FREDONIA VILLAGE BOARD MEETING MINUTES
Thursday, June 4th, 2026 at 7:00 PM
Fredonia Government Center - Board Room
242 Fredonia Avenue, Fredonia, Wisconsin
1. President Lenz called the meeting to order at 7:PM, followed by the Pledge of
Allegiance.
2. Trustees Present: President Lenz, Trustee Abegglen, Trustee Franck, Trustee
Syring, Trustee Van Roo, Trustee Redmond, Trustee Stowe.
Staff Present: Administrator Jenkins, Attorney Herbrand, Treasurer Upson,
Foreman Heinen, Clerk Johnson.
3. Public Comments: None
4. Motion to Approve Minutes of the May 7th, 2026 Village Board of Trustees
Regular Meeting and Organizational Meeting, General Fund, Water and
Sewer Invoices, and Jimmy B’s Street Use Permit Application made by
Trustee Abegglen.
Seconded by Trustee Syring.
Passed by unanimous voice vote.
5. Presentations
a) President Lenz read a resolution honoring former Trustee Eippert for her
dedicated service to the Village.
6. Report on Village Committee By:
a) Board of Review: President Lenz stated there were no objections filed and
no errors or omissions were discovered. No additional meetings were
required.
b) Fredonia Government Center Commission: Trustee Stowe shared that the
commission had the first of two required annual meetings. They appointed
Trustee Stowe as chair, and reviewed shared maintenance items,
including annual upkeep and larger projects to be included in future
planning. The larger projects include reconstruction of the FGC parking lot
and replacement of the furnace systems. The Commission approved the
purchase of a keyless entry system, not to exceed $12,000. Trustee Van
Roo asked for more information. Administrator Jenkins said that, although
the Village has recently adopted a more robust tracking system for keys,
there are a lot of keys that are missing or not returned from former
employees or trustees. A keyless entry system, with fobs that are
reprogrammable, offers more security for the building and staff.
7. Items for Action and/or Discussion
a) Motion to Approve Resolution 2026-04: Honoring Former Trustee
Natalie Eippert made by Trustee Franck.
Seconded by Trustee Abegglen.
Passed by unanimous voice vote.
b) Discussion Introduction to Ordinance 2026-02: Pertaining to Zoning
Permits. Clerk Johnson explained that this request is a housekeeping
update to bring the issuance of zoning permits into compliance with the
new household occupations ordinance.
c) Discussion and Possible Action on 139 Fox Glen Rd Raze Order. This
topic may necessitate a closed session discussion.
d) Discussion and Possible Action on Hillcrest Developers Agreement. This
topic may necessitate a closed session discussion. Administrator Jenkins
stated it was appropriate to adjourn into closed session because the
Village is in active negotiations with the property owner at 139 Fox Glen
Road and Hillcrest developers.
e) Motion to Adjourn Into Closed Session Pursuant to WI State Statute
19.85(1)(e) "Deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining
reasons require a closed session (Developers Agreement with
Hillcrest Builders) and (g) Conferring with legal counsel for the
governmental body who is rendering oral or written advice
concerning strategy to be adopted by the body with respect to
litigation in which it is or is likely to become involved. (Fox Glen

