September 2026
Report to the Mayor, City Council, City Administrator and City Comptroller
From the City of Lake Geneva Avian Committee
2027 City of Lake Geneva Committee Budget Overview and Narrative for 2027 and
Report on 2026 Progress toward our Strategic Objectives
On behalf of the City of Lake Geneva Avian Committee, thank you for your support of
our efforts to meet our strategic goals and objectives on behalf of and in service to, our
fellow citizens.
Executive Summary of the Budget Request for 2027
In order to meet the core requirements and to continue to advance our strategic
objectives, we are requesting
• $6775
Our planned expenditures are estimated at $6775 with an increase over previous
budgets due to two factors: unable to carry over unexpended funds from
previous budgets, and our intent to grow our very successful Purple Martin
Colony that has outgrown our current housing opportunities.
BUDGET PRIORITY #1 APPLICATION TO BIRD CITY WISCONSIN
We are requesting $175 as the application fee for Bird City Wisconsin. This is
central for our mandated mission.
2026 Progress
Despite the complicated process of completing the revised Bird City Application we
were once again awarded the highest High Flyer Bird City status.
BUDGET PRIORITY #2 SWIFT NIGHT OUT
We are again requesting $800 for the September 9, 2027 Swift Night Out event at
the Geneva Lake Museum. This is one of our major community outreach and
education events. We are grateful for the support of the Geneva Lake Museum as our
co-host and for preserving the old, brick chimney that is key to chimney swift survival,
and the focus of this event. This budget item provides funds for a speaker and indoor
program, publicity and educational materials. We have added food trucks to our event
so there is no need for us to request funds for refreshments.
2026 Progress
Swift Night Out was held on September 4, 2025. We had another packed house for the
indoor program (nearly 200), Eagle and Friends by Schlitz Audubon, and at least
another 50 people joined us outside for the “show” the birds put on to a thrilled
audience, including clapping and cheering as the swifts circled and dropped into the
majestic chimney. From a public outreach standpoint, we were able to impact at least
250 people of all ages, not just about the wonderful birding opportunities our community
offers, but also about steps everyone can take to help preserve our natural environment
and our birds. Special thanks to Community State Bank for joining us and handing out
FREE ice cream. (This year the event will be held on September 10, 2026).
BUDGET PRIORITY #3 PURPLE MARTIN COLONY
We are requesting $4000 for the continued care and maintenance of the Purple
Martin houses along the Lakeshore Path in Library Park and our annual
membership in the Purple Martin Conservation Association. Our request this year is to
add two more Purple Martin Houses to our Lakefront Colony to meet the needs of
our returning birds; our current houses are at total capacity. The request also
includes some needed hardware replacement, nesting materials and replacement of
parts due to wear and tear, as well as power washing the nesting boxes as a precaution
against bird flu and other deadly viruses. In an effort to save a huge amount of time for
the Public Works staff we now leave the bird houses in place over the winter which
requires additional preparations by our Volunteers.
2026 Progress
This Spring and Summer marked the 8th successful season for the Lake Geneva Purple
Martin Colony which continues to flourish. All eleven houses had activity and more than
160 new Purple Martins hatched and fledged out of our colony. Our colony is now a
critical part of national efforts to save this declining bird species. This “bird path” along
our lakefront brings joy to our community members and visitors; and an added benefit is
helping to keep our lakefront free of insects.
In terms of public engagement and education, our Volunteer Committee members
participated in events sponsored by the Avian Committee by providing information about
our Purple Martins, and showcasing our colony. Our very engaging program on Climate
Change and Dark Skies’ effects on the bird population was a great opportunity to
showcase our Purple Martin colony and hand out materials about birding, migration, and
birdwatching
BUDGET PRIORITY #4 BIRD STRIKE MATERIALS
We are requesting $100 in our budget this year to provide information about bird strikes
– one of the highest threats to bird population. There are myriad resources for
homeowners, builders and building departments about materials to reduce bird strikes
that we will provide throughout the community.
