The Mee�ng was called to order at 5:00 pm and roll call was taken. 2. D. Lee / B. Chapman mo�oned to Approve the Agenda. Mo�on carried. 3. D. Lee / B. Chapman mo�oned to Approve the July 27, 2026, Minutes. Mo�on carried. 4. Public Comment. None. City 5. Review, Discuss, and Possibly Approve Cost of Living Increase. D. Lee mo�oned and B. Chapman seconded to approve a Cost-of-Living Increase of 3.5% Mo�on carried 2-0. 6. Review, Discuss, and Possibly Approve Changes to the City’s Personnel Handbook. Discussion was had on the Funeral Leave policy. Commitee recommends that one of the days must be used for the funeral and leave must be taken at the �me. Mo�oned by D. Lee seconded by B. Chapman. Mo�on carried 2-0. Will revisit this on the September agenda. 7. Review, Discuss, and Possibly Approve 2026 City Wage Scale. No Ac�on taken; more informa�on is needed, move to the September agenda. Joint 8. Review, Discuss, and Possibly Approve Changes to the Personnel Policy Handbook Sec�on 201 Hours of Work #1. Remove 3.5 hours of work and replace with actual hours worked. B. Coons mo�oned and D. Lee seconded to approve change. Mo�on carried 4-0. 9. Review, Discuss, and Possibly Approve Proposed Holiday/Weekend Standby Duty and Weekend Call-Out Policy. R. Affeld mo�oned and B. Coons seconded to approve (1) the weekend stand by policy as discussed at the U�lity mee�ng and (2) add the appropriate pay codes for the weekend stand by policy.