3. Motion to Approve Minutes of Thursday, June 19th, 2025 Zoning Board of Appeals
Meeting, made by Mr. Donald.
Seconded by Mr. Rodgers.
Passed by 4-0 vote.
4. Public Hearing:
Report by Zoning Administrator on a Variance Request for Property Address 217 N.
Wilson: Administrator Jenkins reviewed the variance request submitted by Mr. Gibb to
construct a detached garage that exceeds the maximum height allowed under the
ordinance. Mr. Gibb was denied a building permit. Administrator Jenkins recommended
denying the variance request because the proposed detached garage does not comply
with Village code. Attorney Herbrand explained the three criteria the Board must consider
when granting a variance: unnecessary hardship to the property owner if the code is
strictly enforced, unique property limitations, and no harm to the public interest. He added
that property limitations include conditions such as wetlands or steep slopes, not self-
imposed hardships such as ownership of a large boat or multiple recreational vehicles.
b) A Public Hearing for the Purpose of Hearing Public Comment on and Reaction to a
Requested Variance.
Variance Requested: Village of Fredonia Zoning Code § 575-83 (B)(1): Accessory
Uses, Buildings & Structures. The applicant requests a height variance for a detached
garage.
Applicant: Mark Gibb
Address: 217 N. Wilson St, Fredonia WI, 53021
Jason Gutermann, a neighbor, was the first to speak in favor of granting the requested
variance. He stated that Mr. Gibb maintains one of the nicest homes on the street and
that, when the code was written, it did not account for the large trucks many people now
drive.
Mara Colella spoke next, stating that she fully supports the project.
Kevin Ruff noted that he has seen many sheds built without permits and stated that Mr.
Gibb is trying to do the right thing by seeking approval from the Board. Lori Ruff agreed.
Motion to Close the Public Hearing made by Mr. Rodgers.
Seconded by Mr. Quade.
Passed by 4-0 voice vote.
Chairman Gehrke reminded the Board that its responsibility is to determine whether the
statutory criteria for granting a variance have been met. He expressed concern that
granting variances could set a precedent.
Mr. Donald stated that variances are decided on a case-by-case basis. He observed that
Mr. Gibb is largely in compliance with the ordinance and noted that the only issue is the
height of the proposed garage.
Mr. Gibb stated that the roof pitch on his home is 8/12. He explained that he compromised
by proposing a 6/12 roof pitch for the garage, which he felt would remain consistent with
the style of his home. He further stated that his property slopes downward in the rear and
that the garage would begin at basement level.
Mr. Gibb explained that his wife drives a large truck and that the garage requires a 12-foot
overhead door to accommodate it. He stated that, if the variance were not granted, he
would need to build a flat-roof garage, which he believed would be aesthetically
unappealing.
The Board discussed the possible height requirements. Mr. Gibb submitted plans showing
a 6/12 roof pitch.
Mr. Quade stated that each variance request should be evaluated on its own merits.
Having reviewed the property, he noted its significant rear-yard slope and considerable
depth. He felt the design was appropriate and expressed no concerns.
Mr. Donald stated that strict compliance with the code would not produce an aesthetically
pleasing result. He noted that Mr. Gibb would be permitted to construct an attached
garage at the same height as his home, but Mr. Gibb explained that the layout of the
house and property prevents him from doing so.
Administrator Jenkins informed Mr. Rodgers that the zoning code had been recodified in
2019.
Mr. Donald stated that an update to the code was not necessarily required, noting that
circumstances that may seem out of whack generally can be reasonable when evaluated
individually. He added that the Board should not punish someone for attempting to
improve the appearance of their property.
The Board agreed that Mr. Gibb's application met the criteria for granting a variance in the
following ways:
• Unnecessary Hardship: Given the layout of the house, Mr. Gibb cannot reasonably
construct an attached garage.
• Unique Property Limitations: The sloping topography and layout of the property
prevent Mr. Gibb from constructing an attached garage.
• No Harm to the Public Interest: Several neighbors spoke in favor of the proposed
garage, and no harm to the public interest was identified.
Motion to Grant a Variance Request to Build a Detached Garage, Not to Exceed 22
Feet in Height, for Property Address 217 N. Wilson St, Applicant Mark Gibb made by
Mr. Quade.
Seconded by Mr. Donald.
Passed by 4-0 voice vote.
6. Items for Future Consideration: Chairman Gehrke advised administration to review the zoning
code for potential updates.
7. Correspondence: none
8. Motion to Adjourn made by Mr. Donald.
Seconded by Mr. Rodgers.
Passed by 4-0 voice vote.

