VILLAGE OF FREDONIA
Find Your Moments Here
a) Motion to Approve Ordinance 2026-01: Pertaining to Membership of
Ethics Committee made by Trustee Franck.
Seconded by Trustee Eippert.
Administrator Jenkins reminded the board this was the second reading of
the ordinance update. He shared it’s been difficult to fill the committee and
was hopeful that by changing the make-up to three members and one
alternate. Trustee Abegglen asked if there were any conflicts with state
statutes by making the change. Administrator Jenkins said there is no
conflict.
Passed by 6-0 voice vote.
b) Discussion and Possible Action on Project 2026-01 Reconstruction of
Washington Ave.
Administrator Jenkins shared that Strand Engineering had facilitated the
bid opening that morning. Strand had initially budgeted $570,000 for the
road, underlying utilities, and stormwater work and that is the amount
approved in the 2026 budget. Administrator Jenkins was pleased to share
the lowest bidder, Mueller Excavating at $396,000. He broke down the
expense between the appropriate funds: $173,000 from the General Fund,
$109,000 from the Water Utility, and $117,000 from the Sewer Utility. He
added a 5% contingency and 5% fee for engineering services.
Motion to Award Project 2026-01: Reconstruction of Washington Ave
to the Lowest Bidder, Mueller Excavation, Not to Exceed $435,636.00
made by Trustee Franck.
Seconded by Trustee Abegglen.
Passed by 6-0 voice vote.
c) Discussion and Possible Action on the Emergency Replacement of a 2006
Sterling Snowplow Truck with Salter.
Director Paulus explained the Village has two plow trucks with salters.
During a snow event, they each do half the Village. The 2006 Sterling has
had many issues since the beginning of the winter season, including
brakes, hydraulics, head gasket issues, right up to today’s snow event
when the truck broke down while salting and had to be taken to Ozaukee
County because of blown hoses and a salter issue. The replacement
purchase was originally slated for 2024, pushed to 2026, and when the
purchase of new loader was prioritized, so was the replacement plow truck
to the 2028 CIP. Director Paulus explained when there is only one
functioning plow truck, it takes ten hours to salt the entire Village. He
shared that Trustee Van Roo instructed him to reach out to private
contractors to price out the cost of a contract to plow the Village. Director
Paulus didn’t have much luck: the contractors weren’t interested in an on-
call relationship and additionally didn’t have the right equipment to salt the
Village. The Village would also be responsible for the damage to private
contractors’ equipment. He checked with two other municipalities and
Ozaukee County – they were willing to help but had to take care of their
own jurisdictions first. Ozaukee County currently has room in their
schedule to build out a plow truck, which is less expensive and more
convenient than an outside contractor. March 31st is when new emissions
standards go into effect, which could add $10-$30K to the cost of a truck.
He said the quotes he received are under what he earmarked in the 2026
budget, but acknowledged it’s an expensive, unbudgeted purchase.
Director Paulus added that the truck is used primarily in water main breaks
and to haul material like gravel, sand and mulch. He said the pick-up
trucks with plows are not built to plow roads with manhole covers and
valve boxes. Director Paulus requested purchasing the custom truck now
to be received in September, then send it to Ozaukee County to be built
out with the salter, plow attachments and accessories. The Village would
receive the truck in late fall, in time for the 2026-27 winter season. Trustee
Van Roo asked to see quotes from private contractors to get the Village
through to 2028, when the purchase has been budgeted. Trustee Franck
said if they delayed, the Village would be purchasing the same truck and
still have all the same problems between now and 2028. Trustee Abegglen
stated the truck would be $30,000 more in 2028. Trustee Eippert liked that
the County was a convenient choice for the build out. President Lenz
asked Administrator Jenkins what financial options the Village had to
purchase the truck. Administrator Jenkins stated that if the Board wished
to move forward, they could either add the expense of the truck to the
upcoming bonding package and place the burden onto the debt levy or, in
an emergency, choose to pay in cash from reserves: approximately
$81,000 from the General Fund, $135,000 from the Water Utility, and
$54,000 Sewer Utility. He said the Board has been diligent in building up
the Village’s reserve fund balances to an amount that is both healthy and
matches the Village’s Financial Policy. Recent audit reports confirm the
Village still hasn’t gotten to that point. Preliminary 2025 financial reviews
indicated that the fund balance will grow by $110,000. Purchasing the
truck with these funds will deplete the General Fund balance by $81,000,
leaving a fund balance carry over less than had been planned on. If the
Board wishes to purchase the truck, Administrator Jenkins advises paying
in cash, instead of levying the debt onto the tax base. He said if the Board
is not in favor of purchasing a truck, then he recommends bolstering the
equipment replacement fund to offset anticipated repair costs. The Board
discussed various cost scenarios if they choose to delay the purchase.
Director Paulus would earmark $350,000 if the truck would be purchased
in 2028. He would like to save the brine tank and salter from the existing
truck. Director Paulus estimated resale price at $10,000. Administrator
Jenkins advised putting any resale revenue into the equipment
maintenance line item to offset the expense of repairs already done. After
much discussion, the Board directed Director Paulus to obtain quotes from
private contractors for snow removal and to report on the truck’s most
recent mechanical issues. No action was taken.
d) Discussion and Possible Action on the Purchase of Parcel Number 09-
050-06-24-008. This topic may necessitate a closed session discussion.
Administrator Jenkins stated it was appropriate to adjourn into closed
session because the Village continues to negotiate the purchase of the
parcel.
Motion to Adjourn into Closed Session Pursuant to WI State Statute

