b. Discussion Items
1. Pavilion Decorative Wall
The Pavilion was originally constructed in the 1990s and expanded in 2013, which included the addition
of an architectural stone wall. During a roof replacement project in 2023, several cracks and areas of
Page 4 of 31
missing brick were identified on the decorative wall. It is believed that the materials originally used for
the wall are not well-suited to exterior conditions. Temporary repairs, including replacing missing
stones, installing flashing, and repairing cracks, have been completed to help prevent further leaks.
Staff is seeking direction from the Public Works Committee regarding a long-term solution for the
decorative wall. Potential options include:
1. Replace the stone with siding; or
2. Replace the existing stone with brick designed for exterior use.
After discussion with staff, the committee directs staff towards option 2, looking for bids, preferably
stone with mortar.
c. Management/Financial/Informational Reports

Item Name: Justice Center Elevator Design
Summary:
BACKGROUND INFORMATION:
As part of the 2026 Capital Project Reserve Fund Requests, $275,000 was approved to update
the Justice Center’s public elevator.
The existing Dover Elevator was installed by Northwestern Elevator in 1990 when the building
was constructed. It is out of date, operating with an obsolete control system, and replacement
parts are no longer available.
ANALYSIS:
Building Superintendent Ryan Tackes requested and received a proposal from Performance
Elevator (attached) to provide consulting services to create plans and specifications, and oversee
the bid process. Performance Elevator provided the consulting services for the Administration
Center Elevator replacement that was completed roughly 7 years ago, and they have a solid
reputation for doing good work.

MODERNIZATION CONSULTING PROPOSAL AND ACCEPTANCE
Performance Elevator Consulting, LLC. (Consultant) proposes to perform elevator Consulting Services, as detailed, for Client of:
Ozaukee County Justice Center Equipment: 1 Dover hydraulic passenger
1201 S. Spring St. Public, State Tag No. 20746
Port Washington, WI 53074 Regulated Object ID 508773
Proposal No. 1: Elevator Modernization
Provide elevator modernization design and project management consulting services for the
Dover hydraulic passenger elevator that was installed by our family’s former Northwestern
Elevator Co in 1990. The following services are included:
• Conduct a comprehensive survey of the elevator, considering the equipment age,
usage, obsolescence of existing components, and compliance with current elevator
safety codes.
• Commission an elevator layout drawing of the elevator hoistway and machine room for
the benefit of bidders. Client to provide copies of building plans for machine room,
hoistway and lobby, and section, if available.
• Draft an elevator specification (Section 14 24 20) detailing the minimum requirements
for elevator modernization using non-proprietary equipment to promote competitive
bidding by elevator contractors. The 3-part CSI format will be used.
• Include alteration requirements to meet the current ASME A17.1-2016 and SPS 318
elevator safety codes and functioning with car access control for hall call(s).
• Based on the installation date, the existing underground hydraulic cylinder is the newer
double-bottom type and will be retained. Note: if the jack subsequently fails it will require
an expensive replacement with an extended out of service time.
• Identify the related work of other trades to support the elevator modernization, including
electrical, fire alarm, card access control, and possibly cooling or ventilation of the
machine room. Provide a site-specific summary of these requirements, which will be
contracted directly by you. We will assist in coordinating this work.
• Serve as a reference on the related work of other trades throughout the project.
• Lead one Pre-bid conference and site inspection of the elevator with prospective
bidders. Respond to bidder questions.
• Create a bid summary spreadsheet and assist Client in evaluating the bids. Provide an
elevator contractor recommendation best serving the Client’s needs.
• Advise Owner during contract negotiations with the elevator supplier. Use of an AIA
construction contract is recommended, and we can require the elevator contractor to
draft the AIA documents for our review.
• Review elevator shop drawing and product data submittals and mark up corrections.
• Attend one in-person Pre-construction meeting to finalize critical scheduling and
efficient coordination of the work of other trades to minimize the elevator out of service
time.

• Observe work progress during installation with a minimum of two site visits to ensure
conformance with specification requirements.
• One of the visits will be a pre-inspection audit to assess progress in the related work of
other trades, which may affect passing the elevator acceptance inspection.
• In addition, provide one (1) audit after the acceptance inspection to ensure compliance
with the specification.
• Provide one punch list of non-compliant items and verify compliance.
• Review and approve the elevator contractor’s invoices for Client as requested.

