will immediately be placed on a service hold. The
date and method of notification will be documented.
No additional agency-sponsored trips may be scheduled or provided until service is reinstated in
accordance with the Reinstatement of Service section. There is no additional payment or grace
period after notification. A passenger will not be stranded because an unpaid balance is identified
during a trip already underway. The passenger’s scheduled return trip will be completed.
A passenger whose agency-sponsored transportation is on hold may continue using the service by
creating a new self-funded account or using an existing self-funded personal account, provided the
passenger does not have a separate outstanding balance subject to a service hold.
Appeal Process
A rider or agency may appeal an outstanding balance or service hold by submitting a verbal or
written request to OCTS within five calendar days after verbal notice is provided or written or
electronic notice is sent, whichever occurs later. If the fifth calendar day falls on a weekend or
County-observed holiday, the deadline to submit an appeal will be extended to the next business
day.
When a verbal appeal is requested, OCTS staff will complete the appeal paperwork on behalf of the
rider or agency. Verbal and written appeals will follow the same review process.
3
An appeal may be based on:
• A billing or accounting error.
• A payment that was made but is not yet reflected on the account.
• Payment pending from an approved agency or funding source.
• A disagreement regarding responsibility for the fare.
• Other documented circumstances affecting the outstanding balance.
The appeal should identify the disputed charge and include any available supporting information.
The five-calendar-day period is the deadline for filing an appeal and is not a payment grace
period. If a timely appeal is filed, the service hold will be temporarily lifted while the appeal
is reviewed. The rider may continue scheduling and receiving service until a final written
determination is issued.
If the appeal is approved, the service hold will be removed and the account will be
corrected as appropriate. If the appeal is denied, the service hold will resume immediately
upon issuance of the final written determination unless the outstanding balance has been
paid, payment from an approved agency or funding source has been verified, or an
exception has been approved under this policy.
OCTS will review the appeal and issue a final written determination within ten (10) business days
after receiving it. The determination will state the outcome of the appeal and the reasons
supporting it, the determination is final
An appeal does not waive the outstanding balance or the rider’s or agency’s responsibility to pay
fares incurred while the appeal is under review.
Reinstatement of Service
Service will be reinstated when:
• The outstanding balance has been paid in full.
• Payment from an approved agency or funding source has been verified.
• An appeal determines that the balance or service hold was issued in error.
• OCTS approves an exception based on documented circumstances and consistent
application of this policy.
OCTS will update the account as soon as reasonably practicable after payment or approval is
verified.
4
Exceptions
A service hold will not be imposed, or will be removed, when:
• The outstanding balance resulted from an administrative or billing error.
• Payment from an approved agency or funding source has been confirmed in writing as
pending, including an anticipated payment date.
• The rider or agency provides documentation showing that the balance has already been
paid.
• OCTS determines that a service hold is inappropriate based on documented circumstances
and consistent application of this policy.
An exception does not waive the outstanding balance unless the balance resulted from an error or
was otherwise determined not to be owed.
Nondiscrimination
This policy will be applied consistently without regard to disability, age, race, color, national origin,
sex, religion, income, trip purpose, or any other protected status.
A service hold will be based on the unpaid account balance and not on a rider’s disability, frequency
of service, destination, or trip purpose.
This policy will be posted on the OCTS website and made available to riders upon request.

From: Kerise Zutz
Meeting Date: August 20, 2026
Department/Office: Transit
Item Name: Ecolane Center Portal for Agency Partners
Summary:
BACKGROUND INFORMATION:
Ozaukee County Transit Services (OCTS) currently utilizes the Ecolane Evolution software
platform to manage trip reservations, scheduling, dispatching, reporting, and fare administration.
The software is also used to manage rider accounts funded through state and federal programs,
maintain financial information, and generate reports that support efficient operations and
accountability.
Staff is requesting approval to purchase the “Ecolane Centers Portal”, which will provide
authorized agency partners with secure, role-based access to information for the clients they
sponsor. The portal will allow participating agencies to:
• View client account balances.
• Review trip history and ride purposes.
• Monitor ridership data and improve state and federal reporting
• Strengthen oversight of client transportation services.
• Reduce staff time spent responding to balance and trip history requests.
• Improve coordination between OCTS and partner agencies.
Providing partner agencies with direct access to this information will reduce administrative
workload and manual reporting requests while allowing agencies to better manage transportation
funding and services for their sponsored clients.
ANALYSIS:
The Ecolane Centers Portal will be added to the County’s existing Ecolane software agreement.
Access will be limited to authorized agency users and administered by OCTS.
Staff recommends approval to add the Ecolane Center’s Portal to the existing Ecolane software
agreement. The portal will improve operational efficiency, strengthen coordination with agency
partners, reduce administrative workload, and enhance tracking of client balances, ride purposes,
and funding utilization while supporting accurate state and federal reporting.

Item Name: N6968 CTH I Driveway Variance Request
Summary:
BACKGROUND INFORMATION:
Joe Huiras, N6968 CTH I, is interested in dividing a 3-acre parcel off of his 10-acre parcel for a
family member. (See attached maps.)
However, given the 55 MPH Speed Limit, the Ozaukee County Access Control Code requires a
minimum 500-ft spacing between driveways, which cannot be met given there’s only 380-ft
between the existing driveways.
Therefore, Mr. Huiras was directed to seek a joint driveway with his existing driveway and the
permit application was denied.
Mr. Huiras has requested a variance from the Public Works Committee (PWC). His letter is
attached along with his denied permit application.
ANALYSIS:
As mentioned in his letter, there are 3 parcels to the north and 2 parcels to the south, and none of
them meet the current requirements for driveway spacing. Most of them were established before
creation of the Access Control Code in the late 1990’s, but one appears to have been incorrectly
approved in 2018.
Variances should not be granted for self-imposed or financial hardships, so from my perspective,
an additional driveway shouldn’t be approved. However, if the PWC sees merit in Mr. Huiras’
argument, I would ask that any variance be granted based upon the surrounding houses failing to
meet the spacing requirements.

