FREDONIA VILLAGE BOARD MEETING MINUTES
Thursday, April 16th, 2026 at 7:00 PM
Fredonia Government Center - Board Room
242 Fredonia Avenue, Fredonia, Wisconsin
1. President Lenz called the meeting to order at 7:00 PM, followed by the Pledge
of Allegiance.
2. Trustees Present: President Lenz, Trustee Franck, Trustee Syring, Trustee
Eippert, Trustee Van Roo.
Staff Present: Administrator Jenkins, Treasurer Upson, Clerk Johnson, Director
Paulus, Chief Weyker, Marshal Leet.
Others Present: Oyvind Solvang.
Trustees Excused: Trustee Abegglen.
3. Public Comments: None
4. Motion to Approve Minutes of the Thursday, April 2nd, 2026 Board of
Trustees Meeting and General Fund, Water and Sewer Invoices made by
Trustee Syring.
Seconded by Trustee Franck.
Passed by 5-0 voice vote.
5. Report on Village Committees by:
a) Planning Commission: President Lenz stated the Planning Commission
approved a site plan for a new storage building and track at NOSD,
conditionally approved a shed permit application from a resident on a
corner lot, and set a public hearing on May 18, 2026, to hear reaction on a
proposed change to the zoning code. The proposed ordinance would
update the issuing of zoning permits to support the recently updated
household occupations ordinance.
b) Parks and Recreation: Trustee Eippert shared that Tuesday Tunes is all
booked up for the summer. She invited residents to sign up for the
Mudonia Mud Run on July 11. The committee is exploring dates for Movie
in the Park.
6. Report on Village Operations by:
a) Village President: President Lenz congratulated the winners of the recent
Spring and Special election and thanked the election inspectors for their
hard work. He shared that the PWSB Splash Zone is opening on May 22,
just in time for Memorial Day weekend.
b) Village Administrator: Administrator Jenkins said that the Fredonia First
construction initiative has been awarded to its first recipient. The resident
said the initiative was a deciding factor when considering the purchase of
the vacant lot. There is a lot of exciting construction along Innovation Dr
and in the industrial park: both Nine Ladies Dansing and Paulsen
Mechanical have broken ground, and there is another site plan prepped
for the upcoming Planning Commission meeting. The former Guy and
O’Niell buildings have new tenants and there is a new tenant for 617
Tower Dr. The team has executed the application for congressionally
directed funding to purchase the $1.3 million fire truck requested by the
Fire Department, and Administrator Jenkins will continue to exhaust all
grant opportunities to help offset the cost. The team has onboarded the
new fire/paramedic Captain Michael Jessen and is working on setting up
the new trustees. Washington Ave reconstruction has been hampered
somewhat by wet weather, but crews are still on track to meet their
deadlines. He gave a shout out to all the generous sponsors of the
Village’s summer events. Each event is fully funded by donations and
revenues from alcohol sales. He continues to be amazed by the
generosity of the Village’s residents.
c) Village Marshal: Marshal Leet shared that Sgt. Wolf has returned to duty.
He highlighted additional data included in his report. The call-in data is not
an exhaustive representation of his department’s work but an easy data
set to compile and can help communicate some of what his team is
working on month-to-month.
d) Fire Chief: Chief Weyker shared positive metrics on improved response
times now that the paramedic program is fully staffed. They are within the
goals set by the Joint Committee at the inception of the program. He is
pleased with the Village’s volunteer numbers, with 31 active volunteers on
the roster.
e) DPW Director: Director Paulus added infographics to his report to help
display how his team divides the workload. He shared that wet weather
has slowed the reconstruction of Washington Ave.
f) Village Clerk: Clerk Johnson shared the election results from the April 7,
2026 Spring and Special Election. She thanked her team of election
inspectors for their wonderful and professional work on election day.
Alcohol licensing renewal packets have been sent out. She is reviewing
the 2026 Preliminary Assessment Roll in anticipation of the Open Book
and Board of Review meetings. The website project is moving forward and
she is hopeful to go live the first week of May.
g) Village Treasurer: Treasurer Upson sent dog license reminders to those
residents that haven’t yet licensed their dogs. She continues to work on
the accounts receivable module for billables. She is working with CLA on
PSC and state reporting, and audit entries have been posted.
h) Building Inspector: Not present, no report on file.
i) Ozaukee County District 2 Supervisor: Not present, no report on file.
