Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Facilities Item Name: Fairground Tamarack Trees Summary: BACKGROUND INFORMATION: Jeremy Dandy, N89 W6343 Willowbrooke Drive, lives on the east side of the Ozaukee County Fairgrounds. (See attached location map.) On County property, abutting the west side of his property, there are over 10 Tamarack Trees, each of which are at least 30’ tall. Given the amount of needles that the trees shed, in 2017 Mr. Dandy requested that Ozaukee County remove the trees. The Public Works Committee (PWC) at the time declined to pay for tree removal based upon a lack of “public benefit” and the desire to maintain vegetation within the Fairgrounds property. Over the last few years, Ozaukee County has cleaned up the area by removing dead trees, and cleaning up underbrush. However, we continued to see no “public benefit” to remove the trees, and see positive benefits from the vegetation on the Fairgrounds property as natural areas and vision blocks. In November, following the heavy rains last summer, Mr. Dandy again requested for Ozaukee County to remove the trees and brought additional photos (attached). Staff was directed to review potential costs and report back to the PWC. ANALYSIS: Cedarburg Foreman Charlie Schlessinger investigated the site, and estimated about $4,000 for County staff to remove 10-15 Tamarack Trees, and Mr. Dandy received a private quote for $8,000 for removal of 16 Tamarack Trees. Additionally, Mr. Dandy has stated that he doesn’t believe that he should be responsible for any of the tree removal costs as they’re not his trees, but that he’d be willing to plant 3 to 5 Arbor Vitae-type evergreen trees per year for a few years if a visual screen is desired. Public Works Director Edgren understands the desire to be a good neighbor, but still doesn’t see a public benefit or legal requirement for removal of the Tamarack Trees. Therefore, the PWC has a series of questions to answer: 1) Should Ozaukee County remove or allow for removal of the Tamarack Trees? Page 9 of 69 2) If Yes, should Ozaukee County or Mr. Dandy pay for their removal, or should it be a shared cost? Recommended Action: Following discussion of the situation and potential options, the PWC should direct the Public Works Director to act as desired. Attachments: 1. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Facilities Item Name: Ascension Columbia-St. Mary’s Expo Center Audio-Visual Update Summary: BACKGROUND INFORMATION: The Ascension Columbia-St. Mary’s Expo Center’s (ACSMEC) (also known as the Curler’s Building) audio visual system was installed as part of the original build around 2013. It was a very basic system with limited functions, but has been added to over the years to make the system work with current technology and meet renter’s growing requirements. Facilities has averaged $4,500 per year over the last four years to keep the system operational with patches and different components, but this spring the main amplifier failed and is no longer repairable. Therefore, Building Superintendent Ryan Tackes looked into replacement of the current system, and requested Horizon Integrations submit a proposal to upgrade the system. Horizon Integrations has performed several large technology additions for the Administration Center, Sheriff’s Department, Clerk of Courts and Fairgrounds, and staff would prefer to maintain a consistent provider for these services. The system is regularly used for both County Rental events and the Milwaukee Curling Club (MCC), so the costs will be split between the County and MCC. ANALYSIS: Ryan Tackes received the quote from Horizon Integration (attached) for an entirely new system with up to date technology, required wiring and user-friendly system with a total cost of $43,038.74. Given the split with the MCC, each would be responsible for $21,519.37. Recommended Action: Approve Horizon Integration’s A/V Update proposal for $44,000. Attachments: 1. