The Village of Saukville is selling its 2016 Ford F-550 Utility Crane Truck to the Village of Fredonia for an amount not to exceed $100,000. The purchase would be funded with cash from the respective utility funds. Staff Comments: The Village does not currently own a utility crane truck and currently relies on outside contractors to remove and replace pumps at lift stations. Owning a utility crane truck would reduce the Village’s reliance on outside contractors and associated labor costs while also providing the DPW crew with a safer and more efficient means of completing a variety of utility and public works projects. In addition to assisting with lift station pump work, the crane would allow DPW staff to safely replace and install valves, hydrants, manhole castings, culverts, and catch basins while maintaining an appropriate distance from excavation areas. The truck is also equipped with a generator, welder, air compressor, and hydraulic pump, making it a versatile piece of equipment that can support a wide range of DPW operations and projects. Overall, the purchase would provide the Village with a multi-purpose utility vehicle that can improve operational efficiency, enhance employee safety, and reduce the need for contracted services. Request for Board Consideration Item Description: Resolution Against Automated Surveillance, Automated License Plate Recognition Report Prepared By: Trustee Van Roo Report Date: 8-20-26 Meeting Date: 9-3-26 Strategic Priority? o Smart Residential, Industrial, or Commercial Growth o Responsible Fiscal Priority o Supports Public Safety and Infrastructure o Encourages Open Communication and Collaboration o Strong Sense of Community Fiscal Summary: N/A Budget Line Item: N/A Wisconsin Statute or Local Ordinance: N/A Background Analysis: “In recent months, the public has become generally aware of the increasing surveillance state being adopted universally by politicians. Recently, communities around our village, county, state, and country are upset and pushing back. Anti-AI, anti-surveillance sentiment is overwhelmingly popular among majority of people, especially small-town communities like our village. We have the opportunity to help trail-blaze and spearhead this pushback against the corrupt and traitorous politicians who want to enslave us as much as possible. Let’s be an example for surrounding communities to push back and send a message to county and state representatives who will be made aware of this. If surrounding communities don’t, this could make Fredonia attractive in comparison.” ~Trustee Van Roo Staff Comments: “As a practical matter, the Fredonia Marshals office does not intend to seek the installation of these devices at this time, or in the foreseeable future. From a financial, practical, and community aspect I do not believe these devices are a good fit here. My professional opinion as someone who has used Flock cameras at another department, I view them as a tool. When used properly, and as intended, these cameras can find missing people, solve crimes, and save lives. I personally have seen them do all three. However, like any powerful tool, it can be misused, and there are cases where they have been. There have been cases where officers have been fired and arrested for misusing them. I believe the fact that these officers are being identified, fired, and charged with crimes is a positive sign, not a negative. I believe it points to the fact that most departments are doing their due diligence to monitor and use these systems correctly and then taking the matter seriously when they find those abusing it. In regard to the passing of this resolution, I don't hold a strong recommendation either way. I believe much of the public discourse on these devices has been exaggerated and/or inaccurate, but there are also areas of legitimate concern. It certainly is a topic that is generating strong feelings and can be divisive. We are not seeking these, so it will not affect our operations in the village. I see this more as a community standards debate as to the communities' comfort level with them.” ~Marshal Leet Administrator’s Recommendation: Policy Decision Action Requested: Motion to Approve Resolution 2026-10 Attachments: 1. Resolution 2026-10: “A Resolution of the Village of Fredonia Board of Trustees Opposing the Use of Automated Surveillance, Automated License Plate Recognition, and “Flock” Cameras Within the Village” RESOLUTION 2026-09 A RESOLUTION OF THE VILLAGE OF FREDONIA BOARD OF TRUSTEES OPPOSING THE USE OF AUTOMATED SURVEILLANCE, AUTOMATED LICENSE PLATE RECOGNITION, AND “FLOCK” CAMERAS WITHIN THE VILLAGE WHEREAS, the Village of Fredonia Board of Trustees recognizes the importance of public safety and supports reasonable, lawful, and appropriately limited tools available to law enforcement and public safety officials; and WHEREAS, the Village Board also recognizes that the ability to move freely through one's community without having one's movements continuously recorded, catalogued, analyzed, or retained is an important component of individual privacy and civil liberties; and WHEREAS, automated license plate recognition systems, including systems commonly marketed under the “Flock” name, can collect, store, analyze, and share information concerning the movements of motorists and vehicles; and WHEREAS, the widespread deployment of such systems can create a detailed