On August 4, the department was proud to participate in National Night Out, an annual community-building event that promotes partnerships between residents, public-safety agencies, and local organizations. The event provides an opportunity for community members to meet firefighters and other first responders, learn about available safety resources, and build the relationships that support a safer, stronger community. Through demonstrations, conversations, and family-friendly activities, National Night Out helps strengthen trust and communication between the department and the residents we serve. We appreciate everyone who joined us and helped make the event a success. Page 22 of 99 Lake Geneva Fire Department • Activities Report, August 2026 • Page 2 On August 8, the department provided standby EMS coverage for the Special Olympics bocce ball tournament. We were honored to help support the athletes and everyone involved in making the tournament a successful and memorable event. On August 14 th the department was honored to be invited to cook burgers for the campers and staff at the annual Burn Camp for injured youth! After recently taking home the win at the Burger Throwdown Competition, we figured there was no better way to put our championship skills to work than firing up the grill for an incredible group of young people. A HUGE thank you to DJ's In The Drink for generously donating the burger patties for us to cook! Your support helped make this special day possible, and we truly appreciate your generosity. It was an honor to serve these amazing campers and staff. We’re proud to be part of a community that comes together to support such a great cause. Page 23 of 99 Lake Geneva Fire Department • Activities Report, August 2026 • Page 3 On August 19, the department participated in Venetian Fest by providing fire-safety public education for community members of all ages. Firefighters shared educational materials and practical home- safety information, including the importance of working smoke alarms, having an escape plan, and knowing what to do in an emergency. Attendees also had the opportunity to experience the Fire Safety Smoke House, where they practiced recognizing hazards and safely exiting a simulated smoke-filled environment. Our Fire Safety Question Wheel added a fun, interactive learning element, giving participants the chance to test their fire-safety knowledge and earn sno-cone prizes. We appreciate everyone who stopped by to learn, participate, and help promote a safer community. Page 24 of 99 Lake Geneva Fire Department • Activities Report, August 2026 • Page 4 On Saturday, August 22, the department continued its fire-safety education outreach at the Venetian Fest Touch-a-Truck event. Firefighters welcomed families to explore department apparatus, learn about the equipment used during emergency responses, and speak directly with the personnel who serve the community. The event provided another valuable opportunity to reinforce important fire- and life-safety messages in a hands-on, family-friendly setting. We appreciate everyone who stopped by, asked questions, and participated in helping make our community safer. Venetian Fest concluded on Sunday, marking the end of a successful week of community events and activities. Throughout the festival, the department provided on-site first-aid services to help ensure prompt medical care was available for attendees, volunteers, and event staff. In addition to supporting the event throughout the week, department personnel provided staffing and fire/EMS coverage for the fireworks display. This included maintaining a visible public- safety presence, remaining prepared to respond to medical or fire- related emergencies, and helping ensure the event concluded safely for the community. We even had the opportunity to participate in the fun! Page 25 of 99 Lake Geneva Fire Department • Activities Report, August 2026 • Page 5 On August 27th and 28th the department hosted a difficult-airway management training program sponsored by the University of Wisconsin. The hands-on educational opportunity strengthened participants’ ability to assess, plan for, and manage challenging airway emergencies in both routine and high-risk patient-care situations. The training incorporated advanced airway techniques, current airway-management devices, and scenario-based practice to reinforce effective clinical decision-making, teamwork, and communication. Participants gained valuable experience with difficult-airway strategies, including airway rescue techniques and the use of advanced technologies in emergency settings. Hosting this program reflects the department’s continued commitment to high-quality EMS education, clinical readiness, and providing the best possible care to our community. On August 29, the department provided standby EMS coverage for the Special Olympics tennis tournament. Children may not always see an approaching vehicle or recognize the danger around them. Drivers must be prepared to slow down, stay alert near schools and crosswalks, and stop for school buses displaying flashing red lights. Put the phone down, allow extra travel time, and watch carefully for children walking or riding their bikes. A few extra seconds of patience could prevent a tragedy and help every child make it safely to school and back home. We wish every student a safe and successful school year. Page 56 of 99 Page 57 of 99 Page 58 of 99 John Peters From: Sent: To: Subject: Ron Redlin < r.redlin@twinlakesfire.com > Saturday, August 29, 2026 12:59 PM House Fire in Twin Lakes I would like to thank every department that assisted us Friday Aug 28th for our house fire that we had around 11 :40 A.M. This fire had a potential to burn thru the roof and then we would have had a very different outcome. The interior finish of the entire 2 story home was tongue and groove pine car siding. This extremely high fuel load made the fire burn fast and set up a potential to lose the entire structure. The homeowners were not home, a passing neighbor had discovered the fire as they observed smoke coming out of the soffits of the garage and the second floor roof area. This prompted us to activate our MABAS box as I assumed this fire would be self-venting thru the attic shortly after we arrived. The fire appears to have ran out of enough oxygen and slowed it's self-back to the origin area on the second floor. Interior crews had a very labor extensive time opening up the walls and ceiling to check for extension because of the car siding. If this fire would have gotten thru the roof all crews and tenders would have been there for a lot longer duration. I appreciate all departments helping out where they could and how they could. We also had an ambulance call 2 minutes after we arrived on scene of this incident, and 2 more ambulance calls prior to all our crews clearing the scene. As always I appreciate our MABAS partners and hope we can repay you when you need our help. Thank You, Chief Ron Redlin Ron Redlin Fire Chief Village of Twin Lakes 262-877-2373 Station 1 Page 59 of 99 Page 60 of 99 Page 61 of 99 Page 62 of 99 Page 63 of 99 Page 64 of 99 Page 65 of 99 Page 66 of 99 Page 67 of 99 Page 68 of 99 Page 69 of 99 Page 70 of 99 Dear Members of the Police and Fire Commission, I am writing to provide context and perspective on the proposed 2027 budget for the City of Lake Geneva Police Department. While the budget reflects an overall increase of $411,000, it is important to note that $378,600 of this amount is attributable to contract obligations, the wage resolution, or operating costs associated with the addition of the Marine Unit. This figure could be substantially lower, as it currently includes a 10% placeholder increase for health insurance. Accordingly, the actual budget increase within our operational control is $32,480. The Department had much to be proud of in 2026, most notably the launch of our Marine Unit. Previously, we paid $75,000 annually for marine services through an external contract. In 2027, the expected cost to operate our own unit will be $25,266—well below the original estimate of $32,000—after accounting for the 50% minimum operating expenses covered by the DNR. Additionally, we will receive a payment of $17,500 for the boat and $2,100 for the lift in 2027. Looking ahead to 2027, we anticipate significant internal changes. Sergeants Jason Hall and William Thornburgh, along with Administrative Specialist Cindy Papenfus, are expected to retire. To maintain operational capacity, we will be filling three patrol vacancies resulting from these retirements as well as the resignation of Officer Emily Sarles. The coming year will also bring substantial challenges. The Highway 50 construction project is expected to create significant traffic congestion and introduce new operational demands due to detours routing through the City. Our Department is preparing to manage these impacts while maintaining service levels to our community. On a positive note, 2027 will mark the launch of our new Canine Program, which was approved in 2026 with available capital funding. While this program carries an expected ongoing operational cost of $15,000 annually, we anticipate strong community support through donations that will help offset these costs over time. I want to extend my sincere gratitude to the Police and Fire Commission for your continued support of both our community and the men and women of the City of Lake Geneva Police Department. Your stewardship and guidance are invaluable as we work to serve Lake Geneva effectively and efficiently.
