Walworth St., Elkhorn, Wisconsin. A roll call vote was conducted. New Business 10a. Discussion on planning and programming for events, activities, and promotional strategies for celebrating America’s 250th Anniversary including but not limited to planning and scheduling for the Walworth County Fair event and review of the committee budget, and the purchase of ribbons, banner, and marketing. Chair Pruessing referenced the flow chart which was distributed at the meeting. Walworth County Administrator Mark W. Luberda reviewed the budget, distributed at the meeting, noting he included the amounts approved on July 14, 2026: $5,000 for the drone show, $1,000 for event advertising, $1,646 for the log cabin plaque, and $250 for veteran buttons and ribbons. He reported a remaining balance of $5,153.54 and indicated no estimate was available for programs. Luberda pointed out some budget lines are blank and asked the committee if any could be removed. Chair Pruessing suggested removing the following: veterans’ program, Civil War band, speeches/speakers, passport program & souvenir, honor guard, and active color guard. Luberda stated he will write complimentary on the line for free ticket to the Fair for family members of purple heart veterans. He also stated the County, as a sponsor of the Walworth County Fair has an arrangement when anyone from the County needs a fair ticket, the cost is covered up to the 200 ticket limit. Vice-Chair Ingersoll revised her estimate for singers/music entertainment to $700, instead of the original $2,500. She proposed using the $700 for youth gift cards and payment for the director. Supervisor Laufenberg moved to approve the $700 for these purposes, but the motion failed for lack of a second. Chair Pruessing noted Vice-Chair Ingersoll still hopes to thank the youth and director. The committee agreed to keep $700 in the budget for Vice- Chair Ingersoll to determine how best to proceed after consulting with the director. Chair Pruessing discussed the flow chart distributed to members and shared that Communications Manager Jenny Quill will handle social media, web posters, press releases, and photos of the Log Cabin restoration. Chair Pruessing requested committee members report how many tickets they need for their event areas by August 14th and will provide Scholtz with his tickets today. Ticket needs reported: Laufenberg – 34 for volunteers, Luberda – 4, Reiff – 3. Chair Pruessing will also get tickets for Supervisor Wojcik’s evening tent volunteers. Supervisor Laufenberg will get the signup sheet out today for volunteers. She asked committee members to let her know what shift they wanted to work for the event. Supervisors Reiff and Wojcik said they would be there all day. Walworth County Board of Supervisors August 4, 2026 America’s 250th Anniversary Celebrations Committee Meeting Minutes Page 3 of 5 Supervisor Monroe indicated that posters are needed at the booth for the veterans. Quill stated she would make something up for the posters and show it to John Scholtz and Supervisor Monroe. Supervisor Monroe will work with Mark Finnegan to put up the posters at all the ticket booths. Quill presented a quote of $255 for a 50-foot red, white, and blue ribbon for the ceremony, which she could cut down to 20 feet and 6 inches. Luberda suggested instead using a 6- inch County logo ribbon as a County donation, similar to last year’s transit banner. This would not affect the committee budget. The committee agreed to use the County ribbon. Chair Pruessing explained the Fair Queens would hold each end of the ribbon, and other people holding the ribbon would be the County Board Chair Rick Stacey, Luberda, and the President of the Fair Dave Adams. Chair Pruessing is going to pick up the plaque for the Log Cabin. She stated Supervisors Monroe and Wojcik are working on the rock from Mann Brothers and reminded them to remember to check with the Fair before the rock is placed. Supervisor Wojcik will speak to David Mann. Luberda reported the tents will arrive August 24 th and are good quality with printing included. The committee agreed to add an extra tent behind the main one for volunteers to gather. The pop-up tent comes with stakes and ballasts; and larger tents will be staked, with Public Works assisting if needed. If the tents are not delivered on time, Luberda’s backup plan is to rent locally. Chair Pruessing stated the books will be done at Central Printing and delivered on August 11 th to the County Administrator’s office. Chair Pruessing stated she can get the programs printed for $95 by Central Printing. The committee agreed. Supervisor Wojcik offered a motion, second by Supervisor Reiff, to approve the spending of $95 for the printing of programs. Motion carried 8-0. Chair Pruessing discussed what will be