2025 Progress
Providing a very public effort to educate citizens about bird-window strikes is an
important component in our overall performance on area 3 in our Bird City application -
limiting or removing threats to birds. We have researched educational efforts and
materials and implemented posts on our Facebook page and Instagram with the
inclusion of education on anti-window strike devices in our outreach activities.
BUDGET PRIORITY # 5 WORLD MIGATORY BIRD DAY CELEBRATION
We are requesting $750 to support activities related to the City of Lake Geneva
World Migratory Day (WMBD) Celebration.
This celebration is part of the core mission of the committee as established in the
Ordinance and is key to fulfilling our mandated mission. The Community Celebration
plans are evolving for our May 2027 event, which will focus on community education of
factors affecting our bird populations. The plans are intended to work in partnership with
efforts by the Rotary Club, the Library, the Friends of Hillmoor, as well as the City Parks
Department. We also plan to maintain and improve our family-friendly Storybook Trail at
Four Seasons Nature Preserve, inviting student groups to create and share their work
as citizen scientists, authors and illustrators.
Progress in 2026
As required, the City Council passed a Resolution to celebrate World Migratory Bird Day
in Lake Geneva.
As we transitioned away from the Learning to Soar project at St Frances School (due to
retirement of participating teacher), we reached out into our community in different
ways. We refreshed the sign posts for our Storybook Trail at Four Seasons (special
thanks to Public Works and Parks departments) so that families may continue to enjoy
the trail and educational storybooks created by students. As part of our Bird City
requirements, we held an informative and engaging program at the Geneva Lake
Museum on how the Dark Skies initiative is affecting bird populations, presented by a
speakers from Yerkes Observatory and the Geneva Lake Conservancy. We also had a
display of materials on home gardening for birds and pollinators, and an update on our
Purple Martin colony. Activities
BUDGET PRIORITY #6 COMMUNITY OUTREACH
We are requesting $50 in this category to support our efforts in coordinating the
Backyard Bird Count, as well as our participation in the Parade of Trees at the Geneva
Lake Museum. Other Outreach activities are covered in different sections of the budget
request.
Progress in 2026
Again, we supported community efforts to promote families and individuals to participate
in the Backyard Bird Count through our Facebook and Instagram posts, and with
information supplied to our local schools and Library. We expanded local exposure to
our activities and projects by presenting a Tuesday @ 2 program at the Museum on
Dark Skies, a growing initiative to protect birds.
We maintained the Storybook Trail with the new signage and refreshed Storybook, as
well as the entrance way bulletin boards. Ongoing public awareness has been achieved
through Facebook, Instagram and the Regional News.
BUDGET PRIORITY #7 BIRD WATCHING KITS AND MAPS
We are asking for $400 in our budget request. We will be using funds from our 2027
budget to maintain this project, should any of the hotel site backbacks need materials
Progress in 2026
Last year we completed a new program, Bring Birders to Lake Geneva, by putting
together bird watching kits in backpacks (similar to the popular ones at the library), to be
“loaned” to visitors using our local hotels, and the Visitor Center. The kits include
binoculars, bird watching guides, newly revised local maps for birding, information about
Hillmoor and other City of Lake Geneva Parks, and may be borrowed at hotel desks by
their guests. The kits were funded through 2025 budget monies, a special donation by
the Lake Geneva Rotary Club and a Tourism Commission Grant for the marketing
materials, including appropriate logos and other recognitions.
We are very excited about this project and have already received positive feedback
from several hotels. We have 10 backpacks in local hotels.
BUDGET PRIORITY # 8 BUILDING PARTNERSHIPS
We have $500 in this budget category as it is a high priority in our planning. We are
presently considering partnerships with the Library, the Parks Department, the Park
Board, the Tree Board and especially with the Friends of Hillmoor. Over the next year
we hope to continue to brainstorm and plan programs and services that meet our goals
of protecting our bird populations, providing public education, and expanding
opportunities for our residents to enjoy the many natural areas and experiences our
community offers.
