New Business:
a.) Overview of Primary Personnel Changes for the 202 7 Administrator’s Budget.
Please bring your copy of the 2027 Administrator’s Budget to the upcoming Human
Resources Committee meeting. During the meeting, we will reference Summary of
Major Personnel Actions
(pages 22-28), which provides a n ample summary of
personnel proposals for 2027. In addition, sections of the County Administrator’s
Budget Letter (pages 12-13) will be referenced, as they address specific personnel
changes. Page 51 also contains some Personnel Highlights. Please review these
materials carefully before the meeting . Any questions you have may be addressed
during the meeting.
Additionally, during the presentation of the Administrator’s 2027 Budget, Mr. Luberda
addressed the Classification and Compensation study, noting that a Committee of the
Whole meeting is tentatively scheduled for Monday, September 28, 2026, where
Cottingham & Butler, the consultant performing the study, will provide preliminary
information and ask the County Board for their pay philosophy s o they can continue
their work . T his information can be found on pages 1 3-15 of the County
Administrator’s Budget Letter.

Human Resources Cover Memo- September 2026
b.) 2027 Personnel Appeals to the Administrator’s Budget.
Overview: Appeals related to personnel matters for the 2027 budget are handled by the
Human Resources Committee. This committee is responsible for reviewing and
addressing any concerns or issues that arise from personnel appeals during the budget
process.
Current Status of Appeals: As of the date of today’s mailing, we are expecting one
appeal regarding a recent retirement at the Sheriff’s Office, allowing us to no longer need
to use fund balance to fund a detective position in the 2027 budget. We wanted to share
this information with you ahead of time so you would be aware it would be coming forward
for your consideration. Any appeals fully completed and reviewed prior to Friday will be
included in the Administrator’s Friday update report, so County Board members have
more time for review and consideration.
Committee Recommendations: The Human Resources Committee will make
recommendations regarding any personnel appeals that are submitted. These
recommendations will then be forwarded to the Finance Committee for discussion at their
September meeting.
c.) Request for Early Implementation of the following changes:
1. Authorizing the Creation of a 1.00 FTE Nurse Manager Position at the
Lakeland Health Care Center. Proposed in the 2027 Administrator’s Budget
is the request t o authorize the creation of a 1.00 FTE NOC Nurse Manager
Position positions at Lakeland Health Care Center . As Lakeland Health Care
Center Administrator Denise Johnson explains in the enclosed memorandum,
this position will help ensure regulatory compliance, strengthen clinical
decision-making, support staff performance, and improve resident safety
during overnight hours. The request for early implementation is being made in
order the support the overnight staff as early as possible . Further details can
be found in the memorandum from Ms. Johnson, and the draft resolution is
included for your review as well.
2. Authorizing the Elimination of a 0.50 FTE Court Services Specialist
Position in the Health & Human Services Department. Proposed in the 2027
Administrator’s Budget is the request to eliminate the 0.50 FTE Court Services
Specialist position in the Health & Human Services Department. Enclosed is a
memorandum from Carlo Neviscosi, Director of Health & Human Services ,
where he provides detail regarding the request and verifies that the employee
in the position will be transferring into the 1.00 FTE position. A draft resolution
is also provided for your review.
3. Authorizing the Reclassification of a Vacant 1.00 FTE IT Project Manager
Position to a n IT Enterprise Solutions Manager in the IT Department.
3
Human Resources Cover Memo- September 2026
Proposed in the 2027 Administrator’s Budget is the re quest to reclassify a
vacant IT Project Manager position to IT Enterprise Solutions Manager . IT
Director, Justin Reynolds, explains further in the memorandum that has been
included in your packet his reasoning for this request . The draft resolution is
also included.
d.) Resolution Adopting Insurance Premium Equivalents for 20 27. In July, we
provided information about the projected insurance premiums for 2027. At that time,
we noted that the recommendation could be subject to change as the budget
developed over the following weeks, with the final recommendation to be presented
at t he September Committee meeting. Following thorough discussions with our
consultants, Finance staff, and County Administration regarding the rate
recommendations for our self -insured plans, staff now propose the rates attached to
the resolution for both the health and dental plans for 2027. These rates align with the
figures shared in July . Further details regarding these changes can be found in the
attached memorandum from Josh Pollock, Benefits Manager. This recommendation is
based on a careful analysis of our fund balance, historical data, and actuarial
assessments, considering both indust ry standards and our specific trends. The
proposed rates are included in the 2027 County Administrator’s Budget. At the bottom
of page 14 and top of page 15 of the County Administrator’s Budget Letter ,
Administrator Luberda provides a recommendation regarding the timeline with
implementing these rates. We will discuss this further at the meeting. Looking ahead,
we will continue to closely monitor annual premium increases to avoid significant rate
jumps whenever possible. Please note that any decision to adjust these rates—either
upward or downward—will directly affect the budget and necessitate an amendment
to remain under the levy cap.

