Upcoming City Budget Considerations
Potential Hillmoor Budget Requests for:
2027-2031 Capital Improvement Budget
2027 Operating Budget
Budget Objective
Tonight, have a preliminary discussion of project funding
options, and at the upcoming August 13th, 2026 Hillmoor
Commission meeting:
make a final decision on what Hillmoor projects should be
prioritized and make formal recommendation to City
Council for the funding to be included in the City’s 2027
Operating Budget and the City’s 5 Year Capital
Improvement (CIP) Budget: 2027-2031
Keeping a Realistic Perspective
Hillmoor is a BIG project.
Implementation will most likely occur over the next
5 to 10 to 20+ years.
The City has limited financial resources with MANY
operating and capital budget needs including other City
Parks.
The Hillmoor Commission needs to determine its top
funding priorities that will make slow steady progress to
turn Hillmoor into a beautiful park for our residents.

Other Possible Z1-5 Capital Budget Items: 2027 - 2031
Completing Small Projects (if not completed in 2026)
- New Trail Marking System
- Cutting New Trail behind Target
- New bridge near Rt. 50
- Park Benches and Picnic Tables
- Others?
Zone 2 – Wetland Trail, Boardwalk, and Bridge – Not considered
until planning for Zones 2 -5 are complete.
Other Possible Capital/Operating
Budget Items: 2027 - 2031
Ecological Restoration Zones 1-5
- Habitat Restoration Plan – Zones 3, 4, and 5
Impactful, Visible – Black Locust Removal
$50k to $200k/year for 5 years?
- Zone 2 Wetland Restoration
- White River Restoration in Zone 1 - $ tbd (first need plan)
River access (“backwater nooks”), riverbank
restoration, riverbed improvements
Proposed River
Access Points
1 -Fishing Outcrop
5 -Riverbank Access
Points, 10 bank
modifications
Proposed River Access Points
Fishing Outcrop - Needs to be located at good fishing
spot. Stone outcrop very expensive.
Could future boardwalk serve as
fishing pier?
Riverbank Access – Grass landings more affordable.
Stone steps very expensive 2 to 4x.
Not all “backwater nooks” need
vs water access and/or access on
both sides of the river.
Proposed River Access Points
If the Hillmoor Commission wants to include river access as a
funding priority, funding the river restoration plan is essential.
Suggested Capital Funding Recommendation:
1) Not pursue a fishing outcrop at this time.
2) Limit the number of access points to 2, 3, or 4 at strategic
locations at this time.
3) Use grass landing approach to reduce cost.