Progress in 2026
This year we were able to participate, as the City of Lake Geneva Avian Committee, in a
number of community events, including the aforementioned Swift Night Out, Tuesday
@2 at the Geneva Lake Museum and the newly installed native planting Garden at
Hillmoor, in partnership with the Friends of Hillmoor and Bird City Wisconsin. We
installed a Kestral House at Hillmoor as well, with the help of the Friends of Hillmor and
the Audubon Society. Members advocated for the protection of our Swift Chimney at
City Council meetings with the planned upgrade to the utility installation behind the
Museum, and worked to rewrite the City’s ordinance regarding Dark Skies. We
welcomed community members to our Committee meetings on a regular basis, and
collaborated with the Tree Board and Park Board to support their initiatives.

THE LAKE GENEVA HISTORIC PRESERVATION COMMISSION
LAKE GENEVA, WISCONSIN
September 17, 2026
Mayor Todd Krause & Members of the City Council
City of Lake Geneva
626 Geneva Street
Lake Geneva, WI 53147
RE: FUNDING REQUEST FOR THE LAKE GENEVA HISTORI C
PRESERVATION COMMISSION – 2027 CITY OF LAKE GENEVA BUDGET
Dear Ladies and Gentlemen:
I am writing on behalf of the Lake Geneva Historic Preservation Commission to
request funding for our organization for the 2027 fiscal year.
Over the past 30 years, through the efforts of the LGHPC , the City of Lake Geneva
was selected as one of the National Trust for Historic Preservation’s “2009 Dozen
Distinctive Destinations”. We created two National and State Historic Districts : The
700 Block of Main Street Historic District and the Maple Park Historic District . The
Main Street District was officially approved by the Wisconsin State Historical
Society and the Department of Interior in 2002. The Maple Park Historic District
was approved by the State Historical Society a nd Department of Interior in June of
2005. In addition to bringing national recognition to the City of Lake Geneva,
designation as a National and S tate Historic District makes property owners eligible
for federal and state tax credits for restoration and rehabilitation of their buildings.
This encourages the maintenance and upgrading of businesses and homes within the
districts, which in turn increases property values and real estate tax revenues to the
City.
Oak Hill Cemetery is the final resting plac e of many of the founders and earliest
residents of the Geneva Lake area. It was designed by landscape architect H.W.S.
Cleveland and has been noted as a historically significant site by both local
historians and officials of the Wisconsin Historical Society. THROUGH OUR
EFFORTS, IN 2021, OAK HILL CEMETERY WAS NAMED AS AN OFFICIAL
NATIONAL & STATE HISTORIC SITE.
Several years ago, we replaced a number of missing G.A.R. (Grand Army of the
Republic) grave markers at Pioneer and Oak Hill Cemeteries noting veterans of the
Civil War who are buried there. In 2016, we created additional new signs listing the
names, dates and rank of those local Civil War veterans inter red at Pioneer and Oak
Hill Cemeteries.
Over the last 30 years, t he Historic Preservation Commission installed Signs &
Plaques noting Historic S ites throughout the City including: the Historic Railroad
Depot Sign at Williams & North Streets; signs at Pioneer Cemetery; along the lake
path in Library Park noting the history of the Indian path dating back over 2,500
years; at the Old Railroad Bridge noting the significance of the railroad in the
development of Lake Geneva in the late 19 th and early 20 th centuries; at the Geneva
Lake Museum of History which was the original Wisconsin Power & Light Building;
on the south side of Main Street at the Old Mill Race that runs from the lake past the
Museum Building to the White River; and worked with the City to replace the chain
link fence at Pioneer Cemetery with a new wrought iron fence. We created three
historic signs to commemorate the Whiting House & Frank Lloyd Wright Hotel
Geneva, the Lake Geneva Seminary, and the Lake Geneva Public Library and the New
Historic Railroad Site on Sage Street with “ghost footprints” in concrete pavers of the
former Railroad Turntable, Engine House, Water Tower & Section House.
In addition, the Commission continues to promote the Historic Plaque P rogram
whereby property owners can purchase a gold and black plaque with the date of the
construction of their buildin g. The cost of the plaque is $ 265.00 plus tax , and the
program is totally self -sufficient and requires no City funds . To date, almost 100
buildings have received plaques. The Lake Geneva Historic Preservation Commission
wishes to more actively promote the Historic Plaque program.