7. Items for Action and/or Discussion
a) Motion to Approve Class A Combination and
Cigarette/Tobacco/Vaping Products Licenses for JKL Fuel LLC –
d/b/a Fredonia Mobil; Agent: Eric Liniewski, Contingent Upon the
Relinquishing of Licenses 2025-1A and 2025-1CIG, Agent: Tom
Mongoven made by Trustee Franck.
Seconded by Trustee Eippert.
President Lenz explained the Fredonia Mobil is changing ownership and
the new owner has applied for a Class A combo license and tobacco
products license. Clerk Johnson stated that Marshal Leet conducted a
background check on the new owner, Eric Liniewski, and found nothing
prohibitive. The Class A license would expire June 30
th, 2026, so Mr.
Liniewski will have to reapply soon for the 2026-2027 licensing period.
Approval of the licenses should be made contingent on the previous
owner, Tom Mongoven, relinquishing his current licenses.
b) Motion to Approve Resolution 2026-03: Authorizing the Sale of
Fermented Malt Beverages in Village Parks by Village Employees and
Officers made by Trustee Eippert.
Seconded by Trustee Syring.
Administrator Jenkins explained the resolution allows Village staff and
officers to sell fermented malt beverages at Village-run events on Village-
owned properties. It makes partnership between local non-profit sponsors
and the Village easier to facilitate, allowing the Village to retain revenue
from the alcohol sales and the non-profit partner to collect tips.
c) Discussion and Possible Action on the Developers Agreement with
Hillcrest Builders. Administrator Jenkins said the Village is still actively
negotiating a potential developer’s agreement with Hillcrest, and it would
be appropriate to have the discussion in closed session.
d) Motion to Adjourn into Closed Session Pursuant to WI State Statute
19.85(1)(e) "Deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining
reasons require a closed session (Developers Agreement with
Hillcrest Builders) made by Trustee Franck.
Seconded by Trustee Eippert.
Passed by 5-0 roll call vote.

2-1 Code of Conduct
PURPOSE
The Village Board of Trustees are composed of a wide variety of backgrounds,
personalities, values, opinions and goals. All have chosen to serve in public office to
preserve and protect the present and the future of our community. In all cases, this
common goal of service should be acknowledged. This code has been created to
ensure that all officials have clear guidelines in carrying out their responsibilities in their
relationships with each other, with staff, and with the residents of the Village of
Fredonia.
POLICY
Elected Official Conduct with One Another
A. Use Formal Titles
The board shall try to refer to one another formally during public meetings as
President, Trustee, Administrator, etc. followed by the person’s last name.
B. Use Civility and Decorum in Discussions and Debate
Difficult questions, tough challenges to a particular point of view, and criticism of
ideas and information are legitimate elements of free democracy in action. Board
members shall not be hostile, degrading, or defamatory when discussing a
contentious issue. No shouting or physical actions that could be construed as
threatening will be tolerated. Board members should assume the other members
have the appropriate motives and interest of the public in mind and should not
criticize differing opinions because they believe them lacking in judgment or
improperly motivated. If a member is personally offended by the remarks of
another member, the offended member should make note of the actual words
used and call for a “point of personal privilege” that challenges the other member
to justify or apologize for the language used. The President shall always maintain
control of the discussion.
C. Honor the Role of the President in Maintaining Order
It is the responsibility of the President to keep the comments of the members on
track during public meetings. Trustees should honor the President’s efforts to
focus the discussion on current agenda items. If there is disagreement about the
agenda or the President’s actions, those objections should be voiced politely and
with reason, following parliamentary procedures.
Elected Official Conduct with the Public
In public meetings, making the public feel welcome is an important part of the
democratic process. No signs of partiality, prejudice, or disrespect should be evident on
the part of the individual board members towards an individual participating in a public
meeting. Every effort should be made to be fair and impartial in listening to public
testimony.