reasons require a closed session (Purchase of Parcel Number 09-

February 2026
Village Administrators Report
1. Smart Residential, Industrial, and Commercial Growth
Environmental monitoring at the Stoney Creek Subdivision progresses following a call
with Ramboll. Current findings indicate the plume is contained and dissipating; however, the
DNR has requested residential air sampling within 100 feet of the plume. Sampling will occur
three times throughout 2026, with a final DNR conclusion expected within 1–2 years. While this
extends the timeline, resolution of these concerns will position PMRE lots for future
development opportunities.
We’ve had productive conversations with “Greazille” and their real estate team regarding
the 755 Tower Drive property, and they appear close to submitting an offer with anticipated
occupancy in late 2026. Additional business inquiries continue along Tower Drive. Cushman &
Wakefield presented to the Village Board on industrial park marketing efforts, highlighting
strong interest tied to regional data center growth in Port Washington. The recent Ozaukee Press
feature on the Fredonia First incentive program has further amplified awareness.
We also continued work on the developer’s agreement with Hillcrest Builders,
exchanging edits with Attorney Herbrand to move toward a finalized draft.
2. Responsible Fiscal Policy
Treasurer Upson completed tax reconciliation with the County, reflecting that
approximately 70% of tax revenues were collected between December and January. Remaining
allocations will be reconciled in August. End-of-year financial reconciliation was completed,
with approximately $20,000 allocated to the Fire capital account and strengthened balances in
the Water and Sewer utilities. We anticipate a positive General Fund balance, pending audit
confirmation.
Preparation is underway for the 2026 two-year bonding package in coordination with
Ehlers. This financing will cover capital equipment purchases, Washington Avenue
reconstruction, and municipal parking lot improvements. We evaluated options between open
market issuance, State Trust Fund borrowing, or local bank financing, selecting the most
competitive interest rate available - Port Washington State Bank was determined to give us this
best offer. Speaking of which, bids were opened and awarded for Washington Avenue

