determined after the election, any Amendment to the Village Zoning Code would need to go through the
Ordinance process to be passed and codified.
P. Duckart questioned, what is the Village gaining from this Advisory Referendum, asking if the outcome
is to determine how many residents want to have chickens or how many residents are giving approval for
residents to have chickens in the community.
Donen responded stating that this is an opportunity to give the residents of the Village of Saukville a voice
in changing the Village Zoning Code to have chickens on single-family residence.
Hoeft reminded the Board that this is an Advisory Referendum, it’s up to the Board to determine how they
want to use the information received.
Hebein stated this will provide us with the data needed to see how the Village residents feel about
allowing chickens.
After discussion of the Resolution #1440, it was determined to add the wording “consider amending”
to the final draft. The question will read as follows: “Should the Village of Saukville “consider amending”
its Code of ordinances to allow residents to keep a limited number of chickens on single-family residential
properties subject to a permit with regulations, including, but not limited to: prohibiting roosters; coop
requirements (size, setbacks); and sanitation standards, to be specified in the ordinance?" The Board felt
this would give the residents a clear understanding of the Advisory Referendum being placed on the April
7, 2026 Spring Election Ballot.
Nowlen/P. Duckart made a motion to recommend Resolution #1440 Authorizing an Advisory Referendum
on Amending the Village Code Regarding the Keeping of Domestic Chickens (Hens) in Single -Family
