Sewer 17 • 2028 Biosolids Handling Facility is currently structured at a market rate 20 - year revenue bond. ✓ Project could qualify for a Clean Water Fund Loan, which could reduce overall interest rate and lengthen the repayment terms to 30 years. This could reduce the overall rate increases due to this project. • Revenue adjustments achieve required debt service coverage but also bolsters cash position of the utility. This could be used to cash fund additional projects or buy - down what is borrowed for projects. • We’ve spread rate increases out to minimize annual impact on the ratepayers – alternative (larger) rate increase structure could be implemented on the front end to eliminate rate increases in the down - years.