reconstruction to Mueller Excavating at $396,036, within budget expectations. Costs will be
allocated across General, Sewer, and Water funds per budget.
In a neat example of cost savings, DPW staff rehabilitated a water valve and hydrant in-
house, reducing a projected $6,600 replacement cost to approximately $1,200 in parts - saving
the Village $5,400. Thank you to our DPW team for their engenuity and craftsmanship!
3. Support Public Safety & Infrastructure
Public safety operations reached a major milestone: the Joint ALS-Paramedic program is
now fully staffed for the first time, with three full-time and three part-time paramedics providing
24/7 coverage. New members will be sworn in at an upcoming Village Board meeting. EMS
crews also provided community blood pressure screenings this month.
DPW crews managed multiple snow events while addressing equipment challenges,
including continued repairs to the 2006 Sterling plow truck and backhoe. A watermain break on
S. Milwaukee Street was repaired quickly on a winter weekend, minimizing service disruption.
Crews also completed painting and rehabilitation of Wells 1 and 2, conducted water lab
proficiency testing, prepared for an upcoming DNR inspection, and continued routine
maintenance while they oversaw streetlight installation along Innovation Drive.
Traffic concerns along Fredonia Avenue persisted due to Vantage-related truck rerouting.
Through coordinated outreach with Port Washington officials, contractors, the Sheriff’s Office,
and Marshal Leet, traffic was successfully detoured and enforcement remains ongoing. The
Novak property remains under extension until early March as remediation bids are reviewed. We
hope to see a defined resolution path soon.
4. Encourage Open Communication & Collaboration
We hosted our quarterly “Coffee with the Village,” where Director Paulus discussed
utility operations and future Wastewater Treatment Plant improvements. Despite winter weather,
residents attended and engaged in meaningful discussion.
Clerk Johnson and I conducted joint Town/Village election training sessions, fulfilling
statutory requirements while reinforcing cost-effective collaboration. We also began meeting
with Spring election candidates to review Village operations and prepare them to serve
effectively if elected.
We continued conversations with Hexis Consulting regarding migrating Village email
services away from Digicorp to improve reliability and cost control. Additionally, Mead & Hunt
visited to enhance our GIS capabilities, strengthening internal operations.
We also extend congratulations to Attorney Johnathan Woodward on his new role with
Ozaukee County, and we look forward to continuing our partnership with Attorney Michael
Herbrand as our primary municipal counsel.
5. Strong Sense of Community
We explored multiple grant opportunities this month, including:
• A Lake Michigan Alliance grant for a Village-wide water mitigation plan.
• Two grant opportunities for pedestrian restroom facilities at Freedom Park.
• An AARP grant application focused on walkability and pedestrian safety improvements.
• Federal grant funding for our fire truck purchase
Port Washington State Bank expressed interest in potentially funding a new pavilion and
seating area at Marie Kraus Park, north of the PWSB Splash Zone. Director Paulus and I worked
with Parkitecture to prepare conceptual designs and cost estimates to support this partnership
opportunity.
One particularly meaningful moment came when a resident personally thanked our DPW
crew for restoring water service on the coldest day of the year and assisting with winterizing
pipes – an example of the dedication and care our team consistently demonstrates.
Thank you,
Christophe E. Jenkins – Village Administrator

Water
Monthly reports to the DNR completed. Water Lab did its annual proficiency testing for the state.
Waiting on results. DNR was out for the water system inspection that occurs every 3 years. Waiting for
the report on the results. Had a watermain break on S Milwaukee.
Wastewater
Monthly reports submitted to the DNR. Having communication failure at Ridgeway lift station still and
Energetics is looking into other possible fixes. Primary Clarifier chains broke. Primary had to be drained
and contractor to come in to fix the chain and scraper. Sewer jetted and camera Fillmore Street. Found a
lot of debris towards Fredonia Ave. Sewer back up compliant of Fredonia Avenue. Found to be
homeowner issue.
Parks
In between plowing snow and watermain break, some trees were trimmed and broken branches
cleaned up in the disk golf. Area where the winter walk will be held is being prepped for the event. Trees
and some lumber are at the Parking lot for the bonfire to be held after. Cleaning up broken branches as
time allows.
Streets
Salting and a few plowings. 2006 plow truck has been fixed multiple times but continues to fail when it
comes to snowplowing. Will be monitoring the roads that are being traveled by the dump trucks for the
data center for any damage to report. Lift station pedestals are being installed on Innovation drive.
Director
Ordering parts needed on the water side for projects this year before the price increase. Looking into
possible fixes for the culvert on Fillmore Street.

• The website migraon has come to a bit of a standsll: the new plaorm has been unable to
successfully separate Village and Town content. We were assured during the sales call and inial
planning phases that we would not lose exisng funconality, however, that seems to not be the
case. Our Civic Plus contact is working with their IT team, and we hope to have a fix soon. In the
meanme, I am updang both websites with new content so when the me finally arrives to go
live, we will be ready.
• Our April 7, 2026 Spring ballot was approved: because of the special elecon, the county and I
worked closely with WEC and the Village’s legal team to ensure we met all statutory
requirements. It went to print and now we are looking towards the start of vong: electors with
a request on file will be sent a ballot by March 17, we are planning a visit to Forest Haven on
March 17 and March 18, if necessary, and IPAV begins on Tuesday, March 24.
• We met with Ramboll regarding the Stoney Creek Subdivision, SEWRPAC to assist in their long-
range planning efforts, and Stantec to explore grant opportunies. We are also iniang an
applicaon for small structures grant that could assist in the reconstrucon of the culvert on S.
Milwaukee St.
Daily Operaons:
• All the usual responsibilies: resident phone calls, building permits, welcome packets to new
residents, processing late ulity payments, website updates, agenda development, minutes etc.

