City already has a Parks Donations line item. We will work to promote that while a Parks Foundation is formed to handle all fundraising needs. Key points discussed are how a Parks Foundation will increase trust in the donation process, the need to revamp the City donation policy, and how the entities would work together for lasting stewardship of our Parks. Item #9: Discussion/Recommendation regarding changes to Parks Department Schedule of Fees Background for Board Report: Staff have completed a review of the Parks Department Schedule of Fees last updated in January 2026. The proposed updates address several areas of the schedule, including clarifications to the General Provisions and the introduction of Nonprofit Fee Waiver language, shelter reservation block structure changes, private versus public event park use and shelter fees, street use fees, with the addition of Maple Park Tennis Court and Dunn Pickleball Court fee categories under Athletics & Programming. The full updated Schedule of Fees is included in the packet for Board review. Board Role: Review the proposed changes and provide a recommendation to forward to the Common Council for approval. II. Item #10: Discussion/Recommendation regarding Native Plantings and Pollinators Background for Board Report: Board Members, Betty and Adam, would like to talk to the board about generating more community involvement in the promotion of native plantings and their benefit to pollinators. Item #11: Discussion/Recommendation regarding 2027 Operating Budget and 2027-2029 Capital Budget Process Background for Board Report: The City will soon begin its annual operating and three-year capital budget process, both of which will be informed by findings from the Comprehensive Outdoor Recreation & Lakefront Plan (CORP). Board Role: Discuss both budgets openly and prepare for ongoing discussion on the topic as the process develops. Page 6 of 12 626 Geneva Street, Lake Geneva, WI 53147- (262) 248-3673-www.cityoflakegeneva.gov Updated: January 12, 2026 by Resolution 26-R01 1 Schedule of Fees General Provisions All fees are minimums and may be adjusted based on scope, duration, and impact. The City may impose additional conditions and may retain overpayments of $2 or less unless a refund is requested. Application fees apply to all applicants. Non-profit Tax Exemption. Non-profit organizations holding a valid 501(c)(3) tax exemption certificate are eligible for sales tax removal on applicable rental fees upon presentation of documentation at the time of reservation. Non-profit Fee Waiver. Non-profit organizations holding a valid 501(c)(3) tax exemption certificate whose primary service area includes the City of Lake Geneva may apply for a waiver of facility and park use fees. Application fees are not eligible for waiver. Waiver requests must be submitted as part of the event permit application, which is required no fewer than 45 days prior to the event. Waivers are not automatic and must be approved by the Common Council through recommendation of the Parks Director. Organizations are eligible for no more than two approved waivers per calendar year. Events spanning more than one park or more than one day are eligible for a partial waiver only, not to exceed 50% of applicable fees. Partial waivers count toward the organization's two-waiver annual allotment. Exclusive Park use includes all facilities within the park boundary. Where a shelter or other reservable facility exists, the applicable facility fee applies regardless of whether the organizer utilizes the facility, as the reservation eliminates the City's ability to rent that facility independently. Parks Department Event Permits & Shelter Reservations Private Events - Private events are limited to shelter reservations. No exclusive park use.