Village Administrators Report
1. Smart Residential, Industrial, and Commercial Growth
Economic development activity remained strong throughout the month, with several
projects advancing through permitting, construction, and review processes. Staff continued
working with developers, business owners, and consultants to move projects forward while
preparing several items for upcoming Plan Commission consideration.
Key development activities included:
• Final review of Conditional Use
Permit applications for RJ Fredonia
Storage Units and SOLVR.
• Review of Badger Paperboard's
northern expansion proposal.
• Issuance of zoning permits SOLVR
and Gasiorowski to begin operations.
• Continued negotiations with Hillcrest regarding development costs and the
proposed developer's agreement.
Industrial Park activity remains encouraging. Nine Ladies Dancing has moved into
interior construction, Paulsen Mechanical continues foundation work, and Laura Logan's storage
unit project continues through the approval process. In addition, discussions continue with a
prospective purchaser for the remaining 15-acre parcel within TID #3.
2. Responsible Fiscal Policy
Staff continued work on several grant applications while also managing financial
reporting and software transitions. Follow-up information was submitted to the Wisconsin DNR
regarding the Village's Freedom Park grant application, and staff continue to monitor several
other pending funding opportunities.
Treasurer Upson has nearly completed implementation of the State's new employee
benefits portal. Once fully operational, employees will be able to manage benefit changes
directly through the system, improving efficiency and reducing administrative workload. Her and
I also began our review of our budget-to-actuals for the 6 months mark as we prepare to do our
6-month adjustments.
3. Support Public Safety & Infrastructure
With summer operations now fully
underway, Public Works crews shifted their focus
toward park maintenance, landscaping, utility work,
and seasonal infrastructure improvements.
Routine operations included branch chipping,
park maintenance, restroom cleaning, watering
newly planted trees, and maintaining community
flowerpots. Staff also completed the landscape
border surrounding this year's Arbor Day tree, which
will be dedicated to Don Dohrwardt in recognition of his service to the Village.
The Washington Avenue reconstruction project moved steadily toward completion.
During the month, crews completed curb and sidewalk work, topsoil placement, mailbox
installation, and utility inspections. Additional seeding and restoration work will occur following
final paving and settlement.
Utility operations remained busy as staff:
• Continued the water meter replacement program.
• Distributed Lead and Copper sampling kits required by the DNR.
• Completed the annual Consumer Confidence Report.
• Finalized the 2025 Compliance Maintenance Annual Report (CMAR) for the wastewater
utility.
Staff also continued reviewing the Village's Emergency Operations Plan and worked with
Frontier/Verizon on the final review of proposed fiber installation plans throughout the
community.
4. Encourage Open Communication & Collaboration
The Village's parks and recreational facilities saw a successful start to the summer
season. The PWSB Splash Zone officially opened and has already welcomed tons of families.
Landscaping improvements continue around the facility, and staff are making operational
adjustments to ensure the system performs efficiently during peak use periods.
The first Tuesday Tunes event of the season was also well attended and marked another
successful kickoff to the summer event schedule. Thank you to Trustee Syring, volunteers,
sponsors, and community partners who continue to support these programs.
Looking ahead, staff will continue focusing on:
• Splash Zone improvements
and landscaping.
• Summer park maintenance
• Tuesday Tunes programming
• Preparation for MUDonia
2026
The Village officially launched its
new website this month. Clerk Johnson
worked closely with each department to review content, improve navigation, and ensure
residents have access to accurate and timely information. The transition represents a significant
improvement in communication and public accessibility. The Fredonia Government Center
Commission also met during the month to review facility maintenance needs and discuss future
opportunities for expanded shared services between the Village and Town.
Finally, in recognition of National Public Works Week, the Village celebrated the
contributions of our Public Works team and thanked them for their continued dedication to
serving the community!
5. Strong Sense of Community
This month also provided opportunities to recognize individuals who have made
meaningful contributions to Fredonia:
Don Dohrwardt will be honored through the dedication of this year's Arbor Day tree
behind the Fredonia Government Center. Former-Trustee Natalie Eippert was recognized for her
years of dedicated service to the Village. Staff, volunteers, board members, and community
partners continue to play a critical role in the success of Village operations and initiatives – we
could not do everything that we do without YOU!
Thank you,

Request for Board Consideration
Item Description: Expanded Bank Services with PWSB

o Smart Residential, Industrial, or Commercial Growth

Fiscal Summary: N/A

Background Analysis:
Port Washington State Bank (PWSB) has expressed interest in expanding its banking relationship
with the Village and retaining a greater share of the Village's assets. Currently, the Village
maintains its primary operating accounts with PWSB, while long-term reserve funds are invested
through the Local Government Investment Pool (LGIP). PWSB has proposed that the Village
transfer its long-term reserve accounts to PWSB into money market accounts that will match or
exceed the interest rates offered by LGIP.
Staff Comments: When I joined the Village in 2022, the entire investment portfolio was held with
PWSB. At that time, LGIP offered significantly more competitive interest rates. By transferring
reserve funds to LGIP, the Village earned more than $100,000 in additional interest income
annually over multiple years. Now that PWSB has committed to matching LGIP rates, I am
comfortable recommending that the Village move these funds back to PWSB.
~Administrator Jenkins
PWSB monitors LGIP rate changes and adjusts its rates accordingly, with any increases or
decreases taking effect during the next billing cycle. An additional benefit of maintaining these
funds with PWSB is that bank statements are available on the first day of each month, allowing staff
to complete reconciliations and record interest earnings more promptly. Keeping all Village
accounts with one institution also facilitates faster transfers between accounts and streamlines
cash management operations. Staff recommend implementing this change beginning in mid-2026.

It all started in 1899 when founder Clarence Hill, along with
local investors, started the bank at its present location on
Franklin St. in Port Washington. A second office in Belgium
was added in 1932, and in 1936 the presidential role was
assumed by C. Donald Hill, creating the second generation of
family leadership. Ronald Schowalter, husband of C. Donald’s
daughter Elizabeth, joined the bank in 1949 thereby bringing
the Schowalter name into the family lineage of the firm. Ron
was named President in 1964 following the death of Mr. Hill.
Ron’s son, Steve Schowalter was President from 1989 to
2020 at which time James Schowalter, great-great grandson
of the founder became President. Six offices have been
added in Ozaukee County under the Schowalter’s
management to include Saukville, Fredonia, Grafton,
Cedarburg, Mequon and Thiensville. The bank now manages
$1 billion in assets and ranks in the top 15% of Wisconsin-
chartered banks as to size.
The legacy of family and community has not wavered over
the five generations and more than 125 years of the bank’s
proud history.
Our local decision-making process and competitive products
allow us to provide the highest level of customer service, and
our team of experienced personal bankers, commercial
lenders and deposit operations team enjoy being able to
focus on their customers’ unique situation and needs.