For 2027, the Historic Preservation Commission has several primary objectives:
• TO PR OTECT AND MAINTAIN HISTORIC PUBLIC LANDMARKS IN THE
CITY OF LAKE GENEVA: There are many historic public structures within
the City of Lake Geneva, such as the Three Graces statue in Flat Iron Park, that
are in need of maintenance and repair. The LGHPC is the local advocate for
protecting and helping to save these historic monuments for future generations by
nominating them as Local Historic Landmarks . We wish to use at least a portion
of our budget to accomplish that goal.
• EDUCATE & ENCOURAGE CITY RESIDENTS TO NOMINATE THEIR
HISTORIC HOMES & SITES AS LOCAL HISTORIC LANDMARKS: There are
also numerous historic homes in Lake Geneva, both in the Maple Park National
& State Historic District and elsewhere. The Lake Geneva Historic Preservation
Commission wishes to use funds to educate and encourage city residents to
nominate their historic homes and properties as Local Historic Landmarks.
• RESTORE AND UPGRADE OUR I -PHONE AND ANDROID SELF-GUIDED
WALKING TOUR PHONE APPS: Several years ago, we developed both I -phone
and Android versions of our Historic Lake Geneva Walking Tour that allow ed
residents and visitors to do self -guided tours of downtown Lake Gen eva and the
Maple Park National Historic District. These phone apps are no longer available
or difficult to access. We would like to restore them and improve public access to
these apps.
• UPDATE AND IMPROVE OUR LAKE GENEVA HISTORIC PRESERVATION
WEBSITE: We have recently been working with the City staff to restore and
update our Lake Geneva Historic Preservation Commission website via the City of
Lake Geneva website. Our objective is to better educate the general public on the
history of Lake Geneva, the importance of historic preservation, and how to access
information regarding local historic structures thr ough the Wisconsin Historical
Society.
• UPDATE AND PRINT EDUCATIONAL MATERIALS SUCH AS THE
“WALKING TOUR OF LAKE GENEVA, WISCONSIN” BOOKLETS: In 2015,
we created an updated version of the booklet “A Walking Tour of Lake Geneva,
Wisconsin”. The booklets are distributed at the Chamber of Commerce, the
Geneva History Museum, the Lake Geneva Public Library and a number of
other locations. Donations from the tours and the distribution of the booklets are
applied toward the cost of printing additional copies. We wish to be able to
continue to distribute the “A Walking Tour of Lake Geneva, Wisconsin” and other
educational materials.
• PROMOTE A HISTORIC RAILROAD HERITAGE TRAIL THROUGH THE
CITY: We continue our efforts to create a Historic Railroad Heritage Trail
through Lake Geneva . We’ ve long felt the need to give more recognition to the
importance of railroads in the history of the City of Lake Geneva . In recent
years we’ve erected Historic Railway Signs at the site of the Lake Geneva
Railroad Depot at Williams and North Streets, on Main Street at the old
Concrete Railroad Bridge, at Broad Street at the site of several Railroad
Warehouses and the Wilbur Lumber Yard , and on Sage Street at the site of the
former Railroad Turntable. Concrete pavers were laid to mark the “footprints” of
the Turntable, Water Tower, Engine Shed and Section House.
• CONTINUE TO WORK WITH THE CEMETERY BOARD ON THE HISTORIC
MARKER PROGRAM AT PIONEER AND OAK HILL CEMETERIES &
CREATING A HISTORIC GARDEN AT THE OAK HILL CEMETERY CHAPEL.