A. Be Welcoming to Speakers and Treat Them with Care and Respect
For many residents, speaking in front of the board is a new and difficult
experience. Under such circumstances, individuals may be nervous. Board
members should treat residents with care and respect, committing their full
attention to the speaker. Comments and non-verbal expressions should be
appropriate and respectful.
B. Ask for Clarification but Avoid Debate
Only the President, not other board members, should interrupt a speaker during
a presentation. However, board members may ask for a point of order if the
speaker is off topic or exhibiting behavior lacking in decorum or using language a
member finds inappropriate. Board members may question members of the
public that seek to clarify or expand on a subject but may not debate or criticize.
If a speaker becomes flustered or defensive, it is the responsibility of the
President to calm the speaker and maintain decorum in the meeting. Note: the
“Public Comment” section on each agenda is for the public to speak on items that
ARE NOT on the agenda. Board members should listen respectfully but not
engage in debate with speakers. These comments are limited to five minutes per
speaker. A member of the board may request the topic be placed on a future
agenda for discussion or action.
C. Remember That Fredonia is a Small, Close-Knit Community
Board members are constantly being observed by the community every day that
they serve in office, even in unofficial settings. Their behaviors and comments
serve as models of proper deportment in the Village of Fredonia. Honesty and
respect for the dignity of each individual should be reflected in every word and
action taken by a board member.
Elected Official Conduct with Village Staff
Governance of the Village relies on the cooperative efforts of elected officials who set
policy and the Village staff who implement and administer those policies. Therefor,
every effort should be made to be cooperative and show mutual respect for the
contributions made by each other for the good of the community.
A. Treat all Staff as Professionals.
Board members should treat all staff as professionals. Clear and honest
communication that respects the abilities, experience and dignity of each
individual is expected.
B. Do Not Supersede Administrative Authority
Board members will not give orders to any subordinate of the Village
Administrator, either publicly or privately. Board members will not attempt to
unethically influence or coerce Village staff concerning either their actions or in
their recommendations to the board about personnel, purchasing, awarding
contracts, selection of consultants, or the granting of any village license or
permit. Nothing in this section shall be construed, however, as prohibiting board
members, while in open session, from fully and freely discussing with, or
suggesting to, the department heads any matter pertaining to the Village or it’s
affairs.
C. Do Not Solicit Political Support from Staff
Board members should not solicit any type of political support (financial
contributions, display of lawn signs, name on support list, collection of petition
signatures, etc.) from Village staff. Village staff, as private citizens within their
constitutional rights, may support political candidates, but all such activities must
be done away from the workplace. Photographs of uniformed Village Employees
may not be used in political ads.
2-2 Code of Ethics
PURPOSE
The Village of Fredonia has adopted and implemented a Code of Ethics for its public
officials and employees. Its provisions are reprinted below from Chapter 49 of the
Municipal Code.
§ 49-1 Statement of purpose.
A. The proper operation of democratic government requires that public officials and
employees be independent, impartial and responsible to the people; that
government decisions and policy be made in proper channels of the
governmental structure; that public office not be used for personal gain; and that
the public have confidence in the integrity of its government. In recognition of
these goals, there is hereby established in this chapter a Code of Ethics for all
Village of Fredonia officials and employees, whether elected or appointed, paid
or unpaid, including members of boards, committees and commissions of the
Village, as well as any individuals who are candidates for elective office as soon
as such individuals file nomination papers with the Village.
B. The purpose of this Ethics Code is to establish guidelines for ethical standards of
conduct for all such officials and employees by setting forth those acts or actions
that are incompatible with the best interests of the Village of Fredonia and by
directing disclosure by such officials and employees of private financial or other
interests in matters affecting the Village. The Village Board believes that a Code
of Ethics for the guidance of elected and appointed officials and employees will
help them avoid conflicts between their personal interests and their public
responsibilities, will improve standards of public service and will promote and
strengthen the faith and confidence of the citizens of the Village in their elected
and appointed officials and employees. The Village Board hereby reaffirms that
each elected and appointed Village official and employee holds his or her
position as a public trust, and any intentional effort to realize substantial personal
gain through official conduct is a violation of that trust. The provisions and
purpose of this Ethics Code and such rules and regulations as may be
established are hereby declared to be in the best interests of the Village of
Fredonia.
