HEALTH & HUMAN SERVICES COMMITTEE HUMAN SERVICES BOARD MEETING MINUTES REGULAR MEETING AUGUST 4, 2026 1. Call to Order A regular meeting of the Health & Human Services Committee and Human Services Board was held in room A- 200 at the Administration Center. Present Supervisor Patrick Foy, Supervisor Jennifer Mackinnon, Supervisor Bruce Paape, Supervisor Melissa Custer, Supervisor Monis Khan, Board Member Chuck Sigurdson, Board Member Kristen Berns Absent Board Member Steven Kulick Excused None Staff present: Human Resources Director McDonell, Public Health Director Buechler, Human Services Director Falkner, Behavorial Health Manager Plahna, Medical Director Churchwell, Lasata Senior Living Campus Administrator Smith and Deputy County Clerk Reedy. Others present: Dan Benson - Ozaukee Press 2. Proper Notice Chairperson Foy called the meeting to order at 8:01AM. The clerk noticed the meeting as required. 3. Public Comments, Correspondence, Communications There were none. 4. Approval of Minutes July 7, 2026 Motion: Motion to approve the July 7, 2026 minutes as submitted. Lasata Senior Living Campus a. Discussion Items 1. CBRF Update Mr. Smith stated the electricity became operational at the end of July and provided an update regarding licensing from the state. b. Management/Financial/Informational Reports Update on census, staffing, and financials. 6. Veterans Service Office a. Management/Financial/Informational Reports There were no questions. 7. Public Health a. Management/Financial/Informational Reports Ms. Buechler shared an update on the financial reports. She discussed food licensing and highlighted that revenue is generated through food truck operations at various festivals. 8. Human Services a. Action Items 1. Resolution: Amending Chapter 3 of the Ozaukee County Policy and Procedure Manual - Economic Support Specialist Motion: Motion to approve the resolution amending Chapter 3 of the Ozaukee County Policy and Procedure Manual pertaining to the Human Services Economic Support Specialist positions. This resolution will move forward to the Finance Committee for further action. Ordinance: Amending Section 2.51(4) of the Ozaukee County Code of Ordinances - Human Services Fees Motion: Motion to approve the ordinance amending section 2.51(4) of the Ozaukee County Code of Ordinances—Human Services Fees. This ordinance will move forward to the County Board for final action. Discussion Items 1. Partial Hospitalization Program All major milestones of the Partial Hospitalization Program are currently on track. The DHS 75.52 license application has been submitted and is currently under state review. Dr. Michael Churchwell, Medical Director, gave a brief introduction and shared his professional background. c. Management/Financial/Informational Reports Update on financial reports and staffing. 9.