With these objectives in mind, we respectfully request the following budget for 2027:
• COST TO NOMINATE THE RIVIERA AND
OTHER PUBLIC & PRIVATE BUILDINGS AS
“LOCAL HISTORIC LANDMARKS” $3,500.00
• COST TO REPAIR & MAINTAIN EXISTING
HISTORIC SIGNS & POTENTIAL NEW SIGNS,
SUCH AS HILLMOOR & THE LAKE GENEVA
SANITARIUMS $3,000.00
• COST TO FUND & RESTORE EXISTING
I-PHONE & ANDROID
WALKING TOUR PHONE APPS $1,500.00
• FUNDING FOR PUBLIC EDUCATION
PROGRAMS, PRESENTATIONS, NEWSLETTER,
MAILINGS, COPYING, & POSTAGE $ 500.00
• PARTICIPATION IN STATE HISTORIC
ORGANIZATIONS, DUES, & CONFERENCES $ 500.00
• CONTINUING SUPPORT FOR HISTORICAL
MARKER PROGRAM AT PIONEER AND
OAK HILL CEMETERIES $ 500.00
• CONTINUING SUPPORT FOR PROPOSED
HISTORICAL GARDEN AT OAK HILL CEMETERY
CHAPEL BUILDING $ 500.00
________________________________________________________________________
TOTAL FUNDING REQUEST FOR 2027 $10,000.00
The Lake Geneva Historic Preservation Commission respectfully requests that the
Finance Committee and the City Council grant this budget request for the
upcoming year. We feel that preserving the character and architecture of our
community is a key element in maintaining the “small town” charm that we, as citizens
of Lake Geneva, are justifiably proud of. The members of the Lake Geneva Historic
Preservation Commission greatly appreciate the City’s ongoing sup port of our efforts.
Thank you for your consideration.

City of Lake Geneva
Capital Improvement Plan (CIP)
Recommendations for the annual capital improvement budget include the following:
$2,865,000 for roadway resurfacing (1.12 miles of local roads for 30-year cycle & 1.0 miles of
Arterials/collectors for 20-year cycle)
$495,000 for Drainage Improvements on roads and alleys
$420,000 for sidewalk/ramp improvements (25% on 2.0 miles)
$105,000 for parking lot improvements (14000 SF annually for 30-year cycle)
$160,000 for alley reconstruction (850-ft (2 blocks) of allies per year for 30-year cycle)
$110,000 multiuse path improvements (40-year cycle, 1300/LF per year average)
Maintenance
$60,000 – Crack sealing program (9.5 miles for a 5-year cycle)
$150,000 – Seal Coating Program (3.2 miles for a 15-year cycle)
Special Projects (additional considerations)
$20,000 - South Lake Shore Drive drainage analysis
$65,000 – Sidewalk Program (approx. 3 blocks of new sidewalk or other)
In 2019 Kapur and city staff last evaluated the average annual improvement budget and
provided recommendations for future expenditure on roadway resurfacing, parking lot
improvements, alley reconstruction, pedestrian path and sidewalk improvements. Past road
programs from 2019-2025 (except for 2022) were analyzed to compare allocation of
resources to the 2019 recommendations. Several trends emerged:
1. In general, the 2019 recommendations for scopes of improvements do not change; however,
the estimated cost to complete the same scope is significantly higher. Figure 1 below shows
the relationship of dollars spent on roadway improvements relative to miles of road
completed. Road improvement costs are increasing. Recommendation: Increase budget
to maintain infrastructure condition.
2. A larger percentage of road program funds are being used for sidewalk, crosswalk and ramp
improvements. This is not unexpected given that in 2024 the Department of
Transportation adopted Proposed Right-of-Way Accessibility Guidelines (PROWAG)
requirements which require upgrades to pedestrian access routes when roadways are
altered or repaired. Figure 2 below shows the categories of improvements completed with
the street program each year. 2023 was an end of borrowing cycle and the budget was
tight, so pedestrian accommodations were pushed to the 2024 program. Recommendation:
Incorporate PROWAG required pedestrian improvements into roadway budget for the
2| Page

recommended 2.5 miles. Have a separate sidewalk program budget for priority
pedestrian improvements not associated with road construction.
3. Since 2019, the road program has incorporat ed few storm sewer system upgrades or
replacements. Existing storm sewer infrastructure continues to age and should be
evaluated before yearly road program scopes and cost estimates are prepared.
Recommendation: Televise storm sewer system in advance to plan for
upgrades/replacements.
4. Traditionally alleys have been reconstructed or resurfaced without adding drainage
improvements. Recommendation: Include minor drainage improvements for alleys in the
budget per the above estimate.
