EXECUTIVE COMMITTEE MEETING MINUTES REGULAR MEETING JUNE 3, 2026 Draft Minutes Pending Committee Approval 1. Call to Order A special meeting of the Executive Committee was held in room A-200 at the Administration Center. Present Supervisor Lee Schlenvogt, Supervisor Patrick Foy, Supervisor Rick Nelson, Supervisor Rob Holyoke, Supervisor Eric Stelter, Supervisor Tom Grabow Absent None Excused None Staff Present: County Administrator Dzwinel, Policy & Budget Analyst Wittek, and County Clerk Kretlow 2. Proper Notice Chairperson Schlenvogt called the meeting to order at 8:00 AM. The clerk noticed the meeting as required. 3. Public Comments, Correspondence, Communications There were none. 4. Approval of Minutes April 1 and May 20, 2026 Motion: Motion to approve the April 1 and May 20, 2026 minutes as submitted. Action Items a) Award of Housing Needs Assessment Contract to Baker Tilly in the amount of $72,000 Mr. Wittek reviewed the bidding process. Ozaukee county has budgeted $50,000, while local municipalities have pledged a total of $26,000 and Ozaukee Economic Development has pledged $5,000 towards the cost. Discussion and questions were answered by Mr. Dzwinel and Mr. Wittek. Motion: Motion to approve awarding housing needs assessment contract to Baker Tilly in the amount of $72,000. Result: Passed Moved by: Rick Nelson Seconded by: Rob Holyoke Ayes: Lee Schlenvogt, Patrick Foy, Rick Nelson, Rob Holyoke, Eric Stelter, Tom Grabow Nays: None Abstain: None b) Revised/Postponed Resolution 25-75: Land Preservation Trust Fund for an Ozaukee County Conservation Easement and Fee Simple Purchase Program Per the Existing State Required Agricultural Land Conversion Fee Assessment Mr. Dzwinel recapped the background of the resolution and how it became revised and postponed to this meeting. Discussion followed with Mr. Dzwinel, answering questions. Motion by Supervisor Stelter, seconded by Supervisor Grabow to approve the resolution reflecting the levy impact for Land Preservation TrustFund funding for an Ozaukee County Conservation Easements and Fee Simple Purchase Program per the existing State Required Agricultural Land Conversion Fee Assessment. Supervisor Stelter and Supervisor Grabow withdrew their original motion. Motion: Motion to refer back to the Natural Resource Committee to reevaluate the plan on how Ozaukee County will plan for land preservation in Ozaukee County. Report of County Administrator Mr. Dzwinel gave a brief report on the Lasata Community Based Residential Facility (CBRF), Enterprise Resource Planning (ERP) and 2027 Budget Planning updates. 8.