RE: Authorizing the Creation of a 1.00 FTE Nurse Manager Position at LHCC
______________________________________________________________________________
Lakeland Health Care Center is requesting early implementation of the Night Nurse
Manager position, included in the proposed 2027 budget. This request is being brought
proactively due to both emerging operational concerns and the anticipated difficulty in
recruiting for this highly specialized leadership role.
O
ver the past year, two serious citations occurred during the night shift. These incidents
highlighted a critical gap, the absence of onsite leadership overnight. As a result, staff
are left without immediate leadership support, guidance, and accountability during the
hours when the facility is most vulnerable.
I
ntroducing a Night Nurse Manager will help ensure regulatory compliance, strengthen
clinical decision-making, support staff performance, and improve resident safety during
overnight hours. This role is essential to maintaining the high standards expected of
Lakeland Health Care Center and to preventing future deficiencies.
T
he financial impact of early implementation is manageable. LHCC is projected to return
over $1million in payroll savings. Leveraging these savings allows us to address a
critical need without increasing overall costs to the County. Given the urgency
highlighted by recent citations and the potential recruitment challenges, early
implementation is both fiscally responsible and operationally necessary.

From: Carlo Nevicosi, Director
Date: August 26, 2026
RE: Res. No. **10/26 Authorizing the Elimination of a 0.50 FTE Court Services
Specialist Position in the Health & Human Services Department
______________________________________________________________________________
The 2027 proposed Health & Human Services budget includes the elimination of position
210827 - 0.50 FTE Court Services Specialist. In response to a proposed restructuring of
roles and responsibilities, Health and Human Services intends to reduce the FTE
dedicated to this program area by eliminating the .50 FTE Court Services Specialist
position and transitioning the current occupant i nto the vacant 1.0 FTE Court Services
Specialist position, which will be retained.
This early implementation of this planned position elimination will facilitate the transfer of
the current employee and ensure adequate staff capacity is available to support the
restructured approach in this program area going forward. The net effect of this early
implementation is to reduce the FTE count for the Court Services program from 1.50 FTE
down to 1.0 FTE, which will adjust the Health & Human Services FTE count and reflect a
wage & benefit savings of $9,332 for the remainder of 2026 and a savings of $47,983
annually as included in the 2027 proposed budget.

Walworth County Finance Committee

From: Justin T. Reynolds, County Information Technology Director
Cory Turk, County Manager of IT Operations
Date: September 4, 2026
RE: 2026 IT Enterprise Solution Manager - Early Adoption of Position Retitle & Reclass
In summary, the recommendation is to retitle and reclass a vacant IT Project Manager (14I) position within the
Walworth County Information Technology (IT) Department to an IT Enterprise Solution Manager (16I). With the
recent IT Project Manager position resignation in July 2026, the Walworth Co. IT Dept. is requesting early
adoption of the retitle and reclass ification, as the position is vacant and provides value to Walworth County
Departments enterprise solutions, systems, and projects.
Walworth Co. IT Department has four department support divisions:
• Desktop Device Support (Helpdesk)
• Network Infrastructure Operations
• Geographic Information Systems (GIS) Land Information Division (LID)
• Enterprise Solutions (Data Systems)
Enterprise Solutions & Data Systems are critical for all Walworth Co. Depts. services and data record keeping.
The Enterprise Solutions division was supported by the IT Project Manager position, but did not have official
personnel supervision authority. The IT Enterprise Solution Manager would incorporate the same responsibilities
as the IT Project Manager, add p ersonnel supervision, and add enterprise system architecture analysis
responsibilities. The IT Enterprise Solution Manager would have the ability to manage enterprise solution projects
with supervision authority of Business Analyst(s) and System Analyst(s), which the Analyst(s) support and serve
County enterprise solution projects and systems.
The Enterprise Solutions team allows Walworth Co . Dept. staff to concentrate on their core “operational”
responsibilities, while partnering with the Enterprise Solutions team to help ensure optimal system use, ongoing
support, and data protection. The IT Enterprise Solution Manager would continuously help ensure the “vendor”
solution, “technical” systems, and “operational” procedures align with County core services, while also
protecting the confidential and sensitive information.
In conclusion, Walworth County IT Department emphasizes the importance of the IT Enterprise Solution Manager
position to manage, lead, support the Walworth Co unty health services, law enforcement , government
operations, and human resources technology systems by ensuring reliable, optimal, and sustainable information
systems and data processing for Walworth County.

