4. Motion to Approve Minutes of the Thursday, June 4th, 2026, Board of
Trustees Meeting, General Fund, Water and Sewer Invoices and
Appointment of Marshal Leet as the Village Emergency Management
Director made by Trustee Abegglen.
Seconded by Trustee Franck.
Passed by 7-0 voice voice vote.
5. Report on Village Committees by:
a) Planning Commission: President Lenz shared that the Planning
Commission set a public hearing for a conditional use permit application
and approved a sign permit application from Nine Ladies Dancing.
b) Public Works Committee: Trustee Franck reported that the committee
heard a presentation from Phil Bzdusek of Strand Engineering on the
WWTP upgrade. Engineering plans are with the DNR for approval, and the
project will be bid in early fall. The bids will be reviewed by the committee,
who will then make recommendations to the full board. They also made
edits to the proposed sidewalk policy and discussed an unexpected cost
increase to the installation of an ADA accessible crosswalk at Wilson
Street and Fredonia Ave. The committee directed Director Paulus to use
VILLAGE OF FREDONIA
Find Your Moments Here
the budgeted $15,000 for improved signage and paint features throughout
the village crosswalks, instead of moving ahead with the Wilson St
crosswalk project.
6. Report on Village Operations by:
a) Village President: President Lenz stated the 2026 Mudonia Mud Run was
a great success and thanked the volunteers and staff for their
participation. The reconstruction of Washington Ave is complete. President
Lenz shared the exciting news that Badger Paperboard is significantly
expanding their facility, leading to new jobs and assessed value for the
village. There is a Partisan Primary on August 11.
b) Village Administrator: Administrator Jenkins reinforced how important the
expansion of Badger Paperboard is for the health of TID #3 and for the
village at large. He continues to work with Hillcrest Developers on drafting
a developer’s agreement that clarifies the phasing and cost breakdown of
each road. They are exploring the idea of a PUD to squeeze another
home or two on a corner lot. Ehlers is working on updating TID projections
and is reviewing the health of the sewer utility. The WWTP upgrade
planning is ramping up for a fall bid. Washington Ave reconstruction and
the reconstruction of Stoney Creek and Fillmore St. Lots are complete. He
shared that Mudonia was awesome and well-attended.
c) Village Marshal: Not present, report on file.
d) Fire Chief: Chief Weyker reported that the department attended a mock
car crash training that allowed the team to practice blood transfusions in
the field. The department has onboarded one new volunteer and the
triannual licensing cycle is complete. He reviewed call volumes and
metrics.
e) DPW Director: Director Paulus reported that the parking lot at Stoney
Creek Park was enlarged a bit to ensure vehicles have enough room to
maneuver. The Splash Zone levels have been tweaked and is fully
operational. He plans to install flashers to the crosswalk at Fredonia Ave
and Wilson St. In response to resident requests, his crew installed a
sandbox at Fireman’s Park. Trustee Abegglen attended an event at
Stoney Creek Park over the weekend and shared positive feedback from
residents on the state of the village’s parks.
f) Village Clerk: Clerk Johnson shared that absentee ballots have been
mailed and the August 11, 2026 Partisan Primary is fully staffed. She has
a trip to Forest Haven planned to assist seniors with absentee voting, and
in person absentee voting begins on July 28
th. She completed the
newsletter and assisted with mailing utility invoices. Clerk Johnson is
coordinating the upcoming JRB meetings with Ehlers, in addition to
supporting agenda creation for several other committees.
g) Village Treasurer: Treasurer Upson shared the ETF website has launched.
Employees will need to set up their accounts prior to open enrollment.
Quarterly utility bills were mailed.
h) Ozaukee County District 2 Supervisor: Not present, no report on file.
7. Items for Action and/or Discussion
a) Discussion on Village Sidewalk Policy.
Administrator Jenkins said the village once had a sidewalk policy in place,
but it has since been lost. He worked with a former trustee to draft a new
policy, which was reviewed and edited by the Public Works Committee at
its recent meeting. In preparing the draft, he examined how comparable
communities handle sidewalk cost sharing and found that, in most cases,
property owners bear at least part, if not all, of the responsibility.