5. Past practices of minimal early maintenance strategies has kept the lifetime of roads to
approximately 20-years before a resurfacing is required. Lifetime of local road can
reasonably extend to 30-years with early and continued crack sealing. Recommendation:
Increase crack sealing budget to “buy time” before resurfacing of roads are required.

1. Roadway Pavement Analysis
The roadway pavement analysis for the City of Lake Geneva Capital Improvement Plan (CIP)
began with the compilation and integration of roadway inventory and condition data from the
Wisconsin Information System for Local Roads (WISLR). Historical PASER ratings, a
standardized visual rating system to evaluate pavement conditions, were incorporated into a
GIS-based framework for project prioritization.
WISLR PASER Rating data sets from 2004 to 2025, including over 600 roadway segments,
were compiled to evaluate current and past road maintenance practices and calculate an
average deterioration curve to use for predictive maintenance planning.
1.1 Condition
Pavement condition ratings are evaluated using the PASER system, which provides a
standardized method for visually assessing pavement quality on a scale from 1 (failed) to 10
(excellent). These ratings enable comparison across segments and support prioritization
decisions.
We have completed an assessment of Lake Geneva’s roads, public parking lots, alley’s, multi-
use paths, and the cemetery roadways. The ratings were completed based on WISDOT PASER
ratings, per WI Statures 86.302. The WISDOT PASER rating system is based on a 1-10 rating,
with 1 being a completely failed surface and 10 being a newly constructed surface. This
information is important in planning and budgeting for future improvement projects.
WIDOT PASER ratings recommend the following treatments based on the surface rating:
10/9 – None (newly constructed)
8 – Minimal crack filling
7 – Routine crack filling
6 – May need a sealcoat, possible overlay

A comparative analysis was conducted using historical data (e.g., 2019) and recent condition
data (e.g., 2025) to evaluate trends in roadway condition over time. Figure 3 below, compares
the percentage of roadway miles at each PASER rating in both 2019 and 2025. The graph
below shows almost a doubling of roads rated at a 5 indicating an increasing need for
preventative maintenance and rehabilitation projects. A PASER rating of 5 is where
preservation treatments become critical. While this shows a shift towards deterioration only a
small portion of the roads exist under “poor” condition indicating that the roadway network is
in overall good condition.
Figure 3: Pavement Condition Comparison 2019 and 2025
1.2 Deterioration Curve
Using historical PASER datasets and GIS-based analysis, a deterioration curve was created to
understand the deterioration of city roads. The curve was then used in predicting future
decline of roadway segments for inclusion in the 5-year road program capital improvement
plan. Figure 4 below shows the cumulative average number of years roadway segments
degrade between PASER categories. The curve confirms that on average a roadway segment
has fallen from a 10 to a 5 in approximately 20 years.
Recently the City has increased its maintenance program to include approximately 2.2 miles
of crack sealing to help increase the life span of pavement.

Figure 4: Rate of Roadway Deterioration by PASER rating
1.3 Local Roads Maintenance
Recent years the Department of Public Works has increased its crack filling program to
include 2.2 miles in 2026. WisDOT Highway Maintenance Manual recognizes crack filling is a
pavement preservation strategy that slows deterioration and preserves structural capacity
when applied on pavement in still good condition. Routine crack sealing, every 4-5 years, is
estimated to extend the pavement life by 4-8 years; while crack sealing with sealcoat/chip
seal may extend the life of a road 8-15 years. Longevity depends on traffic, drainage,
pavement thickness, and timing of treatment. For the purposes of capital improvement
planning, we recommend continuing with the practice of crack filing, especially with roadways
that are still in good condition.
Annualizing the total of 48-miles of roads over a 5-year crack sealing cycle, gives
approximately 9.5 miles of crack sealing required per year. Based off recent bid tabulation
data, the annual crack sealing budget to complete 9.5 miles would be $85,000.00. However,
crack sealing is typically most effective on roads at a PASER of 7-8. While the City is
implementing changes to bring average road ratings up, there may initially not be enough
eligible roads. A budget of $60,000.00 annually for crack sealing for the next five years is
recommended. This number should be reconsidered after 5 years as more roads per year may
be eligible and benefit greatly from crack sealing.