record of the movements and habits of residents, visitors, employees, and businesses within a community, even when those individuals have not been accused of or involved in any wrongdoing; and WHEREAS, the Village Board believes that the collection and retention of detailed information regarding the ordinary movements and activities of law-abiding residents should not become a routine function of local government absent a compelling and specifically defined public purpose, appropriate legal authority, meaningful oversight, and strong safeguards against misuse; and WHEREAS, the Village Board is concerned that expanding surveillance capabilities may create opportunities for unauthorized access, inappropriate use, mission creep, data breaches, or other abuses of information originally collected for a limited purpose; and WHEREAS, the Village Board further recognizes that surveillance information may be shared with or accessed by governmental entities and third parties outside the immediate control of the Village, potentially reducing local control over information concerning the movements and activities of individuals within Village limits; and WHEREAS, the Village Board opposes the commercialization, sale, licensing, or other third-party exploitation of information concerning the movements, habits, or activities of individuals traveling within the Village of Fredonia; and WHEREAS, the Village Board believes that public safety and individual privacy are not mutually exclusive and that communities should carefully consider less intrusive alternatives before establishing permanent, pervasive surveillance infrastructure; and WHEREAS, the Village of Fredonia seeks to be a community that values individual liberty, constitutional rights, responsible government, and a high quality of life, and believes that protecting reasonable expectations of privacy can be an important part of attracting and retaining residents, families, workers, and businesses; and WHEREAS, the Village Board believes that establishing a clear local stance against pervasive automated surveillance demonstrates the Village's commitment to protecting privacy while maintaining appropriate and lawful public safety practices; NOW, THEREFORE, BE IT RESOLVED, by the Village Board of the Village of Fredonia, Ozaukee County, Wisconsin, as follows: Section 1. Opposition to Automated Surveillance Cameras The Village of Fredonia Board of Trustees hereby expresses its opposition to the installation, ownership, operation, or use by the Village of automated license plate recognition cameras, “Flock” cameras, or substantially similar automated surveillance systems whose primary purpose is to continuously or routinely record and track the movements of vehicles or individuals within Village limits. Section 2. Protection of Privacy The Village Board affirms that residents and visitors should be able to travel throughout the Village without their ordinary movements being unnecessarily collected, retained, analyzed, or used to create persistent records of their activities. The Village shall seek to limit the development of a pervasive surveillance infrastructure within Village limits and shall favor public safety measures that are narrowly tailored, proportionate, transparent, and respectful of individual privacy. Section 3. Prevention of Misuse and Unauthorized Access The Village Board recognizes that any system capable of collecting detailed information about the movements of individuals creates risks of misuse, unauthorized access, inappropriate monitoring, mission creep, or other abuses. The Village therefore opposes the adoption of surveillance technologies where adequate safeguards, independent oversight, clearly defined limitations on use, data-retention restrictions, and meaningful accountability cannot be established and maintained. Section 4. Third-Party Data Sharing and Commercialization The Village Board opposes the sale, commercialization, licensing, or other exploitation by private third parties of information concerning the movements, habits, or activities of individuals collected within the Village. The Village further opposes entering into agreements that would unnecessarily transfer control of such information to private companies or other entities beyond the direct control and oversight of the Village. Section 5. Law Enforcement Access Nothing in this Resolution is intended to prevent law enforcement officers from conducting lawful investigations or obtaining information through constitutionally and statutorily authorized means. Rather, this Resolution expresses the Village Board's position that routine, indiscriminate, or persistent collection of information concerning the movements of law-abiding residents should not become a substitute for targeted and lawful investigative practices. Section 6. Future Village Actions The Village Board directs that the Village shall not purchase, lease, install, or operate Flock cameras or substantially similar automated license plate recognition surveillance systems unless the Board subsequently authorizes such action by formal vote following public consideration of the proposal, including its privacy implications, costs, data-retention practices, data-sharing provisions, legal authority, security safeguards, and oversight requirements. Section 7. Statement of Community Values The Village Board recognizes privacy as an important component of individual liberty and community quality of life. By adopting this Resolution, the Village of Fredonia intends to make clear that it values public safety while also respecting the privacy and civil liberties of the people who live, work, visit, and conduct business within the Village. The Village Board believes that a community that protects reasonable expectations of privacy can distinguish itself as a welcoming place for residents, families, workers, and businesses that value individual freedom and responsible local government. Section 8. Communication of Position The Village Clerk is directed to provide copies of this Resolution, as appropriate, to the Village of Fredonia’s direct representatives at Ozaukee County and the State of Wisconsin. Section 9. Effective Date This Resolution shall take effect immediately upon its adoption by the Village Board of Trustees, and shall be sent to the Village of Fredonia’s direct representatives at Ozaukee County and the State of Wisconsin. Passed and Adopted this 3rd day of September, 2026 Village of Fredonia ___________________________________ Peter W. Lenz, Village President ATTEST: ___________________________________ Michelle T. Johnson, Village Clerk AT Request for Board Consideration Item Description: Change in Cross Connection Inspections and Ordinance Update Report Prepared By: Administrator Jenkins & Director Paulus Report Date: 8-25-26 Meeting Date: 9-3-26 Strategic Priority? o Smart Residential, Industrial, or Commercial Growth o Responsible Fiscal Priority o Supports Public Safety and Infrastructure o Encourages Open Communication and Collaboration o Strong Sense of Community Fiscal Summary: Savings of ~$20k per year Budget Line Item: 600-00-53700-000-682 Wisconsin Statute or Local Ordinance: N/A Background Analysis: The Village currently contracts with HydroCorp to conduct water utility cross-connection inspections for residential, commercial, and industrial customers. The Village’s current ordinances require these inspections to be completed on a 10-year cycle. The HydroCorp contract costs approximately $20,000 annually and includes a set number of inspection visits to the Village, as well as mailings and other communications with property owners. Because the Village already utilizes internal staff to conduct water meter replacements on a 20- year cycle, and the Wisconsin DNR allows cross-connection inspections to be conducted on the same cycle, staff is proposing that the Village discontinue its contract with HydroCorp and transition these inspections to an internal process. This change will require corresponding amendments to the Village ordinances. Commercial and industrial customers will continue to be responsible for obtaining their own cross- connection inspections, as currently required by Village ordinance. Staff Comments: In an effort to reduce expenses and better utilize the existing skills and resources of the Department of Public Works, Village staff have been developing an internal process for conducting residential cross-connection inspections. Staff have developed standardized letters and guidance to be sent to property owners, as well as an internal system for tracking inspection due dates and maintaining records of the inspection process. Staff is requesting adoption of the proposed ordinance amendments to establish the 20-year inspection cycle and authorize the transition to an internally administered inspection program. Adoption of the ordinance will also serve as approval for staff to implement and administer this process going forward. Administrator’s Recommendation: Approve Action Requested: Motion to Approve Ordinance 2026-3: Pertaining to Cross Connection Inspections Attachments: 1. Ordinance 2026-3 ORDINANCE 2026-03 PERTAINING TO CROSS CONNECTION CONTROL INSPECTIONS § 558-53. Cross-connection control. A. Definition. PASSED AND ADOPTED by the Village Board of the Village of Fredonia, Ozaukee County, Wisconsin this ___________ day of _____________________, 2026. _____________________________ Peter W. Lenz PhD, Village President ATTEST: ________________________________ Michelle Johnson, Village Clerk Request for Board Consideration Item Description: Ordinance on E-Bikes and Scooters Report Prepared By: Marshal Leet Report Date: 8-25-26 Meeting Date: 9-3-26 Strategic Priority? o Smart Residential, Industrial, or Commercial Growth o Responsible Fiscal Priority o Supports Public Safety and Infrastructure o Encourages Open Communication and Collaboration o Strong Sense of Community Fiscal Summary: N/A Budget Line Item: N/A Wisconsin Statute or Local Ordinance: Multiple Background Analysis: Recent news events involving electric bicycles and scooters prompted inquiries from Trustees Abegglen and Stowe regarding the Village’s current ordinances and whether they adequately address potential issues associated with the use of these devices on Village roads and sidewalks. A review of the Village’s ordinances found that they do not specifically address the operation of electric bicycles or electric scooters, leaving the Village subject to the default rights and restrictions established under state statute. Staff reviewed the applicable state statutes to determine the current requirements and restrictions, as well as the areas where municipalities have authority to establish additional local regulations. Regarding roadway operation, state statutes provide comprehensive regulations, with very limited ability for the Village to deviate from or establish additional requirements. The area where the Village does have greater local authority is the operation of these devices on sidewalks. In addition to reviewing state statutes, staff examined ordinances adopted by several other municipalities and incorporated input from Trustees Abegglen and Stowe regarding their perspectives and preferred approaches. Staff Comments: I believe the attached ordinance accomplishes several important objectives. First, it updates the Village’s existing bicycle ordinance to specifically address electric bicycles and electric scooters. Second, it updates the Village’s terminology and definitions to be consistent with current state standards. Third, it establishes clear and consistent rights and restrictions regarding the operation of bicycles, electric bicycles, and electric scooters on sidewalks. Finally, it provides the Village with an additional enforcement tool to address highly reckless or dangerous operation through a municipal ordinance citation. C. Nothing in this section shall be construed to establish a numerical speed limit for bicycles or electric bicycles on sidewalks. D. The maximum speed applicable to electric scooters under Wisconsin law shall remain applicable within the Village. SECTION 7. NIGHTTIME OPERATION AND EQUIPMENT. PASSED AND ADOPTED by the Village Board of the Village of Fredonia, Ozaukee County, Wisconsin this ___________ day of _____________________, 2026. _____________________________ Peter W. Lenz PhD, Village President ATTEST: ________________________________ Michelle Johnson, Village Clerk Request for Board Consideration Item Description: Employee Handbook Addition Section VI-D “Cash in Lieu Health Insurance Benefit” Report Prepared By: Admin Jenkins & Treasurer Upson Report Date: 8-13-26 Meeting Date: 9-3-26 Strategic Priority? o Smart Residential, Industrial, or Commercial Growth o Responsible Fiscal Priority o Supports Public Safety and Infrastructure o Encourages Open Communication and Collaboration o Strong Sense of Community Fiscal Summary: $20k - $12k Village Savings per Employee Budget Line Item: Payroll Health Insurance Line Items Wisconsin Statute or Local Ordinance: N/A Background Analysis: The Village of Fredonia offers health insurance coverage to eligible full- time employees through the State of Wisconsin ETF program. The cost of this coverage is shared between the employee and the Village. Based on estimated 2027 rates, the total annual cost of Family coverage is approximately $30,000, while Single coverage is approximately $18,000. Staff is proposing the addition of a “Cash in Lieu of Health Insurance” benefit to provide an incentive for eligible employees to explore alternative health insurance options, including coverage available through a spouse or other family member, rather than participating in the health insurance coverage offered by the Village. Staff Comments: The proposed benefit, as outlined in the attached policy, would provide an annual cash payment of $10,000 to an eligible employee who declines Family health insurance coverage and $6,000 to an employee who is eligible for Family coverage but instead elects Single coverage. Based on the estimated 2027 insurance costs, an employee who declines Family coverage would result in an estimated net savings of approximately $20,000 annually to the Village. An employee who elects Single coverage in lieu of Family coverage would result in an estimated net savings of approximately $12,000 annually. As the Village continues to face difficult financial decisions and increasing costs associated with employee benefits, this proposed benefit provides employees with greater flexibility while also creating an opportunity for the Village to reduce its overall health insurance expenditures. Administrator’s Recommendation: Approve Action Requested: Motion to Approve Employee Handbook Addition Section VI-D “Cash in Lieu Health Insurance Benefit” Attachments: 1. Employee Handbook Addition Section VI-D SECTION VI-D: CASH IN LIEU OF HEALTH INSURANCE Eligibility: Only full-time employees are eligible to receive the cash-in-lieu-of-health-insurance benefit. To be eligible, an employee must, during the applicable Enrollment Period, provide the Village Treasurer with signed confirmation that the employee is declining the maximum level of health insurance coverage for which they are eligible through the Village. Benefits You Receive: Full-time, year-round employees who are eligible for Family health insurance coverage through the Village may elect to receive a cash payment of $10,000 per calendar year in lieu of Village Family health insurance coverage. An employee who is eligible for Family health insurance coverage may instead elect Single health insurance coverage and receive a cash payment of $6,000 per calendar year in lieu of Family health insurance coverage. If elected, the applicable cash payment will be distributed equally through the employees’ regular paychecks throughout the calendar year. Employees who elect to receive the cash-in-lieu-of-health-insurance benefit remain eligible to participate in the Village's dental and vision insurance plans. *This is an annual benefit, subject to modification and/or elimination at the discretion of the Village Board of Trustees on an annual basis.