Fiscal Summary: $65,120
Budget Line Item: 110-00-53300-820-000
Wisconsin Statute or Local Ordinance: N/A
Background Analysis: The 2026 Annual Operating Budget includes the reconstruction of the
Fillmore and Stoney Creek Municipal Parking Lots, both located along Fillmore. The Public Works
Committee at their January 2026 meeting, approved forgoing the standard bidding process to allow
us to work directly with Ozaukee County for this project. We also added in a small culvert
replacement along Fillmore and necessary dredging along the creek bed east of the park while all
crews are on deck. Statute allows municipalities under 5,000 in population to work with their county
counterparts depending on the size and scope of the project.
Ozaukee County came in with the following quotes and estimates:
• Mill and Overlay Fillmore Municipal Lot: $18,000
• Mill and Overlay Stoney Creek Lot: $31,200
• Culvert Install and Ditching (Estimate): $15,200
TOTAL: $65,120
The Village estimated $62,000 for the total work to be added to the bonding package. Actual costs
of the culvert work will be determined as we get closer to install. DPW Crews will prep the site for
overlay, also saving some costs.
Staff Comments: Based on the above assumptions, we feel confident that we can work with the
County and get this project to match our budgeted $62k amount. Light patching work will occur on
Fillmore where the culvert work is to occur. Both parking lots will be resized and restriped to match
current use purposes. We look forward to working with our county partners on this project.
Administrator’s Recommendation: Approve
Action Requested: Motion to Approve Awarding Fillmore and Stoney Creek Parking Lot, and
Filmore Culvert Project, to Ozaukee County Highway Department, not-to-exceed $65,120.

Request for Board Consideration
Item Description: Possible Snowplow Emergency Purchase
Report Prepared By: Director Paulus & Admin Jenkins
Report Date: 2-11-26 Meeting Date: 2-19-2026
Strategic Priority?
o Smart Residential, Industrial, or Commercial Growth
o Responsible Fiscal Priority
o Supports Public Safety and Infrastructure
o Encourages Open Communication and Collaboration
o Strong Sense of Community
Fiscal Summary: $271,000
Budget Line Item: 110-00-53300-820-000
Wisconsin Statute or Local Ordinance: N/A
Background Analysis: A replacement for the 2006 Sterling snowplow and salter was originally
scheduled in the 2024–25 Capital Improvement Program (CIP). Due to prioritization of other CIP
items and minimal maintenance costs at that time, the replacement was deferred to the 2026–27
cycle. It was later postponed again to the 2028–29 cycle for similar reasons. However, recent
equipment failures and escalating maintenance costs now require that this replacement be brought
forward for emergency consideration.
The Village is currently divided into three plow routes, allowing two plow/salt trucks and a loader to
operate simultaneously and complete snow removal efficiently. When the 2006 Sterling is not in
service, snow removal must be completed in two phases. This extends the time required to clear
the Village from approximately five hours to nearly ten hours, primarily due to reduced salt
coverage and the need to return to areas where new snow accumulates without adequate salt
application. Additionally, if the remaining plow/salt truck were to become inoperable, assistance
from neighboring municipalities or the County would likely be limited, and the use of private
landscape contractors would result in significantly higher costs and availability. To note, the 2006
Sterling is used for more than just snowplow operations – it is also used for year-round projects
such as, watermain breaks, street repair, and hauling material.
When not operational, impacts on efficiency in our operations are even noticed by our residents.
For example, the Thanksgiving holiday 10-inch snowfall, required a snow emergency to be
declared, a buildup of ice on streets, and extensive overtime of employees for their prolonged time
spent clearing and salting the Village.
Since 2023, the Village has spent approximately $29,000 on repairs to the 2006 Sterling snowplow.
Department of Public Works staff now have serious concerns regarding the vehicle’s ability to
reliably perform during a snowstorm event. Outstanding repairs remain, including issues with the
transmission, brine tank, and rear brakes. While the front leaf springs, hydraulic hoses, and front