on the program. Luberda will contact Supervisor Reiff as to who to acknowledge on the program with a thank you. Chair Pruessing explained that the County is entitled to have two banners due to the County’s level of sponsorship of the fair. One banner would be on the outside fence and one within the fairgrounds close to the Park Stage. Supervisor Reiff offered a motion, second by Supervisor Monroe, to approve the spending of $150 for the purchase of banners. Motion carried 8-0. Luberda showed the ice cream tickets to the committee members indicating on the back of the tickets was information about the drone show. The committee agreed the drone show information should be added to the back of the tickets. Walworth County Board of Supervisors August 4, 2026 America’s 250th Anniversary Celebrations Committee Meeting Minutes Page 4 of 5 Chair Pruessing discussed booth signage and Quill asked for input on what was needed. The signage should promote America’s 250th, include flags, and some signs with the Walworth County logo. The committee authorized Quill to select the signage and Quill requested a budget amount. The committee discussed placing signs and volunteers up front to attract attendees. Quill explained that Luberda and her had discussed sail signs in the ground in front of the tent with a Walworth County logo. Chair Pruessing stated she had an easel. Luberda concluded by stating a conversation with Chair Pruessing, Supervisor Laufenberg, Quill and himself can be conducted to decide on the signage outside of this meeting. Supervisor Wojcik suggested that after the Wednesday Opening Ceremony of the Fair, he could meet with Luberda and pick up materials from Luberda’s office. Luberda confirmed this was fine. Chair Pruessing indicated tents need to be set up by at least 8 a.m. Luberda will speak to Public Works and have the tents set up by 8 a.m. Chair Pruessing confirmed that Supervisor Laufenberg and Pat Blackmer would be decorating the tent. Luberda discussed the tables, and he explained he will confirm the tables are six feet in length. He will look into getting table covers for this event and other County events. John Scholtz confirmed that 20 chairs was enough for veterans. Chair Pruessing is taking care of getting the chairs. Chair Pruessing requested 36 cold waters for veterans, which the fair will donate. Staff and volunteers are responsible for bringing their own coolers, ice, and water. Supervisors Wojcik, Reiff, Laufenberg, and Monroe will supply coolers, with Supervisor Wojcik also donating three cases of water. Supervisor Stacey also offered to help. Luberda will bring four tables. He suggested that committee members bring lawn chairs. Discussion ensued regarding the setup of the tables. Chair Pruessing stated that Supervisor Holt would help with passing programs out before the Fair. Supervisor Karbowski said he would also help. Chair Pruessing stated that each family should receive only one program. Chair Pruessing stated that Supervisor Schneider will help take the lead on cleaning up and breakdown of the tent. Committee Member Individual Discussion (Round Robin): Scholtz requested getting a certificate of appreciation signed by the County Board and presented to the Purple Heart Veterans, in addition to the coins. Walworth County Board of Supervisors August 4, 2026 America’s 250th Anniversary Celebrations Committee Meeting Minutes Page 5 of 5 Supervisor Reiff confirmed that Master Sgt. Shawn Souders will give the Purple Heart speech and present coins and certificates to veterans. Scholtz will meet with Master Sgt. Souders on August 13 at the Fair to review details. Luberda also told Scholtz he could close the Veterans Service office for two hours so staff could attend the ceremony. Quill asked committee members to distribute event and time capsule posters in their communities. She also noted it will cost $150–$200 to print 150–200 flag distribution photos for the time capsule, using special paper and acid-free envelopes. Vice-Chair Ingersoll offered a motion, second by Supervisor Wojcik, to approve the spending of $200 for the printing of flag distribution photos for the time capsule. Motion carried 8-0. Supervisor Reiff offered a motion, second by Vice-Chair Ingersoll, to approve the spending of $300 for the purchase of decorations, banners, and signs. Motion carried 8-0. Luberda said the capsule engraving is scheduled to be done by the event. A Kenosha engraver can add two logos and a brief inscription on stainless steel for $200–$400. Supervisor Monroe offered a motion, second by Supervisor Wojcik, to approve the spending of $400 for the engraving of the time capsule. Motion carried 8-0. Vice-Chair Ingersoll expressed the need for a coordinator for the day to have a go-to person for questions and answers.
