Village Administrators Report
1. Smart Residential, Industrial, and Commercial Growth
Economic development continues to move
forward across the Village:
• Badger Paperboard officially
committed to more than doubling its
Fredonia footprint. The expansion will
increase manufacturing capacity,
create additional jobs, and strengthen
the long-term success of TID #3. The
company has now received its erosion
control permit, allowing construction to begin.
• Progress continues on the remaining 15-acre TID #3 parcel. The Village and prospective
buyer Mr. Spitz signed an Offer to Purchase and Site Work Agreement, beginning the
due diligence period with the goal of completing site work this fall while the Village
finalizes the Developer’s Agreement.
• SOLVR received its zoning permit following approval of a Conditional Use Permit for
indoor storage and materials logistics at 200 Industrial Drive. The project is anticipated to
create approximately 40 full-time jobs.
• Hillcrest negotiations continue to move toward completion, with remaining work focused
on plat amendments, the PUD overlay, phasing, and cost allocations.
• Additional development activity continues with Paulsen Mechanical, Meadowlark
Storage, Laura Logan storage units, Mirror Image, and other prospective commercial and
residential opportunities.
The Village also continues working to attract housing and investment, including a potential 16+
acre residential development on the west side.
2. Responsible Fiscal Policy
Treasurer Upson and I completed FY2026 budget corrections and fund transfers, incorporated
updated TID #3 values into financial projections, and finalized the TID #3 Annual Report –
including hosting the Joint Review Board. The 2025 audit also confirmed continued growth in
fund balances and reserves, while highlighting the importance of carefully managing future
water and sewer costs.
The 2027 budget draft is now complete following reviews with department heads. We are
finalizing budget notes and explanations before bringing the proposal to the Finance Committee
and Village Board. Remaining variables include water and sewer rates, debt levy, and State aid.
VILLAGE OF FREDONIA
Find Your Moments Here
Work also continues on the
Wastewater Treatment Plant
upgrade. Current budget planning
assumes a 25% increase and
approximately $6.2 million in
borrowing, with final costs
dependent on the selected project
scope and construction bids. The
Clean Water Fund application is
underway, with DNR review
anticipated by the end of October
and bidding expected to follow.
3. Support Public Safety & Infrastructure
The Washington Avenue project is nearing completion, with only minor punch-list items
remaining. The Fillmore municipal parking lot has been paved, Stoney Creek parking has been
expanded, and additional culvert, drainage, paving, and maintenance projects are underway
throughout the Village.
Other ongoing work includes:
• Water meter replacements, hydrant and valve repairs, and Lead/Copper testing.
• Lift station paving and seal coating.
• WWTP storage tank improvements and DNR inspection follow-up.
• Salt storage building construction and delivery of the new tandem truck body.
• Continued park, roadway, ditch, tree, and grounds maintenance.
The Village also responded to a significant 12-inch
watermain break caused by a contractor boring near
Highway A/Fredonia Avenue. The break temporarily
threatened the Village's water supply and affected
residents, schools, and businesses. Staff coordinated
more than 100 resident calls, worked through the night,
and restored service by approximately 3 a.m. The
Village is documenting costs associated with the
damage.
On the public safety front, work continues on the
Fire/EMS Collaboration and 2027 Paramedic Program.
Fire Chiefs are compiling information requested by the
Joint Fire/EMS Committee, while discussions continue
regarding potential regional service models.
4. En
courage Open Communication & Collaboration
President Lenz and I met with Oracle's Community Engagement Manager to discuss Fredonia's
priorities and potential support for projects involving housing, fire equipment, parks, and other
community needs. These conversations provide an opportunity to leverage regional investment
for projects that may otherwise be difficult to fund.
Staff and elected officials also participated in training and professional development, including a
Real Colors assessment led by Dr. Paul Roback of UW-Extension to better understand
communication styles, personalities, and teamwork. Clerk Johnson attended the Wisconsin
Municipal Clerks Conference to stay current on election law, best practices, and municipal
operations.
5. Strong Sense of Community
Nine Ladies Dancing celebrated its grand opening,
and it was exciting to officially welcome the
business to Fredonia!
Planning continues for the Marie Kraus Park
pavilion, with donated materials from Port
Washington State Bank helping move the project
forward. Splash Zone signage has also been
installed, and recommendations for the updated
Parks & Open Space Plan have been finalized
ahead of the October 8 public hearing. Planning is underway for our Movie Nights and for the
November 29 Tree Lighting and other community events.
Finally, a special thank-you goes to our Village staff. Whether responding to a major watermain
break in the middle of the night, maintaining our parks and streets, supporting community
events, or managing the countless behind-the-scenes details of municipal operations, our team
continues to show up for Fredonia and for one another.
Thank you,
Christophe E. Jenkins, MPA

