Finance Committee Meeting Minutes
Thursday, October 2nd, 2025 at 7:00 PM
Fredonia Government Center - Board Room
242 Fredonia Avenue, Fredonia, Wisconsin
1. Trustee Abegglen called the meeting to order at 7:00 PM, followed by the Pledge of
Allegiance.
2. Members Present: Chairman Abegglen, President Lenz, Trustee Franck
Staff Present: Administrator Jenkins, Treasurer Upson, Director Paulus, Chief Weyker, Clerk
Johnson
3. Public Comments: None
4. Motion to Approve Minutes of Tuesday, July 17th, 2025 Finance Committee Meeting
made by President Lenz.
Seconded by Trustee Franck.
Passed by unanimous voice vote.
5. Presentations
a) Administrator Jenkins gave a line-by-line presentation of the 2026 DRAFT Budget. He
detailed each fund’s revenues and expenses. He stated there was a very small
increase to the levy due to net new construction and anticipated a small drop in the mill
rate. He highlighted an increase in state shared revenues, and a decrease in interest
earned on debt proceeds. He reviewed audit and assessment costs, increased election
cost due to the biennial cycle, and approved FGC maintenance items. In Public Safety,
body cameras, slated for purchase in 2025, were pushed to 2026 to accommodate the
purchase of new service weapons due to a recall. Street maintenance continues to be
a priority, with a 5% increase annually. The new Parks Lead, Simon Bares, created a
one-year plan that prioritizes projects to meet the budget’s parks allocation.
Administrator Jenkins continues to bulk up the contingency fund. He shared there are
two changes to the CIP: the brine tank will be purchased with funds that remain in the
2025 Salt line item and the brush chipper was switched with the reconstruction of the
Fillmore St lot to provide for a more competitive borrowing rate in 2026. There will be
no borrowing in 2027, except for the potential WWTP upgrade. He shared the Village
paid down existing debt in 2025, which will be replaced by new debt, leading to little

increase in general obligation debt. Treasurer Upson is ensuring that each individual
fund has a zero-ending fund balance. There is an outstanding balance in the Fire
Fund, which the Chief has requested to be used towards paying down the lease on the
pumper truck. Chairman Abegglen asked if the increase to payroll and insurance in the
fire fund are anticipating a new hire. Treasurer Upson stated the increase is due to a
more accurate split of insurance and payroll. Trustee Franck asked if the budget
reflects full staffing. Chief Weyker said it does. Chairman Abegglen asked Chief
Weyker if the tweaks to his budget were too difficult to digest easily. Chief Weyker said
paying down the pumper truck leaves breathing room in his budget. Administrator
Jenkins reviewed the Paramedic budget, reminding the Committee that it had already
been approved by the Joint Fire/EMS Advisory Committee. He said the fund balance in
TID #3 was spent down on infrastructure. He shared that, even though the Village
Board raised water rates by 3% this year, there is only a $7,000 contingency after all
revenues and expenses are considered. Administrator Jenkins urged the Committee to
continue consideration of the simplified rate increases when available. Trustee Franck
expressed concern and stated that continued investment on road and utility
maintenance will alleviate water main breaks. The Lab Fund continues to generate a
profit. Administrator Jenkins stated if the Village were to hire a future part-time, or even
fill-time, DPW staff member, it would be utilizing these dollars. The Sewer fund has a
healthy contingency build up with the increase of rates, that can help purchase more
needed capital items with cash instead of borrowing.
6. Items for Discussion and/or Action:
a) Discussion and Possible Recommendation to the Village Board of Trustees on 2026
Draft Budget.
Motion to Recommend Approval to the Village Board of Trustees of the 2026 Draft
Budget made by Trustee Franck.
Seconded by President Lenz.
Passed by unanimous voice vote.
b) Discussion and Possible Action on 2026-2028 Fire Protection Contract with the
Waubeka Fire Department. Administrator Jenkins shared this agreement between the
Waubeka Fire Corporation and the Village of Fredonia which contracts with the Village’s
Fire Department to provide coverage to parts of Waubeka along Highway 57. Both he
and Chief Weyker expressed concern that the annual increase of 1.5%, which has been
the contracted increase since 2020, does not keep up with inflationary costs.
Administrator Jenkins said the Draft Budget has a 3% annual increase for this contract.
The Committee asked Chief Weyker for a percentage of calls that his team responds to
and the cost of those calls to the Village. The Committee directed Chief Weyker to
diligently track calls and costs and provide guidance to the Village Board for an increase
for the 2029 contract. In the meantime, they directed Chief to negotiate further with
Waubeka.

Water Rate Study
Requested Investment: $9,500-$10,000 in FY2027
Village should analyze historical financial data and project future operating, capital, and debt-service
needs to determine the rates necessary to maintain the financial sustainability of the Water Utility. The resulting
rate study would then be submitted to the Public Service Commission of Wisconsin (PSC) for review and
approval.
To assist with this effort, the Village solicited proposals from two experienced firms with knowledge of
municipal utility finance: our auditors, CliftonLarsonAllen LLP (CLA), and our financial advisors, Ehlers. Both
firms provided proposals outlining their respective approaches to completing a water rate study.
Based on the proposals received, CLA estimated the cost of the study at $9,500–$10,500, while Ehlers
provided a proposal of $16,000. Staff recommends selecting CLA to complete the water rate study based on its
lower estimated cost and its existing familiarity with the Village’s financial and utility information. CLA’s
existing knowledge of the Village’s financial records should also provide efficiencies as the study is developed.
Staff recommend that the Finance Committee recommend approval by the Village Board to retain
CliftonLarsonAllen LLP to conduct the water rate study. Completing the study will provide the Village with a
sound financial basis for future water rates and assist with utility planning, budgeting, and capital needs over the
next several years.

