HEALTH & HUMAN SERVICES COMMITTEE HUMAN SERVICES BOARD MEETING MINUTES REGULAR MEETING JULY 7, 2026 1. Call to Order A regular meeting of the Health & Human Services Committee and Human Services Board was held in room A- 200 at the Administration Center. Present Supervisor Patrick Foy, Supervisor Jennifer Mackinnon, Supervisor Bruce Paape, Supervisor Melissa Custer, Board Member Chuck Sigurdson, Board Member Kristen Berns, Board Member Steven Kulick Absent None Excused Supervisor Monis Khan Staff present: County Administrator Dzwinel, Public Health Director Buechler, Human Services Director Falkner, Behavorial Health Manager Plahna, Functional Family Therapist Buckmaster, Veterans Service Officer Johnson, Lasata Senior Living Campus Administrator Smith, Human Resources Director McDonell (8:15 A.M.) and Deputy County Clerk Reedy. Others present: Dan Benson - Ozaukee Press and Christina Luick - News Graphic. 2. Proper Notice Chairperson Foy called the meeting to order at 8:00 AM. The clerk noticed the meeting as required. 3. Public Comments, Correspondence, Communications There were none. 4. CBRF Update Update on the progress of the CBRF, including review of the change orders. b. Management/Financial/Informational Reports Update on financial reports, census and staffing. 6. Veterans Service Office a. Management/Financial/Informational Reports Mr. Johnson distributed his financial report and discussed the significance of the taxi service, and how it continues to grow. 7. Public Health a. Management/Financial/Informational Reports Update on financial reports and licensing. 8. Human Services a. Discussion Items 1. Step Up Program Presentation-Ashley Buckmaster Discussed the Step-Up Program, which is a group curriculum for adolescents who have been violent toward their parents or family members. The curriculum uses a cognitive-behavioral, skill-based approach partnered with restorative practice to help youth stop and prevent the use of violence and abuse in the family. 2. Partial Hospitalization Program Update The Partial Hospitalization Program development project and all major milestones are currently on track. The license application has been submitted and is currently under state review. Discussed staffing, staff training and facility setup. b. Management/Financial/Informational Reports Update on financial reports and revenues. 9. Next Meeting Date August 4, 2026 10.