Wat er
Monthly reports to the DNR completed. Water meter changeouts as scheduled and replaced the last
manual read meter in the village. A lot of utility locating happening in the Village for fiber and gas. A
fiber Contractor bored through a 12” watermain off Fredonia Ave. The utility does not carry parts of that
size. Belgium had those parts and brought them to the site around 8pm. We were able to have all water
back on at 230am. A boil advisory was in effect for 4 hours and was lifted after water pressure returned
to normal. We took 7 samples between Thursday night through Saturday and all tests were safe. We
started turning water valves this week.
Wastewater
Monthly reports submitted to the DNR. The last pump for the Bio-Tower failed and now we are using air
lift instead of a pump. The west Clarifier shut down and had to be drained so we could inspect and clean
it. Found out some of the wiring malfunctioned and shorted out. Getting quotes for replacement. Staff
spent a lot of time updating SOP’s, updating the application, and creating a new SOP for testing
Chloride. With the Lab audit coming up on September 21
st the staff must have everything ready by the
14th.
Parks
Grass cutting is in full swing since the rain came back. Sports have started with ballfields being dragged
and soccer fields being painted. Staff are adding a back net to the south goal at Marie Kraus to stop the
balls from entering the field. Splash pad kinks all worked out and ran smoothly. We had to run a pipe
from the retention pound to the creek to keep the water out of the disk golf. The splash pad will be
taken down on the 21st.
Streets
The portion of the road that has failed on Heather Street has been repaired. A portion of the DPW shop
driveway was fixed due to the water washing away the apron approach. The Hydrant at the shop had
the approach paved due to the contractors using the Hydrant.
Director
Driveway inspections as they come in. 2 employees took an intro to Cross Connection inspections. There
was a well maintenance class that also included PFAS testing. Updating GIS as the 12” watermain break
proved how valuable accurate records are.

September 17, 2026 Clerk Update
Watermain Break Response
Responded to an unexpected infrastructure issue and worked to keep the public
i
nformed. We worked quickly to answer or respond to every single call that came into
the office and updated the website and sent e-blasts as soon as information became
available.
El
ection Administration
Significant time was devoted to election administration and preparation.
The August 11 Partisan Primary Election materials were reconciled and the election is
closed.
Preparation is also well underway for the November 3 General Election. Work completed
includes:
• Preparing for and conducting the required pre-election machine testing.
• Processing and sending absentee ballots in accordance with statutory
requirements.
• Preparing and posting notices and updating the website
• Scheduling the public test and care facility voting, and scheduling staff for election
day
Entries for the “I Voted” Sticker Contest have begun to trickle in! This is a great community
engagement tool that allows kiddos to have a bit of artistic fun creating an I Voted sticker,
learn about how voting works, increase visibility of the November 3 general election, and
ultimately engage with local government. All entries are uploaded to a voting platform
where students and residents may vote on their favorites in each of three grade categories.
The winners are awarded a proclamation at an October board meeting, and the stickers are
printed and dispensed on election day. We had over two hundred entries in 2024, and I’m
hoping for a similar response this time around!
WMCA Conference
I attended the Wisconsin Municipal Clerks Association (WMCA) conference, which
provided updates regarding changes in legislation and procedures that affect municipal
clerks and local government operations. The opportunity to network with other clerks was
also a valuable resource for sharing best practices, discussing challenges, and learning
how other municipalities are addressing similar issues.
TID #3 Boundary Amendment
I have been working with Ehlers to prepare the necessary materials related to the proposed
amendment to the boundaries of Tax Incremental District (TID) #3. This work includes
coordinating information and documentation necessary to move the proposed
amendment through the Joint Review Board, Planning Commission, Village Board and then
back to the Joint Review Board for final approval.
Ordinances and Resolutions
I worked with Marshal Leet on the e-bike ordinance and a possible update to the traffic sign
ordinance, and with Director Paulus on the Cross Connection ordinance and an upcoming
update to the recycling ordinance.
I also helped facilitate the three resolutions related to the Joint Review Board and the
proposed TID #3 boundary amendment.

