Applicant: Hannah Cholip Agent: Adam DeGroot, Parish Survey and Engineering Address: 415 Fredonia Ave Administrator Jenkins reminded the Commission that this is Ms. Cholip’s second application to restructure her properties to meet the parcel requirements of the RS-3 Single Family Residential zoning district. President Lenz stated rezoning the commercial parcel disrupts the Village’s Comprehensive Plan. Commissioner Franck pointed out that Ms. Cholip’s neighbor, a business owner, noted the house has always been rented out as a residence. The parcel behind the proposed residential property would remain commercial. Commissioner Franck stated the parcel could be reverted to commercial zoning in the future. Commissioner Weiland observed that the Village has, in the past, rezoned properties from commercial to residential that shouldn’t have been. She would like to see the property stay commercial. Schmitt Construction Co. Address: 712 Innovation Drive, Fredonia, WI 53021 Motion to Approve 9 Ladies Dancing Site Plan, With Phase Two Landscaping to be Completed in Phase One with High-Visibility Plantings made by Chairman Lenz. Seconded by Commissioner Weiland. Administrator Jenkins said the PC approved the original site plan last fall. They are back again requesting to enlarge the parking lot. Village code requires lots with more than 20 spaces require 600 sq ft of internal landscaping. The Commission previously approved land scaping on the exterior perimeter of the lot. Jos. Schmidt Construction Co. plans to pave the parking lot in two phases, and request that landscaping is not required until Phase Two. Administrator Jenkins said this request would not follow Village ordinance. Trustee Franck asked for the timeline for Phase Two completion. The representative stated there is no commitment currently to a timeline or even to build phase two at all. Landscape islands add to the beautification of the Village, but more importantly provide traffic control. Given that the client base for this business is primarily children, Administrator Jenkins hopes that the Commission considers safety first. Commissioner Redmond asked why the exterior landscaping strip would not be installed in Phase One. Administrator Jenkins speculated that cost could be a factor. President Lenz stated the exterior landscaping does not satisfy the ordinance requirement but could when Phase Two is completed. Commissioner Franck thought the interior island would not be necessary until the expansion of Phase Two. Commissioner Winker asked if the architect considered any alternatives. The representative stated the plan adds ten spaces to the parking lot and meets the current needs of Nine Ladies Dancing. The site original plan had previously been approved as presented. He requested the Board consider what they had already approved at last fall’s meeting. Passed by 6-0 voice vote. d) Discussion and Possible Action on Shed Permit Application for a Corner Lot. Applicant: Mason & Bethany Kohlhapp Agent: Same Address: 544 Fir Street, Fredonia, WI 53021 Administrator Jenkins said that any accessory structure on a corner lot requires Planning Commission approval. He has reviewed Mr. Kohlhapp’s application and has no concerns. Motion to Approve Shed Permit Application from Mason Kohlhapp, Address: 544 Fir St, Fredonia, WI 53021 made by Commissioner Franck. Seconded by Commissioner Redmond. Passed by 6-0 voice vote. 7. Correspondence: none 8.