Sealcoating generally provides the greatest benefit on pavements with PASER ratings of 6 to
7.
To support a 15-year sealcoating cycle, the City's roadway network should be evaluated on a
recurring basis. With approximately 48 miles of roadway under City jurisdiction, this equates
to treating roughly 3.2 miles annually for a 15-year cycle. Based on recent bid tabulation data,
maintaining a full 15-year cycle would require an estimated annual sealcoating budget of
6 | Page
D:\Walworth_Co\Lake Geneva_City\Gov\260136_2026_Lake_Geneva_Street_Program_PW\CIP\Report\DraftReport_20260807.docx
approximately $150,000. The number of miles for crack sealing should be increased to include
new roads within the first 5 years.
1.4 Roadway Treatment Assumptions
Standardized treatment assumptions were developed to support cost estimation and program
planning. PASER ratings of 5 typically indicate a necessary 2-3” mill and overlay with PASER
4 ratings ranging from resurfacing to reconstruction. A 3% annual increase was considered to
account for inflation. Roadway treatment costs included engineering design and construction
inspection fees as well as curb and gutter replacement. Past project bid unit prices were used
to project planning costs, see Table 1 below.

1.5 Annual Road Program Considerations
Development of the annual roadway program incorporated known infrastructure
improvements schedules, PASER rating of roadway, active development and geographic
location of road segment. Road segments with lower PASER ratings or ratings that were
predicted to lower in the near future when applying the deterioration curve were given
priority. Segments near Main Street (HWY 50) were avoided in 2027 and 2028 given the
WisDOT construction project timeline. Road segments likely to receive construction traffic
with the development of Symphony Bay Phase 8 were selected for later years if possible.
Road segments in the same vicinity were grouped within the same construction year to
promote efficiency.
2. Sidewalk Improvements
Sidewalk improvements were evaluated as part of the CIP to address goals defined in the
City of Lake Geneva Bicycle and Pedestrian Plan Adopted March 26, 2018. Both
replacement of deficient infrastructure as well as expansion of pedestrian facilities where
gaps exist were estimated. In 2024 the Department of Transportation adopted Proposed
Right-of-Way Accessibility Guidelines (PROWAG) requirements which states “any portion
of a pedestrian facility that is altered must be altered to comply with the guidelines”.
PROWAG standards and City goals require addressing pedestrian circulation within the
public right-of-way such that pedestrian access on both sides of the roadway is
considered for construction to meet this goal. Budgets must include up-front costs for
7 | Page
D:\Walworth_Co\Lake Geneva_City\Gov\260136_2026_Lake_Geneva_Street_Program_PW\CIP\Report\DraftReport_20260807.docx
sidewalk improvements even though property assessments are typically sought for
sidewalk repairs, replacements and new sidewalk connections. Currently ramps, landing
pads, and warning fields for ADA crossings are not assessed.
2.1 Condition
The Lake Geneva Sidewalk Inventory and mapped results identify condition of sidewalks,
intersections and roadway crossings within the City of Lake Geneva. While intended to be
a city-wide evaluation, the full scope is not yet complete. This data collected was used to
determine the existing condition of the pedestrian routes and estimate costs to bring
them into compliance. Unit costs per LF were used in the budgeting analysis based on
each road segment considered in the 5-year plan. New sidewalk connections were
assumed where no sidewalk exists and included in the cost estimate for the streets
program. Limitations to sidewalk construction should be presented if scope is reduced to
sidewalk on one side of the roadway.
2.2 Cost Estimation
Cost estimates for sidewalk improvements were developed using standardized unit costs
from past projects. A 3% annual increase was considered to account for inflation. The
budget spreadsheet uses the estimated unit cost based on the conditions specified, see
Table 2 below. Both sides of the roadway segment were considered.