Transmittal Letter
Re: Proposal to Provide a Water Rate Study to the Village of Fredonia
We are pleased to present this proposal to the Village of Fredonia. We believe our expertise
and reputation, our dedication to proactive client service, and our unique project approach
provide a compelling relationship option for the Village to consider.
For more than 60 years, Ehlers has helped its municipal clients build strong and vibrant
communities through its municipal advisory services. The following qualitative factors
separates us from competing firms:
Expertise . Ehlers has staff dedicated to the specialized work of completing utility rate
studies. We serve clients across Wisconsin and throughout the upper Midwest. In the last
five years (8/1/20 21-7/31/26), our firm has completed over 100 utility rate studies and 78
conventional rate case applications to the Wisconsin Public Service Commission (PSC).
Process. Our process is designed to facilitate effective decision-making. Our rate studies are
completed in phases with the first phase being a Long-Range Cash Flow Analysis. To our
knowledge, our competitors cannot complete an analysis to the level of detail we strive for
due to their lack of Municipal Advisor designation, or do not complete this vital step. The
analysis will provide decision makers with the framework for options on how to fund ongoing
and future financial obligations. In addition, we evaluate and educate the ways to navigate
Conventional Rate Cases to their individual utility needs and not simply following the PSC
math.
Client-First Values . Ehlers prides itself on transparent communication, proactive service, and
an unwavering dedication to deploying client resources most efficiently and effectively. At
the core, we will provide the Village with ongoing dialogue and idea-sharing, independent
analysis, customized water rate options, and a competitive, value-oriented fee structure. Our
team will be led by Brian Roemer and supported by Paul Boening and Peter Curtin.
Thank you for including us in this process. We appreciate your consideration and look
forward to discussing how Ehlers can best serve the Village of Fredonia.
Respectfully submitted,

Scope of Service - Water Utility Rate Study
The project team proposes to undertake the following steps for the Water utility. Our
approach is flexible and has proven to deliver the information, recommendations, and
facilitated discussions essential to setting utility rates with confidence and accuracy.
Ehlers proposes and agrees to provide the following scope of services for the water
utility rate study (“Study”):
Phase I – Information Request, Review, and Long-Range Cash Flow
Analysis
• Under this phase we will assess the need for a Conventional Rate Case with
the PSC using a long-range cash flow analysis. This analysis will make
projections on future operation expenses, future capital funding, and identify
future rate increases.
• Prepare a cash flow analysis for the next 10 years, including the test year and
beyond. The analysis will include:
o Calculation of the return on net investment rate base (ROI) adequate to
finance the appropriate share of debt service, equipment replacement
and capital outlay expenses.
o Benchmarking of key financial metrics that the PSC, rating agencies, and
prospective lenders analyze.
o Capital planning and debt schedules with corresponding coverage
requirements.
• This phase includes a meeting with the Village Board or other designated
meeting to present the outcome of the Long -Range Cash Flow Analysis
before starting the application.
• In order to complete this phase , Ehlers will need to r equest and review the
following:
o Capital planning documents identifying estimated costs for future water
projects
o Annual audits for the past three years (we have on file)
o 2026 Water Fund actual expenses and revenues.
o 2027 Water Fund line-item budget.
Phase II – Information Request, Review, and Test Year 2027 PSC
Conventional Rate Case Application (as necessary)
• If the governing body approves Phase 2 after review of the Phase 1 analysis,
under this phase we will complete the Test Year 2027 PSC Conventional Rate
Case Application , including all attachments of the application and
supplementary information.
• In order to complete this phase , Ehlers will need to r equest and review the
following:

Ehlers
o PSC annual reports for the last three years (available on the PSC website).
o Current annual debt service schedules for existing utility debt (we
currently have this information).
o For calendar years 2024, 2025, and 2026, d etailed water billing records
showing billed water consumption by customer class and rate block and
number of customers by class and meter size.
Based on the time of filing the Application, we may request a similar
report for the previous twelve months to the time of filing.
o Water billing records which list the 4 largest users in each customer class
(i.e. residential, commercial, industrial, public authority) including the
name of the customer, meter size, and total billed consumption for the
largest quarter over the last 12-month period.
o A water tower repainting schedule showing when the last time the
tower(s) were repainted, the cost for repainting and whether the utility is
on a 15 or 20-year repainting schedule.
o Current number of un-metered customers within the utility, if any.
o Most current depreciation schedule for all water utility assets, showing
current year depreciation expense, depreciation rates, and accumulated
depreciation for all water utility financed assets.
o The current number of private fire protections by the size of connection,
if any.
o For municipal financed utility plant in service and contributed plant in
service, the estimated 202 6 and 2027 asset additions, retirements and
adjustments.
o The current percentage allocated to the sewer utility’s portion of meter
costs and assets. (Usually the depreciation of the meters is split 50/50
between water and sewer).
o Estimated materials and supplies inventory for 2026 and 2027, if any.
o For 2026 and 2027 (estimated) the number of feet of main and hydrants
added and retired. Please classify additions and retirements as routine or
major.
o If employees perform work for more than one function, please explain
how costs are assigned to the water utility. For example, when an
employee performs work for municipal parks, sewer, water, and private
lead service lines, describe how the salary and wages dollars are assigned
to the regulated water utility.
o Water utility credit card billing offering information (details to follow)
• This phase includes a meeting with the Village Board or other designated
meeting to present the outcome of the Application before filing the
Application.
• Ehlers will file the Application upon receiving desired recommendation to do
so from the Client’s desired governing body or staff.