Fiscal Summary: Net Value Add to TID
Budget Line Item: 110-00-53300-820-000
Wisconsin Statute or Local Ordinance: N/A
Background Analysis: Badger Paperboard has announced an approximately $8 million expansion
of its Fredonia operations involving parcels located both within and outside the Tax Incremental
Financing District (TID). Because the expansion will connect the existing building to the additional
parcel, the parcels are proposed to be combined into a single parcel. State law does not allow a
parcel to be partially located within a TID and partially outside of it. Therefore, the entire newly
combined parcel is proposed to be added to the TID boundaries by resolution.
Staff Comments: Staff has identified no drawbacks to any party from including the additional land
within the TID boundaries. Adding the property will increase the TID's base value by incorporating
Badger Paperboard's existing assessed value. The TID will then capture any incremental value
generated by future development, which will help improve the TID's financial position and support
its goal of becoming financially self-sustaining over time.

SECTION 1:
Executive Summary
DESCRIPTION OF DISTRICT
Tax Incremental District (“TID”) No. 3 (“District”) was created on July 15, 2021,
to pay the costs of land acquisition, installation of public improvements and
other costs necessary to promote industrial development in an expansion of
the Fredonia Industrial Park. Since creation, the Village has sold all but 15.91
acres of land within the park, and development through January 1, 2026, has
generated $ 9,040,700 in new incremental value. A dance studio, and new
facilities for Paulsen Mechanical are under construction with completion
expected in 2026. Additional construction expected to commence later this
year or in 2027 includes an expansion of Meadowlark Storage. In 2026, Badger
Paperboard, a custom paperboard converter specializing in packaging and
shipping materials, announced plans to expand its manufacturing operations
with an $8 million to $10 million addition that will add about 47,000 square feet
to its existing facility at 760 Tower Drive . As part of the expansion plan, the
company will combine two parcels, one of which is in the District, and one which
is out of the District. Since a tax incremental district can only include whole tax
parcels, the Village must amend the District’s boundaries to include the parcel
currently located outside the District.
PURPOSE OF AMENDMENT
The purpose of this amendment, referred to hereafter as the Plan, the
Amendment, or the Plan Amendment, is to a dd territory to the District as
permitted under Wis. Stat. § 66.1105(4)(h)2. This is the first of four permitted
territory amendments available to the District.
ESTIMATED TOTAL PROJECT COST EXPENDITURES
This Amendment does not modify Project Costs. The original Plan projected
total costs of $8. 61 million includ ing an estimated $1.09 million for land
acquisition and related expense, $4.6 1M for public infrastructure and related
engineering, $2.87M for interest on long -term debt and financing related
expense, and $ 53,000 for District administration and other miscellaneous
expense. Based on costs incurred to date, and future projections, total Project
Costs are anticipated to be approximately $7.73 million.