3. Parking Lots
The Parking lot inventory for capital improvement planning was updated to include both
paid parking locations and paved parking lots under Department of Public Works
maintenance responsibility for total area of 429,000 SF. All parking lots are paved
asphalt over granular base and have a variable service life based on traffic and base
condition. Assuming a service life of 20-years, 21,000 SF of parking lot
resurfacing/reconstruction would be required every year.

4. Alleys
Several older neighborhoods within the City have alleys maintained by the Department of
Public Works. These alleys as typically 14-ft wide and are constructed of asphalt on
minimal base coarse aggregate. Alleys have minimal, if any, internal drainage structures.
Past practice has been asphalt repair/replacement without upgrades to drainage
improvements.
4.1 Condition
Alley pavement condition data was updated on GIS to include the 2025 PASER ratings.
Pavement conditions have generally improved from 2019 to 2025 with the graph shifting
to the right noting alleys in better condition, see Figure 6 below. However, approximately
47 % of alleys are still rated at a 5 or lower and in need of maintenance.

Cost Estimation
Table 5 above shows the average unit prices considered for different treatments of alleys.
Cost estimates for each year considered the existing pavement rating to determine the
necessary treatments. The CIP cost estimate spreadsheet includes drainage
improvements which were previously not considered for alleys.
5. Multi-use Paths
Multi-use paths located on city owned parcels/outlots, within easements, or public rights-
of-way are maintained by city staff. Costs of repair and reconstruction of existing paths
are the responsibility of the City and are not currently subject to private property
assessment.
5.1 Condition
The City’s multi-use paths were rated based on the WisDOT PASER rating system
described above. The existing paths were physically ridden and assessed in August of
2025. There are approximately 57,286 linear feet (10.8 miles) of multi-use paths
throughout the City of which 48% are rated a 5 or lower and in need of repair.

Multi use paths are generally constructed with a 3-4-inch asphalt layer and coarse base
aggregate underneath. Paths received treatments of Mill and Overlay, resurfacing, or full
reconstruct depending on the pavement condition. The worse condition of the pavement
the more expensive the treatment. Table 6 below gives unit costs per treatment through
out a 5-year borrowing cycle.

Full Reconstruction SY $80.00 $82.40 $84.87 $87.42 $90.04 $92.74
6. Special Projects
In addition to standard roadway and pedestrian improvements, special projects were
evaluated as part of the CIP development process to address significant infrastructure
needs.
6.1 S. Lakeshore Drive Drainage
Much of S. Lakeshore Drive has a rural section inconsistent with the City’s typical
roadway section. The City has received complaints of stormwater flowing and icing over
the pavement surface and discharged onto private property. The proposed budget
amount of $20,000 would include a drainage study and preparation of recommendations
for drainage improvements for S. Lakeshore Drive at Pine Tree Lane to Campbell St and
from Eugene Drive to South Street.
This is recommended as a separate project as the PASER ratings along S. Lakeshore
Drive do not support it being included in the current 5-year Capital Improvement Plan.
6.2 Sidewalk Program
A separate sidewalk program is recommended such that pedestrian improvements
outside of the road program limits can continue without drawing on road program funds.
It is recommended this be a separate fund for pedestrian improvements such as sidewalk
repairs/replacements, new sidewalks, RRFBs, etc. We recommend a budget of $65,000
be allocated for the program. This is equivalent to approximately 3 blocks of new 5-ft
wide sidewalk.

Lake Geneva Public Library Capital Budget Draft Proposal 2027 - 2031
Project Subproject Notes 2027 2028 2029 2030 2031 TOTALCampus Accessiblity & Collection Capacity ProgramThe west end of the LGPL is a bi-level space housing the adult fiction collection. It is not accessible and cannot be made accessible in its current configuration. This project will renovate the current bi-level space into a single, accessible level. This change loses collection capacity for high-usage items and needs to be replaced. An addition will be made to replace the lost space. Additional improvements will be made to the campus to update signage and wayfinding to current accessibility standards and complete modifications to a currently out-of-compliance sidewalk route. West end reconstruction: bi-level to single level, plus west side addition. FEH estimate; to be re-priced at design completion$100,000.00$200,000.00$2,000,000.00 $2,300,000.00