POLICY
§ 49-2 Definitions.
The following definitions shall be applicable in this chapter.

$5,000 of the outstanding stock of any business.
§ 49-3 Statutory standards of conduct.
There are certain provisions of the Wisconsin Statutes which should, while not set forth
herein, be considered an integral part of any Code of Ethics. Accordingly, the provisions
of the following sections of the Wisconsin Statutes, as from time to time amended, are
made a part of this Code of Ethics and shall apply to public officials and employees
whenever applicable, to wit:
a. Sec. 946.10, Bribery of Public Officers and Employees.
b. Sec. 946.11, Special Privileges from Public Utilities.
c. Sec. 946.12, Misconduct in Public Office.
d. Sec. 946.13, Private Interest in Public Contract Prohibited.
§ 49-4 Responsibility of public office.
Public officials and employees are agents of public purpose and hold office for the
benefit of the public. They are bound to uphold the Constitution of the United States and
the Constitution of this state and carry out impartially the laws of the nation, state and
municipality, to observe in their official acts the highest standards of morality and to
discharge faithfully the duties of their office regardless of personal considerations,
recognizing that the public interest must be their prime concern.
§ 49-5 Dedicated service.
A. Officials and employees should adhere to the rules of work and performance
established as the standard for their positions by the appropriate authority.
B. Officials and employees should not exceed their authority or breach the law or
ask others to do so, and they should work in full cooperation with other public
officials and employees unless prohibited from so doing by law or by officially
recognized confidentiality of their work.
C. Members of the Village staff are expected to follow their appropriate professional
code of ethics. Staff members shall file a copy of such professional ethics codes
with the Village Clerk. The Village Board shall notify the appropriate professional
ethics board of any ethics violations involving Village employees covered by such
professional standards.
§ 49-6 Fair and equal treatment.
A. Use of public property. No official or employee shall use or permit the
unauthorized use of Village-owned vehicles, equipment, materials or property for
personal convenience or profit, except when such services are available to the
public generally or are provided as Village policy for the use of such official or
employee in the conduct of official business, as authorized by the Village Board
or authorized board, commission or committee.
B. Obligations to citizens. No official or employee shall grant any special
consideration, treatment or advantage to any citizen beyond that which is
available to every other citizen. No official or employee shall sue or attempt to
use his or her position with the Village to secure any advantage, preference or
gain, over and above his rightful remuneration and benefits, for himself or for a
member of his or her immediate family.
C. Political contributions. No official shall personally solicit from any Village
employee, other than an elected official, a contribution to a political campaign
committee for which the person subject to this chapter is a candidate or
treasurer.
D. Use of Village stationery. Copies of any correspondence written on Village
stationery shall be filed with the Village Clerk or his designee.
§ 49-7 Conflict of interest.
A. Financial and personal interest prohibited.
1. No official or employee of the Village, whether paid or unpaid, shall
engage in any business or transaction or shall act in regard to financial or
other personal interest, direct or indirect, which is incompatible with the
proper discharge of official duties in the public interest contrary to the
provisions of this chapter or which would tend to impair independence of
judgment or action in the performance of official duties.
2. Any member of the Village Board who has a financial interest or personal
interest in any proposed legislation before the Village Board shall disclose
on the records of the Village Board the nature and extent of such interest;
such official shall not participate in debate or vote for adoption or defeat of
such legislation. If the matter before the Village Board involves a
member's personal interest with persons involved, the member may
participate in debate or discussion and vote on the matter following
disclosure, unless an ordinance or contract is involved; if an ordinance or
contract is involved, such official shall not participate in debate or
discussion and vote on the matter.
3. Any nonelected official, other than a Village employee, who has a financial
interest or personal interest in any proposed legislative action of the
Village Board or any board, commission or committee upon which the
official has any influence or input or of which the official is a member that
is to make a recommendation or decision upon any item which is the
subject of the proposed legislative action shall disclose on the records of
the Village Board or the appropriate board, commission or committee the
nature and extent of such interest. Such official shall not participate in
debate or discussion or vote for adoption or defeat of such legislation.