Prepared by Ehlers Page | 4
INCREMENTAL VALUATION
Based on the estimates for value of projects underway or planned on sold lots,
and assumed development on the remaining 15.91-acre lot, the Village expects
the District will add another $17.1 million in incremental value for a total buildout
of $26.1 million. Creation of this additional value will be made possible by the
Project Costs made within the District. A table detailing assumptions as to the
development timing and associated values is included in the Economic
Feasibility Study located within this Plan.
EXPECTED TERMINATION OF DISTRICT
Based on the Economic Feasibility Study located within Section 9 of this Plan,
the Village anticipates that the District will generate sufficient tax increment to
pay all Project Costs within its allowable 20 years.
SUMMARY OF FINDINGS
As required by Wis. Stat. § 66.1105, and as documented in this Plan and the
exhibits contained and referenced herein, the following findings are made:
1. That “but for” the creation of this District, the development projected to
occur as detailed in this Plan: 1) would not occur; or 2) would not occur in
the manner, at the values, or within the timeframe desired by the Village. At
the time the District was created, the Village, and the Joint Review Board,
found that absent the use of tax incremental financing, the Village would be
unable to make the substantial investment needed to acquire land and to
provide the public infrastructure necessary to expand the industrial park.
This remains the case, and the Amendment will ensure that development
occurring in the park contributes to the repayment of those costs.
2. The economic benefits of the District, as measured by increased
employment, business and personal income, and property value, are
sufficient to compensate for the cost of the improvements. In making this
determination the Village has considered that the Project will result in
creation and retention of manufacturing and other jobs, income and sales
taxes, and benefits to the local economy resulting from the purchase of
goods and services rela ted to construction, expansion and operation of
businesses in the District.
3. The benefits of the proposal outweigh the anticipated tax increments to be
paid by the owners of property in the overlying taxing jurisdictions. As
required by Wis. Stat. § 66.1105(4)(i)4., a calculation of the s hare of
projected tax increments estimated to be paid by the owners of property in
the overlying taxing jurisdictions has been prepared and can be found in this
Plan. However, because the Project would not occur without the use of tax
Tax Incremental District No. 3 Project Plan Amendment, Village of Fredonia
Prepared by Ehlers Page | 5
incremental financing, these tax increments would not be paid but for
creation of the District. Accordingly, the Village finds that the benefits
expected to be realized as set forth in this Plan outweigh the value of the
tax increments to be invested in the Project.
4. Not less than 50% by area of the real property within the District, as
amended, is suitable for industrial sites as defined by Wis. Stat. § 66.1101 and
has been zoned for industrial use. Any real property within the District that
was found suitable for industrial sites and was zoned for industrial use at the
time of creation of the District or at the time of this Plan Amendment will
remain zoned for industrial use for the life of the District.
5. Based on the foregoing finding, the District remains designated as an
industrial district.
6. That Project Costs relate directly to promoting industrial development in the
District, consistent with the purpose for which the District is created.
7. Improvements to be made in the District are likely to significantly enhance
the value of substantially all of the other real property in the District.
8. The equalized value of taxable property within the territory to be added to
the District, plus the incremental value of all existing tax incremental districts
within the Village does not exceed 12% of the total equalized value of taxable
property within the Village.
9. The Plan for the District is feasible and is in conformity with the Master Plan
of the Village.
10. The Village estimates that none of the territory within the District will be
devoted to retail business at the end of the District’s maximum expenditure
period, pursuant to Wis. Stat. § 66.1105(5)(b).
11. That there are no parcels to be included within the District through this
Amendment that were annexed by the Village within the preceding three -
year period.

SECTION 5:
Equalized Value Test
The following calculations demonstrate that the Village expects to be in
compliance with Wis. Stat. § 66.1105(4)(gm)4.c., which requires that the
equalized value of the taxable property proposed to be added to the District,
plus the value increment of all existing tax incremental districts, does not
exceed 12% of the total equalized value of taxable property within the Village.
Calculation of Village Equalized Value Limit
Village TID IN Equalized Value (Jan. 1, 2026) $ 338,180,900
TID Valuation Limit @ 12% of Above Value $ 40,581,708
Calculation of Value Subject to Limit
Estimated Base Value of Added Territory $ 2,386,100
Incremental Value of Existing District (Jan. 1, 2026) $ 9,040,700
Total Value Subject to 12% Valuation Limit $ 11,426,800
The equalized value of the increment of the District, plus the value of the
territory proposed to be added to the District, totals $ 11,426,800. This value is
less than the maximum of $ 40,581,708 in equalized value that is permitted for
the Village.

SECTION 6:
Statement Listing the Kind, Number and Location of All
Proposed Public Works or Improvements Within the
District
Project Costs are any expenditure made, estimated to be made, or monetary
obligations incurred or estimated to be incurred as outlined in this Plan. Project
Costs will be diminished by any income, special assessments or other revenues,
including user fees or charges, other than tax increments, received or
reasonably expected to be received in connection with the implementation of
the Plan. If Project Costs incurred benefit territory outside the District, a
proportionate share of the cost is not a Project Cost. Costs identified in this
Plan are preliminary estimates made prior to design considerations and are
subject to change after planning, design and construction is completed.
With all Project Costs, the costs of engineering, design, survey, inspection,
materials, construction, restoring property to its original condition, apparatus
necessary for public works, legal and other consultant fees, testing,
environmental studies, perm its, updating ordinances and plans, judgments or
claims for damages and other expenses are included as Project Costs. The map
found in Section 7 of this Plan along with the Detailed List of Project Costs
found in Section 8 provide additional information as to the kind, number and
location of potential Project Costs.
The “Statement of Kind, Number and Location of Proposed Public Works and
Other Projects” set forth in the original District Project Plan approved on July
15, 2021, remains unchanged, and is restated in this Section for reference.
Property, Right-of-Way, and Easement Acquisition
Property Acquisition for Development
To promote and facilitate development the Village may acquire property within
the District. The cost of property acquired, and any costs associated with the
transaction, are eligible Project Costs. Following acquisition, other Project
Costs within the cate gories detailed in this Section may be incurred to make
the property suitable for development. Any revenue received by the Village
from the sale of property acquired pursuant to the execution of this Plan will
be used to reduce the total project costs of the District. If total Project Costs
incurred by the Village to acquire property and make it suitable for
development exceed the revenues or other consideration received from the
sale or lease of that property, the net amount shall be considered “real property

