PUBLIC INFORMATION MEETING
ZENDA ROAD CONSTRUCTION PROJECT
December 08, 2025, 6:30 p.m.
Linn Town Hall
W37228 Franklin Walsh St. Zenda, WI 53195
In person and Remote
Chairman Weiss called the Public Hearing to order at 6:35 p.m.
Present were Supervisors Zimmerman (arrived at 6:45 pm), Livingston, Leith, Palmer, Chairman
Weiss, Attorney Duquette, Administrator/Treasurer D. Zimmerman, Clerk Morris.
Plan for Zenda Road Construction Project: Discussion Only:
Chairman Weiss invited engineer Ryan Rudzinski of Batterman to come forward to explain the
project. They are working on the Zenda Rd project design. The Town is redoing the portion from
Linton Rd to County Hwy B, which is about 1.5 miles. They are going to pulverize the existing
road and leave it there in place as a new base for the road. They will then lay new asphalt on top
of that. The existing roadway is 22 feet wide. We are going to widen that to 24 feet of asphalt.
The shoulders will be two-feet-wide on either side and made of gravel. They will be replacing
driveway and roadway culverts and addressing any drainage concerns with the project.
Project Timeline:
Information meeting tonight. Then complete the Environmental process. When that is complete
in January, we will then do the preliminary design of the project. This should be finished in
March. They will then progress to the final design and complete the project in August 2026.
Construction is scheduled for 2027.
Public Comments:
Delano Lucas ofN1210 Zenda Road has concerns about widening the road. He has trees that he
put in 20 years ago and has been waiting all of this time for them to reach this height. He also put
in a hedge to enclose his property and has concerns about all of this being taken out. He had a
realtor come out to see what the value of his house is now verses if all of the trees were removed.
The real tor said that it is very nice and secluded with the trees. If the trees are removed the
realtor said it could lower his property by $80,000 to $100,000. He talked about the fact that the
cost would be doubled if they widen each side of the road verses one side of the road. Where he
lives is where most of the truck drivers start breaking. There is a lot of engine breaking going on.
He wants them to make the road thick enough and maybe lower the speed limit so that the road
will last longer. He also asked when the final plan would be done so that he could go out and
measure the space himself. At the end of the meeting, he asked where he should go to seek legal
help if he thinks he needs to. Ryan said that the engineers do not wish to get into private
property. They will try their best not to do that.