4. Any Village employee who has a financial interest or personal interest in
any proposed legislative action of the Village Board or any board,
commission or committee upon which the employee has any influence or
input, or of which the employee is a member, that is to make a
recommendation or decision upon any item which is the subject of the
proposed legislative action shall disclose on the records of the Village
Board or the appropriate board, commission or committee the nature and
extent of such interest.
B. Disclosure of confidential information. No official or employee shall, without
proper legal authorization, disclose confidential information concerning the
property, government or affairs of the Village, nor shall such information be used
to advance the financial or other private interest of the official or employee or
others.
C. Incompatible employment. No official or employee shall engage in or accept
private employment or render service, for private interest, when such
employment or service is incompatible with the proper discharge of his or her
official duties or would tend to impair such official or employee's independence of
judgment or action in the performance of his or her official duties, unless
otherwise permitted by law and unless disclosure is made as hereinafter
provided.
D. Gifts and favors.
1. No official or employee shall accept or offer to accept anything of value
from any person who, to his or her knowledge, is interested directly or
indirectly, or is seeking an interest, directly or indirectly, in any manner
whatsoever in business dealing with the Village, or from any person who
conducts activities which are regulated by the Village, or from any person
who has interests which may be substantially affected by actions of the
Village.
2. No official or employee shall accept or offer to accept anything of value
that may tend to influence such official or employee in the discharge of his
or her duties, or grant in the discharge of his or her duties any improper
favor, service, or thing of value.
3. Gifts received under unusual circumstances should be referred to the
Village Board within 10 days for recommended disposition.
4. An official or employee is not to accept hospitality if, after consideration of
the surrounding circumstances, it could reasonably be concluded that
such hospitality would not be extended were it not for the fact that the
guest, or a member of the guest's immediate family, was a Village official
or employee. Participation in celebrations, grand openings, open houses,
informational meetings and similar events are excluded from this
prohibition. This paragraph further shall not be construed to prevent
candidates for elective office from accepting hospitality from citizens for
the purpose of supporting the candidate's campaign.
E. Representing private interests before Village agencies or courts.
1. Nonelected Village officials and employees shall not appear on behalf of
any private person (other than him- or herself, his or her spouse or minor
children) before any Village agency, board, commission or committee of
which the official or employee is a member or has any jurisdiction,
discretion or control over the matter which is the subject of such
representation.
2. Elected Village officials may appear before Village agencies on behalf of
constituents in the course of their duties as representative of the
electorate or in the performance of public or civic obligations. However,
the disclosure requirements of Subsection A above shall be applicable to
such appearances.
F. Ad hoc committee exceptions. No violation of the conflict of interest restrictions of
this section shall exist, however, where an individual serves on a special ad hoc
committee charged with the narrow responsibility of addressing a specific issue
or topic in which that individual, or the employer or a client of that individual, has
an interest so long as the individual discloses to the Village Board that such
interest exists.
G. Contracts with the Village. No official or employee who, in his or her capacity as
such officer or employee, participates in the making of a contract in which such
officer or employee has a private pecuniary interest, direct or indirect, or
performs in regard to that contract, some function requiring the exercise of
discretion on the part of such official or employee, shall enter into any contract
with the Village unless:
1. The contract is awarded through a process of public notice and
competitive bidding;
2. The contract or activity is exempt from or otherwise deemed appropriate
by § 946.13, Wis. Statutes;
3. The Village Board waives this requirement after determining that it is in the
best interest of the Village to do so.
2-3 VILLAGE BOARD - VILLAGE ADMINISTRATOR RELATIONS
PURPOSE
The Village Board and the Village Administrator share responsibility for working together
to provide effective leadership for the Village. Accordingly, the Village Board and Village
Administrator likewise share responsibility for the goal of developing and maintaining a
productive, mutually respectful working relationship. While the Village Board’s and the
Village Administrator’s leadership roles are different, they are complementary and
involve a degree of overlapping duties and responsibilities.