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Facilities Item Name: Fairground's Zero Turn Lawn Mower Summary: BACKGROUND INFORMATION: The Fairgrounds currently has a 2017 Kubota Compact Tractor and a 1995 Simplicity Lawn Mower for mowing roughly 5-acres of lawn. The Kubota Compact Tractor was purchased to become the main lawn mowing equipment, and has been able to perform multiple other duties at the Fairgrounds. However, over the years, it has started being used for other work more as the number of horse shows has nearly doubled during the summer. As the Kubota Compact Tractor has been tied up, Fairground’s staff have attempted to keep up with mowing on the Simplicity Lawn Mower, but it is worn out and not a reliable option. That has led Facilities staff to transport the Justice Center’s Zero Turn Lawn Mower to the Fairgrounds from time-to-time, which is time consuming and takes staff from other duties. Therefore, Facilities staff sought quotes for a new lawn mower to become the primary cutting equipment. ANALYSIS: Ryan Tackes, Justice Center’s Building Superintendent, requested quotes from three (3) Suppliers, and received the following quotes (full quotes attached): Grasshopper 325D Gibbsville Implement $16,700 John Deere Z994R Mid-State Equipment $17,940.03 *Kubota ZD1211 Lochen Equipment $19,342.72 Grasshopper 725DT Gibbsville Implement $19,500 *Recommendation by Facility Staff Based upon the quotes received and discussion with staff, Facility staff recommends the Kubota ZD1211 from Lochens Equipment. It has easy maintenance with an onboard jack system, the Justice Center has used a similar Kubota for 12 years and over 1,000 hours of use, and the servicing dealer is in Newburg. Page 26 of 69 Recommended Action: Approve the purchase of the Kubota ZD1211 from Lochen Equipment for up to $20,000. Attachments: 1. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Facilities Item Name: Pavilion Decorative Wall Summary: Recommended Action: BACKGROUND INFORMATION: The Fairground’s Pavilion was originally constructed in the 1990’s, and expanded in 2013, including an architectural stone wall. (See attached photos.) In 2023, as part of a roof replacement on the Fairgrounds Pavilion, the roofing contractor made us aware of several cracks and missing brick on the decorative wall. Building Superintendent Ryan Tackes brought in Masonry Restoration to review the situation, and they believe that the brick work used isn’t ideal for exterior conditions. Regardless, they performed repairs to add missing stones, add flashing and repair the cracks, which stopped the leaks for the last two years. However, the leaks have returned, and Superintendent Tackes is looking at longer term solutions given roughly $5,000 spent in decorative wall repairs to date. ANALYSIS: Superintendent Tackes is exploring two potential options: 1. Replace the stone with siding The stone would be removed, and replaced with siding either to match the existing siding or a stand alone accent wall color. 2. Replace the stone with brick work meant for exterior use The stone would be removed, and reconstructed. We do not have cost estimates for the potential replacement, but would assume at least $20,000. If nothing is done, we anticipate up to $2,000 in repairs annually, and additional future work due to continued damage to the underlying structure. Staff is looking for input from the Public Works Committee on the desire to maintain the stone façade wall versus replacing it with a more maintenance friendly design. Page 32 of 69 Attachments: 1. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Transit Item Name: GO Riteway Amendment Request Summary: BACKGROUND INFORMATION: GO Riteway has been operating as the Ozaukee County Transit Service’s (OCTS) Shared Ride Taxi (SRT) contractor since 2023 with 58,800 service hours in the agreement. Over the last few years, SRT has seen an 18% increase in ridership, but has been able to maintain the service hours with efficiencies recognized through Ecolane software and improved knowledge by GO Riteway. However, GO Riteway has begun to go over the estimated service hours, and has requested an amendment for up to an additional 9,600 hours (+/-$360,000) to maintain the current service as-is. ANALYSIS: The current SRT contract is for 58,800 service hours at $36.84/Hour for a total cost of $2,166,192. That cost is paid via Transit Grants, Farebox Revenue and Tax Levy. Transit Superintendent Kerise Zutz has begun to review GO Riteway’s proposed amendment, and has ideas where potential changes could be made in the Hours of Operation and/or allotment of service hours. Additionally, as we’ve been in process of shifting from Urban to Rural funding sources over the last year, we’re still trying to determine the exact reimbursement rates to expect. However, Transit Superintendent Zutz is scheduled to meet with Wisconsin Department of Transportation (WisDOT) Transit officials in the near future. We anticipate updating the Public Works Committee on some of the findings, and take questions before bringing back any recommendations in June. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Highway Department Item Name: Intergovernmental Cooperation Agreement for Municipal Road and Street Services relating to the Vantage Project Summary: BACKGROUND INFORMATION: Last September, Ozaukee County and the City of Port Washington entered into an agreement to have Ozaukee County pave CTH LL following the City’s installation of sanitary sewer and watermain in the highway. As activity continues to increase around the Vantage Data Center, Ozaukee County has seen an increase in required maintenance, and has worked with the City of Port Washington to include those repairs as part of the Developer’s Agreement between the City and Vantage Data Center. Following discussions with the Wisconsin County’s Association (WCA) legal counsel Andy Phillips, it was recommended that we create an agreement specifically allowing Ozaukee County to perform the repairs and bill Vantage Data Center directly. ANALYSIS: Attached is the proposed agreement developed by Attorney Phillips. Recommended Action: Approve the City of Port Washington Intergovernmental Cooperation Agreement for Municipal Road and Street Services relating to the Vantage Project. Attachments: 1. (See attached application and exhibit maps.) The closure would be based upon safety concerns with parade vehicles and attendees blocking roadway access in preparation for, during and immediately after the parade. The closure would occur on Sunday, June 7th, 2026, from approximately 11am to 2pm. ANALYSIS: Highway Department staff have no concerns about approving the request. However, the approval should be conditional on the Village of Newburg’s acceptance of responsibility and Town of Saukville authorization to allow Singing Hill Road to be used as a detour route. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Highway Department Item Name: Backhoe Compactor Purchase Summary: BACKGROUND INFORMATION: Ozaukee County Highway staff have seen the need for a Backhoe Compactor from time-to-time for our excavation operations to properly compact a trench, and would rent one as needed. However, we have seen an increased need for preventing trench settling and performing soil stabilization on Ozaukee County Planning & Parks (P&P) Department projects. Given our project work on the CTH W Oxbow this summer for the P&P Department, Cedarburg Foreman Charlie Schlessinger investigated the potential to purchase one as we had already agreed to rent one. ANALYSIS: Our Cedarburg staff are using an Indeco IHC150 Compactor for the Oxbow project, and have already committed to a monthly rental of $1,500 for the first month, but the rental agency has stated that we could deduct the rental cost from the overall purchase. Additionally, based upon our expected future P&P workload, Director Andrew Struck has agreed to cover $8,000 of the Compactor as part of their construction grant. Therefore, based upon the invoice (attached) for $13,142, Ozaukee County Highway Department would only be responsible for $3,642 following reduction of the $9,500. Recommended Action: Approve the purchase of the Indeco IHC150 Compactor from Miller-Bradford & Risberg. Attachments: 1. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Highway Department Item Name: CTH W Bid Award Summary: BACKGROUND INFORMATION: As part of the Highway Department’s 2026 Capital Improvement Plan (CIP), we proposed to reconstruct CTH W from STH 33 to Schowalter Street with an estimated budget of $3,000,000 though the majority of funding will be covered by Wisconsin Department of Transportation (WisDOT) Grants. In October of 2020, the Ozaukee County Public Works Committee approved acceptance of $1,000,000 in a WisDOT Local Road Improvement Program – Supplemental (LRIP-S) grant, and we have applied additional WisDOT County Highway Improvement Supplemental (CHIS) grants in subsequent years totaling roughly $2.5M in funding. However, Ozaukee County is responsible for 10% of eligible costs and all ineligible costs, which we’ve estimated to be approximately $800,000. raSmith, as our design consultant, put together plans and specifications over the last several years, and created a bid packet that gave Ozaukee County options in case bids came in higher than expected by creating a Base Bid and two Alternates: Base Bid (Sections 1 and 2): All work necessary by the contractor. Section 3 Alternate: Paving of the highway, which Ozaukee County could perform. Section 4 Alternate: Supplying of the box culverts, which Ozaukee County Planning & Parks (P&P) could supply. ANALYSIS: The Ozaukee County Highway Department opened bids for the CTH W from STH 33 to