Memorandum
To: County Board Human Resources Committee
From: Josh Pollock, Benefits Manager
Date: September 1, 2026
RE: Recommended Employer and Employee Contribution Rates for Walworth County
Self-Funded Insurance Plans and 2027 Health and Dental Insurance Premium
Rates
Overview
As previously discussed at the July Human Resources Committee meeting, Human
Resources, in partnership with our consultants, Finance staff and County Administration,
reviews benchmarking and public sector norms for contribution strategy and market
competitiveness on an annual basis. The options recommended in the 2027 budget are
designed to bring the Walworth County insurance plans in line with the market when
compared to other public sector employers, such as other Wisconsin counties. The
options recommended also model what we see from a private sector market standpoint
when they make sense for our plan in the public sector. The recommended changes
are also required to cover increasing costs of healthcare coverage.
Current 2026 Health Insurance Contribution Strategy
Currently, both Tier 1 and Tier 2 have a classed approach to contribution strategy
depending on individual wellness engagement.
• Individuals fully engaged and meeting all wellness requirements pay 10% of the total
health premium
• Individuals not engaged in the wellness plan pay a total of 15% of the total health
p
remium
• Families follow this same logic. If either the employee or the spouse is fully engaged in
t
he wellness plan, the employee will pay 10% of the total health premium. If both the
employee and spouse are not engaged at all, the employe will pay 15% of the total health
p
remium.

H
ealth Insurance Contribution Strategy
Our consultant provided several different iterations of employer/employee contribution
strategies that could be implemented for the 2027 plan year. These iterations ranged
from conservative, to moderate, to aggressive.
After reviewing all of the options presented and working these options into the 2027
health fund budget, Administration and Human Resources are making the
recommendations below in regards to the 2027 health insurance premium and
contribution strategy.
Employees will continue to pay 10% of the total health premium if fully engaged in all
wellness requirements. If they are not fully engaged, they will continue to pay 15% of
the health premium. The family strategy will also remain the same in 2027.
Coverage levels changed from two levels to four levels in 2026. The following target
goal ratios were set; 1X for single, 1.8X for Employee+child(ren), 2.2X for
Employee+spouse, 3X for Family.
To ease the burden on family plan coverage, which experienced the most dramatic
premium shift, we planned on reaching these goals over a two-year period instead of
one larger increase for 2026. With the increases proposed for 2027, the transition to the
target goal ratios will be complete.
Due to the increased claims costs and projected increases to overall costs, staff is
recommending increasing overall plan premiums by 9.46%. The overall increase will be
spread across the new 4-level premium structure based on expected costs at each
level. Please see Exhibit A for more detailed premium information.
Projections using these changes will utilize approximately $6,376 to the health fund and
will allow the fund to adjust towards required minimum balance of 6 months’ worth of
claims expense in 2027 and help control future premium increases.
Current 2026 Dental Insurance Contribution Strategy
Currently, Walworth County is paying 100% of the premium for full-time employees and
50% of the premium for eligible part-time employees.
Dental Insurance Contribution Strategy
After building the 2027 dental fund budget, Administration and Human Resources are
making the recommendation to increase the monthly dental premiums by 15.9%. We
are also recommending that the dental plan move to a 4-level structure, similar to the
health plan. This allows for better equity among all employees enrolled in the health
13 of 18
plan. It also offers the County more flexibility when adjusting premiums and
contributions in the future and is more in-line with industry standards. Walworth County
will continue to pay 100% of the monthly premium for full-time employees and 50% for
eligible part-time employees. Dental rates have remained the same since the 2020 plan
year, however due to increasing costs and budgetary concerns, premiums need to be
increased for 2027. This will allow the dental fund to maintain the required minimum
balance to claims expense in 2027 and into the future.
Human Resources staff will be present at your meeting on September 16, 2026 to
answer any questions you may have. Please feel free to contact me at 262.741.7964
prior to your meeting with any questions.

Memorandum
To: Walworth County Human Resources Committee
From: Jessica Conley, Finance Director
Date: September 16, 2026
RE: Appeals to the 2027 Personnel Budget
The following personnel appeals have been submitted to the 2027 Administrator’s
Budget for your consideration and recommendation.
• Appeal A – Remove Vacant Sheriff’s Office Detective Position and Funding
A current detective on a long-term military leave has provided notice of his
retirement. The County Board took action in 2024 to add an additional detective
position which required an elimination of a vacant detective position once this
current employee returned or terminated. The 2027 budget provided use of fund
balance to fund one detective which can now be eliminated. This appeal
(attached) is sponsored by Supervisor Susan Pruessing.
Please address this appeal at the Human Resources Committee meeting this afternoon
and forward your recommendation for the Finance Committee’s review at their meeting
on September 17, 2026. This does not preclude County Board Supervisors from
submitting appeals from the floor.
Thanks for your assistance.

A current detective serving on active military leave has given an official retirement notice effective
September 18, 2026. The 2027 Administrator's budget had funded one detective position with the
use of fund balance to fulfill the requirements of Resolution #03-04/24 Authorizing the Creation of a
Detective Position in the Sheriff's Office which stated that an additional detective position would be
added until the employee on military leave returned or terminated. If the employee had returned, a
detective position would be eliminated with the next detective vacancy to occur.
With the retirement notice now received, use of fund balance in the amount of $134,493 is no longer
necessary and the Sheriff's Office detective position (#150610) can be eliminated with the 2027
budget. No levy savings will result as the position was unfunded in the 2026 budget due to the
military leave.
