Village Administrators Report
1. Smart Residential, Industrial, and Commercial Growth
The Village continued pushing Hillcrest, receiving and reviewing a redlined developer’s
agreement. Staff worked closely with legal counsel and the developer to refine terms, with the
goal of bringing the agreement forward for Village Board consideration in early April. We also
began engagement with prospective developer - Neumann Builders.
Industrial growth saw tangible momentum as Greasezilla reached a purchase agreement
for the 755 Tower Drive property. This project is expected to move into site cleanup and
redevelopment phases, representing a strong addition to the industrial park. Interest in available
industrial space also continues, including a new inquiry regarding potential tenancy within TID
#3. Construction activity remains visible, highlighted by the near completion of the second
Gasiorowski building in the industrial park.
The Village also collaborated with the DNR and property owners on a community
planning grant related to the Northern Neuens property, further positioning the area for future
development opportunities. Additionally, the Village successfully resolved a long-standing
zoning issue at 415 Fredonia Avenue, allowing the property owner to move forward.
2. Responsible Fiscal Policy
Staff advanced work on a congressional funding request for a future fire truck purchase,
refining project details and building support ahead of the submission deadline. Additional grant
applications were submitted through AARP, including funding for pedestrian safety
improvements and a potential community app, with award announcements expected in May.
The Village also secured a loan package through Port Washington State Bank, supported
by financial advisors at Ehlers, to fund key capital projects including Washington Avenue
reconstruction and equipment purchases. While the structure includes a modest short-term mill
rate increase, options are being evaluated to offset this impact through existing fund balances.
Treasurer Upson continued strengthening internal financial operations by advancing the
accounts receivable system, preparing state reporting documentation, and implementing a new
Employee Trust Fund (ETF) portal to streamline employee benefit management.
VILLAGE OF FREDONIA
Find Your Moments Here
The Village also successfully completed all required federal ARPA reporting, closing out
compliance requirements from prior funding cycles, and five year of reporting!
3. Support Public Safety & Infrastructure
Planning continues for the Wastewater Treatment Plant upgrade, with engineering work
underway and a project timeline targeting construction in early 2027. In the near term, the
Village is moving forward with pedestrian safety improvements, including RRFB crosswalk
installation at Fredonia Avenue and S Wilson.
Public Works crews remained active transitioning from winter to spring operations.
Efforts included street sweeping, cold patching, park cleanup following winter storm damage,
equipment maintenance, and infrastructure repairs such as water meters, wastewater plant
components, and landscaping restoration. The team also responded proactively to ongoing
equipment needs, preparing snow equipment for late-season events while continuing to evaluate
long-term replacement planning.
From a public safety standpoint, staff completed CPR certification training, enhancing
emergency preparedness across departments. Leadership also engaged with insurance
representatives to better understand ISO ratings and their impact on fire protection services and
community insurance costs – informing future equipment decisions, as we review the Fire/EMS
Collaboration study.
4. Encourage Open Communication & Collaboration
Staff met with legal counsel to review ongoing projects, ordinances, and development
agreements, as we transition to a new municipal attorney. Continued participation in the Ozaukee
County Administrators group reinforced collaboration on shared services and regional priorities,
including housing initiatives. The Village also worked closely with Verizon/Frontier to ensure
full coverage in their upcoming fiber expansion project.
Efforts to modernize internal systems continued, including progress toward completing
the Village website migration. Additionally, new internal policies regarding Artificial
Intelligence (AI) use were drafted to guide responsible implementation of emerging
technologies.
5. Strong Sense of Community
Village Hall held a candidate forum hosted by the Mid-Moraine Municipal Association,
providing residents an opportunity to hear directly from candidates ahead of the Spring election.
Election preparations continued with ballot testing, inspector training, and distribution of
absentee ballots, ensuring a smooth and transparent process.
Parks and recreation planning is well underway for the summer season, with strong
sponsorship support and community involvement. The Village also continued pursuing
enhancements to Marie Kraus Park, including a potential pavilion project supported by
community partners.
Thank you,
Christophe E. Jenkins – Village Administrator