POLICY
As the elected representatives of the community and as the highest-level governing
authority of the Village, the Village Board’s primary leadership role involves establishing
the Village’s mission, goals, strategic priorities, governance policies, and adopting
annual budgets, and then providing the necessary support, oversight, and advocacy to
foster and monitor their proper implementation. As a highly-skilled public sector
professional and as the Village Board-selected chief administrator, the Village
Administrator’s role includes:
1. Prudently leading and managing the Village’s departments, programs, and
operations on a day-to-day basis in a manner which implements and is
consistent with the Village Board’s governance decisions;
2. Assisting the Village Board in performing its governance role, including by
making significant contributions to the establishment of the Village’s goals,
priorities, policies, and budgets;
3. Overseeing the design, implementation, and review of programs, services, and
projects within the Village; and
4. Setting the expectations and accountability structures for other staff members
which the Village Administrator will ultimately use to demonstrate his/her own
accountability to the Village Board.
The Village Administrator and Village Board will work to develop, and refine as needed,
their shared understanding regarding:
1. their respective roles;
2. The extent, methods, and timing of communication between the Village Board
and the administration; and,
3. Especially where not otherwise definitively addressed by applicable law or by
existing policies and procedures, their respective spheres of decision-making
authority.
When either the Village Board or the Village Administrator has concerns regarding
the effective functioning of the governance team, each is expected to identify those
concerns to the other members of the governance team and to attempt to identify
appropriate means by which the governance team can address those concerns. An
important primary, but not exclusive, means for the Village Board to bring such
issues to the attention of the Village Administrator is through the performance
evaluation process. The Village Board shall be responsible for the for the Village
Administrator’s evaluation, including determining the specific criteria and procedures
it will use in assessing the Village Administrator’s performance. The Village
President shall work with the Village Administrator to ensure that sufficient meetings
are scheduled so that the evaluation process can reach its conclusion in a timely
fashion.
2-4 Remote Participation and Recording of Board and Committee Meetings
PURPOSE
The intent of this policy is to establish clear guidelines on the practice of remote
participation by Village boards and committees under the Open Meeting Law and to
sustain the expectation that all open meetings of Village officials shall be recorded and
posted to a publicly accessible platform.
While all members of Village boards and committees should try to attend meetings in
person, the Village Board of Trustees seeks to promote greater participation in
government meetings by allowing members to participate remotely when certain specific
circumstances prevent them from being physically present.
POLICY
A. Remote Attendance. It is the policy of the Village of Fredonia that a member of
the Board of Trustees, which is subject to the provisions of the Open Meetings
Act, may attend and participate in any open or closed meeting of the Village of
Fredonia Board of Trustees from a remote location via telephone, video or
internet connection, provided that such attendance and participation is in
compliance with this policy and any other applicable laws.
B. Prerequisites. A member of the Village of Fredonia's Board of Trustees shall be
provided the opportunity to attend an open/closed meeting from a remote
location if the member meets that following conditions;
1. The member must notify the recording secretary or clerk of the Board of
Trustees at least forty-eight (48) hours before the meeting unless advance
notice is impractical;
2. The member must meet one of three reasons described herein why he or
she is unable to physically attend the meeting, including either: (1) that the
member cannot attend because of personal reasons; (2) the member
cannot attend because of employment purposes or the business of the
Village of Fredonia, or (3) the member cannot attend because of a family
or other emergency; and
3. A quorum of the Board of Trustees must be physically present.
4. A backup plan must be in place in case of technical difficulties.
5. Remote attendance is allowed for only 25% of scheduled meetings per 12-
month period.
C. Quorum. A quorum must be established by members physically present at any
meeting. For the meeting to continue there shall always need to be a quorum
physically present.
D. Voting Procedure. A roll call vote of the Board of Trustees shall be taken, voice
vote is not allowed when one or more members are attending remotely.
E. Contingencies
1. If remote attendee is to give a committee report, reports or discussion
materials shall be given to the Village President in advance in case of
technical difficulty.