Agenda Item Information Sheet
To: Public Works Committee
From: Jon Edgren, Public Works Director
Meeting Date: June 18, 2026
Department/Office: Transit
Item Name: GO Riteway Contract Amendment
Summary:
BACKGROUND INFORMATION:
GO Riteway has served as the Ozaukee County Transit Service (OCTS) Shared Ride Taxi (SRT)
contractor since 2023. The current agreement provides 58,800 annual billable service hours at a
total annual contract value of approximately $2,166,192.
Demand for OCTS transportation services continues to increase, particularly among seniors,
individuals with disabilities, and residents utilizing the Shared Ride Taxi program for medical
appointments, employment, shopping, and other essential trips. While operational efficiencies
and service improvements have enabled OCTS and GO Riteway to accommodate growing
demand within current service levels, utilization trends indicate that additional service hours will
be necessary to maintain service reliability and meet future demand.
Since the last Public Works Committee (PWC) discussion regarding SRT service hours, OCTS
has experienced an increase in denied trip requests, indicating that existing service capacity is
becoming increasingly constrained. Ozaukee County Transit Superintendent Kerise Zutz believes
additional contracted service hours are necessary to meet current transportation needs and
prevent further service limitations as demand continues to grow.
Recent increases in denied trip requests provide further evidence that demand is approaching or
exceeding available service capacity during certain periods. A proposed increase in contracted
service hours is intended to improve service availability, reduce trip denials, and better
accommodate existing and anticipated ridership demand.
ANALYSIS:
The current SRT contract provides 58,800 annual billable service hours at a rate of $36.84 per
hour, for a total annual contract value of $2,166,192. GO Riteway estimates that they’d need an
additional 147 hours per week to meet current demand and avoid denying rides at the recent
request levels. However, Superintendent Zutz doesn’t want to expand service hours too much as
we’re going to be exploring other changes to operational hours in the future.
Therefore, she recommends increasing contracted service hours by 100 hours per week, resulting
in an additional 5,200 annual service hours per year for an annual billable hours total of 64,000.
The additional service hours would equate to an increased cost of roughly $192,000 over an
entire year, of which roughly 50% ($96,000) would be County Tax Levy.
For the remainder of this year, we would institute the service hour update on July 1st, which
would be 26 weeks of additional service hours. That would lead to an additional 2,600 service
hours at $36.84 per hour for an estimated $96,000 cost increase, of which roughly 50% (48,000)
would be County Tax Levy.
Increasing service hours will allow OCTS to better accommodate current and anticipated
transportation demand, maintain service availability, reduce scheduling constraints and trip
denials, and continue providing reliable transportation services to Ozaukee County residents.
FISCAL IMPACT:
Balance Current Year: $96,000
Next Year’s Estimated Cost: --
FUNDING SOURCE:
County Levy: X ($48,000 from Transit Reserves)
Non-County Levy: X ($48,000)

Recommended Action:
Authorize the Public Works Director to increase the Shared Ride Taxi service hours by 100
hours per week for the remainder of 2026 starting on July 1st.

Agenda Item Information Sheet
To: Public Works Committee
From: Jon Edgren, Public Works Director
Meeting Date: June 18, 2026
Department/Office: Highway Department
Item Name: CTH W Construction Management & Staking Amendment
Summary:
BACKGROUND INFORMATION:
In May, the Public Works Committee (PWC) approved the CTH W Bid Award for
reconstruction of CTH W (Riverside Drive) from STH 33 (Green Bay Avenue) to Schowalter
Street. In connection to the project, I requested a proposal from raSmith, as the highway
designers, for Construction Management & Staking of the project.
Historically, we’ve had the highway designer provide full-time construction management to
oversee the contractor and ensure quality construction. However, for this project, Ozaukee
County Construction Superintendent Warren Guettel will provide daily inspection, but we had
raSmith provide some time for potential involvement on a Time & Material basis to assist as
needed.
Additionally, we wanted raSmith to provide staking for construction to provide the correct layout
on-site, and act as a double-check on the contractor’s workmanship. Staking costs will be based
upon a Time & Material basis as well.
ANALYSIS:
raSmith’s proposal (attached) will be billed on a Time & Material basis with Not To Exceed
amounts as follows:
• Construction Management: $15,000
• Construction Staking: $20,000
Total Amendment: $35,000
We anticipate being responsible for roughly 20% of the amendment, which would be $7,000 if
fully used, with the remainder being covered by WisDOT construction grants.
FISCAL IMPACT:

Recommended Action:
Approve raSmith’s Amendment for Construction Management and Staking for $35,000.

AMENDMENT TO AGREEMENT-CTH W
Amendment No.: 4
Date: June 3, 2026
Client Name: Ozaukee County
Client Address: 121 W Main Street
Port Washington, WI 53074
Project No.: 2210149
Project Name: CTH W
We hereby agree to amend our original Agreement executed on 4/22/24 as outlined below:
A. SCOPE OF SERVICES
As we approach construction of CTH W, raSmith will have limited construction services but we will
provide some staking and limited construction management
Construction Management: We will provide the contracts and administer the preconstruction
meeting. In addition, we will provide spot inspections and site visits when requested a long with
reviews of any pay requests. As requests for information are needed, we can assist with these as
necessary as well.
Construction Staking: It is not known exactly what will be requested for staking at this time, but we
assume staking will be requested for site control, sil t fence and erosion control, storm sewer and
culverts, grading and slope stakes, red tops for CABC grades and the path. A cutsheet willb e
provided to the County and contractor as necessary.
Because of these additional items, we are asking for additional compensation.
B. COMPLETION SCHEDULE
Construction should commence as soon as June 15th and be completed by the end of October.
C. PROFESSIONAL FEES
We will work on a time and material basis, with an estimated for the following items:
1) Construction Management: We assume 4-5 meetings, either on-site or requested at
a progress meeting, including a preconstruction meeting, along with a few RFI’s to be
addressed and plan amendments needed (at no fault of engineer). Overall we
estimate 40-50 hours total over the course of construction may be needed at an
estimated not to exceed amount of $15,000. Hours will be billed and tracked as the
occur.
2) Construction Staking: A two-person survey crew will be available for construction
staking at a rate of $250 per hour and a survey project manager (for set-up and cut
sheets) at $145 per hour. Based on the items above, we estimate approximately 8-
10 days of staking requirements with an estimated not to exceed amount of $20,000.
The current contract fee is $159,849 (through amendment 3 from January 16, 2026) and with
these fees the new estimated contract would be $194,849.