Item Name: CTH H Bridge Repair
Summary:
BACKGROUND INFORMATION:
The CTH H (Cigrand Drive) Bridge (B-45-006) over the Milwaukee River has seen deterioration
over the last several years, and, based upon a 2024 inspection, we approached the Wisconsin
Department of Transportation (WisDOT) about applying for a bridge rehabilitation grant in Fall
of 2025. WisDOT denied inclusion of the bridge in their bridge grant program that was available
at the time.
In late March of 2026, we were notified of a hole in the bridge deck, so we shut down the bridge
until Andrew Leden, CORRE, could perform a structural inspection as Ozaukee County’s Bridge
Inspector.
By mid-April, we had re-opened the bridge with a steel plate over the hole to allow vehicular
traffic while we explored longer term solutions. (See attached inspection report.)
In late July, Mr. Leden performed a follow-up inspection on the bridge, and found that cracking
had expanded through the deck, so we closed the bridge to vehicular traffic again.
Given that the next round of WisDOT Bridge Grants likely won’t occur until Fall of 2027, we’ve
sought a short term repair to the bridge that would last long enough to allow a future application
to WisDOT’s Bridge Grant program.
ANALYSIS:
CORRE has designed a plan to remove the deck between girders, install a prefabricated form in
its place and repour a new deck in the removed area. (See attached design.)
We estimate the cost to be roughly $50,000 to $80,000, and are exploring whether our staff could
perform the work.
If the project is bid, then we’d anticipate bringing back the bid award to the PWC at a future
meeting.

Inspection Specific Notes
4/22 Special Inspection as Close-out inspection for critical finding. County placed 1" thick steel plates along CL of
structure based on load rating analysis of the plates and the superstructure. Bridge was reopened to traffic with no load
posting required, per BOS. Detour route and bridge closure devices have been removed. Plans being developed to
patch/repair deck as a long-term solution.
Special inspection initiated due to phone call (3/31/26) from County stating a full-depth hole had developed in the deck, span 2 at the
CL. Inspection focused on the deck, wearing surfaces and some substructure units with noted changes. Critical finding discovered
due to major spalling and section loss of the concrete deck beneath the hole in span 2, along the deck CL.
Notified Joel Maas of CF at 10:20am. Closed bridge to all traffic at 11:30am.
Reduced Deck condition to 1 due to closure of structure, reopen possible with repairs.

Agenda Item Information Sheet
To: Public Works Committee
From: Jon Edgren, Public Works Director
Meeting Date: August 20, 2026
Department/Office: Highway Department
Item Name: CTH W Expansion
Summary:
BACKGROUND INFORMATION:
A developer has approached the Village of Grafton with a potential large commercial
development on the east side of CTH W (Port Washington Road), immediately south of
Arrowhead Road.
As major developments have occurred along CTH W, north & south of STH 60 (Washington
Street), the Village of Grafton has requested to expand the highway layout to a 4-lane, urban
cross-section with an Ozaukee County cost-share, and is considering the same for this project.
ANALYSIS:
The developer is in the process of performing a Traffic Impact Analysis (TIA) for the
surrounding area, and will submit their findings to the Village of Grafton and Ozaukee County
upon its completion.
If Ozaukee County follows past precedent, we’ve partnered with the Village of Grafton to cover
10% to 20% of the highway improvement construction costs, and take ownership of facilities
upon completion.
If the development moves forward and the Village requests a cost-share, a Memorandum of
Understanding (MOU) will come before the PWC for approval.

FROM: Jon E. Edgren, Director of Public Works
SUBJECT: Highway Monthly Update
DATE: August 13, 2026
The following are status updates on various Highway Department items:
HIGHWAY:
1) CTH W Construction Updates
The CTH W project has been underway for a couple months, but is moving slowly as a conflict was
discovered with a Spectrum Fiber Optic line. We’re trying to work through Spectrum to move the
line, and hope to be moving forward again soon.
Also, the Public Works Committee approved the Wetland Mitigation purchase in May for up to
$375,000, but following additional work by Andrew Struck & Matt Aho, Planning & Parks, the final
cost ended up being about $325,000.
2) CTH W Streetscaping Project
The City of Mequon started their Port Washington Road (CTH W) Streetscaping project in April, but
have been moving slow with issues boring the Streetlight conduit. I have received complaints about
the vegetation in the medians becoming overgrown, but the City is now responsible for any mowing
or maintenance required.
3) CTH A Patching
Due in part to the excessive trucking in the area, CTH A has been deteriorating quickly, but we’ve
been waiting for final sign-off from the Vantage Data Center on the County-City Paving agreement
before scheduling work. We received the completed agreement at the end of July, and are planning to
meet with Vantage Data Center staff this week. I’ll plan to have an update at the PWC meeting.
4) Warm Mix Asphalt
The Highway Department installed an upgrade in our Asphalt Plant to allow us to make Warm Mix
Asphalt with an additive from Meigs Paving Asphalts & Emulsions. Warm Mix Asphalt allows the
material to be mixed at a lower temperature, roughly from 310-degrees to 270-degrees. We believe
that the benefits will be less fuel usage with our burners, fewer emissions, better compaction and the
ability to perform cooler weather paving.
We estimate that there will be a cost increase for the additive of roughly $1.50 per Ton, but we’ll see
improvements in our productions costs and believe that we’ll get a better product.