brakes were recently repaired by the Ozaukee County Highway Department, the overall condition
of the vehicle continues to present a substantial operational risk.
Staff Comments:
Director Paulus: I have identified a cost-effective replacement option for the 2006 Sterling
snowplow. Staff propose ordering a Freightliner cab chassis through Truck Country at an estimated
cost of $146,000, with Ozaukee County completing the build-out for $125,000 due to available
capacity in their schedule (totaling $271.000). By placing the order prior to March 2026, the Village
could avoid anticipated emissions-related and tariff-related cost increases, resulting in an estimated
savings of $10,000–$30,000.
If this item is not addressed this year, staff can continue operating the current three-route plowing
system as long as all trucks and equipment remain functional. However, continued operation of the
2006 Sterling will require ongoing maintenance estimated at $10,000–$20,000 annually, in addition
to the existing budgeted equipment maintenance line item.
Administrator Jenkins:
If in Favor:
This purchase is currently unbudgeted and falls outside the approved Capital Improvement
Program. Should the Village Board wish to proceed, two financing options are available:
Option A: Increase the 2026–27 borrowing package by the purchase amount and include the
associated principal and interest payments in the debt levy.
Option B: Utilize cash reserves, consisting of $81,300 from the General Fund, $54,200.00 from the
Sewer Fund, and $135,500 from the Water Fund. As an emergency purchase, this expenditure may
be funded from available reserves; however, this approach would reduce fund balances.
If the Village Board wishes to avoid impacting the tax levy, Option B is preferred. Administration
also recommends Option B should the emergency purchase be authorized. Additionally,
administration recommends that proceeds from the sale of the existing equipment be applied to
offset costs within the Equipment Maintenance line item.
If Not in Favor:
DPW staff will continue operating existing equipment and performing repairs as failures occur. A
mid-year budget adjustment will be required to increase the Equipment Maintenance line item to
accommodate anticipated repair costs.
Administrator’s Recommendation: As this is such a large unbudgeted expense, I recommend a
lively discussion, and deferring action to the following meeting. This will allow time for the Village
Board to weigh the pros and cons of this impact on our finances and snowplow operations, and if
there are any questions or suggestions the Board has, we can answer in the meantime.
Action Requested: Motion to Approve the Emergency Purchase of a Replacement Truck and Plow
System, Not to Exceed $271,000.

Request for Board Consideration
Item Description: Intersection Signage/Crosswalk Recommendations
Report Prepared By: Admin Jenkins & Director Paulus
Report Date: 2-17-26 Meeting Date: 2-19-26
Strategic Priority?
o Smart Residential, Industrial, or Commercial Growth
o Responsible Fiscal Priority
o Supports Public Safety and Infrastructure
o Encourages Open Communication and Collaboration
o Strong Sense of Community
Fiscal Summary: ~$15,000
Budget Line Item: 110-00-53300-820-000
Wisconsin Statute or Local Ordinance: N/A
Background Analysis: The 2026 Annual Operating Budget includes the installation of one
improved crosswalk utilizing an RRFB system, similar to what was installed last year at the
intersection of Highland and Fredonia Ave. Based on feedback from Parks Committee, Board
members, and the community we homed in on three possible locations, all along Fredonia Ave:
• S Wilson – to aid pedestrian traffic to Divine Savior School
• S Milwaukee – to aid pedestrian traffic utilizing nearby bike and walking paths
• Wisconsin St – to aid pedestrian traffic heading toward Marie Kraus Park/PWSB Splash
Zone
These intersections were reviewed by Strand Engineering for improvement options that are in
compliance with the State of WI traffic manual. We conducted a walking tour of each location, and
reviewed Strand’s resulting report with PW Chairperson Franck. Each intersection provided varying
levels of challenges and improvements to be made, some more costly than others. Based on this,
the following priorities are recommended:
• 2026 – S Wilson: update crosswalk apron, and add signage, including RRFB system, within
existing right-of-way connecting the NW and SW corners of the intersection to allow for safe
pedestrian crossing. This intersection is the current busiest and the most requested from
community feedback. This would utilize the ~$15k budgeted for this project plus some
additional funding dedicated for sidewalk maintenance.
• 2026 Optional – Explore improving crosswalk markings throughout the Village to improve
visibility to oncoming traffic. This work can be handled internally.
• 2027 and Beyond – Examine ways to add an RRFB system, with warning lights, connecting
to Wisconsin. Due to the limited property available around the intersection of Wisconsin and
Fredonia, there is not an efficient way to install this level of signage without installing a bump
out into Fredonia Avenue.