2. If remote attendee is present at time the meeting is called to order, but
then loses contact, that person shall be deemed present.
3. Safety must be considered. Remote attendee must not be driving or in
other unsafe situations.
4. In the case of a closed session, the remote attendee must be in an area
where privacy can be maintained equal to that of the board room.
F. Minutes. The member participating remotely shall be considered an off-site
participant and counted as present by means of video or audio conference. The
meeting minutes of the Village of Fredonia shall also reflect and state
specifically whether each member is physically present, present by video, or
present by audio means.
G. Recording of Meetings: All open meetings of the Village of Fredonia’s boards,
committees and commissions shall be recorded and posted to a publicly
accessible platform as soon as practicably possible after the meeting.

Item Description: State of WI Parks Grant for Freedom Park Amenities
Report Prepared By: Admin Jenkins
Report Date: 5-5-26 Meeting Date: 5-7-26
Strategic Priority?
o Smart Residential, Industrial, or Commercial Growth
o Responsible Fiscal Priority
o Supports Public Safety and Infrastructure
o Encourages Open Communication and Collaboration
o Strong Sense of Community
Fiscal Summary: $272,198
Budget Line Item: N/A
Wisconsin Statute or Local Ordinance: N/A
Background Analysis: In partnership with Stantec, the Village of Fredonia is pursuing State of
Wisconsin grant funding through multiple programs to support the construction of a restroom and
concession stand facility at Freedom Park, with an optional component for pavilion rehabilitation.
This would add permanent bathroom facilities and concession/serving station to the park and
replace the pavilion structure whose canvas roofing has become a nightmare to maintain and
install/takedown.
Staff Comments: This grant opportunity is significant, as it could fund up to 50% of the total
estimated costs for engineering, utilities, and construction, currently projected at $544,396. If
awarded, the Village would have until 2029 to utilize the funds, allowing time to pursue fundraising
efforts and/or incorporate the remaining project costs into the Capital Improvement Plan (CIP).
While this project is not identified as an immediate infrastructure priority, it represents a valuable
opportunity to leverage outside funding for a community amenity. Stantec, as a project partner,
would assist with engineering services and the request for proposals (RFP) process.
Approval of this resolution would authorize the Village to formally accept and pursue these grant
funds if awarded.

Item Description: “Real Colors” Assessment from UW-Extension/Strategic Priorities Revisit
Report Prepared By: Admin Jenkins
Report Date: 5-5-26 Meeting Date: 5-7-26
Strategic Priority?
o Smart Residential, Industrial, or Commercial Growth
o Responsible Fiscal Priority
o Supports Public Safety and Infrastructure
o Encourages Open Communication and Collaboration
o Strong Sense of Community
Fiscal Summary: N/A
Budget Line Item: N/A
Wisconsin Statute or Local Ordinance: N/A
Background Analysis: The University of Wisconsin–Extension Office through Ozaukee County,
led by Dr. Paul Roback, offers complimentary services to municipalities, including the “Real Colors”
team-building assessment. This program provides insight into communication styles and team
dynamics. It also presents an opportunity to revisit the Village’s current strategic priorities to ensure
alignment with the present composition of the Village Board.
Staff Comments: Approximately one year ago, I discussed with Dr. Roback the potential of
facilitating this assessment for both elected officials and staff. The goal is to better understand
individual communication strengths and areas for improvement, ultimately fostering stronger
collaboration across the organization. I propose conducting a session that includes the full Village
Board, Department Heads, and full-time staff to ensure broad representation and maximize the
benefit of the exercise.
Following completion of the assessment, it would be beneficial to revisit the Village’s mission
statement, vision statement, and strategic priorities. These were last reviewed in Summer 2023,
and since that time there has been turnover on the Board, with only Trustee Abegglen and myself
remaining from that process. As such, it is appropriate to confirm whether the existing statements
still reflect the Board’s goals or to update them as needed.
These guiding principles directly influence daily operations, including Board action items, staff
reporting, and internal decision-making. Ensuring they accurately reflect the current Board’s
priorities is essential to maintaining alignment and effectively guiding the Village’s future direction.

Action Requested: Consensus to move forward
