6. Items for Action and/or Discussion
a) Motion to Approve Resolution 2026-02: Authorizing WI DNR Outdoor
Recreation Grant Applications made by Trustee Franck.
Seconded by Trustee Abegglen.
Administrator Jenkins stated this resolution authorizes him to make grant
applications on behalf of the Village. He and Clerk Johnson, in conjunction
with Stantec, have applied for several grant opportunities recently,
VILLAGE OF FREDONIA
Find Your Moments Here
including the Fund for Lake Michigan, which would fund a stormwater
management study, a first step in creating a plan that would address
flooding in parks and roads. There is also an opportunity for a 50/50 grant
that would fund bathrooms and a new canvas pavilion covering at
Freedom Park, which would not need to be spent down until 2029. The
proposed resolution provides the Board’s endorsement, which strengthens
future applications. Trustee Stowe asked what projects the FFLM grant
would be put towards. Administrator Jenkins said the $89,000 would be
applied to hiring an engineering company to conduct a study that would
identify areas in the Village susceptible to flooding. The study and
resolution would fortify future, consequential grant applications.
b) Discussion and Possible Action on Village Strategic Priorities.
Administrator Jenkins shared that the Village adopted its strategic
priorities four years ago, and there is only one Trustee remaining that
participated in the process. He would like the current Board to decide
whether the mission, vision and strategic priorities match their values, or
whether they should be revisited. Administrator Jenkins reinforced that the
strategic priorities set by the governing body guides the work of the staff
every single day. Every action item that staff puts forward for approval
must align with one of the priorities. He shared that if the current Board
would like to reassess the priorities in place, it may help the Village team
to participate in a Real Colors exercise. The event, run by Paul Roback of
the UW-Green Bay Extension, would run about three hours and identify
each trustee and department heads’ preferred method of communication.
Understanding this information would aid staff in tailoring communications
to meet the Board’s preferred method and aid the Board in working
together to clearly express their values to staff and residents through
strategic priorities. Trustee Van Roo felt three hours was too much of a
time commitment for such nonsense. Trustees Stowe and Franck feel
there is value in the exercise. They both agreed that the existing strategic
priorities are difficult to improve on, but worth exploring. Trustee Redmond
is impressed by the existing priorities. Trustee Syring felt that they should
be more transparent about how the Board is working towards achieving
the priorities. Administrator Jenkins stated that the Annual Report, sent to
every resident with their tax bills, is a great place to continue
communicating about their work. Trustee Abegglen said each of the
priorities were identified because they match what elected officials were
hearing from residents. The Board agreed that the staff should work with
Mr. Roback on scheduling the Real Colors exercise during a summer
board meeting and to circle back to the strategic priorities around budget
season to give new trustees a chance to hear from their constituents.
7. Correspondence: Clerk Johnson shared the Mid-Moraine Municipal Association
Legislative Committee agenda and Dinner meeting invites.
8. Items for Future Consideration: Administrator Jenkins shared that former Trustee
Dohrwardt’s Celebration of Life is scheduled for June 13th, 2026.
9. Motion to Adjourn made by Trustee Franck.
Seconded by Trustee Syring.
Passed by 7-0 vote.

Fredonia Government Center Commission Meeting Minutes
Thursday, May 28th, 2026 at 2:00PM
Fredonia Government Center - Board Room
242 Fredonia Avenue, Fredonia, Wisconsin
1. Chairman Depies called the meeting to order, followed by the pledge of
Allegiance.
2. Members Present: Chairman Depies, Commissioner Schmitz, Commissioner
Lenz, Commissioner Stowe
Staff Present: Clerk Johnson, Administrator/Clerk Jenkins, DPW Director
Paulus.
3. Public Comments: none
4. Items for Discussion and/or Action:
a) Motion to Appoint Commissioner Stowe as FGCC Chair made by
Commissioner Lenz.
Seconded by Commissioner Schmitz.
Clerk Jenkins stated the role of the chair switches annually between the
Village and Town.
Passed by unanimous voice vote.
b) Review of Intermunicipal Agreement for the Management of Fredonia
Government Center: Administrator/Clerk Jenkins reviewed the standing
agreement. He highlighted that agreement lays out the structure and rules
of the Commission and clarifies how the Village and Town share
maintenance of the facility and grounds, oversees public use of the
property, and uses an equitable cost sharing equation. He noted that
rentals of the FGCC have been down significantly since the Commission
banned alcohol from the premises.
c) Update on Facility Condition by Village of Fredonia DPW Director Paulus.
Director Paulus reviewed annual maintenance, including floor and carpet

cleaning and landscaping. He noted the windows are starting to get foggy
and will have a repair company refill them with argon gas. In 2025 the
Commission directed him to install “Parking Lot for Municipal Use Only”
signage, which he will do this summer. He stated the parking lot is
beginning to show its age and plans to have the cracks filled and resealed
this summer. Commissioner Schmitz asked if the County would be doing
the work. Director Paulus said they would hire a private company at the
cost of about $6,500. He went on to review completed projects in 2025,
including exterior and interior lighting controls and an interior water
fountain upgrade.
d) Discussion and Possible Action on Keyless Door Access System. Director
Paulus and Administrator/Clerk Jenkins have been exploring a keyless
entry system for enhanced security at FGC. Director Paulus said that
there are many keys floating around and, while the Village has
implemented more stringent oversite, it remains difficult to track who has
access to the building. JSM Secure, Inc manages the video camera
security system in place at FGC and was the lowest price point for a
keyless entry system. The Commission discussed the best location for the
location of a security box. Commissioner Depies preferred to have the box
centrally located in the Board Room. The Commission agreed that a
keyless entry system makes sense from a security standpoint.
Administrator/Clerk Jenkins will account for it in the 2027 budget of both
municipalities.
Motion to Approve Keyless Entry System Project for 2027
Installation, Not to Exceed $12,000 made by Commissioner Depies.
Seconded by Commissioner Lenz.
Passed by unanimous voice vote.
e) Discussion and Possible Action on Shared Maintenance Projects. Director
Paulus shared that the building’s HVAC system was installed in 2008 in
three parts: the Village side, the Town side, and the Board Room. The
furnaces are coming to the end of their usable life, especially the Village
and Board Room systems, as they get more use than the Town system.
He estimates that the Village will need to replace their furnace in 2-4
years, the Board Room in 5 years, and the Town in 5-8 years. It was
agreed the Village would account for their replacement in the 2028 CIP.
Director Paulus said the Commission should begin to consider a full
replacement of the parking lot. He estimates a total replacement to cost
around $30,000 and recommended doing half the lot at a time, to ensure
residents and staff have a place to park. It was agreed the Town and the
Village would consider this project as part of the 2030 budget cycle.
f) Discussion and Possible Action on Shared Services. Administrator/Clerk
Jenkins said, in addition to his role as the Town Clerk and the Village
Administrator, the Village and Town share many services, including email
and IT support through Win Technologies and website support through
CivicPlus. There is currently no firm agreement in place regarding shared
services. It was the consensus of the Commission that shared services
should be codified in the Intermunicipal Agreement. They directed
Administrator/Clerk Jenkins to prepare an updated agreement for approval
at the next meeting.
5. Correspondence: None
6. Items for Future Consideration: Director Paulus stated there has been renewed
interest from local teams in using the soccer field behind FGC. He will bring
forward a formal proposal at a future meeting.
7. Motion to Adjourn made by Commissioner Lenz.
Seconded by Commissioner Depies.
Passed by unanimous voice vote.