The proposed policy includes the following provisions:
I. For village-initiated repair or reconstruction of existing sidewalks,
the cost would be shared equally (50/50) between the property owner and
the village.
II. For the installation of new sidewalks along existing streets, the
village would pay 100% of the cost.
III. For new developments or annexations, the developer would pay
100% of the cost.
Administrator Jenkins noted that the current ordinance allows the village to
install sidewalks on at least one side of each street but clarified that
installing sidewalks where none currently exist is not a priority.
Trustee Abegglen pointed out inconsistent language in the draft policy.
Trustee Stowe emphasized the importance of clearly defining what
constitutes a broken sidewalk and outlining the property owner's potential
financial responsibility. Trustee Syring said his research found that
sidewalk policies in other communities are often applied inconsistently,
and Administrator Jenkins agreed.
Trustees Syring and Abegglen agreed that if a property owner is
responsible for the cost of sidewalk repair or replacement, the policy
should allow the owner to select their own contractor. Trustee Abegglen
acknowledged that no policy will satisfy everyone but said he believes the
proposed draft is fair to residents.
The board directed Administrator Jenkins to revise the draft and return
with an updated version at the next meeting. The requested revisions
include:
a. Revise the language in Part 3(a) to clearly reflect a 50/50 cost-
sharing arrangement for village-initiated repair or replacement.
b. Research a cost-sharing option that would include property
owners on both sides of the street where a new sidewalk is installed.
c. Add language to Part 5 allowing property owners who are
responsible for the cost of sidewalk repair or replacement to choose their
own contractor.
b) Motion to Approve the Order of a 2029 AEV Traumahawk Type I
Custom Ambulance Ford F550, Not to Exceed $382,000 for Purchase
and Delivery in FY2029 made by Trustee Stowe.
Seconded by Trustee Abegglen.
Chief Weyker explained that the current ambulance was involved in a
significant accident several years ago, resulting in a 2015 patient
compartment being mounted on a 2018 chassis. He said the standard
replacement cycle for an ambulance is 10 years, although he had
originally planned to keep the current unit in service for 12 to 15 years.
Given the current 36-month lead time for a new ambulance, ordering now
would make the current ambulance approximately 14 years old at the time
of delivery. Chief Weyker requested approval to commit to purchasing a
2029 AEV Traumahawk ambulance at a cost of $382,000, with payment
due upon delivery in 2029. The quoted price includes the conversion from
diesel to gasoline, custom paint, and a power cot system, which alone
costs approximately $70,000. He noted that the current ambulance could
either be sold for an estimated $30,000 to $40,000 or repurposed as a
flatbed truck for use by the Department of Public Works.
Trustee Abegglen asked whether the current power cot system would be
compatible with the new ambulance. Chief Weyker replied that the existing
power cot system was purchased used and is nearing the end of its
service life.
Trustee Syring asked whether vehicle age or mileage is the more
important factor when determining replacement. Chief Weyker and
Director Paulus explained that ambulance engines experience significant
wear and tear due to the high-speed driving required when responding to
and returning from emergency calls.
Trustee Van Roo requested examples of the mileage at which neighboring
communities typically replace their ambulances. Director Paulus, who also
serves as an EMT, said some communities begin replacing ambulances
with as few as 30,000 miles. He and Chief Weyker emphasized that an
ambulance is a critical piece of life-saving equipment.
Administrator Jenkins noted that the ambulance would be paid for with
cash on hand upon delivery in 2029. Trustee Stowe expressed interest in
exploring cost-sharing opportunities with neighboring communities that
benefit from the village's ambulance service.
Passed by 7-0 voice vote.
c) Motion to Approve Notification of Joint ALS Paramedic Level
Program Communities of 2027 Paramedic Budget made by Trustee
Abegglen.
Seconded by Trustee Stowe.
