Prevalence of Family Violence
• In 2025, Ozaukee County law enforcement responded to 221
family-trouble calls for service
• As a family therapist, I noticed an ongoing theme in our
community
• 65% of Step-Up participants have been exposed to domestic
violence (1,080 youth sample)
What is Step-Up?
• Step-Up is a group curriculum for adolescents who have been violent
toward their parents or family members
• The curriculum uses a cognitive-behavioral, skills-based approach
partnered with restorative practice to help youth stop and prevent the
use of violence and abuse in the family
• Created in Washington state for youth involved in juvenile justice system
after a domestic violence offense towards a family member
• Focus is two-fold: to address the issue of adolescents who initiate
violence and to address the needs of parents who have been victims of
abuse
Group Format
• One ninety-minute session per week over twenty weeks
• Includes attending separate youth and parent groups in addition to
joint family group
• Taking accountability for abusive behaviors
• Skill building
• Skills taught in group vary
Eligibility
• Any family who resides in Ozaukee who experiences child-to-
parent abuse or physical aggression
• Youth’s violence is not a response to abuse
• Youth has not been abused by the target parent
Disclaimer: Step-Up is not designed to address aggression outside of
the home

PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE
Partial Hospitalization Program (PHP) Development
July 2026
Overview
The Partial Hospitalization Program (PHP) development project officially began in March 2026,
and all major milestones are currently on track. The program is being built as an added DHS
75.52 service line under our existing DHS 75 clinic, with the goal of launching a structured
program that enhances the County’s behavioral health continuum.
1. Licensing & Regulatory Progress
• The DHS 75.52 license application has been submitted and is currently under state review.
• Licensing fee payment is pending; an additional background check needs to be requested by the
licensing board. Behavioral Health Manager Emily Plahna is in the process of completing this
with Lee Schlenvogt as the contact.
• Timelines for review and issuance remain dependent on the State.
We anticipate remaining aligned with the projected operational timeline once the license is
issued.
2. Medical Director Transition
• The Medical Director completed a limited on-site onboarding day to acclimate, meet staff, and
coordinate with HR at the beginning of June.
• CAQH- portal to apply for insurance all in one. Paneling in insurance network is underway.
Added Oz County as non-primary and will change it to primary. Credentialing could not occur
completely until after June 26th.
• He has begun consulting PHP clinical programming and client-related questions.
• After July 21st, he will meet with community partners and will be introduced to the HHS
committee on August 4th. Potential formal introduced to the board on August 5th.
• He will be on-site Monday-Wednesday, Thursday and Fridays remote until PHP is operational.
3. Staffing Plan & Sequencing
Hiring continues to follow the staged approach aligned with program licensure:
Job descriptions were written and submitted to the director on 6/25/2026 and will be transferred
to Human Resources for grading once reviewed.
• Case Manager – To be recruited and hired or transitioned into the role post licensure.
• Occupational Therapist – To be recruited and hired or transitioned into the role
post-licensure.
• Clinic Lead – To be recruited and hired or transitioned into the role activation post licensure.
All timelines remain consistent with the projected ramp-up plan presented to the human services
committee and county board earlier in the year.

PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE
Partial Hospitalization Program (PHP) Development
4. Facility Setup
• A conference room table is still needed for PHP group space; one may be available internally.
Otherwise, one will be purchased.
• Optional decorative items will enhance the therapeutic environment.
• No additional structural changes are required.
• Group Room is complete
• Office moves to accommodate staff changes have occurred.
• Painting of the hallway 4th floor hallway is in process.
5. Credentialing & Billing Readiness
• Insurance credentialing for the Medical Director remains in process.
• He is in process for updating his primary practice address to Ozaukee County which couldn’t
be completed until his final day at his current employer which was June 26th.
• His previous Wisconsin credentialing will likely expedite the process.
Credentialing remains on schedule and aligns with the billing readiness timeline.
6. Staff Training & Workflow Preparation
Training will focus on operational workflows, including:
• Admissions procedures
• Insurance authorization processes
• Documentation workflows
• Coordination with existing clinic operations
• Electronic Health Record use
Clinical modalities do not require outside training due to internal expertise.
7. Timeline & Launch Targets
Budget used to date~ Under $3,500.
The project remains fully aligned with the planned schedule:
• March–June (Months 1–3): Investment period; no fiscal costs, no revenue.
The application for licensing was submitted. This could not be done until a Medical Director was
hired. Onboarding of the medical director has occurred, the facility preparation is involving
office moves and meeting area preparation, initial credentialing of the doctor has begun as far as
it can be at this time.

PROJECT UPDATE TO THE HUMAN SERVICES COMMITTEE
Partial Hospitalization Program (PHP) Development
• July–September (Months 4–6): Investment period; staffing costs only, no revenue.
Position descriptions are written and will be reviewed and graded. Waiting on state approval for
licensing to move forward. It does not make sense to hire for the positions Clinical Lead, Case
Manager, and Occupational Therapist until the licensing has been approved by the state. Once
we receive acceptance and the positions are graded, we will post for the positions and begin the
hiring process.
• October–December: (Months 7-9): Start billing; enrollments. Begin revenue generating
Target soft launch and a conservative full program opening, pending state licensure timing.
Marketing and outreach efforts have already begun in the community. We met with the Ozaukee
County non-profit directors, the district attorney, CJCC partners, law enforcement, and hospital
partners. Marketing will continue to occur while licensing is pending and when we open. Meet
and greets are being scheduled for the medical director to meet community partners. Brochures
will begin to be drafted and eventually printed. Media is being informed of updates through HHS
committee updates.
8. Summary & Next Steps
We began this initiative in March and are progressing according to plan. The team is
maintaining momentum across licensing, staffing, clinical development, and facility readiness.
The most significant remaining dependency is the state’s licensure timeline and credentials
timeline, which is outside of County staff control but not currently expected to delay the
projected soft launch window.