assembly costs” as defined in Wis. Stat. § 66.1105(2)(f)1.c., and subject to
recovery as an eligible Project Cost.
Property Acquisition for Conservancy
To promote the objectives of this Plan, the Village may acquire property within
the District that it will designate for conservancy. These conservancy objectives
include preserving historic resources or sensitive natural features; protection of
scenic and historic views; maintaining habitat for wildlife; maintaining adequate
open space; reduction of erosion and sedimentation by preserving existing
vegetation; and providing adequate areas for management of stormwater. The
cost of property acquired for conservancy, and any costs associated with the
transaction, are eligible Project Costs.
Acquisition of Rights-of-Way
The Village may need to acquire property to allow for installation of streets,
driveways, sidewalks, utilities, stormwater management practices, and other
public infrastructure. Costs incurred by the Village to identify, negotiate and
acquire rights-of-way are eligible Project Costs.
Acquisition of Easements
The Village may need to acquire temporary or permanent easements to allow
for installation and maintenance of streets, driveways, sidewalks, utilities,
stormwater management practices, and other public infrastructure. Costs
incurred by the Village to identify, negotiate and acquire easement rights are
eligible Project Costs.
Relocation Costs
If relocation expenses are incurred in conjunction with the acquisition of
property, those expenses are eligible Project Costs. These costs may include
but are not limited to preparation of a relocation plan; allocations of staff time;
legal fees; publication of notices; obtaining appraisals; and payment of
relocation benefits as required by Wis. Stat. Chapter 32 and Wis. Admin. Code

undertaken within the Distr ict provide direct benefit to land outside of the
District, the Village will make an allocation of costs based on such benefit.
Those costs corresponding to the benefit allocated to land within the District,
and necessitated by the implementation of the Project Plan, are eligible Project
Costs. Implementation of the Project Plan may also require that the Village
construct, alter, rebuild, or expand sanitary sewer infrastructure located outside
of the District. That portion of the costs of sanitary sewer system projects
undertaken outside the District which are necessitated by the implementation
of the Project Plan are eligible Project Costs.
Water System Improvements
To allow development to occur, the Village may need to construct, alter,

Costs. Implementation of the Project Plan may also require that the Village
construct, alter, rebuild, or expand water system infrastructure located outside
of the District. That portion of the costs of water system projects undertaken
outside the District which are necessitated by the implementation of the Project
Plan are eligible Project Costs.
Stormwater Management System Improvements
Development within the District will cause stormwater runoff. To manage this
stormwater runoff, the Village may need to construct, alter, rebuild, or expand
stormwater management infrastructure within the District. Eligible Project
Costs include, but are not limited to, construction, alteration, rebuilding or
expansion of: stormwater collection mains; inlets, manholes and valves; service
laterals; ditches; culvert pipes; box culverts; bridges; stabilization of stream and
river banks; and infiltration, filtration and detention Best Management Practices
(BMP’s). To the extent stormwater management system projects undertaken
within the District provide direct benefit to land outside of the District, the
Village will make an allocation of costs based on such benefits . Those costs
corresponding to the benefit allocated to land within the District, and
necessitated by the implementation of the Project Plan, are eligible Project
Costs. Implementation of the Project Plan may also require that the Village
construct, alter, rebuild, or expand stormwater management infrastructure
located outside of the District. That portion of the costs of stormwater
management system projects undertaken outside the District which are
necessitated by the implementation of the Project Plan are eligibl e Project
Costs.
Electric Service
To create sites suitable for development, the Village may incur costs to provide,

SECTION 8:
Detailed List of Estimated Project Costs
The following list identifies the Project Costs that the Village has made, expects to make, or may need to make
in conjunction with the implementation of the District’s Plan or this Plan Amendment. All projects identified
and related costs reflect the best estimates available as of the date of preparation of this Plan Amendment.
All costs are preliminary estimates and may increase or decrease. Certain Project Costs listed may become
unnecessary, and other Project Costs not currently identified may need to be made. (Section 6 details the
general categories of eligible Project Costs). Changes in Project Cost totals or the types of Project Costs to
be incurred will not require that this Plan be amended. T his Plan is not meant to be a budget nor an
appropriation of funds for specific Project Costs, but a framework within which to manage Project Costs.

