Public Hearing: a) A Public Hearing to Hear Public Comment on and Reaction to an Amendment to the Project Plan and Boundaries of Tax Incremental District No. 3. Paul Boening reviewed the process of making an amendment to TID boundaries. He shared that Badger Paperboard is planning to expand their facility at 760 Tower Dr into the adjoining vacant lot. They intend to combine the two parcels via CSM. Part of the new parcel will be in the TID, and part will be outside the boundaries. To capture the increment and facilitate the expansion project, TID 3’s boundaries must be amended to include the entire newly created parcel. He shared financial projections for the life of the TID, including the Badger Paperboard expansion. There is a projected $5.4 million worth of increment generated. At the request of Commissioner Winker, he explained the history and financial obligations of TID #3. He explained there is no direct financial benefit to Badger Paperboard and clarified that TIDs can be used to close funding gaps for infrastructure. Commissioner Winker asked if the district would be in a deficit if VILLAGE OF FREDONIA Find Your Moments Here Badger Paperboard is not included in the TID. Administrator Jenkins said the expansion has always been part of the calculations of the TID; however, this is the one of two developments that has no developer’s agreement in place.
