Roll call: Weiss, Zimmerman, Palmer, Maloney, Weiss; Pillman – Excused 3. Approve minutes of previous meeting – August 6, 2025: - Palmer motioned to approve. Maloney seconded. All voted, Aye. Motion carried. 4. Comments from the Public: - One online attendee was present but did not raise a hand to comment. No comments were made from the in-person attendees. 5. Police Profit & Loss Statement – December 2025 - Administrator-Treasurer David Zimmerman presented. After adjusting for a $100,000 expense that belongs to FY26, the actual overrun was $22,426 (1.9% over budget), not the 10% initially reflected. Key variances were in fleet service/repairs, Social Security, and health insurance. Salary costs were on budget, and capital spending was only 2% over. Discussion was held. 6. Fire Department Profit & Loss Statement – December 2025 - Administrator-Treasurer Zimmerman presented, noting the report is incomplete pending significant invoices. Currently, 52.5% of the budget is shown as spent, but after pending adjustments (including a 4Q Lake Geneva staffing invoice), spending is projected to reach 95% of budget, ending the year within budget. Discussion was held. - Zimmerman motioned to approve the Profit & Loss statements for December 2025 for both Police and Fire. Maloney Second. All voted, Aye. Motion carried. 7. Police Department – all items for discussion/possible action a) Monthly Police Report: Chief Jon Albrecht presented the incident summary. The department is in a slower season with ~800-900 calls for service. Several significant crashes in recent months were reviewed, including one at Linton and Zenda involving an extraction from a burning vehicle and another involving a FedEx van. b) Police Department Check Book Activity: No activity in December. All financials have been transitioned to Administrator Zimmerman. c) Squad Mileage: Reported. Mileage is being prioritized on Squad 4, which is scheduled for replacement. d) Police Staffing Update: Officer Chris Brunning left for a promotion with the Elkhorn Police Department. The department is down one officer and is reviewing applicants, with a meeting scheduled to discuss a candidate. e) Walworth County Traffic Grant Program Updates: Chief Albrecht briefed the committee on the new High Visibility Enforcement (HVE) Task Force model being run by Walworth County. The program may allow other county agencies to conduct targeted traffic enforcement in Linn based on crash data, and Linn PD may see outside agencies working in its jurisdiction. Chief Albrecht has chosen not to participate in the task force, preferring to keep his officers within Linn. Concerns were raised about court jurisdiction for citations, community policing philosophy, and potential resident confusion. Follow Up - Weiss requested an update on this item at a future meeting. 8. Fire/EMS Department – all items for discussion/possible action. a) Calls for Service: Chief Dennis Detkowski reported 6 calls on the North Shore (including a snowmobile accident) and 24 calls on the South Shore (including two structure fires, one significant on Highway 120). b) Monthly Report & Vehicle Mileage: The full monthly report is delayed due to a major federal reporting system change. A mileage report was provided. The average response time to the South Shore district is 6 minutes 13 seconds, meeting objectives. Two responses over 10 minutes were clarified (one was a non-urgent alarm call, the other a data reporting discrepancy). c) Fire/EMS Donated Funds Report: No activity. Balance remains at $53,419.30. 9. Adjournment: Maloney motioned/Zimmerman Seconded. All voted, Aye. - 6:17pm