Administrator Jenkins reminded the board that the Joint ALS agreement
requires the Village to provide a draft budget to the participating
communities by July 31 of each year. The draft budget allows for three
part-time and three full-time paramedics that will provide 24-7 coverage to
residents. Payroll, benefits, insurance, medical supplies, uniforms, and
vehicle maintenance are accounted for. There was a 1% decrease in
revenues. There is a $93,000 surplus this year, which is applied to the
following year’s budget. Each community’s share will decrease by about
20%. As the increase is less than 6%, no vote from the participating
communities is necessary. Trustee Stowe expressed interest in expanding
collaboration beyond paramedic services. Administrator Jenkins shared
the 2027 budget timeline, and he will be expecting department heads to
cut 5% from their budgets.
Passed by 7-0 voice vote.
d) Motion to Approve 2027 Capitol Improvement Projects made by
Trustee Franck.
Seconded by Trustee Redmond.
Administrator Jenkins shared that, beyond the $6.2 million earmarked for
a potential WWTP upgrade, 2027 projects will be paid for with cash on
hand, which was borrowed as part of the 2026 budgeting cycle. The
projects include the purchase of a used crane truck from a neighboring
community and the mill and overlay of Fillmore St. The approval of the CIP
will help formulate the 2027 budget.
Passed by 7-0 voice vote.
e) Motion to Approve Resolution 2026-07: Pertaining to Special Weight
Limitations on Fillmore Street and N. Milwaukee St made by Trustee
Franck.
Seconded by Trustee Stowe.
Director Paulus said the base on Fillmore Street and North Milwaukee
Street is falling apart. These roads are not heavy traffic routes but are
trafficked regularly by farm equipment. The culvert was replaced this year
and will mill and overlay Fillmore Street in 2027. To protect the gravel
base, the new culvert and the new surface, Director Paulus requests that
the board approve the resolution that restricts instruments of husbandry
and commercial agricultural vehicles. Trustee Syring asked if there were
exemptions for farming equipment on local roads in state statutes. Clerk
Johnson responded that there is, however, local ordinance in conjunction
with an exception in statute allows Director Paulus to implement special
weight restrictions if he can illustrate deficiencies in the road. Trustee
Redmond asked what kind of vehicles and with what frequency these
roads are being travelled. Director Paulus stated that waste tankers filled
with manure are driving to and from the fields.
Passed by 7-0 voice vote.
8. Correspondence: None
9. Items for Future Consideration: None
10. Motion to Adjourn made by Trustee Abegglen.
Seconded by Trustee Franck.
Passed by 7-0 voice vote.
Respectfully Submitted,
Michelle T. Johnson

Administrator Jenkins shared that the permit does not exclusively list Mr.
Gasiorowski’s potential uses, the permit simply allows uses that require a
permit. Commissioner Steffen asked if Mr. Gasiorowski had private by-
laws he plans to enforce. Administrator Jenkins responded that the
property is subject to municipal ordinances, but if the Commission would
like to impose stricter conditions, including those conditions in the permit
would be appropriate. Commissioner Steffen would like to see lease
agreements.

Request for Board Consideration
Item Description: Sidewalk Policy
Report Prepared By: Admin Jenkins & Director Paulus
Report Date: 8/3/2026 Meeting Date: 8/6/2026
Strategic Priority?
o Smart Residential, Industrial, or Commercial Growth
o Responsible Fiscal Priority
o Supports Public Safety and Infrastructure
o Encourages Open Communication and Collaboration
o Strong Sense of Community
Fiscal Summary: N/A
Budget Line Item: N/A
Wisconsin Statute or Local Ordinance: §491(3)-(6)
Background Analysis:
The proposed Sidewalk Policy was reviewed by the Village Board at its July meeting. Since that
time, the policy has been revised to improve clarity, correct grammatical errors, and incorporate
Board feedback regarding the allocation of special assessments and the ability of property owners
to select their own contractors for sidewalk replacement.
Staff Comments: Based on the discussion at the previous Village Board meeting, the policy has
been updated for the Board's consideration. Revisions requiring Board direction have been
highlighted within the document to confirm that the proposed language reflects the Board's intent.