SECTION 9:
Economic Feasibility Study, Description of the Methods
of Financing Estimated Project Costs and the Time When
Related Costs or Monetary Obligations are to be Incurred
This Section includes an updated forecast of the valuation increases expected
within the District, the associated tax increment collections, a summary of how
remaining Project Costs woul d be financed, and a projected cash flow
demonstrating that the District remains economically feasible.
Key Assumptions
The Project Costs the Village has made are expected to create $26.1 million in
incremental value by January 1, 2032. Table 1 includes actual District valuations
through January 1, 2026 and a projection of additional value to be added.
Assuming the Village’s current equalized TID Interim tax rate of $ 13.31 per
thousand of equalized value, and no economic appreciation or depreciation,
the Project would generate $5,465,254 in incremental tax revenue over the 20-
year term of the District as shown in
Table 2.

Financing and Implementation
Land purchase and installation of public improvements were financed with a
State Trust Fund Loan and proceeds of a 2024 General Obligation Bond issue.
At the end of 2025, $4.93 million in debt principal was outstanding. With public
improvements completed in 2025, the Village expects that remaining project
costs will be limited to repayment of debt, and annual administrative expense.
Should additional improvements or other costs become necessary prior to the
end of District’s expenditure period in 2036, the Village would likely cash fund
those costs. Based on the Project Cost expenditures as included within the cash
flow exhibit (Table 3), the District is projected to accumulate sufficient funds
by the end of its maximum life to pay off all Project cost liabilities and
obligations. The projected closure is based on the various assumptions noted
in this Plan and will vary dependent on actual Project Costs incurred and the
actual amount of tax increments collected.

five-years. Such payments allow ed for inclusion of the annexed lands as a
permitted exception under Wis. Stat. § 66.1105(4)(gm)1.
SECTION 11:

Development within the District will be required to conform to State Building
Codes and will be subject to the Village's permitting and inspection procedures.
The proposed Plan Amendment conforms to all relevant State and local
ordinances, plans, and codes. No changes to the existing regulations are
proposed or needed.
SECTION 13:
Statement of the Proposed Method for the Relocation of
any Persons to be Displaced
Should the continued implementation of this Plan require relocation of
individuals or business operations, relocations will be handled in compliance
with Wis. Stat. Chapter 32 and Wis. Admin. Code ADM 92.
SECTION 14:
How Amendment of the Tax Incremental District
Promotes the Orderly Development of the Village
Amendment of the District and the implementation of the projects in its Plan
promotes the orderly development of the Village by creating new industrial
sites, providing necessary public infrastructure improvements, and providing
appropriate financial incentives for private development projects. Through use
of tax increment financing, the V illage can attract new investment that results
in increased tax base. Development will occur in an orderly fashion in
accordance with approved plans so that the Projects will be compatible with
adjacent land uses. Development of new uses in the District will add to the tax
base and will generate positive secondary impacts in the community such as
creation and retention of manufacturing and other jobs, income and sales taxes,
and benefits to the local economy resulting from the purchase of goods and
services related to construction, expansion and operation of businesses in the
District.

SECTION 15:
List of Estimated Non-Project Costs
Non-project costs are public works projects which only partly benefit the
District. Costs incurred that do not benefit the District may not be paid with tax
increments. Examples of non-project costs are:
• A public improvement made within the District that also benefits
property outside the District. That portion of the total Project Costs
allocable to properties outside of the District would be a non -project
cost.
• A public improvement made outside the District that only partially
benefits property within the District. That portion of the total Project
Costs allocable to properties outside of the District would be a non -
project cost.
• Projects undertaken within the District as part of the implementation of
this Project Plan, the costs of which are paid fully or in part by impact
fees, grants, special assessments, or revenues other than tax increments.
No improvements to be made within the District will benefit property outside
the District. Furthermore, there will be no improvements made outside the
District that will only partially benefit the District.