Staff Comments: Based on the above, we recommend Board gives clear direction as to which
intersection should be tackled, so appropriate items can be ordered and contractors hired to
complete the work. Director Paulus has been adamant against installing bump outs in the Village as
to not interfere with snowplow operations and hopes with additional time and planning we can find
an alternate solution to flow pedestrian traffic safely.
Administrator’s Recommendation: Direct Staff Appropriately
Action Requested: Motion to Install RRFB and Improved Pedestrian Crosswalk Signage at the
NW and SW section of South Wilson Ave and Fredonia Ave.

Crosswalk Markings.png;
Chris and Eric,
I was able to connect with one of our traffic engineers to discuss potential improvements. See below for
a summary, which is generally ordered in terms of suggested priority/ease of improvements (i.e.
signage/pavement marking improvements should be prioritized). Anything that is not site specific
applies to all locations.
1. Signage improvements:
a. Add crosswalk signs.
i. If posts are installed in the terrace, the sign should be offset so the edge does
not extend beyond the face of curb.
ii. Similarly, posts should be breakaway as they will likely be within the roadway
lateral clearance.
b. Add crosswalk ahead signs.
i. These are not required to accompany the crosswalk signs, but provide more
advance notice to drivers.
2. Pavement marking improvements:
a. Add high-visibility block style crosswalk markings.
i. These are generally more visible than transverse style markings. Examples
include the following.
ii. Epoxy can be used instead of paint to improve reflectivity.
3. Geometric and other improvements (all involving curb ramP- reP-lacements):
a. Add RRFB system.
i. This would either require either shifting the sidewalk at locations or installing a
bumpout into the parking lane (see sidewalk crossing at railroad for example). It
appears that the right-of-way is approximately 66 ft wide along this road,
extending about 6-8 feet behind the back of sidewalk; if narrower than 66 ft, some
property acquisition could potentially be required to shift sidewalks. See below for
site specific considerations with shifting sidewalks.
1. S Wilson St
a. NW Corner - Street light and sign relocations required.
b. SW Corner - Sign relocation required.
c. NE Corner - Retaining wall, sign, and potential hydrant/inlet relocations
required.
d. SE Corner - Sign and potential inlet relocations required.
2. S Milwaukee St
a. NW Corner - Retaining wall relocation required.
b. SW Corner - Fire Trucks Entering sign/flasher relocation required.
c. NE Corner - Fire Trucks Entering sign/flasher and potential inlet/hydrant
relocations required.
d. SE Corner - Patio/stair reconfiguration and potential inlet relocation
required.
3. Wisconsin St
a. NW Corner - No sidewalk shift needed.
b. SW Corner - Retaining wall and shrub relocations required.
c. NE Corner - No sidewalk shift needed, but a curb ramp would need to be
added.
d. SE Corner - Stairway reconfiguration required.
a. Add bum pouts on both sides of the roadway.
i. This would require a lane shift and additional pavement markings so that a 12-
ft driving lane could be maintained in either direction.
c. Add median delineator.
i. This could be either structural (i.e. raised) or implemented with markings and
temporary delineators (will need to be replaced if damaged).
d. Add speed table/raised crosswalk.
i. This would involve a variety of improvements, including curb/sidewalk
replacements, additional pavement markings/signage, and potentially additional
storm sewer/inlets.
After evaluating each area, I would suggest considering bum pouts if the Village wants to install an RRFB
system at any of these locations. It appears bum pouts would be generally less impactful to adjacent
infrastructure/properties, and it inherently includes an additional traffic calming measure.
Let me know if you need anything more formal than this email summary. Also, happy to put together
figures or cost estimates for any of these locations/improvements if that would be help guide the
Village's decision making.
Please let me know if you have any questions or would like to discuss.
Thank you,
Isak Fruchtman, P.E.
