First Church of Christ, Scientist 10 Accounted for Five assigned, remainder retained by church First Congregational UCC 15 Fully accounted for All maintained by church Findings Documentation is as follows for review. All participating organizations have fully complied with the City's accountability request. The review identified concerns regarding lost or unreturned placards. A request to permit duplicated visitor placards was submitted and denied as it would significantly reduce the City's ability to maintain accountability and would be inconsistent with the existing program guidelines. The City's current policy expressly prohibits duplication of placards, as they are controlled City-issued parking authorizations intended to be individually tracked and accounted for. Furthermore, the operational hardship described has not been demonstrated by the other participating congregations, all of which continue to administer visitor placards without requesting duplication. Staff Recommendation Staff recommend continuing the existing Sunday Morning Parking Placard Program without modification to the duplication policy. Placards should remain individually issued, tracked, and accounted for in accordance with the established program guidelines. Staff further recommend that participating organizations begin to report any lost, stolen, or unreturned placards promptly and that annual accountability reviews remain part of the program to ensure the integrity of City-issued parking placards. Page 12 of 31 Original Memo Sent with Placard to Each Congregation: To: Lake Geneva United Methodist Church, Holy Communion Episcopal Church, First Church of Christ Scientist, and First Congregational United Church of Christ From: City Hall, City of Lake Geneva Date: April 15, 2025 Subject: Sunday Morning Parking Program – Rules for Use of Placards Placard Distribution: Each congregation will receive a set number of placards. Any additional placards must be requested from and approved by the Common Council. Placards will be issued in 2-year increments. Lake Geneva United Methodist Church - 20 placards Holy Communion Episcopal Church - 45 placards First Church of Christ, Scientist - 10 placards First Congregational United Church of Christ - 15 placards Permit Valid on Sunday: Each placard will provide parking from 9am to 12pm on Sunday. Placard Eligibility: Placards will not be issued to vehicles with City of Lake Geneva Parking Permit Stickers. Placard Use: Parking is limited to within a one block radius of location of the listed church. If a resident parking sticker is displayed with the placard, the resident permit will take precedence, and the vehicle will be chalked. The use of the placard will be noted, and the organization program manager will be contacted. Accountability: Placards are a controlled item. Organizations will be required to maintain accountability for each placard issued. Each organization should be prepared to provide accountability and justification for issue upon request from Lake Geneva City Hall Staff Duplication Policy: Any discovery of duplicated placards may result in the revocation of placards for the individual member. Placard Return: Placards must be returned before December 15 of the expiration year. Failure to return all placards may result in a reduction of placards for the following issue. On 6/23/2026 12:34:06 PM, Parking Manager <parkingmanager@cityoflakegeneva.gov> wrote: Good afternoon, As part of the City of Lake Geneva’s Parking Placard Program, we are requesting an updated accountability report for the placards issued to your organization through the City’s program. General grading, placement of storm sewer, placement of curb & gutter, and placement of binder course (lower layer) and the surface course (final, upper layer) of asphalt, within the City Right of Way, have been completed. Public utilities within the right- of-way and initial paving were installed in 2020; however, concerns with final lift of pavement delayed acceptance. In August of 2025, the required pavement fix was completed by Shodeen. A final walk-through site inspection occurred on June 26th 2026 verifying the pavement fix remained acceptable. Sidewalk is installed on a lot by lot basis. The remaining letter of credit for Phase 2B totals $16,000 for unfinished sidewalk and ramps. The letter of credit will be released when work is verified as completed. If you have any questions or comments, please feel free to contact me! Page 27 of 31 Page 28 of 31 Page 29 of 31 Page 30 of 31 June 11, 2026 Dave DeAngelis City Administrator of Lake Geneva 626 Geneva Street Lake Geneva, WI 53147 Administrator DeAngelis: As a 55 and older community, The Wrightwood Condominiums of Lake Geneva at 415 S Wells Street enjoy easy access to downtown. Daily, our thirty four owners and their guests make their way along the sidewalks to the lakefront, shops, restaurants, and local events. The brisk Wells Street traffic occasionally leaves us seniors feeling vulnerable. Please consider this a request to change the crossing signage at Wells and Baker to an on demand flasher like the one on Main St near the Bottle Shop. Wells Street traffic can be quick. The current static crossing signs are not adequate, and few drivers observe the State requirement to yield. There had been an illuminated warning sign there previously. Adding an on demand flasher would mitigate the potential of a tragic accident, without affecting traffic flow. Furthermore, this crossing is a school bus stop, and we are concerned about the additional Wells Street traffic about to be generated by Route 50 closures. Please let us know how we might further this request. The Wrightwood Board of Directors endorses this installation on behalf of our owners.