Schowalter Street project on Tuesday, April 7th at 10am, and we received three bids. (See attached bid summary.) In all bid variations including Base Bid, Section 3 Alternate and/or Section 4 Alternate, Vinton Construction was the low bidder. Based upon the low bid costs, availability of WisDOT grant funds and P&P using grant funds to purchase the box culverts, our recommendation is to award the contract to Vinton Construction Page 54 of 69 with the Base Bid + Alternate Section 3 for $2,054,362.66. Agenda Item Information Sheet To: Public Works Committee From: Jason Dzwinel, County Administrator Meeting Date: May 21, 2026 Department/Office: Dept of Administration Item Name: Ordinance: Create Section 6.05 of the Ozaukee County Code of Ordinances - Highway Department Municipal Contracts Summary: This ordinance creates Section 6.05 of the Ozaukee County Code of Ordinances to formally authorize the Highway Commissioner, with approval from the Public Works Committee, to enter into contracts with municipalities within Ozaukee County for highway and street-related services. Under the ordinance, and consistent with Wisconsin Statutes §83.035, the County Highway Department may provide construction and maintenance services for roads and streets in cities, villages, and towns. The authority also includes furnishing road supplies and equipment to municipalities as part of those services. The ordinance primarily serves to: • Establish clear local authorization for intergovernmental highway service agreements; • Align county practice with existing state law; • Clarify oversight by requiring Public Works Committee approval; and • Support efficient sharing of highway department expertise, equipment, and operational capacity with local municipalities. The ordinance does not create new regulatory requirements for municipalities or residents. Instead, it provides a formal framework for cooperative public works arrangements already contemplated under Wisconsin law. Recommended Action: Approve the ordinance to move forward to the County Board for final action. Attachments: 1. Ordinance - Highway Municipal Contracts Page 59 of 69 ORDINANCE NO. Agenda Item Information Sheet To: Public Works Committee From: Jon Edgren, Public Works Director Meeting Date: May 21, 2026 Department/Office: Highway Department Item Name: CTH W Wetland Mitigation Credit Purchase Summary: BACKGROUND INFORMATION: As previously discussed, the reconstruction of CTH W from STH 33 to Schowalter Street is scheduled for this year, with the majority of construction costs covered by Wisconsin Department of Transportation (WisDOT) grants. However, one portion that isn’t covered is the Wetland Mitigation Credits. Wetland Mitigation Credits are purchased to “replace” wetlands when they’re filled as part of a construction project. In the case of CTH W, we had originally hoped that the work being performed on the Oxbow would fulfill the requirement for credits, but the US Army Corps of Engineers (USACOE) wouldn’t allow the work performed on the Oxbow project to suffice. Therefore, we need to purchase the credits, and Matt Aho, Ozaukee County’s Planning & Parks Dept Program Manager, has been working to secure the credits. ANALYSIS: Based upon the engineering design, we’re estimating to impact 2.20 acres of wetland as part of the CTH W Highway Reconstruction and Fish Creek Restoration, and the USACOE requires 1.1 credits per acre of impact. Therefore, we’re required to purchase 2.42 credits. Currently, we have found the required Sedge Meadow wetland mitigation bank from a private bank, Barns Prairie, that has 2.35-acres available for purchase. Their cost for credits are $148,600/acre, so we will owe roughly $349,210. Mr. Aho is working through the USACOE to determine if they can waive the remaining .07-acre balance of wetland credits that are owed. Otherwise, we will need to seek those elsewhere. Here’s our estimated current budget status once we would submit for reimbursement upon the completion of the project: 2026 Construction Budget $800,000 Engineering - $20,000 Right-of-Way Acquisition - $100,000 Construction - $230,000 Sub-Total Remaining $450,000 Therefore, we request to use up to $375,000 for purchase from Barns Prairie and another source if required. FISCAL IMPACT: Balance Current Year: $375,000 Next Year’s Estimated Cost: -- Page 61 of 69 FUNDING SOURCE: County Levy: X ($375,000) Non-County Levy: -- Indicate source: -- Recommended Action: Authorize the Public Works Director to purchase wetland mitigation credits up to $375,000 for the CTH W project.