Special Assessment Allocation: Staff researched how other Wisconsin municipalities address
shared sidewalk replacement costs and identified the City of Prairie du Chien as a community that
allocates special assessments based on each property's lineal frontage. This methodology has
been incorporated into the draft policy for the Board's consideration. As written, this allocation
method would apply to all sidewalk replacement projects, regardless of whether the work involves a
single sidewalk panel or an entire block.
Selection of Contractors: The policy has also been revised to allow private property owners to hire
their own contractor, subject to the approval of the Director of Public Works. This flexibility
recognizes that project circumstances may vary. For example, during a large-scale street
reconstruction project, the Village may already have a contractor under contract to complete all
associated sidewalk work. Conversely, for smaller sidewalk replacement projects involving only a
few panels, it may be appropriate to allow a property owner to retain another qualified contractor.
The draft policy leaves this determination to the discretion of the Director of Public Works on a
case-by-case basis.

As with all Village policies, these guidelines are intended to provide a consistent framework for
decision-making. The Village Board retains the authority to deviate from the policy whenever it
determines doing so is in the best interest of the Village.
Administrator’s Recommendation: Approve
Action Requested: Motion to Approve Village Sidewalk Policy
Attachments:
1. Sidewalk Policy
2. §491(3)-(6)
3-7 Sidewalk Installation and Cost Responsibility
PURPOSE
The purpose of this policy is to establish consistent guidelines for the installation of
sidewalks within the Village of Fredonia and to clearly define when the Village and/or
property owners are responsible for associated costs.
This policy is adopted pursuant to the Village’s police powers under Article XI, Section 3
of the Wisconsin Constitution and Chapters 61, 62, and 66 of the Wisconsin Statutes,
including but not limited to § 61.34, Wis. Stats., and § 66.0907, Wis. Stats., relating to
sidewalk construction, repair, and special assessments.
This policy is intended to supplement and implement the provisions of Chapter 491 of
the Village of Fredonia Municipal Code pertaining to Streets and Sidewalks, including
sidewalk construction, inspection, repair, and replacement requirements.
POLICY
1. General Requirement
Pursuant to Village Ordinance, sidewalks are required to be installed on at least one
side of all public streets within the Village.
2. Side of Street Determination
To promote safer winter conditions and reduce long-term maintenance issues,
sidewalks should generally be installed on the north and west sides of streets. This
orientation maximizes exposure to sunlight, aiding in the natural melting of snow and
ice.

Background Analysis:
Earlier this year, the Village was awarded a $75,000 grant from the Fund for Lake Michigan (FFLM)
to complete the Fredonia Creek Stormwater Resilience Planning project. The planning effort will
evaluate hydrologic conditions, flooding concerns, water quality issues, and opportunities for
nature-based solutions throughout the Fredonia Creek corridor, with a focus on Village-owned
parklands including Stoney Creek Park, Oak Park, and Fireman's Park. The study will build upon
previous watershed planning efforts and develop conceptual projects that will position the Village to
pursue future design and construction funding.
Following discussions with FFLM staff, Stantec Consulting Services has submitted a proposal to
complete the watershed planning and feasibility study. The proposal includes project management,
review of existing studies, supplemental field assessments, hydrologic and hydraulic analysis,
development of conceptual alternatives, implementation recommendations, and grant
administration, with an anticipated project schedule extending through December 2027.
Staff Comments: Staff recommends approving the attached professional services agreement with
Stantec Consulting Services in the amount of $85,000 to complete the Fredonia Creek Stormwater
Resilience Planning project.
While the Village's current Fund for Lake Michigan grant provides $75,000 toward the project,
FFLM staff has expressed its intent to assist the Village in pursuing an additional planning grant this
fall, potentially through the Wisconsin Department of Natural Resources Surface Water Grant
Program, to secure the remaining $10,000 needed. If successful, the entire planning effort would be
funded through grants, resulting in no local cost to the Village.

