Investment Report Wagner stated the April 2026 Investment Report was provided in the packet. Wastewater Treatment Plant Expansion & Future DPW Building Pad Development Bid Wagner stated Sean Sullivan - Ruekert & Mielke prepared a memo regarding the excessive dollar amount of the bids received for the expansion and development project. Sullivan provided an overview of the project, stating it should be divided into 2 separate phases. Sullivan noted this would encourage the smaller contractors in the Saukville area to bid on the project. Phase 1 – Grubbing – Tree (stumps/roots) & brush removal. Phase 2 – Grading. Sullivan added that there would be a walkthrough of the area to discuss and protect existing trees that should not be removed. Rudolph/P. Duckart recommended to the Village Board to reject the 3 bids for the Wastewater Treatment Plant Expansion & Future DPW Building Pad Development and authorize the solicitation of bids for Grubbing only of the Wastewater Treatment Plant Expansion & Future DPW Building Pad Development . Motion Carried. Discuss potential amendment to Village Ordinances relating to the Keeping of Chickens in Single-Family Residential Districts Wagner stated a combined document including an email from the Village Attorney and 2 draft copies of a prepared Ordinance (clean & redline version). A copy of the Village of Grafton’s permit application was also provided. This information was provided because the Village contracts with the Village of Grafton for Building Inspection services. Hoeft added changes were made to the proposed Ordinance from 2021 to match the Village of Grafton. Hoeft explained a change that was made to enforcement section and further explained details on permits being revoked based on legitimate complaints from Village Residents. P. Duckart asked i f the Ordinance could include the limited number of chickens be determined based on lot size. Finance Committee Minutes May 26, 2026 H:\Minutes\Finance Minutes - 2026\Finance - May 26, 2026.docx Hoeft stated the Ordinance specifically states the keep of chickens is for personal use only, the intent is not for selling or bartering eggs. Allowing more chickens would provide homeowners with too many eggs and invite them to sell. P. Duckart added the eggs could be donated to the Local Food Pantry. Donen brought up concerns regarding the setbacks and feeling the distance should be farther away for the residence. Nowlen made a suggestion to change the setback from 40 feet to 60 feet. J. Duckart stated this could eliminate several households from being able to have chickens. Nowlen stated an ordinance should not be written based on how the Board feels what the residence will do, an ordinance needs to be written with respect to everyone and their neighbors. P. Duckart added if other fowl should be discussed, specifically ducks based on expressed interest. J. Duckart stated the Village of Grafton added ducks, and we are using Grafton as a guide . Wagner added we are using Grafton for the conditions; the Village of Saukville does not need to mimic what the Village of Grafton allows for fowl. Donen questioned the monitoring of the Chickens, how are they to be monitored, does the resident need to be home when they are in the yard, can they be monitored by camera? Hoeft added this could be discussed and included in the ordinance. Nowlen stated a Responsible Adult woul d need to present on the property to monitor the chickens when they are out in the yard. Hebein asked how the Board felt about making the changes to the ordinance. Wagner listed off the changes discussed for Hoeft to make amendments to the Ordinance. • Coop/Other Structures associated with keeping of chicken s etback changed from 40 feet to 60 ft from a neighboring residential structure. • (4) Chickens allowed • Responsible Adult present to monitor chickens when out in the yard. Nowlen asked what the disposal requirements are if a chicken passes away. Wagner stated they cannot be placed in the garbage. Wagner advised the initial application would be submitted to the Village of Grafton which would include the Proposed Coop, Site Plan, Location of Structure-Zoning including setbacks. Hebein asked Hoeft to explain the next steps if the ordinance moves forward. Hoeft explained the ordinance would be am ended with a final draft and refer to Plan Commission for consideration based on changes to the model ordinance. Then a Public Hearing would be scheduled at a Village Board meeting, after the Hearing the Board would vote on the matter. Wagner asked the B oard if they felt there were enough safeguards in the draft Ordinance to protect the neighboring residents/property owners. Finance Committee Minutes May 26, 2026 H:\Minutes\Finance Minutes - 2026\Finance - May 26, 2026.docx Nowlen would like to see the neighbors sign off on the application to allow chickens, adding they need to sign off and approve a block party. J. Duckart stated they don’t need to sign off when getting a dog or a cat. P. Duckart added she would not apply for a Chicken permit, based on the allowed number. She feels it is not worth the investment for 4 chickens; she would want more. Rudolph/P. Duckart made a motion to approve the amendment to Village Ordinances relating to the Keeping of Chickens in Single -Family Residential Districts contingent on the Coop/Other Structures associated with keeping of chicken setback changed from 40 feet to 60 ft from a neighboring residential structure, (4) chickens allowed and responsible adult present to monitor chickens when they are out in the yard.