3, 2026, at 6:00 PM at the Fredonia Village Hall, located at 242 Fredonia Avenue. The purpose of the
meeting is to organize the Joint Review Board for consideration of the Village’s proposal to amend Tax
Incremental District No. 3. The Joint Review Board will also review the annual report and the performance
and status of Tax Incremental District No. 3 as required by Wis. Stat. § 66.1105(4m)(f).
NOTICE IS HEREBY GIVEN that the Plan Commission of the Village of Fredonia will hold a public hearing on

preparation, installation or
rehabilitation of utilities and streets,
payment of cash grants as development
incentives to owners, lessees, or
developers of land located within the

Request for Board Consideration
Item Description: Change in Cross Connection Inspections and Ordinance Update
Report Prepared By: Administrator Jenkins & Director Paulus
Report Date: 8-25-26 Meeting Date: 9-3-26
Strategic Priority?
o Smart Residential, Industrial, or Commercial Growth
o Responsible Fiscal Priority
o Supports Public Safety and Infrastructure
o Encourages Open Communication and Collaboration
o Strong Sense of Community
Fiscal Summary: Savings of ~$20k per year
Budget Line Item: 600-00-53700-000-682
Wisconsin Statute or Local Ordinance: N/A
Background Analysis: The Village currently contracts with HydroCorp to conduct water utility
cross-connection inspections for residential, commercial, and industrial customers. The Village’s
current ordinances require these inspections to be completed on a 10-year cycle. The HydroCorp
contract costs approximately $20,000 annually and includes a set number of inspection visits to the
Village, as well as mailings and other communications with property owners.
Bec
ause the Village already utilizes internal staff to conduct water meter replacements on a 20-
year cycle, and the Wisconsin DNR allows cross-connection inspections to be conducted on the
same cycle, staff is proposing that the Village discontinue its contract with HydroCorp and transition
these inspections to an internal process. This change will require corresponding amendments to
the Village ordinances.
Commercial and industrial customers will continue to be responsible for obtaining their own cross-
connection inspections, as currently required by Village ordinance.
Staff Comments: In an effort to reduce expenses and better utilize the existing skills and
resources of the Department of Public Works, Village staff have been developing an internal
process for conducting residential cross-connection inspections. Staff have developed standardized
letters and guidance to be sent to property owners, as well as an internal system for tracking
inspection due dates and maintaining records of the inspection process.
St
aff is requesting adoption of the proposed ordinance amendments to establish the 20-year
inspection cycle and authorize the transition to an internally administered inspection program.
Adoption of the ordinance will also serve as approval for staff to implement and administer this
process going forward.
Administrator’s Recommendation: Approve

differential between the two systems.
B. Cross-connections restricted. No person, firm or corporation shall establish or maintain
or permit to be established or maintained any unprotected cross -connection. Cross-
connection shall be protected as required in Ch. SPS 382, Wis. Adm. Code.
C. Inspections. The Water Utility shall inspect or arrange for an inspection of residential,
office type, and Village -owned property served by the public water system for cross-
connections every 10 20 years or when the meter is replaced, whichever occurs first.
These properties shall be inspected during the year that ends in the same number as the
property address. Other commercial, industrial, and public authority properties shall
hire their own inspector every two years and submit the results to the Village. These
properties shall be inspected during an even-numbered year if their street address is an
even number and during an odd-numbered year if their street address is an odd number.
Any unprotected cross -connections identified by the inspection shall be promptly
corrected. Failure to promptly correct an unprotected cross -connection shall be
sufficient cause for t he Water Utility to discontinue water service to the property, as

Subsection E of this section. If entry is refused, such representative may obtain a special
inspection warrant under § 66.0119, Wis. Stats.
E. Discontinuance of service. The Fredonia Water Utility is hereby authorized and directed

article exists, and to take such other precautionary measures deemed necessary to
eliminate any danger of contamination of the public water system. Water service shall
be discontinued only after reasonable notice and opportunity for hearing under Chapter
68, Wisconsin Statutes, except as provided in Subsection F of this section. Water service
to such property shall not be restored until the cross- connection(s) has been eliminated
in compliance with the provisions of this article.
- ■
F. Emergency discontinuance. If it is determined by the Fredonia Water Utility that a cross-
connection or an emergency endangers public health, safety or welfare and required
immediate action, and a written finding to that effect is filed with the Clerk of the Village
of Fredonia and delivered to the customer's premises, service may be immediately
discontinued. The customer shall have an opportunity for hearing under Chapter 68,
Wisconsin Statutes, within 10 days of such emergency discontinuance.
G. Provision of requested information. The Water Utility may request an owner, lessee or
occupant of property served by a connection to the public water system to furnish the
Water Utility with pertinent information regarding the piping systems on the property.
Refusing to provide requested information shall be sufficient cause for the Water Utility
to discontinue water service to the property, as provided under Subsection E of this
section.
H. State Code adopted. The Village of Fredonia adopts by reference the State Plumbing
Code of Wisconsin, being Chapter SPS 382, Wisconsin Administrative Code.
I. Section not to supersede other ordinances. This section does not supersede the State

Item Description: Ordinance on E-Bikes and Scooters

Strategic Priority?

o Encourages Open Communication and Collaboration
o Strong Sense of Community
Fiscal Summary: N/A
Budget Line Item: N/A
Wisconsin Statute or Local Ordinance: Multiple
Background Analysis: Recent news events involving electric bicycles and scooters prompted
inquiries from Trustees Abegglen and Stowe regarding the Village’s current ordinances and
whether they adequately address potential issues associated with the use of these devices on
Village roads and sidewalks.
A r
eview of the Village’s ordinances found that they do not specifically address the operation of
electric bicycles or electric scooters, leaving the Village subject to the default rights and restrictions
established under state statute. Staff reviewed the applicable state statutes to determine the
current requirements and restrictions, as well as the areas where municipalities have authority to
establish additional local regulations.
Regarding roadway operation, state statutes provide comprehensive regulations, with very limited
ability for the Village to deviate from or establish additional requirements. The area where the
Village does have greater local authority is the operation of these devices on sidewalks. In addition
to reviewing state statutes, staff examined ordinances adopted by several other municipalities and
incorporated input from Trustees Abegglen and Stowe regarding their perspectives and preferred
approaches.
Staff Comments: I believe the attached ordinance accomplishes several important objectives.
First, it updates the Village’s existing bicycle ordinance to specifically address electric bicycles and
electric scooters. Second, it updates the Village’s terminology and definitions to be consistent with
current state standards. Third, it establishes clear and consistent rights and restrictions regarding
the operation of bicycles, electric bicycles, and electric scooters on sidewalks. Finally, it provides
the Village with an additional enforcement tool to address highly reckless or dangerous operation
through a municipal ordinance citation.

Re: V
illage of Fredonia Building Inspection Services Proposal
Dear Mr. Jenkins:
Thank you for taking the time to speak with me regarding the current status of the Building Inspection
Department within the Village of Fredonia and how our firm may be able to assist the Village with these
services. As discussed, please consider this transmittal a formal proposal for Kunkel Engineering Group
(KEG) to provide commercial and residential building inspection services, including building, plumbing,
HVAC, and electrical inspections.
Kunkel Engineering Group proposes to undertake the responsibilities associated with building inspection
services for the Village of Fredonia, as we currently do for numerous Towns, Villages, and Cities
throughout Southcentral & Southeastern Wisconsin. Following our discussion regarding these services,
we hereby propose to provide the following:
• Issuance of permits in accordance with the Village of Fredonia's Fee Schedule (review fee
schedule for possible updating, if needed)
• Inspection of construction
• Responding to property owners' and builders' questions
• Property maintenance services, when requested, at $90/hour
• Zoning administration, when requested, at $90/hour
• Meeting attendance, when requested, at $90/hour
We propose a 90/10 split of all permit fee proceeds collected by the Village. The Village of Fredonia will
collect all applicable permit fees in accordance with the Village’s Fee Schedule. KEG will then invoice
the Village on a monthly basis for 90% of all permit fees collected during the preceding month. The
Village would retain 10% of all permit fees collected to cover its administrative costs incurred as part of
the permitting process.
In addition to these responsibilities, we would like to highlight the following advantages of working with
our firm:
1. Availability and Accessibility
KEG provides mobile availability 50 hours per week. We believe that providing readily
accessible building inspection services helps promote goodwill with local contractors and
facilitates construction project completion schedules.

KEG will focus on the Village of Fredonia in order to provide a high level of service to
contractors and property owners. You also have our assurance that we will continue to provide
contractors with prompt service and a 48-hour response for inspections, helping to expedite
projects and reduce callbacks.
3. Monthly Reporting
KEG shall provide monthly invoices that will include a permit log, detailing permits issued for
the month, as well as any other requested services rendered for that month.
4. Termination
This agreement between the Village of Fredonia and KEG may be terminated by either party,
without cause, upon sixty (60) days' written notice to the other party. Fees and expenses incurred
by Kunkel Engineering Group through the effective date of termination shall be reimbursed by
the Village.
Mr. Jenkins, we sincerely thank you and the Village of Fredonia for taking the opportunity to review our
proposal for Building Inspection Services. You have our commitment that we will undertake our work
diligently and in a cost-effective manner, without compromising the quality of services provided.