Planning (Lower Milwaukee River Watershed)
Mr. Jenkins and the Village of Fredonia Board,
Stantec Consulting Services Inc. (Stantec) is pleased to submit this proposal to support the Village of Fredonia
(the “Client” or “Village”) in advancing the Fredonia Creek Stormwater Resilience Planning project. This proposal
outlines proposed services to support the Village’s watershed planning and feasibility study for Fredonia Creek
within the Village’s Fredonia Creek-Milwaukee River Park Corridor.
Project Understanding
Stantec understands the Village received a grant from the Fund for Lake Michigan (FFLM) for $75,000 to conduct
stormwater resilience planning and a feasibility assessment for the corridor of Village-owned parklands connected
by Fredonia Creek. The project is intended to evaluate hydrologic conditions, flooding constraints, water quality
issues, and site-specific opportunities for nature-based solutions that can improve water quality, reduce flooding
impacts, enhance public park functionality, and prepare priority projects for future design and implementation
funding.
The project area includes Village-owned Stoney Creek Park, Oak Park, and Fireman’s Park, with Fredonia Creek
and related drainage features connecting these public properties before flowing toward the Milwaukee River and
ultimately Lake Michigan. Fredonia Creek is a highly modified and largely channelized tributary, and the FFLM
grant narrative identifies recurring flooding, erosion, degraded water quality, park and roadway closures, and loss
of ecological function as key concerns to be addressed through this planning phase.
This planning effort will build from prior watershed and water quality planning, including the Fredonia-Newburg
Area Watershed-Based Nine Key Element Plan (9KE), Milwaukee River Basin TMDL information, existing water
quality monitoring, and available FEMA/WDNR floodplain modeling data. Rather than duplicating completed
watershed-scale planning, Stantec’s role will be to translate that foundation into site-specific feasibility
recommendations, conceptual alternatives, schematic design concepts, planning-level costs, pollutant reduction
estimates where applicable, and implementation pathways for future phases.
The anticipated project period runs from August 2026 through December 2027, with major activities including
procurement/contracting, existing data review, supplemental field assessment, hydrologic/hydraulic analysis,
alternatives development, reporting, and grant closeout.
Qualifications
Stantec brings an integrated water resources, ecosystem restoration, and environmental engineering team with
experience translating watershed-scale goals into fundable and implementable project concepts. Our approach
pairs technical assessment with practical implementation planning so that recommendations are grounded in field
conditions, floodplain and permitting considerations, Client priorities, probable costs, water quality benefits, and
long-term stewardship needs.
Water Resources Engineer Aaron Volkening is anticipated to lead the technical portion of this project. Aaron has
more than 26 years of experience applying geographic information systems, hydrologic and hydraulic modeling,
() Stantec

and water resources engineering to watershed, stormwater, stream restoration, infrastructure planning, floodplain
modeling, and regulatory coordination. His experience includes detention ponds, channels and streams, bridge
and culvert crossings, storm sewer systems, floodplain impacts, FEMA/WDNR coordination, and nature-based
restoration design.
Stantec’s role will be to support the Village and its partners with technical review, site assessment,
hydrologic/hydraulic analysis, alternatives development, conceptual planning, cost estimating, pollutant reduction
support, deliverable preparation, and implementation planning. The team will coordinate closely with the Village
and, as appropriate, project partners such as Milwaukee Riverkeeper, Southeast Wisconsin Watersheds Trust
(Sweet Water), Water Action Volunteers, Ozaukee County, SEWRPC, MMSD, WDNR, and other key interest
groups identified by the Village.
Scope of Services
TASK 1. Project Management & Grant Administration
Stantec will provide project management, coordination, and technical facilitation throughout the planning process.
This task includes kickoff coordination, periodic progress meetings with the Village and project partners, meeting
preparation and follow-up, schedule coordination, invoice/progress tracking support, and coordination needed to
keep the feasibility study aligned with Village priorities, schedule, and funding requirements. Stantec will also
coordinate administrative support for financial/reporting compliance as required by FFLM grant funding.