Water
Monthly reports to the DNR completed. Water Lab did its annual proficiency testing for the state in
February and passed all tests. DNR was out for the water system inspection that occurs every 3 years in
February and first ever the utility recorded no deficiencies. Had a watermain break on Martin and
Hickory. Water was back on within 2 hours. 2026-meter replacement goal is 60 meters. 6 are done
already and 3 more are scheduled.
Wastewater
Monthly reports submitted to the DNR. Lab testing was submitted and all tests were passed. The
thermostat in the bar screen room broke and had to be replaced. The primary clarifier was fixed by a
contractor that found parts for the 45-year-old equipment. The divider gate that broke in December was
repaired. The primary has 4 waste lines that empty into the tank and one that was plugged from the
gate being broken was jetted and opened back up. Met with Strand at the WWTP to go over 30% design.
Parks
A few trees fell over at oak Park that were chipped up. With the high winds and blizzard-like conditions,
only a few parks and street trees were noted to have damage. Getting equipment ready for spring and
sports to start.
Streets
Salting and a few plowings, and with the latest and one of the bigger snow events that just occurred, no
equipment repairs or breakdowns noted. Both watermain breaks were cold patched. Staff have been
cold patching trying to keep up with the thaw/freeze cycle.
Director
Working with the county on schedule for paving.

April 7, 2026 Spring Elecon and Special Elecon
• Electors with an absentee ballot request on file were sent a ballot on March 11, 2026.
Subsequent requests will be sent ballots within 24 hours of receipt.
• Chief Inspectors atended Deescalaon Training and we updated our Elecon Day Emergency
Plan ulizing techniques they learned.
• We visited Forest Haven to conduct in-person absentee vong on March 17 and March 18 and
made contact with each of the voters with absentee requests on file. It was one of our busiest
visits: there were many new residents to meet with. It’s always such a treat to spend me there!
• I conducted our final Poll Worker Training for 2026 with a few Town and Village Inspectors who
missed the first round of trainings. Our team is ready to roll!
• I completed the elecon day schedule and assignments.
• IPAV begins March 24.
• The polls are open from 7:00AM-8:00PM on Tuesday, April 7, 2026 at 242 Fredonia Ave,
Fredonia WI, 53021.
Miscellaneous:
• Work connued on the applicaon to receive Congressionally Directed Spending funds to help
offset the cost of purchasing a new fire truck. The applicaon was sent in on Thursday.
• I am working with tax-exempt property owners to meet their biennial reporng obligaons. The
required forms must be returned to me by March 31, 2026.
• Another cycle of alcohol licensing looms. The forms, updated in 2024, have been updated again
in an effort to simplify the process for applicants. The new forms are sll complicated (and some
even longer!) so I ancipate working closely with our applicants to ensure we have proper
documentaon prior to Board consideraon. The updated forms include the several new types
of licensing opons that applicants can choose from. Our recently updated Intoxicang Beverage
ordinance addresses each of the changes, so I am ready to meet any type of applicaon with
confidence. Packets will be mailed towards the end of the month.
• We have executed the contract with Mueller Excavang for the reconstrucon of Washington
Ave.
Daily Operaons:
• The Spring Newsleter was completed a week early. Thanks to those who contributed!
• All the usual responsibilies: resident phone calls, building permits, welcome packets to new
residents, processing late ulity payments, website updates, agenda development, minutes etc.

Wisconsin Statute or Local Ordinance: Addition to Zoning Code
Background Analysis: Having a minimum lot sized 1/2 to 1/4 of the current minimum would be
economically appealing and affordable for young families. This would also attract investors who
want to own real estate for themselves or for rent. The idea would be to have designated micro
residential lots for trailer parks and mini homes. It could serve as multi-purpose for small & medium
business uses also. – Trustee Van Roo
Staff Comments: Currently in our Ordinances, the smallest single-family residential zoning districts
are:
RS-2: Lot Size Min. 11,500 sq ft and Min. Dwelling of 1,350 sq ft
RS-3: Lot Size Min. 8,000 sq ft and Min. Dwelling of 1,080 sq ft (Not allowable to be created
anymore per Village Ordinance)
Other communities are exploring changing lot size minimums to encourage “affordable housing”
initiatives. Keep in mind that just because a zoning district is available, doesn’t mean it’s utilized. A
willing developer would need to find it profitable to build at the sizes allowed. Some communities
also offer “accessory dwelling” for things like tiny homes, which allow for separate dwelling spaces
in addition to a primary home.
Creating a new zoning district is not a small task - it requires updates to our Zoning Code,
Comprehensive Plan, County Zoning maps, and GIS. And as such, there are multiple steps of
review and consideration before full adoption.
If the Village Board wishes to proceed with exploring this topic, a general idea of lot size and
dwelling size goals would be a valuable starting place for the Plan Commission to discuss.
