a) Discussion and Possible Action on Resolution 2026-02: A Preliminary
Resolution Declaring Intent to Exercise Special Assessment Police
Powers Pursuant to Wis. Stat. 66.0703 for Improvements Including the
Installation of Sidewalks on Washington Ave.
The Village plans to replace certain sections of sidewalk as part of the
VILLAGE OF FREDONIA
Find Your Moments Here
reconstruction of Washington Ave. Administrator Jenkins shared that
Village code requires sidewalk to be installed on one side of each street.
The Village has, in the past, exercised its authority to assess property
owners for the cost of sidewalk installation or replacement. Clerk Johnson
found references to an internal policy that prescribes a 50% cost share
between affected residents and the Village but was unable to locate the
actual policy. Strand Engineering prepared a preliminary report that
includes the scope and cost of the sidewalk replacement and details the
cost burden to each of the property owners. The cost breakdown has a
50% split with the Village, as that is the approximate amount of sidewalk in
the Village right-of-way. Treasurer Upson detailed the repayment options
available to residents: payment in full or a five-year repayment plan at 2%
interest. Trustee Syring and Trustee Van Roo agreed that if the Village
wants to install sidewalk, the Village should pay for that sidewalk. Trustee
Abegglen stated that he agreed it is unfair to burden individual residents
with the cost of sidewalk replacement. Resident Anne Redmond asked for
and was granted permission to make a comment. She stated that
residents on N. Wilson Street are still paying off their special assessments
from that reconstruction project. She felt those residents would be very
frustrated that they had to pay for their sidewalks when other residents
may not held to the same standard. Trustee Franck agreed that a
precedent had been set by previous boards. President Lenz was
concerned that precedent would be undone. Trustee Syring said there is
now a different board in place that can make their own decisions on what
they feel is best for the residents. He advised trustees not to lean on
precedent. Trustee Abegglen stated the previous board had a similar
conversation and the 50/50 cost sharing was a compromise between the
board members. He acknowledged the current board is a very different
board than the one that implemented the N. Wilson St. special
assessment. President Lenz would not fault the residents of N. Wilson St.
for their frustration.
Motion to Approve Resolution 2026-02: A Preliminary Resolution
Declaring Intent to Exercise Special Assessment Police Powers
Pursuant to Wis. Stat. 66.0703 for Improvements Including the
Installation of Sidewalks on Washington Ave made by Trustee Syring.

Levying Of Special Assessments for Sidewalk Improvements Associated
with the Reconstruction of Washington Avenue.
Item passed over.
c) Discussion and Possible Action on the Developers Agreement with
Hillcrest Builders. This topic may necessitate a closed session discussion.
Administrator Jenkins stated it was appropriate to adjourn into closed
session because the Village continues to actively negotiate the developers
agreement with Hillcrest Builders.

a. Discussion and Possible Action on 2026 Events
i. Tuesday Tunes- Chairwoman Eippert reviewed schedule of

that this event continues to grow and is supported well by the
community through sponsorship and involvement. Mr. Syring
reminded the Committee that Village officials are needed as well for

She mentioned residents might be traveling that weekend and is
unsure of turnout. The Committee will continue to discuss this as
we move forward.
iii. MUDonia Kids Mud Run- Mr. Gehrke reviewed the revenues and
expenses of the Mud Run event and highlighted that the
registrations cover what our expenses are. Mr. Syring asked why
not lower the initial registration fee to $25, closer to covering
expenses? Mr. Gehrke commented that the revenues from events
like this help to supplement other events throughout the village’s
operations. Chairwoman Eippert added that these have been the
rates from the past as well. She also said that her family can cover
the banner. Mr. Syring added he’ll reach out to his employer on