TASK 2. Review Existing Data and Reports
Stantec will review existing planning documents, technical studies, mapping, monitoring data, and related
watershed information to establish the foundation for the project. Key sources are anticipated to include the
Milwaukee River Basin TMDL, Fredonia-Newburg Area Watershed-Based Nine Key Element Plan, existing water
quality monitoring data, FEMA/WDNR floodplain modeling information, relevant Ozaukee County and Village
plans, GIS data, aerial imagery, drainage mapping, park/open space planning information, and other available
documentation relevant to watershed restoration, hydrology, land use, habitat, public parks, flooding, and green
infrastructure opportunities.
This task will summarize applicable recommendations, data gaps, problem areas, planning limitations, and
opportunities so the feasibility study builds on prior work while focusing on the additional detail needed to advance
implementation-ready recommendations for Fredonia Creek and the connected Village park corridor.
TASK 3. Supplemental Data Collection and Site Assessment
Stantec will support supplemental field data collection and/or field observation to refine our understanding of
existing conditions, flooding constraints, stream/channel conditions, drainage connections, stormwater
infrastructure, and potential project locations. Site assessments and observations may include topographic or field
survey observations, stormwater infrastructure review, stream geometry review, documentation of erosion or
channel instability, observation of floodplain connectivity, and identification of constraints that may affect feasible
nature-based solutions. The specific types and locations of field observations and data collections will be
determined after the review of existing data and initial discussions with the Village. The amount and type of field
observation and data collection will be scaled to accommodate the allocated budget.
Field observations will be used alongside available GIS mapping, topographic information, aerial imagery,
parcel/ownership data, existing monitoring data, prior reports, and partner observations. If additional water level,
flow, or monitoring information is advanced by Village partners, Stantec will coordinate use of available data to
support feasibility assessment and alternatives development.
TASK 4. Site-Specific Hydrologic/Hydraulic Assessments
Stantec will complete focused hydrologic/hydraulic assessments for targeted locations within the Fredonia Creek
park corridor where future project feasibility requires additional technical evaluation. The analysis will consider
Client priorities/concerns related to recurring flooding, channelization, culvert or drainage constraints,
floodplain/floodway limitations, hydrologic function, stormwater storage, habitat connectivity, and water quality
improvement opportunities.
July 31, 2026
Reference: Fredonia Creek Stor mwater Resilience Planning
The assessments are anticipated to build from existing FEMA Flood Insurance Study models or other available
regulatory models where appropriate, with refinements or alternative methods used if better suited to evaluating
project effectiveness. Modeling may assess potential practices such as flood storage creation, stream reshaping,
culvert or drainage modifications, floodplain reconnection, or other measures that could increase resilience while
avoiding adverse impacts elsewhere.
TASK 5. Alternatives Development & Recommendations
Stantec will develop and evaluate site-specific nature-based solutions and management measures informed by
the data review, field observations, input from key interest groups, and targeted technical assessments. Potential
solution types may include streambank stabilization, flood storage wetlands, native revegetation, restoration of
channelized stream segments, floodplain reconnection, bioswales, rain gardens, green infrastructure retrofits,
drainage improvements, and related stormwater resilience strategies.
The project team will work with the Village and key interest groups to identify feasible project locations, evaluate
constraints, consider landownership and public park operations, identify permitting and floodplain/floodway
considerations, estimate construction and implementation costs, consider pollutant reduction benefits where
applicable, identify responsible parties, and evaluate opportunities to phase or combine recommended projects
for efficient implementation.
Recommended projects will be organized into action-oriented matrices or tables that describe implementation
steps, constraints, costs, monitoring and operations/maintenance considerations, funding strategies, sequencing,
and next steps needed to move priority projects toward design, permitting, construction, and long-term
stewardship.
Deliverables
Stantec will prepare draft and final project deliverables documenting the data reviewed, methodology, findings,
conclusions, and recommendations developed through the project. Draft deliverables will be submitted to the
Village for review and comment, then finalized based on Village and key interest group(s) feedback. Deliverables
are anticipated to include:
