Luberda stated this item is to allow input from committee members on things they might want Luberda to consider when developing the 2027 budget. Luberda and the committee discussed in the length the projection charts that were distributed. The chart trendlines would help determine how much funding would need to be requested in the 2027 budget in order to sustain the increasing trip ratio and service hours. The committee leaned toward the idea of building in some protection against the state’s access to needing more hours. This would be accomplished by appropriating additional funds from reserves, in case the numbers go higher, the County can still argue (should “argue” be “request”?) for the state to release their half of funding. N ew Business 9a. Shared-Ride Taxi Rider Fare Evaluation DRAFT 1 of 38 Walworth County Board of Supervisors July 6, 2026, Transportation Coordinating Committee Meeting Minutes Page 2 of 4 Luberda referred to pages 5 -7 of the packet. Luberda pointed out in the third column the fare box is a percent of the expenditures. From a geographical standpoint of similarity, Ozaukee and Washington Counties were used to compare against Walworth County. The two counties are pulling in 17 to 18%. The next page lists some other county programs that fit in the same tier category as Walworth County. The total tier C was at 17.3% with Walworth County at 6.1% which suggested to Luberda that a fare increase, once all users know the service is available, is consistent with statewide expectations for the program policy. He is anticipating a fare increase in the budget. The committee discussed how fares compared to other counties. Chair Stanek requested that for the next meeting, Ozaukee, Washington, Walworth, Door, and Oneida counties be a part of the analysis. Sheppard questioned if both Ozaukee and Washington counties have the same medium incomes. Luberda responded that those counties have larger populations and higher use per capita than Walworth County. The committee discussed how fare changes might impact ridership and the timing of the changes relative to the new contract starting. Bobier reminded the committee that the $53.56 that the County pays VIP Services for every service hour will be going up another 3.5-5% based off the CPI-U for January 1, 2027. The committee agreed on the need to figure out the trend impacts of the marketing efforts for about a year before reacting to a fare increase. 9b. Status of Vehicle Purchases using CY2025 5311 Capital Award Grants Bobier stated that on June 9 th WisDOT sent a notification that they decided not to renew the final year of the contract for rear-load minivans due to ongoing mechanical issues with control arms. The 2025 capital award grant agreements cover 80% of the base vehicle cost and have a period of performance through December 31, 2026. The County inquired if the period of performance could be extended to late 2027 so two rear-load minivans could possibly be bought when the new Human Service Vehicle (HSV) cooperative contract takes effect on August 1, 2027. WisDOT indicated they were not going to extend the period of performance. Therefore, the plan is to purchase two rear-loading Ford Transits with an upgraded lift that is 37” wide with a capacity of 1,000 pounds. The state will amend the current grant agreements for the current amount of $82,861. The additional total cost to the County for the two Ford Transits is $6,726, which would come out of operating funds under transportation services. On motion by Davenport, second by Kadlec, to support the plan presented to the Public Works Committee on July 20th. Motion carried. Reports 10a. Transportation Financial Summary Senior Accountant Raul Rivera reported the All Transportation Summary (page 8). He noted the combined budget utilization goal is 41.7%. Overall combined for both programs is at 33.9%. Budget utilization for Shared-Ride Taxi is at 34.4%. The budget utilization for Specialized is at 30.5%. Rivera pointed out there was a reimbursement of $1,060 for Bobier’s WAMM Conference. The quarter one funding for the 85.20 program was received in the amount of $65,456. Luberda was excused at 3:08 p.m. 10b. Report Summary of the Following Reports Bobier discussed highlights from the summary provided on pages 9-10 of the packet as mentioned below. New Rider Report will be presented at the August or October meeting depending on what info he can get out of RouteGenie. 1) Monthly Ridership Bobier provided a brief summary of the graphs found on pages 11-15 of the packet. Luberda, County Administrator Gene Bobier, Mobility Manager Date: August 25, 2026 RE: Limited Fare-Free Rides at Outreach Events - Updated In August 2025, we distributed a memo regarding fare-free rides that discussed the development of a policy on limited use of fare-free rides for raffle prizes at outreach events or possibl y to remedy a rider/customer service issue . We wanted to make you aware that we plan to provide two (2) raffle prizes for the Walworth County Aging Network (WCAN)/ADRC Aging and Abilities Resource Fair on September 24, 2026. The image below shows the estimated average value of one (1) raffle prize. Each prize will include numbered vouchers for four (4) Shared-Ride Taxi (SRT) rides. The vouchers will be very similar to the agency fare vouchers. Vouchers will indicate they are not applicable for use on Specialized Transit. We have confirmed the following with WisDOT and the Finance Department on how to process fare- free ride vouchers as it relates to quarterly reporting: • Trips are counted as fare-free trips instead of paid/revenue fare trips • We do not enter any contra (offsetting) expense for the fare-free trips • Mileage for fare -free trips count as revenue miles because the FTA considers vehicles operated in fare-free service to be in revenue service Unless otherwise instructed , we intend to provide two (2) raffle prizes for the Aging and Abilities Resource Fair on September 24th. The TCC previously approved to provide two (2) raffle prizes for the resource fair on October 2, 2025, however we did not attend the event because the event date for the rebranding launch date changed to October 30, 2025. Please let us know of any questions you may have or of any additional information you may need. 6 of 38 Walworth County Transportation Coordinating Committee August 31st, 2026 Data through 07/31/2026 July Budget Utilization Goal = 58.3% 2026 - All Transportation Summary: Original Revised Over/ Actual to Budget Budget Actuals (Under) Budget Revenues: Tax Levy 1,130,699 1,168,238 1,126,134 (42,104) 96.4% Grant Revenues 1,798,983 1,924,983 350,993 (1,573,990) 18.2% State Shared Taxes 100,000 100,000 - (100,000) 0.0% Rider Revenues 180,512 180,512 130,284 (50,228) 72.2% Total Revenues 3,210,194 3,373,733 1,607,411 (1,766,322) 47.6% Expenditures: All VIP Trans. services 2,814,071 2,814,071 1,526,892 (1,287,179) 54.3% Staff 134,962 135,835 76,038 (59,797) 56.0% Equipment 230,436 387,936 - (387,936) 0.0% Other 30,725 35,891 4,481 (31,410) 12.5% Total Expenditures 3,210,194 3,373,733 1,607,411 (1,766,322) 47.6% 2026 - Walworth County Connect Share Ride Transportation Summary: Revenues: Tax Levy 1,039,058 1,076,597 1,226,259 149,662 113.9% 5311/85.20 Operating Grant Funds 1,312,734 1,312,734 65,456 (1,247,278) 5.0% 85.21 Operating Grant Funds 10,074 10,074 - (10,074) 0.0% State Shared Taxes 100,000 100,000 - (100,000) 0.0% 2025 5311 Capital Grant-Accessible Minivan - 126,000 - (126,000) 0.0% 2026 5311 Capital Grant-Accessible Vehicle 122,900 122,900 - (122,900) 0.0% WCC Share Ride Co-pays 156,812 156,812 112,074 (44,738) 71.5% Total Revenues 2,741,578 2,905,117 1,403,789 (1,501,328) 48.3% Expenditures: VIP SRT Trans. To highlight this impact, the Health Equity Workgroup is excited to introduce Walworth County Connect. We sat down with Gene Bobier, Program Manager-Mobility, for a Q&A on how this service supports a healthier, more connected community. [Our] Mission statement: To provide affordable and dependable transportation options for all Walworth County residents, including Walworth County’s growing number of elderly and disabled individuals, employees, employers, students, shoppers, those seeking medical care, those seeking recreational opportunities, and those unable to afford a vehicle of their own. Can you give a quick overview of what the Walworth County Connect program is and who it serves? HEALTH EQUITY WORKGROUP Walworth County Program Manager-Mobility The Shared-Ride Taxi (SRT) service (formerly Wal-to-Wal DIAL-a-RIDE) is known as ”Walworth County Connect SHARE RIDE” . The County has two transportation programs which were rebranded as Walworth County Connect that officially launched on October 30, 2025. Began in January 2017 Shared ride service, available to all County residents for any trip purpose. Curb-to-curb service with door-to-door upon request. Entire county is fully served by Share Ride, except rides starting and ending in the City of Whitewater, excluded due to funding rules. Funding sources include State & Federal operating grants, County tax levy, and rider fare revenue. The Specialized Transit service is known as “Walworth County Connect CARE RIDE” . Prior to 2014, Specialized Transit was provided directly by the County through HHS. Service outsourced starting in 2014 Provides roundtrip rides to destinations outside the county for non-emergency medical appointments for residents that are aged 60+, people with disabilities, & qualifying veterans. Provided primarily within a 70-mile radius of Elkhorn and other areas within Wisconsin (including but not limited to, Madison, Milwaukee, Oshkosh etc) & contiguous Illinois counties. Door-to-door service Funding sources include State operating grant, Veterans Affairs grant, County tax levy, and rider fare revenue. 28 of 38 Q When transportation is accessible and affordable, it reduces social isolation, promotes equity, improves mental health, lowers stress and anxiety, and fosters community connections. HEALTH EQUITY WORKGROUP The County currently contracts with VIP Services, Inc., a 501(c)(3) non-profit organization located in Elkhorn, to provide transportation services for both programs. Drivers are drug tested, licensed, caregiver- background checked and CPR trained. All vehicles are equipped with cameras and ramps or lifts. Oversight inspections are performed quarterly to ensure the SRT program is meeting Federal compliance guidelines. The County currently owns 24 handicap-accessible vehicles and as part of the services contract they are leased to VIP Services. Why is this program important for the overall health and wellbeing of our community? Transportation affects social wellness by enhancing people's ability to connect with others, access essential services, and participate in community life. When transportation is accessible and affordable, it reduces social isolation, promotes equity, improves mental health, lowers stress and anxiety, and fosters community connections. Q What is one success story or meaningful outcome that really illustrates the impact of Walworth County Connect? Hearing from riders of how much they appreciate and rely on the programs to get to medical appointments, work, school, church, shopping, run errands, and visit family and friends. Many have expressed that they don’t know what they would do for transportation if the programs weren’t available. Riders have also expressed how the programs allow them to maintain their independence by not having to rely on family or friends for rides. Q How can staff refer individuals or collaborate with Walworth County Connect effectively? Visit WalworthConnect.com to learn about the County’s transportation programs and to download a copy of the rider guide (available in English and Spanish). (Rider guides are also available in the resource area in the HHS lobby!) Q Are there any common misconceptions about the program that you’d like to clarify? There are two common misconceptions: 1.Riders have to be elderly or disabled to use Walworth County Connect. a.Share Ride is available to anyone for any trip purpose. b.The Care Ride service provides rides scheduled in advance outside the county for non- emergency medical appointments for residents who are aged 60+, people with disabilities, and qualifying veterans. 2.The programs are provided by VIP Services. a.The Share and Care ride programs are provided by Walworth County. Walworth County Connect contracts/partners with VIP Services for ride scheduling and transportation services. Ride reservations and general inquiries should be directed to VIP Services at 262-732-4402. 29 of 38 30 of 38 2026 Southeast Wisconsin Transportation Symposium UW-Milwaukee – October 16, 2026 31 of 38 Page 1 of 3 TCC Work Plan 2026 – As of August 25, 2026 1.
