Great job representing Lake Geneva! On September 11th, the department conducted a remembrance ceremony marking the 25th anniversary of the tragedy that struck our nation on September 11 th, 2001. The ceremony was opened by a lone bagpiper playing traditional songs and leading our bunted tower ladder back to quarters. This was followed by reflections from department members who were serving on 9/11, notably FF Bill Beeschen, who worked at Ground Zero following the attacks and assisted with recovery efforts. Thank you to Covenant Harbor for offering us the opportunity to train in the dining hall prior to its razing. Crews were able to complete search and rescue, hoseline advancement, and ladder evolution drills throughout the month Page 36 of 87 Lake Geneva Fire Department • Activities Report, September 2026 • Page 2 We want to thank everyone who came out and supported Lake Geneva Firefighters Association IAFF Local 5625 during the Venetian Festival this year. Stick with the cord and charger that came with your device, or a certified replacement approved by the manufacturer. • Charge on a hard surface. Set devices on a table, desk, or floor while charging—never on a bed, couch, or under a pillow, where heat can build up. • Unplug when it’s full. Remove devices from the charger once they are charged to limit heat and battery wear. • Charge big batteries outside. Charge e-bikes, e-scooters, and large power tools outdoors, away from doors and exits. • Know the warning signs. Stop using a device right away if it has an unusual odor, gets very hot, swells or changes shape, smokes, or makes popping sounds. If it catches fire, get out and call 9-1-1. • Keep it in sight when flying. On a plane, keep charging devices where you can see them—not in an overhead bin—and never charge e-cigarettes or vapes in flight. The program is intended to support employees facing medical hardship while protecting the confidentiality of the recipient, ensuring participation is voluntary, and keeping the donation and use of leave consistently and transparently administered. 1066.2 RECIPIENT ELIGIBILITY A recipient must: 1. Be a benefits-eligible employee on Fire Chief-approved leave, including leave under the Family and Medical Leave Act (FMLA), for the employee's own serious health condition or that of a qualifying family member, as those terms are defined under the FMLA; 2. Have exhausted all of their own paid leave (sick, vacation, and compensatory time) as of the date of the request; 3. Submit, personally or through a designee acting on the employee's behalf, a written request on the department's donation request form to the Fire Chief; and 4. Receive the Fire Chief's written approval before any donated leave is credited or used. An employee's request for, or receipt of, donated leave will not be considered in any performance evaluation, discipline, or other personnel action. 1066.3 DONOR ELIGIBILITY AND LIMITS • Donations are strictly voluntary. No employee may solicit, pressure, or coerce another employee to donate, and no employee will be rewarded or penalized for donating or declining to donate. • A donor must be a benefits-eligible employee in good standing who is not currently on an approved leave of absence. • Donations must be made in increments of one full scheduled shift: 24 hours for shift personnel and 8 hours for 40-hour personnel. • Unless otherwise approved by the Fire Chief, a donor may donate no more than fifty percent (50%) of their available banked leave in each category (sick and vacation), Page 80 of 87 Lake Geneva Fire Department Policy Manual Voluntary Leave Donation for Employees on Approved Leave Copyright Lexipol, LLC 2026/10/02, All Rights Reserved. Unused donated hours are handled as described in Section 1066.6(g). • A donor's identity is shared with the recipient and the Comptroller only as needed to process the donation. 1066.4 USE OF DONATED LEAVE • Donated hours are credited to the recipient hour-for-hour and paid at the recipient's own regular rate of pay and regularly scheduled hours, regardless of the donor's rate of pay or work schedule. • Donated leave may be used only for absences covered by the Fire Chief-approved leave for which it was donated. • Donated leave does not extend an employee's FMLA entitlement beyond the leave the employee is otherwise eligible for under the FMLA; it provides pay during otherwise unpaid portions of that leave. • Donated leave does not itself accrue additional sick or vacation leave, holiday pay, or retirement service credit, unless required by law or the applicable collective bargaining agreement. 1066.5 TWELVE-MONTH LIMIT A recipient may use donated leave for no more than twelve (12) months from the date the recipient first uses donated leave for a given qualifying event, unless the Fire Chief approves an extension in writing. A request to extend the twelve-month limit must be submitted in writing and approved by the Fire Chief before the twelve-month period expires. (b) The Fire Chief approves or denies the request in writing within five (5) business days of receipt. (e) The Fire Chief reviews and approves each donation form and forwards approved forms to the Comptroller for processing. (f) The Comptroller applies donated leave to the recipient's payroll in the amount needed to pay the recipient's regularly scheduled hours. (g) When the recipient returns to work, the qualifying event ends, or the twelve-month limit in Section 1066.5 expires, any remaining unused donated hours are transferred to a department leave bank maintained by the Comptroller. Banked hours may be used only for a future request approved under this policy. 1066.7 CONFIDENTIALITY The recipient's medical information is confidential and will be handled consistent with the confidentiality requirements of the FMLA and the Americans with Disabilities Act (ADA), the Health Insurance Portability and Accountability Act (HIPAA) where applicable, and department policy on confidential records.