Village Administrators Report
1. Smart Residential, Industrial, and Commercial Growth
The Village received its first official application for the “Fredonia First” incentive
program tied to new residential construction at 476 N. Milwaukee Street. This served as a
successful trial run of the program and provided an encouraging early testimonial, as the
incentive directly influenced the resident’s decision to build in Fredonia.
Residential growth continues along N. Milwaukee Street, with additional foundations
underway and near completion of the first Hillcrest condo unit. Ongoing discussions with
Hillcrest Builders resulted in a draft developer’s agreement being brought forward for Village
Board consideration, marking a key step toward advancing this development.
Paulsen Mechanical received early state approval and quickly moved into permitting and
construction. Nine Ladies Dancing officially broke ground and began site work, while materials
have begun arriving for multiple industrial projects. Laura Logan is advancing plans for her
storage unit development, and several additional prospective developments have emerged for
remaining industrial land.
The Village also continued to position itself for long-term growth through collaboration
with Neumann Development, which is preparing conceptual plans for potential residential
expansion on the Ansay farmland. Regional housing discussions through the “Movers and
Shakers” group further reinforced the Village’s proactive approach to addressing housing
opportunities.
2. Responsible Fiscal Policy
A key accomplishment this month was the completion and submission of a Congressional
Spending grant application for a future fire truck purchase. This represents a significant
opportunity to offset a major capital expense. Staff continued working closely with financial
advisors at Ehlers, reviewing refunding opportunities in response to interest rate changes and
advancing planning for capital improvement financing. A conditional loan package was also
finalized to support equipment purchases and infrastructure projects, with careful consideration
given to minimizing taxpayer impact.
Treasurer Upson worked through final audit questions for FY2025, with the audit report
anticipated in the coming months. Quarterly utility billing was completed and distributed
alongside Village newsletters, improving communication efficiency while reducing mailing
costs.
Additionally, a recent change in State law increasing municipal court revenue allocations
will provide modest financial relief to local governments – an effort supported through regional
collaboration.
3. Support Public Safety & Infrastructure
Reconstruction of Washington Avenue is now fully underway, with Mueller Excavating
mobilizing quickly to begin asphalt removal and utility replacement. Despite minor weather-
related delays, progress continues with an aggressive construction schedule. Staff have also
maintained strong communication with affected residents, ensuring transparency throughout the
project.
DPW crews remained highly active, responding to a watermain break on N. Milwaukee
Street, completing snow removal operations, performing street sweeping, clearing catch basins,
and conducting park and storm cleanup. Crews also supported election setup, continued water
system maintenance, and participated in training exercises to enhance operational readiness.
The Fire/EMS Collaboration Study was formally presented to the community, identifying
opportunities for improved regional coordination, including shared equipment, training, and
potential future service models. Internally, Administration continues to work with the new EMS
Captain to strengthen operations and communication.
Public safety efforts also extended to addressing scam activity targeting residents. Staff
coordinated with law enforcement to investigate and implemented improved communication
practices to better protect the public.
4. Encourage Open Communication & Collaboration
Regional collaboration remained active through participation in the Ozaukee County
Administrators group and ongoing coordination with neighboring municipalities on shared
services and funding strategies. Community communication efforts were highly visible this
month – Village newsletters were distributed with utility bills, providing residents with project
updates and election information. The “It Takes a Village” video series continued with a new
episode highlighting parks and recreation operations.
Staff also engaged in long-range planning discussions, including coordination with
Ozaukee County on their upcoming comprehensive plan update, which will inform future
Village planning efforts. Internally, collaboration remained strong across departments, from
election preparation and administration to capital planning and policy development.
5. Strong Sense of Community
The Spring Election was successfully administered, with 600 ballots cast and all results
accurately verified and certified. Staff supported both in-person absentee voting and Election
Day operations, ensuring a smooth and transparent process. Following the election, onboarding
efforts began for newly elected and returning officials, and appointments to boards and
committees are underway. Thank you to our wonderful election team for conducting a successful
process!
The State of the Village Address, delivered by President Lenz, provided an opportunity to
reflect on accomplishments, outline future goals, and reinforce the Village’s commitment to
transparency and progress.
Parks and recreation programming continues to thrive, with Tuesday Tunes fully planned
and supported, MUDonia registration open, and additional summer events taking shape. Strong
sponsorship support and volunteer engagement highlight the community’s generosity!
Additional community-focused efforts included EMS blood pressure clinics, the Fire
Department’s annual appreciation event, and continued resident interactions – such as assisting
with water service issues and responding to community needs.
~Congrats to our newly elected and returning Trustees! I look forward to working with the new
7-member Board!
Thank you,
Christophe E. Jenkins, MPA

concern. These licenses should be approved contingent upon the relinquishing of the existing

As requested by Village Hall, I conducted a background check into the new owner of
Fredonia Mobil, Eric Liniewski. Nothing was noted that would be prohibitive or
concerning in regards to that or in issuing him the required licensing.
It should be noted, that I have interreacted him in his prior position as manager, and I
anticipate no problems with him moving forward.
Related to this, I also conducted a background check on David Patino for a server permit
at Fredonia Mobil and discovered no disqualifying issues.

Fiscal Summary: Revenues in sales of fermented malt beverages
Budget Line Item: N/A
Wisconsin Statute or Local Ordinance: Wis Stat 125.06(6)
Background Analysis:
The Village of Fredonia hosts a summer music series, Tuesday Tunes, at Freedom Park. For the
2024 and 2025 series, the Village Board authorized the sales of fermented malt beverages by a
local non-profit partner via a Temporary Class “B” license. For the 2026 series and beyond, Village
staff would like to purchase fermented malt beverages and retain revenues associated with the
sale. These events are self-sustaining, funded by generous donors and the revenue from alcohol
sales. Taxpayer dollars are not used to support these events.
-Administrator Jenkins
Staff Comments:
Wis Stat 125.06(6) provides an exemption from licensing for the sale of fermented malt beverages
in any public park operated by the municipality if municipal officers or employees are making the
sale. I recommend that municipal officers or employees take ServeSafe training before engaging in
the sale of alcoholic beverages.
